UN’s Ban asks arms embargo to be imposed on Syria

The UN Secretary General Ban Ki-moon urged the UN Security Council to impose an arms embargo on Syria, at the Asia Society in New York on Friday.
Ban strongly rebuked the world's "indifference and cynicism” to the civil war in Syria, which he described as a “bleed beyond its borders.” He stressed that Syria's neighbors should enforce a firm ban preventing the smuggle of weapons to Syria over land and air. He added that if divisions in the UN Security Council continue, countries should impose embargoes individually.
“It is irresponsible for foreign powers and groups to give continued military support to parties in Syria that are committing atrocities and flagrantly violating fundamental principles of human rights and international law,” said Ban.

“I recognize that an embargo would risk freezing an imbalance in place, given the extent of the government's weaponry, but the Syrian war cannot be won militarily.”

  • The UN chief condemned the warring parties in the failure to set the stage for a political solution and who had "systematically blocked the tireless efforts" of his special envoys for Syria, Kofi Annan and Lakhdar Brahimi who both resigned.
Ban said the international community “desperately needs new efforts to start a serious political process for a new Syria.” He stressed the 2012 Geneva communique remains the basis for any peaceful settlement as a “roadmap for a democratic transition.

The UN chief added that the presidential election earlier this month, was a further blow to the much needed political process in Syria.
“Syrians turned against each other. Regional powers became involved. Radical groups gained a foothold. Syria today is increasingly a failed state.”
The UN has stopped releasing figures on deaths in Syria because it became “impossible to count all the bodies” in the war which has entered its fourth year.
He also condemned Syrian authorities' use of barrel bombs, and mortar attacks by opposition forces, and said that governments that hope to regain legitimacy do not massacre their own people

  1. Russia won’t support the idea of imposing a ban on arms supplies to Syria, since it sees no way to apply it to armed groups, Russian Permanent Representative at the United Nations Vitaly Churkin told journalists on Friday....

    According to Churkin, Libya’s experience has proved absolute inefficiency of such bans against rebels. “There is Libya’s experience, where despite the arms supplies ban weapons were freely supplied to various armed groups and now these weapons are circulating across entire Africa,” he said. “We do not want to go this way.”

    Earlier on Friday, United Nations Secretary General Ban Ki-moon advanced an initiative to impose a ban on arms supplies to Syria.
