Mr. Ban, in a statement issued in New York, welcomed the finalization of a joint communiqué and a formal re-launch of the talks by Greek Cypriot leader Nicos Anastasiades and Turkish Cypriot leader Dervis Eroglu, who met today at the UN Protected Area in the capital, Nicosia.
“I commend the leaders for their commitment to resuming negotiations and for their hard work in the past months to reach what is an important statement of shared principles and invaluable basis for renewed talks,” said the Secretary-General.
“The United Nations will continue to support the Greek Cypriots and Turkish Cypriots in their efforts to reunify the island and move on from decades of separation. I personally pledge our resolute commitment to these efforts.”
- The UN has been facilitating talks between the Greek Cypriot and Turkish Cypriot leadership, with a view to the eventual establishment of a federal government with a single international personality, consisting of a Turkish Cypriot Constituent State and a Greek Cypriot Constituent State, each of equal status.
- Mr. Downer, who was appointed in September 2008, has informed the Secretary-General that now that the joint communiqué has been achieved, he has decided to take up a new position and step down as Special Adviser.

Verhandlungen auf Zypern ....Sie sprechen wieder...
ReplyDeleteGriechische und türkische Zyprer wollen gemeinsam nach einer Lösung des seit 40 Jahren andauernden Konfliktes suchen. Damit geht eine zweijährige Funkstille zu Ende. Die Vertreter beider Seiten, Nikos Anastasiades und Dervis Eroglu, kamen am alten Flughafen von Nikosia zusammen. Das Treffen dauerte rund eineinhalb Stunden. Sie vereinbarten, an einem neuen System zur Bildung einer Förderation zu arbeiten.
Ziel der Gespräche ist die Schaffung unabhängiger Verwaltungen in beiden Landesteilen, aber einer gemeinsamen Außenvertretung. Die Gespräche über eine Wiedervereinigung standen unter Schirmherrschaft der Vereinten Nationen.
Unakzeptable Situation
"Der jetzige Stand der Dinge ist unakzeptabel", sagte die UN-Sonderbeauftragte für die Zypernfrage, Lisa Buttenheim in Nikosia. Darüber seien beide Volksgruppenführer einig. Eine Lösung solle "so bald wie möglich" erarbeitet und bei getrennten Volksabstimmungen von griechischen und türkischen Zyprern gebilligt werden.
"Ich hoffe, dass der heutige Tag der Anfang vom Ende eines unakzeptablen Zustandes wird, der unsere Insel und unser Volk seit 40 Jahren geteilt hält", sagte der zyprische Präsident Nikos Anastasiades nach dem Treffen. Auch der Verhandlungsführer der türkischen Zyprer, Dervis Eroglu, äußerte die Hoffung auf eine baldige Lösung. Wenn auch mit Verspätung seien nun die Gespräche zustande gekommen, meinte Eroglu im türkischzyprischen Fernsehen. "Die Lösung werden wir bei den Verhandlungen finden."
Konföderation - aber wie?
Gesucht wird nach einer föderalen Lösung auf der Grundlage von politischer Gleichheit der beiden Volksgruppen. Genau das ist das Kernproblem, an dem bislang alle Bemühungen zur Überwindung der Teilung scheiterten: Die griechischen Zyprer streben eine Föderation zweier Bundesstaaten mit einer starken Zentralregierung an. ReplyDeleteThe President of the European Commission, José Manuel Barroso, and the President of the European Council, Herman Van Rompuy, issued today the following statement:
The European Union welcomes the agreement announced today by the Greek Cypriot and Turkish Cypriot leaders on a Joint Declaration, which lays a solid foundation for resumption of negotiations for a fair and viable comprehensive settlement of the long-standing Cyprus problem. This Joint Declaration should help them to swiftly address matters of substance and to achieve rapid results in the negotiations. President Barroso and President Van Rompuy congratulate and salute the courage the two leaders have shown in agreeing it.
At the time of accession of Cyprus, the European Union declared its readiness to accommodate the terms of a settlement in line with the principles on which the Union is founded. As previously announced, the European Commission is keen to play its part in supporting the negotiations, conducted under UN auspices and to offer all the support the parties and the UN find most useful. As the negotiations resume, President Barroso's personal representative will contribute actively to the search for constructive solutions in compliance with the EU acquis to overcome outstanding problems. In parallel, the European Commission will also step up its efforts to help the Turkish Cypriot Community prepare for implementation of the acquis.
The European Union also supports the efforts to reach an agreement between the two parties on a package of Confidence-Building Measures which can help to create momentum towards a settlement to the benefit of Cypriot people. The European Union stands ready to look creatively at how to contribute to this objective in the prospects of a final settlement.

Chypre: Moscou appelle à un règlement durable...
ReplyDeleteMoscou espère que les leaders des Chypriotes grecs et des Chypriotes turcs, Nicos Anastasiades et de Dervis Eroglu, s'assigneront pour objectif de parvenir à un règlement d'ensemble, juste et viable du principal problème de l'île: sa division en deux parties selon des critères ethniques.
"Lors d'une rencontre mardi 11 février à Nicosie, le président chypriote Nicos Anastasiades et Dervis Eroglu, président de la république turque de Chypre du Nord non reconnue, ont pris une décision importante, celle de reprendre les négociations intercommunautaires sous l'égide des Nations unies sur le règlement du problème de l'île divisée. Nous espérons que lors du futur dialogue, les deux parties tendront à un règlement d'ensemble, juste et viable du problème chypriote sur la base des résolutions appropriées du Conseil de sécurité de l'Onu et des accords inter-chypriotes de haut niveau de 1977 et de 1979", a déclaré mardi le porte-parole de la diplomatie russe Alexandre Loukachevitch.

Έυσημα στους δύο ηγέτες απο το ΣΑ του ΟΗΕ...
ReplyDeleteΤο Συμβούλιο Ασφαλείας του ΟΗΕ καλωσορίζει το κοινό ανακοινωθέν που συμφωνήθηκε από τους ηγέτες των Ελληνοκυπρίων και των Τουρκοκυπρίων στις 11 Φεβρουαρίου και τους συγχαίρει για την πολιτική ηγεσία που επέδειξαν.
Με γραπτή δήλωση προς τον Τύπο, που εκδόθηκε αργά το βράδυ, το Σ.Α αναφέρει ότι είναι «ενθαρρυμένο από τη δέσμευση να αρχίσουν δομημένες διαπραγματεύσεις προσανατολισμένες στο να φέρουν αποτελέσματα και να συζητήσουν αλληλένδετα όλα τα ανεπίλυτα θέματα». Καλεί «όλα τα μέρη να προχωρήσουν στη βάση των σχετικών αποφάσεων του Σ.Α. και να συνεχίσουν σε πνεύμα καλής πίστης, για να φτάσουν σε λύση το συντομότερο δυνατό».
Το Συμβούλιο εκφράζει την ελπίδα όπως «οι ηγέτες εκμεταλλευτούν αυτή την ευκαιρία για να φτάσουν σε συνολική διευθέτηση, βασισμένη σε διζωνική δικοινοτική ομοσπονδία με πολιτική ισότητα, όπως παρατίθεται στα σχετικά ψηφίσματα του Σ.Α.».
Παράλληλα το Σ.Α. επαναβεβαιώνει την πλήρη υποστήριξή του στη διαδικασία «και υπογραμμίζει τα οφέλη που θα φέρει στη νήσο η επανένωση. Το Σ.Α. προσβλέπει σε ουσιαστική πρόοδο στις διαπραγματεύσεις, το συντομότερο δυνατό».
Το Σ.Α. εκφράζει την βαθειά εκτίμησή του για την επιμονή και δέσμευση του ειδικού συμβούλου, Αλεξάντερ Ντάουνερ, από το Σεπτέμβριο του 2008 και του εύχεται κάθε καλό στα σχέδιά του. Τέλος «προσβλέπει στη συνέχιση του ρόλου της αποστολής καλών υπηρεσιών στην Κύπρο».
