Les Occidentaux ont tenté lundi d'obtenir l'accord de la Russie sur une résolution sur la situation humanitaire en Syrie.
Le projet de résolution réclame un accès libre et sécurisé aux populations qui ont besoin d'aide, et notamment "la levée immédiate des sièges" de plusieurs villes où des milliers de civils sont pris au piège des combats. La résolution cite la vieille ville de Homs, mais aussi Nubl et Zahra dans la région d'Alep, nord), le camp palestinien de Yarmouk à Damas et plusieurs localités de la Ghouta (périphérie rurale de Damas).
La résolution n'est pas contraignante et ne prévoit pas de sanctions automatiques en cas de non-respect de ses dispositions. Mais elle laisse ouverte la possibilité pour le Conseil de voter ultérieurement des sanctions individuelles et ciblées contre ceux qui "font obstacle à l'aide humanitaire" ou commettent des violences contre les civils.
La Russie, alliée de la Syrie à laquelle elle livre des armes, mais qui invoque avant tout le droit international et la lutte contre le terrorisme, a bloqué déjà à trois reprises depuis le début de la crise des résolutions visant à faire pression sur Damas.

Благодаря прекращению огня, этот район смогли покинуть уже свыше 800 человек – в основном старики, женщины и дети. Жителям блокированных кварталов были доставлены дополнительные продовольственные пайки.
По нашей информации, в лагере палестинских беженцев Ярмук под Дамаском в результате переговоров между представителями сирийских властей, палестинских структур и вооруженной оппозиции достигнута договоренность относительно ухода оттуда в течение 24 часов «пришлых» боевиков. Речь, в первую очередь, идет о группировке «Джабхат ан-Нусра».
Существенный прогресс в облегчении бедственного положения жителей указанных населенных пунктов наглядно демонстрирует возможность проведения эффективных гуманитарных операций при условии заинтересованности всех вовлеченных сторон и их готовности к поиску компромиссов. На этом фоне боевики «террористического интернационала» в Сирии предпринимают отчаянные попытки сорвать процесс «замирения» на местах и спровоцировать обострение насилия через осуществление кровавых и бесчеловечных преступлений. С особым цинизмом и жестокостью были уничтожены несколько десятков жителей деревни Маан в провинции Хама, съемка публичной расправы над которыми была выложена в Интернете. В этом же ряду – наглое требование боевиков «Джабхат Ан-Нусра» обменять 12 монахинь, захваченных ими в монастыре в г.Маалюля, на 500 джихадистов, находящихся в тюрьмах в Сирии и Ливане.
Исходим из того, что действия непримиримой оппозиции, осуществляющей теракты и другие преступления против гражданского населения в Сирии, должны быть решительно и безоговорочно осуждены всеми членами международного сообщества, а также участниками межсирийского переговорного процесса в Женеве.

DeleteThe actions of the irreconcilable opposition against the Syrian civilian population must be resolutely condemned by all the memers of the international community, Russian Foreign Ministry spokesman Alexander Lukashevich has said in a commentary posted on the ministry's website.
"We believe that the actions of the irreconcilable opposition who commit terrorist attacks and other crimes against Syrian civilians must be resolutely and unreservedly condemned by all members of the international community, as well as the participants of the intra-Syrian negotiating process in Geneva," Lukashevich said.
Besides, the Ministry's spokesman added that Moscow is satisfied with the agreements to extend the truce in the old part of the city of Homs by three days.
"It was with satisfaction that Moscow learnt a report about a three-day extension of the humanitarian truce in the old part of the city of Homs.Thanks to the ceasefire, over 800 people, mainly old people, women and children, have already managed to leave the area. Residents from the besieged blocks were supplied with additional food rations," he wrote.
"Our information is that as a result of talks between representatives of the Syrian authorities, Palestinian groups and the armed opposition in the Palestinian refugee camp Yarmouk near Damascus an agreement has been reached that 'alien' militants should leave the camp over the next 24 hours," Lukashevich continued.
"We are talking primarily about the Jabhat al-Nusra group," the commentary said.
"The significant progress in relieving the plight of people in these populated areas clearly demonstrates the possibility of holding efficient humanitarian operations, provided all parties involved are keen and willing to search for compromises," Lukashevich said.
"Against this background 'international terrorist' militants in Syria have been making desperate attempts to disrupt the reconciliation process locally and to provoke violence escalation through bloodshed and inhumane crimes. Several dozen residents of the village of Maan in the Hama province were killed with particular cynicism and cruelty, and the footage of their public execution was put out on the Internet. Also in the same line is a brazen demand by Jabhat al-Nusra militants to swap 12 nuns seized by them at the Ma'loula convent for 500 Jihadists jailed in Syria and Lebanon," the commentary said.
