EU, Turkey take closer steps in stemming flow of IS foreign fighters

The European Union (EU) should work with international partners, particularly with Turkey, in order to prevent recruitment of the Islamic State (IS) from European citizens, a senior EU official said on Monday.

"We discussed the issue aiming to have a good coordination with strategy to stop the flow (of foreign fighters) in both ways," Federica Mogherini, High Representative of the EU for Foreign Affairs and Security Policy, said at a joint press conference with Turkish Foreign Minister Mevlut Cavusoglu.

EU foreign policy chief Federica Mogherini, Commissioner for European Neighborhood Policy and Enlargement Negotiations Johannes Hahn and Commissioner for Humanitarian Aid and Crisis Management Christos Stylianides, paid a two-day visit to Turkey on Monday.

There are "positive developments" recently in intelligence sharing and coordination with Turkey, she said, noting that the case is not "purely a security element."

As part of the prevention efforts of foreign fighters joining ranks of IS in Syria, Mogherini said they should carry "cultural work together particularly on Muslim communities" and give right messages.

  • She also announced that the EU was finalizing a further package of 70 million euros (86 million US dollars) to Turkey, for support to Syrian refugees taking shelter in the country.

    The European Union and Turkey have drifted apart on foreign policy and need greater "alignment" to tackle threats including Islamic State in Iraq and the Levant (ISIL), the EU's foreign policy chief said on Dec. 8.

    Speaking during one of the highest-ranking EU visits to Turkey in years, Federica Mogherini said the EU candidate nation had signed up to less than a third of the bloc's recent foreign policy positions, compared to some 80 percent in the past.

    "We need to improve on the alignment on foreign policy and security policy, it's never been so low and this is a problem for the European Union, but it is mainly a problem for Turkey," she told a news conference in the Turkish capital.

    The visit by Mogherini, Enlargement Commissioner Johannes Hahn and Humanitarian Aid Commissioner Christos Stylianides is aimed at giving new impetus to the relationship, including urging closer cooperation against Islamic State and pressing Ankara not to undermine EU sanctions on Russia.
