No Russian troops in Ukraine, CE Committee of Ministers’ decision wrong (FM spokesman Alexander Lukashevich)

There are no Russian troops in Ukraine, Foreign Ministry spokesman Alexander Lukashevich said on Saturday.
He denied the statement of the Council of Europe’s Committee of Ministers, adopted on September 17, which acknowledged the presence of Russian troops in Ukraine.
“Some of the provisions in the decision…, including those concerning this issue, have nothing to do with reality. 

There are no Russian troops in Ukraine. Besides, the Council of Europe’s Committee of Ministers has no mandate or instruments to issue judgements on such matters, let alone ‘acknowledge’ anything,” Lukashevich said.


He said the Russian representative’s demands that the accusations be backed up with facts had been ignored.

Russia regards the decision “as dictated to the Committee of Ministers from the outside and pushed through by the ideologised arithmetic majority”, he said.

Lukashevich said the decision “ignores the main issue - the responsibility of the Council of Europe’s Committee of Ministers for the stubborn refusal of the Ukrainian authorities to stop the mass violation of the rules of the European Convention on Human Rights and investigate, in accordance with these rules, the tragic events that claimed numerous human lives”.

“Considering this, the decision of the Council of Europe’s Committee of Ministers is null and void and has a purely propaganda meaning for its authors who are not ashamed of abusing the high authority of the Committee of Ministers of the Council of Europe in their attempts to upset the fragile process of national reconciliation in Ukraine,” the spokesperson said.

  • General Philip Breedlove (NATO): Ukraine ceasefire is 'in name only'...

VILNIUS - Fighting in Ukraine is continuing and the truce there is a ceasefire "in name only," NATO's top military commander said on Saturday.

"The situation in Ukraine is not good right now," US Air Force General Philip Breedlove told reporters in Vilnius. "Basically, we have ceasefire in name only."

"The number of events, and the number of rounds fired and the artillery used across the past few days match some of the pre-cease-fire levels. The ceasefire is still there in name, but what is happening on the ground is quite a different story."

Breedlove said he hopes a memorandum signed on Saturday for the withdrawal of heavy weapons, including artillery, and all foreign fighters from a 30 km-wide buffer zone will help calm the situation.

Speaking after a meeting of chiefs of defense of NATO countries, Breedlove, who is NATO's Supreme Allied Commander, Europe, and commander of US forces in Europe, said Russia has moved some of its forces inside Ukraine to the south to bring pressure on the port city of Mariupol.

Asked whether Russia's objective is linking up with its forces in Crimea along the Ukrainian coast, he said: "I would not speculate on what their intention is, but they certainly have put in place a military capability to take action along that coast if they chose to do it."

    O general norte-americano Philip Breedlove, comandante supremo das forças aliadas, garantiu este sábado numa reunião do comité militar da NATO em Vilnius, Lituânia, que forças russas "ainda estão na Ucrânia".

    "No que diz respeito às forças armadas russas no terreno, sim, mantêm-se na Ucrânia", referiu o general em conferência de imprensa, sem facultar números concretos.

    Philip Breedlove disse também que o cessar-fogo de há duas semanas "ainda existe na teoria, mas o que acontece no terreno é uma história diferente", acrescentando esperar "que isso se altere".

    "A fluidez do movimento das forças russas e das forças apoiadas pela Rússia de um lado para o outro da fronteira torna quase impossível perceber números", disse.

    Breedlove afirmou ainda estar esperançoso em relação ao acordo alcançado hoje de madrugada entre os separatistas ucranianos pró-Rússia e as autoridades de Kiev.

    Os separatistas ucranianos e as autoridades de Kiev acordaram na madrugada de hoje um cessar-fogo e a criação de uma zona desmilitarizada de 30 quilómetros na região leste da Ucrânia. Depois de conversações em Minsk, na Bielorrússia, as duas partes assinaram um acordo.

    Depois de sete horas de negociações na capital bielorrussa, o ex-presidente ucraniano Leonid Kuchma fez o anúncio, sublinhando também que este vem consolidar a trégua em vigor desde 05 de setembro, mas que é violada frequentemente.

  2. Ukrainian Special Forces Violate Ceasefire 10 Times in One Day: DPR Headquarters...

    Ukrainian troops have today violated the Minsk ceasefire agreement 10 times, killing several people in Donbas region, the self-proclaimed Donetsk People's Republic (DPR) reported Saturday.

    "On 10:50 [a.m.] the enemy conducted MRL Grad strikes against the Abakumova and Komsomolets Donbasu mines. The following fire completely burnt down three administration buildings, three employees were killed," the DPR headquarters said in a statement.

    In addition, Ukrainian troops fired at the Belo-Kamenka, Nova Marivka and Zuevka settlements, killing one civilian and injuring seven, the militia reported.

    Earlier on Saturday, reports suggested that the Ukrainian forces conducted a round of shelling on Donetsk in the early morning hours. According to witnesses, several residential buildings have been destroyed.

  3. Nato's most senior military commander has said the ceasefire between Ukraine and pro-Russian separatists currently exists 'in name only'.

    Gen Philip Breedlove said the numbers of artillery rounds fired recently was comparable to periods before the truce came into effect two weeks ago.

    He added, however, that he was "hopeful" about a new agreement signed in the early hours of Saturday.

    Ukraine accuses Russia of arming separatists, but Russia denies this.

    More than 3,000 people have died in fighting in two eastern regions since April.

    A truce was agreed on 5 September but there have been repeated violations since then.

    Gen Breedlove, Nato's supreme allied commander in Europe, was speaking after a meeting with Nato military chiefs in Vilnius, Lithuania.
