Western countries urge 'full implementation' of Ukraine peace deals

U.S. and some European leaders on Tuesday conditioned the easing of sanctions against Russia on a "full implementation" of peace deals over eastern Ukraine.

The agreement followed a video-conference meeting among U.S. President Barack Obama and the leaders of Britain, France, Germany, Italy and the European Council.

EU reaches deal on CO2 emissions. (to cut greenhouse gas emissions by 40 percent by 2030, and set renewable energy targets).

European Union leaders have agreed on a landmark climate change deal, including a commitment to cut greenhouse gas emissions by 40 percent by 2030, EU head Herman Van Rompuy said.

"Deal! At least 40% emissions cut by 2030. World's most ambitious, cost-effective, fair #EU2030 climate energy policy agreed," Van Rompuy announced via Twitter, adding that the European leaders also adopted 27 percent targets for renewable energy supply and efficiency gains.

EU postpones application of free trade pact with Ukraine

The Council of the European Union on Monday delayed the application of a deep and comprehensive free-trade agreement (DCFTA) with Ukraine by 15 months to December 31, 2015, the press service said.
The official statement of both the EU Council and the European Commission stresses that this is a bilateral EU-Ukraine agreement and “any adaptations to it can only be made at the request of one of the parties and with the agreement of the other, according to the mechanisms foreseen in the text and in compliance with international law and with the respective internal procedures of the parties.”

EU-Ukraine Association Agreement to start applying in two stages (EU Council)

The Council of the European Union (EU) and the European Commission on Monday welcomed the ratification of the EU-Ukraine Association Agreement, saying such an agreement is to start applying in two stages.

According to the statement, the EU decision to delay until Jan. 1, 2016 the provisional application of the Agreement's title on trade and related matters, paving the way for the provisional application of much of the remainder of the Agreement to start on Nov. 1.

No Russian troops in Ukraine, CE Committee of Ministers’ decision wrong (FM spokesman Alexander Lukashevich)

There are no Russian troops in Ukraine, Foreign Ministry spokesman Alexander Lukashevich said on Saturday.
He denied the statement of the Council of Europe’s Committee of Ministers, adopted on September 17, which acknowledged the presence of Russian troops in Ukraine.
“Some of the provisions in the decision…, including those concerning this issue, have nothing to do with reality. 

There are no Russian troops in Ukraine. Besides, the Council of Europe’s Committee of Ministers has no mandate or instruments to issue judgements on such matters, let alone ‘acknowledge’ anything,” Lukashevich said.

U.S. applauds European steps towards more Russia sanctions (Statement by NSC Spokesperson Caitlin Hayden)

WASHINGTON - The White House on Saturday applauded the European Council's readiness to consider further sanctions against Russia over its actions in Ukraine.

"We welcome the European Council's consensus today to show strong support for Ukraine's sovereignty and territorial integrity and to prepare further sanctions for consideration in coming days," White House National Security spokeswoman Caitlin Hayden said in a statement.
