Victoria Nuland said U.S. had invested $5 billion since 1991. - US offers Ukraine US$50m aid package

The U.S. is concerned about the 'Russian hand' behind the destabilization in Eastern Ukraine, according to top U.S. diplomat for Europe.
Russia cannot declare its support to deescalate unrest in Ukraine and at the same time stir the tension up, Victoria Nuland Assistant Secretary of State for European and Eurasian Affairs at the United States Department of State, said in an exclusive interview with CNN's Christiane Amanpour.

“You cannot dress yourself like a firefighter and behave like an arsonist,” she said, adding that "We are very concerned about the Russian hand behind the destabilization that we’re seeing in eastern Ukraine.”
  • Nuland also commented on a dossier that CNN revealed with images of gunmen operating in eastern Ukraine, which were similar to photos of Russian forces in Crimea and Russia's 2008 invasion of Georgia. 
  • Nuland said the 'bearded man' that appeared both in Georgia and eastern Ukraine is "clearly a GRU agent" - GRU being Russian Military's Main Intelligence Directorate tasked to collect information from sources outside of Russia.
  • Nuland reiterated the U.S.'s monetary support to Ukraine since 1991. “That money (USD$5 billion) has been spent on supporting the aspirations of the Ukrainian people to have a strong, democratic government that represents their interests." 
However, Deputy Secretary of State stressed that the U.S. financial support was not anything to do with the unrest.
“We certainly didn’t spend any money supporting the Maidan - that was a spontaneous movement, which is a far cry from our concerns on what Russia is up to now in eastern Ukraine.”

  • The United States has offered Ukraine a new $50 million aid package to help with economic and political reform, the White House said on Tuesday during a visit to Kiev by Vice President Joe Biden.

It also offered an additional $8 million in non-lethal military aid, including radios and vehicles, according to a statement issued by Biden's staff in Kiev.

Small in terms of Ukraine's needs and in relation to the $1 billion loan guarantee already signed with Washington, the package, along with Biden's visit, was a clear show of support for the new authorities following the overthrow of the Kremlin-backed president and continuing confrontation with Russia.

"The United States is committed to ensuring that Ukrainians alone are able to determine their country's future without intimidation or coercion from outside forces," it said.

Saying Washington was ready to provide further assistance after a presidential election on May 25, it said $11.4 million of the package would support the integrity of that vote.

US experts would also work on reducing Ukraine's dependence on Russian gas and in fighting corruption.

  1. Interim President of Ukraine, appointed by the Verkhovna Rada and parliament Speaker Oleksandr Turchynov demanded from special task forces to resume the raid in the country’s east. Vekhovna Rada’s press service reported this on Tuesday....

    “I demand that security services carry out effective counter-terrorist activities aimed at defending Ukrainian citizens living in the country’s east from terrorists,” Turchynov stated.
