 MOSCOW, February 18. /ITAR-TASS/. Ukrainian security services and police have demanded that protesters stop rallies in Kiev by 20:00 Moscow time (18:00 local time).
"If riots do not stop at 20:00 Moscow time, we'll have to restore order with the methods envisioned by law," the Ukrainian Security Service and the Interior Ministry said in a joint statement published on the official website.

Interior Ministry says it may resort to tough actions, should the riots continue

KIEV, February 18. /ITAR-TASS/. About 100 people have been hurt in Tuesday’s clashes in central Kiev, Ukrainian Prosecutor General Viktor Pshonka cited latest reports.
The health department of the Kiev city administration reported earlier that ambulance crews have given first-aid to 39 protesters, 17 of whom have been taken to hospital with various injuries.
A department source said that 148 ambulance crews, including 48 in the city center, were operating in Kiev.
The doctors have urged the protesters not to interfere with their work.
“The health department is calling on everybody who is staying in the city center not to interfere with the work of the ambulance crews. Please, remember that any minute in delaying medical aid can cost a human life,” the doctors said in their appeal.
In the meantime, the Ukrainian Interior Ministry press service informed that violent rioters had attacked an ambulance which was carrying two injured protesters.
Ukraine has been hit by anti-government protests since the authorities refused to sign an association agreement with the European Union at a summit in Vilnius in November 2013 and opted for closer ties with Russia instead. The protests have often turned into riots.
The Ukrainian authorities adopted tougher laws for public order violations in mid-January, which triggered another wave of protests, with three protesters believed to have been killed, and up to 200 police injured. The laws were later repealed.
Prime Minister Nikolai Azarov resigned on January 28, and the Ukrainian leadership also decided to pardon participants of riots on the condition protesters vacated state and local power institutions they seized within 15 days. The initial reaction of opposition leaders to the amnesty law that entered into force February 2 was defiant and skeptical.
Meanwhile, Kiev’s police reported Tuesday that the building of the city state administration had been seized again by protesters who threw Molotov cocktails.
Earlier, protesters held the building for over 2.5 months, but vacated it on February 16 to observe the amnesty law adopted by the authorities.
The amnesty law, designed in particular to “prevent prosecution and punishment of people in connection with events that took place during peaceful rallies,” envisions a pardon for all people who took part in riots during mass anti-government demonstrations in Ukraine except for those who committed grave crimes.
It introduced a mechanism to release riot participants from criminal prosecution and ensure unhindered operation of state and local power bodies. Protesters had time until February 17 to vacate seized state and local power institutions, unblock Grushevsky Street in downtown Kiev and other streets and squares across the country except those where peaceful protest rallies were being held.
The head of Ukraine’s Security Service, Alexander Yakimenko, and acting Interior Minister Vitaly Zakharchenko on Tuesday called on opposition leaders “to calm protesters, stop confrontation and return to the negotiating table.”
“We warn irresponsible opposition hotheads: the authorities have the power to ensure order. And we, should riots continue, will have to resort to tough actions,” their joint statement said. Yakimenko and Zakharchenko gave protesters time until 18:00 (16:00 GMT) to stop riots.
“In case the riots do not stop, we will have to ensure order by the means the new law allows for,” the statement said.

    EU foreign policy chief, Catherine Ashton, has condemned violence in Kiev, particularly the seizure of state buildings while commenting on the situation in Uktaine earlier today.
    "I’m seriously concerned about the escalation of violence in Kiev and the reports about victims. I condemn all forms of violence, including the seizure of state and Party buildings," Ashton wrote in her communiqué.

    She called on the Ukrainian government to eradicate the key reasons of the crisis.

    "Political decisions should be taken within Parliament and Ukraine should return to the parliamentary process. Political leaders should share responsibility in order to restore confidence and create conditions for finding an effective solution to the crisis," Ashton added.

    She thinks that in order to resolve the crisis Ukraine should "establish a pluralistic government, make progress in the constitutional reform and organize transparent and democratic presidential elections."

    "The EU is ready to help Ukraine," Catherine Ashton said.

  5. US demands Ukrainian President Yanukovych to 'end' violence in Kiev...

    The United States called Feb. 18 on Ukrainian President Viktor Yanukovych to "end" violence in Kiev, saying it was appalled by clashes between riot police and demonstrators that killed five people.

    "We are appalled by the violence taking place in downtown Kiev. We urge President Yanukovych to immediately de-escalate the situation and end the confrontation at Maidan," the city's Independence Square, said Laura Lucas Magnuson, a spokeswoman for the National Security Council.

    Magnuson said the excessive use of force on either side of Ukraine's political divide would not resolve the crisis. She also urged the president to start a dialogue with the opposition immediately.

    At least five people were killed and scores injured as anti-government protestors battled riot police in Kiev in the first outbreak of violence in weeks.

    Security forces issued an ultimatum that they would use "grave actions" if violence did not cease by 1600 GMT.   7. МВД Украины: в Киеве 22 сотрудника милиции находятся в тяжелом состоянии...

    КИЕВ, 18 февраля. /ИТАР-ТАСС/. В Киеве в результате столкновений между протестующими и сотрудниками правоохранительных органов 22 милиционера получили тяжелые травмы. Об этом сообщил руководитель управления по связям с общественностью МВД Украины Сергей Бурлаков. Ранее также сообщалось о двух погибших.

    "Двое погибших, 18 - с огнестрельными ранениями, 22 - в тяжелом состоянии", - сказал Бурлаков.

    В свою очередь агентство УНИАН, также со ссылкой на МВД, сообщает о гибели восьмерых человек. Обстоятельства их смерти в настоящее время устанавливаются.

    По информации Киевского городской государственной администрации в столице по состоянию на 17:00 (19:00 мск) в учреждения здравоохранения за медицинской помощью обратился 71 гражданин, госпитализированы 59.

    Как ранее заявил генеральный прокурор Украины Виктор Пшонка, по оперативной информации, в столкновениях уже пострадало около 100 человек.

    Deputy Head of Ukraine’s Interior Ministry said that a group of unidentified persons armed with sticks burst into the Canadian embassy in Ukraine and started crushing property.

    KIEV, February 18. /ITAR-TASS/. Oleg Tatarov, the deputy head of Ukraine’s Interior Ministry main investigative department, told Itar-Tass on Tuesday that unidentified persons had attacked the Canadian embassy in Kiev.

    “A group of unidentified persons armed with sticks burst into the Canadian embassy in Ukraine and started crushing property,” Tatarov said, adding the assaulters had tried to inflict bodily harm to the embassy staff.

  14. Ukrainian president to meet opposition leaders when violent resistance is over...

    Ukrainian President Viktor Yanukovich will meet the opposition leaders when violent resistance ends in Kiev, presidential adviser Anna German, a Party of Regions deputy, said on Tuesday.

    She added that the talks would take place only when the opposition changed methods of struggle and removed armed people from the streets and when peace returned to the country.

    “Then it will be possible to sit down to talks,” Ukraine’s independent news agency UNIAN quoted German as saying.

    She confirmed that Yanukovich had met opposition representatives on Tuesday but did not go into details.

    Ukrainian parliament speaker Vladimir Rybak said earlier on Tuesday that President Viktor Yanukovich and the opposition leaders would meet on Wednesday to discuss the situation in the country.

    “The meeting is preliminary set for 11:00 (13:00 Moscow time),” Rybak said.

    He explained that the deputies would have to pass decisions, which parliament should be able to consider at its plenary meeting on Thursday.

    “On Thursday, we are planning to discuss the creation of a temporary commission that will try to reach an agreement on amendments to the Constitution,” Rybak added.

    Ukrainian media have reported that a former Israeli army officer is playing a leading role in the anti-government protests in the former Soviet republic.

    According to reports, the unnamed Israeli commands a group of 20 Ukrainian militants.

    Four other Israelis, who had previously served in the army, were recently reported to have taken part in opposition rallies in Ukraine’s capital, Kiev.

    They were born in Ukraine but migrated to Israel and joined its armed forces before returning to the European country for the demonstrations.

    Six Ukrainian policemen were shot dead in clashes with anti-government protesters on Tuesday, police said, raising the overall reported death toll to 14.

    Nach einer Nacht der Gewalt dauert die Konfrontation in Kiew weiter an; ein Ausweg der politischen Krise ist nicht in Sicht. Bei den blutigen Straßenkämpfen in der Ukraine sind bisher laut offiziellen Angaben mindestens 25 Menschen ums Leben gekommen.

  19. France, Germany to discuss possibility of imposing sanctions on Ukraine....

    Germany and France will discuss the possibility of imposing sanctions on Ukraine at a joint cabinet meeting in Paris later Wednesday, Germany's ambassador to France told French radio.

    "The violence in Ukraine must stop immediately," Ambassador Susanne Wasum-Rainer told France Inter radio, ahead of the meeting between German Chancellor Angela Merkel and President Francois Hollande and their respective cabinets.

    "One must probably reflect together on the need now for sanctions," she said.

    Asked what type of sanctions might be considered she said "everything is possible" but emphasized: "We must not punish the population. We must see what we can do to exert more pressure on the Ukrainian government."

  20. Crimée: meeting au nom du rétablissement de l'ordre public à Kiev....

    Des centaines de partisans du rapprochement entre l'Ukraine et la Russie se sont rassemblés mercredi au centre de Simferopol, en Crimée, appelant le pouvoir à prendre les mesures appropriées pour mettre un terme aux troubles à Kiev, rapporte le correspondant de RIA Novosti sur place.

    "Si le peuple de Crimée se mobilise, il pourra défendre ses intérêts et l'intégrité territoriale de l'Ukraine. Nous pourrons défendre notre monde russe. Le pouvoir doit adopter des mesures strictes pour rétablir l'ordre constitutionnel", a déclaré un des organisateurs du rassemblement, Sergueï Akssionov.

    Servicemen of the Ukrainian Armed Forces may be involved in actions related to an antiterrorist operation in the country's territory. The possibility is named in a report posted on the website of the Ukrainian Defense Ministry Wednesday evening.

    Ukraine’s Security Service starts nationwide counterterrorist operation

    The Ukrainian Security Service and Antiterrorist Center are beginning an antiterrorist operation in the country, Ukrainian Security Service Head Oleksandr Yakymenko said in a statement released on Wednesday.

    "The Ukrainian Security Service and Antiterrorist Center decided today to start holding an antiterrorist operation in Ukraine : I have already informed the president of the decision regarding holding the antiterrorist operation," the document said.

    The events of the past day showed "growing escalation of forceful resistance and mass use of arms by extremist-minded groups," Yakymenko said.

    "In many regions of the country local authorities, structures of the Interior Ministry, Security Service, prosecutor's office, military units and storage facilities with ammunition are being seized. Court offices are burning and vandals are destroying private apartments and killing civilians," the statement said.

      До нового назначения Ильин занимал должность командующего военно-морскими силами Вооруженных сил Украины.
