Kerry: Chemical arms use in Syria an 'obscenity'

WASHINGTON (AP) — Secretary of State John Kerry declared Monday that there was "undeniable" evidence of a large-scale chemical weapons attack in Syria, toughening the Obama administration's criticism of Bashar Assad's regime and outlining a justification for possible U.S. military action.
Kerry, speaking to reporters at the State Department, said last week's attack was a "moral obscenity" that "should shock the conscience" of the world. Officials said there was very little doubt that the attack was perpetrated by the Syrian government.

"The indiscriminate slaughter of civilians, the killing of women and children and innocent bystanders by chemical weapons is a moral obscenity. By any standard, it is inexcusable and — despite the excuses and equivocations that some have manufactured — it is undeniable," said Kerry, the highest-ranking U.S. official to confirm the attack in the Damascus suburbs that activists say killed hundreds of people.
"This international norm cannot be violated without consequences," he added.
Officials said President Barack Obama has not decided how to respond to the use of deadly gases, a move the White House said last year would cross a "red line." But the U.S., along with allies in Europe, appeared to be laying the groundwork for the most aggressive response since Syria's civil war began more than two years ago.
The international community appeared to be considering a response that would punish Assad for deploying deadly gases, not sweeping actions aimed at ousting Assad or strengthening rebel forces. The focus of the internal debate underscores the scant international appetite for a large-scale deployment of forces in Syria and the limited number of other options that could significantly change the trajectory of the conflict.
"There is not a military solution to that conflict," White House spokesman Jay Carney said.
The Obama administration was moving ahead even as a United Nations team already on the ground in Syria collected evidence from last week's attack. The U.S. said Syria's delay in giving the inspectors access rendered their investigation meaningless and officials said the administration had its own intelligence confirming chemical weapons use.
"What is before us today is real and it is compelling," Kerry said. "Our understanding of what has already happened in Syria is grounded in facts."
The U.S. assessment is based in part on the number of reported victims, the symptoms of those injured or killed and witness accounts. Administration officials said the U.S. had additional intelligence confirming chemical weapons use and planned to make it public in the coming days.
Syrian President Bashar Assad has denied launching a chemical attack. The U.N. team came under sniper fire Monday as it traveled to the site of the Aug. 21 attack.

It's unclear whether Obama would seek authority from the U.N. or Congress before using force. The president has spoken frequently about his preference for taking military action only with international backing, but it is likely Russia and China would block U.S. efforts to authorize action through the U.N. Security Council.
Kerry on Monday made several veiled warnings to Russia, which has propped up Assad's regime, blocked action against Syria at the U.N., and disputed evidence of the government's chemical weapons use.
"Anyone who can claim that an attack of this staggering scale can be contrived or fabricated needs to check their conscience and their own moral compass," he said.
British Prime Minister David Cameron, who also cut short his vacation because of the attack, spoke Monday with Russian President Vladimir Putin to outline the evidence of chemical weapons use by Assad's regime.
Cameron's office also said the British government would decide on Tuesday whether the timetable for the international response means it will be necessary to recall lawmakers to Parliament before their scheduled return next week. That decision could offer the clearest indication of how quickly the U.S. and allies plan to respond.
More than 100,000 people have died in clashes between forces loyal to Assad and rebels trying to oust him from power over the past two and a half years. While Obama has repeatedly called for Assad to leave power, he has resisted calls for a robust U.S. intervention, and has largely limited American assistance to humanitarian aid. The president said last year that chemical weapons use would cross a "red line" and would likely change his calculus in deciding on a U.S. response.
Last week's attack in the Damascus suburbs is a challenge to Obama's credibility. He took little action after Assad used chemical weapons on a small scale earlier this year and risks signaling to countries like Iran that his administration does not follow through on its warnings.
Syrian activists say the Aug. 21 attack killed hundreds; the group Doctors Without Borders put the death toll at 355 people.
The president did not speak publicly Monday about the chemical weapons attack, leaving Kerry as his administration's most prominent spokesman. Carney said the president would speak about his decision after settling on a response.
Obama pressed on with an array of events unrelated to Syria, including a Medal of Honor ceremony for an Afghan war veteran.
The president has ruled out putting American troops on the ground in Syria and officials say they also are not considering setting up a unilateral no-fly zone.


Rep. Adam Schiff, a California Democrat on the House Intelligence Committee, said the most likely option appeared to be the U.S. and NATO partners deploying airstrikes against Syrian missile sites, aircraft and other infrastructure that may be used to deploy chemical weapons.
"I think that would be punishing and a deterrent to their future use," Schiff said in an interview, adding that the approach would carry "less risk of drawing us in further, or spreading the conflict."
It's unlikely that the U.S. would launch a strike against Syria while the United Nations team is still in the country. The administration may also try to time any strike around Obama's travel schedule — he's due to hold meetings in Sweden and Russia next week — in order to avoid having the commander in chief abroad when the U.S. launches military action.
An Obama decision to attack Syria could present an eerie parallel to a U.S. military campaign against Iraq in 1998 that was ordered by President Bill Clinton.
After then-dictator Saddam Hussein refused to let U.N. weapons inspectors into Iraqi sites, the U.S. and Great Britain unleashed a 70-hour barrage of hundreds of cruise missiles, bombs and rockets on Baghdad and elsewhere in the country. The assault aimed to prevent Iraq from building the chemical, biological and nuclear weapons it was prohibited from having under U.N. resolutions after its 1990 invasion of Kuwait.
But the Iraqi leader himself was unharmed, and taunted the U.S. and Britain by declaring victory afterward.
U.N. Secretary-General Ban Ki-moon on Monday countered the U.S. claim that the investigation at the site of last week's attack was too little, too late.
"Despite the passage of a number of days, the secretary-general is confident that the team will be able to obtain and analyze evidence relevant for its investigation of the August 21 incident," U.N. spokesman Farhan Haq said in New York

    Το καθεστώς του Μπασάρ Αλ Ασαντ κατηγορούν πλέον ευθέως οι ΗΠΑ ως υπεύθυνο για τη χρήση χημικών όπλων και όλα τα βλέμματα στρέφονται στο Λευκό Οίκο για τις επόμενες αποφάσεις. Οπως δήλωσε απόψε ο Αμερικανός υπουργός Εξωτερικών, Τζον Κέρι, μιλώντας σε δημοσιογράφους, όλα τα έθνη θα πρέπει να προασπίσουν την υποχρέωση να λογοδοτήσουν οι υπεύθυνοι για τη χρήση αυτών των απαγορευμένων και φονικών όπλων.

    «Χημικά όπλα χρησιμοποιήθηκαν στη Συρία. Αυτό είναι αναμφισβήτητο» τόνισε χαρακτηριστικά ο αρχηγός του Στέιτ Ντιπάρτμεντ, κάνοντας λόγο για «μεγάλης κλίμακας» χρήση και για μια χυδαιότητα για την οποία οι υπεύθυνοι πρέπει να λογοδοτήσουν. Πρόσθεσε ότι οι εικόνες μετά την επίθεση στα προάστια της Δαμασκού την περασμένη εβδομάδα «θα πρέπει να σοκάρουν την συνείδηση του κόσμου».

    Ο πρόεδρος των ΗΠΑ Μπαράκ Ομπάμα «πιστεύει ότι πρέπει να λογοδοτήσουν αυτοί που προσφεύγουν στην χρήση των πιο ειδεχθών όπλων στον κόσμο κατά των πιο ευάλωτων ανθρώπων στον κόσμο», πρόσθεσε.

    «Ας είμαι σαφής: Η αδιάκριτη σφαγή αμάχων, ο φόνος γυναικών και παιδιών και αθώων περαστικών από χημικά όπλα είναι μια χυδαιότητα από ηθικής άποψης», σημείωσε χαρακτηριστικά ο Αμερικανός υπουργός Εξωτερικών.

    Ο Κέρι κατηγόρησε την κυβέρνηση του Σύρου Προέδρου Μπασάρ αλ Άσαντ ότι ενήργησε σαν να είχε κάτι να κρύψει εμποδίζοντας την επίσκεψη των επιθεωρητών του ΟΗΕ στον τόπο της επίθεσης για μέρες και βομβαρδίζοντας την περιοχή, «καταστρέφοντας συστηματικά τα αποδεικτικά στοιχεία».

    «Η βασική μας αίσθηση ανθρωπιάς προσβάλλεται όχι μόνον από αυτό το δειλό έγκλημα, αλλά και από την κυνική απόπειρα κάλυψής του», υπογράμμισε. «Δεν είναι αυτή η συμπεριφορά μιας κυβέρνησης που δεν έχει τίποτε να κρύψει», είπε.

    «Είναι αναμφισβήτητο», σημείωσε επίσης, επισημαίνοντας ότι η συριακή κυβέρνηση διατηρεί τον έλεγχο των χημικών όπλων και διαθέτει τους πυραύλους που μπορούν να φέρουν κεφαλές με χημική γόμωση.

    Λίγο αργότερα, ο εκπρόσωπος του Λευκού Οίκο, στο ίδιο μήκος κύματος, τόνισε κι εκείνος πως είναι αναμφισβήτητο ότι χρησιμοποιήθηκαν χημικά όπλα στην Συρία, σημειώνοντας ότι υπάρχουν πολύ λίγες αμφιβολίες για το ότι η συριακή κυβέρνηση είναι αυτή που τα χρησιμοποίησε.

  2. US Blames Assad Regime for Syria Chemical Weapons Attack...

    WASHINGTON, August 26 (RIA Novosti) – US Secretary of State John Kerry on Monday blamed the regime of Syrian President Bashar Assad for the “cowardly” chemical weapons attack in a rebel stronghold near Damascus last week, and said the United States and its allies were preparing a response.

    “The reported number of victims… and first-hand accounts strongly indicate that chemical weapons were used in Syria,” Kerry told a news briefing in Washington, five days after the attack in which the medical charity Doctors Without Borders said 355 people were killed.

    “Moreover, we know the Syrian regime maintains custody of these weapons, has the capacity to do this with rockets, and is determined to clear the opposition from the very places where the attacks took place,” Kerry said, adding that the United States has more information about the attack that it will “provide in the days ahead.”

    Kerry called the attack a “moral obscenity” and “a cowardly crime,” and accused Assad’s regime of making a “cynical attempt” to cover it up by barring immediate access to the site of the attack to a team of UN investigators.

    “I made it clear to Syrian Foreign Minister Walid al-Moualem that if Syria had nothing to hide, their response would be to give unrestricted and immediate access to the UN investigators, but instead for five days, they refused access to the site of the attack that would allegedly exonerate them,” Kerry said.

    “Make no mistake, President Obama believes there must be accountability for the use of the world’s most heinous weapons against the world’s most vulnerable people,” Kerry said.

    Shortly after the Kerry speech, White House spokesman Jay Carney said, “What we are talking about … is a response to the clear violation of an international norm and it is profoundly in the interest of the United States and of the international community that that violation of an international norm be responded to.”

    Obama is discussing “a range of options” for Syria, including military intervention, with his national security team, but has not yet made a decision on what action the United States will take, State Department spokeswoman Marie Harf told reporters after Kerry’s speech.

    Obama said previously that the US would intervene in the Syrian conflict in the event of a chemical attack. British media reported the country’s forces are already preparing for a joint naval operation with the US against Assad’s forces.

    Kerry’s statement came hours after a UN team in Syria came under attack from sniper fire while going to investigate the chemical weapons attack.

    Assad has denied launching last week’s chemical attack.

    Aus US-Regierungskreisen sickern Details zu einem möglichen Angriff auf Syriens Regime durch. Der Einsatz wäre demnach zeitlich stark begrenzt. Deutschland lehnt eine Beteiligung klar ab.

    Die USA erwägen einer Zeitung zufolge wegen des mutmaßlichen Einsatzes von Chemiewaffen einen bis zu zwei Tage dauernden Angriff auf Syrien. Wie die "Washington Post" in der Nacht zum Dienstag unter Berufung auf hochrangige Regierungskreise berichtete, prüft Präsident Barack Obama einen Militärschlag, dessen Umfang und Dauer begrenzt wären und die USA nicht tiefer in den syrischen Bürgerkrieg hineinziehen würden.

    Vermutlich würde der Angriff mit Marschflugkörpern von See aus oder durch Langstreckenbomber erfolgen. Ziele wären Armee-Einrichtungen, die nicht direkt in Verbindung mit dem Chemiewaffen-Arsenal des Landes stehen. Kriegsschiffe der US-Marine mit Marschflugkörpern befinden sich bereits im Mittelmeer.

    Wie das Blatt weiter berichtete, hängt die Umsetzung des Plans von drei Faktoren ab: der Abschluss der Geheimdienstermittlungen zu dem mutmaßlichen Angriff nahe Damaskus, die Beratungen mit den Verbündeten und dem US-Kongress sowie das Vorhandensein einer juristischen Grundlage auf der Basis des internationalen Rechts.

    Auslöser der Debatte über eine Militärintervention ist, dass am Mittwoch in einem Vorort der syrischen Hauptstadt Nervengas freigesetzt worden sein soll.     Την ελληνική συνδρομή, με διευκολύνσεις για διέλευση πολεμικών αεροσκαφών και πλοίων και χρήση των στρατιωτικών βάσεων της χώρας, κυρίως της Σούδας και της Καλαμάτας, ζήτησε, σύμφωνα με πληροφορίες, και επισήμως η Ουάσιγκτον στο πλαίσιο των σχεδιασμών για ενδεχόμενη στρατιωτική επέμβαση στη Συρία.

    Μάλιστα, σύμφωνα με τις ίδιες πληροφορίες, ήδη, στο πλαίσιο κινήσεως στρατιωτικών δυνάμεων, πολεμικών αεροσκαφών και πλοίων, έχουν αξιοποιηθεί διάδρομοι διέλευσης εντός του ελληνικού χώρου.     Με επίκεντρο τις καταγγελίες για χρήση χημικών όπλων από το καθεστώς Ασαντ, το ενδεχόμενο διεθνούς στρατιωτικής επέμβασης στη Συρία δείχνει περισσότερο πιθανό από ποτέ. Στρατιωτικές πηγές εκτιμούν, με βάση τα αιτήματα που διατυπώνονται, ότι η χώρα μας θα βρεθεί σε ρόλο-κλειδί για δύο λόγους: κατά πρώτον, φαίνεται να επικρατεί μια αυξημένη επιφύλαξη στην αξιοποίηση των στρατιωτικών εγκαταστάσεων και των οδών διέλευσης που διαθέτει η Τουρκία, λόγω της αυξημένης πολιτικής εμπλοκής της Αγκυρας στη συριακή κρίση.

    Κατά δεύτερον, η αξιοποίηση των στρατιωτικών βάσεων της Ελλάδας και η συνεργασία με τις ελληνικές Ενοπλες Δυνάμεις έχουν ήδη δοκιμασθεί στο πρόσφατο παρελθόν κατά τη στρατιωτική επέμβαση στη Λιβύη και τα αποτελέσματα αποτιμήθηκαν ως εξαιρετικά θετικά. Πάντως, η ελληνική πλευρά έχει ήδη διαμηνύσει προς τους συμμάχους ότι, όπως πάντα, θα εκπληρώσει στο ακέραιο τις υποχρεώσεις που απορρέουν από διατλαντικές συμφωνίες, αλλά δεν πρόκειται να συμμετάσχει ενεργά με αποστολή δυνάμεων σε στρατιωτικές επιχειρήσεις.   5. Syria crisis: UK draws up contingency military plans....

    The UK is drawing up contingency plans for military action in response to the chemical weapons attack in Syria, Downing Street has said.

    No 10 stressed any action would be "proportionate", lawful and follow agreement with international allies.

    David Cameron will consider a recall of Parliament when he returns to London later, amid growing pressure from MPs.

    The chemical attack took place on Wednesday near Damascus, and reportedly killed more than 300 people.

    Syrian rebels say the Assad government was responsible, but it blames rebel forces - saying footage of the attack was "fabricated".
    'International law'

    A No 10 spokesman said the UK was considering a "proportionate response" to the attack after UN weapons inspectors visited five sites around Damascus on Monday to try to ascertain what happened.

    ANKARA, Aug 27 (Reuters) - Turkish Foreign Minister Ahmet Davutoglu said on Tuesday a gas attack near Damascus last week which killed hundreds of people constituted a "crime against humanity" and was a test for the international community.

    "This is a crime against humanity and a crime against humanity should not go unanswered, what needs to be done must be done. Today, it is clear the international community is faced with a test," Davutoglu told reporters.

    Μια ξένη επέμβαση θα βοηθούσε «μόνο την αλ Κάιντα», ενώ η Δαμασκός θα «αμυνθεί», δήλωσε ο ΥΠΕΞ Ουάλιντ αλ Μουάλεμ...

    Ο υπουργός Εξωτερικών της Συρίας Ουάλιντ αλ Μουάλεμ διεμήνυσε σήμερα ότι οιαδήποτε απόπειρα των ξένων δυνάμεων να μεταβάλουν την ισορροπία δυνάμεων στον πόλεμο που μαίνεται στη χώρα θα αποτελούσε «αυταπάτη», ενώ διεμήνυσε πως η Δαμασκός θα «αμυνθεί».

    «Εάν ο σκοπός ενός πιθανού (ξένου) στρατιωτικού πλήγματος είναι να επιτευχθεί μια (νέα) ισορροπία δυνάμεων. . . αυτό αποτελεί αυταπάτη και δεν είναι δυνατό να γίνει», είπε ο Μουάλεμ σε συνέντευξη Τύπου που παραχώρησε πριν από λίγο.

    Ο Μουάλεμ επέμεινε ότι η Δαμασκός θα συνεχίσει τη στρατιωτική της εκστρατεία εναντίον των αντικαθεστωτικών παρά τις οποιεσδήποτε ξένες στρατιωτικές επιχειρήσεις.

    «Η στρατιωτική προσπάθεια (της συριακής κυβέρνησης) δεν θα σταματήσει γύρω από την Δαμασκό. Εάν ο στόχος είναι να περιοριστούν οι νίκες των ένοπλων δυνάμεών μας, δεν θα το καταφέρουν», είπε ο Μουάλεμ.

    Ακόμη, υποστήριξε ότι μια ενδεχόμενη στρατιωτική επιχείρηση των ΗΠΑ στη Συρία θα υπηρετούσε τα συμφέροντα των οργανώσεων οι οποίες συνδέονται με την αλ Κάιντα και δρουν στη χώρα αυτή, καθώς και του Ισραήλ.

    «Μια πολεμική προσπάθεια που θα διεξήγαγαν οι Ηνωμένες Πολιτείες και οι σύμμαχοί τους θα εξυπηρετούσε τα συμφέροντα του Ισραήλ και δευτερευόντως του Μετώπου αλ Νόσρα», της ένοπλης οργάνωσης η οποία δηλώνει πίστη στην αλ Κάιντα και μάχεται εναντίον των κυβερνητικών δυνάμεων στη Συρία, ανέφερε ο Σύρος ΥΠΕΞ.

    Απευθυνόμενος στον Αμερικανό ΥΠΕΞ Τζον Κέρι, τις κατηγορίες του οποίου απέρριψε, ο Μουάλεμ είπε ότι η Δαμασκός δεν προσκόπτει το έργο των ειδικών του ΟΗΕ στα χημικά όπλα οι οποίοι προσπαθούν να διεξάγουν έρευνα στο προάστιο της συριακής πρωτεύουσας όπου καταγγέλθηκε ότι σημειώθηκε επίθεση με χημικά όπλα.

    Ο Μουάλεμ πρόσθεσε ότι η δεύτερη επίσκεψη των ειδικών για να επιθεωρήσουν τα σημεία όπου καταγγέλθηκαν επιθέσεις του συριακού στρατού με τη χρήση χημικών όπλων αναβλήθηκε έως αύριο Τετάρτη. Ο λόγος, είπε, είναι οι διαφωνίες ανάμεσα στις ομάδες των ανταρτών με τις οποίες η κυβέρνηση αποπειράθηκε να έλθει σε συνεννόηση σχετικά με την ασφάλεια των ειδικών του ΟΗΕ.

    Οι επιθεωρητές αυτοί μετέβησαν χθες στην Μουανταμίγια αλ Σαμ και σήμερα σχεδιαζόταν να μεταβούν στην ανατολική Γούτα.

  9. UK delivered Syria chemicals needed for sarin production ‘for 6 years’...

    British companies sold sodium fluoride, a key ingredient in the manufacture of the deadly nerve gas sarin, to a Syrian firm from 2004-2010, British media reveal, a sale that has been called ‘disturbing’ following the chemical weapons attack in Damascus.

    Between July 2004 and May 2010, the British government issued five export licenses to two companies, allowing them to sell Syria sodium fluoride, necessary for the production of sarin, according to a report in the Daily Mail, a British daily.

    Sarin, a nerve gas that is hundreds of times deadlier than cyanide, is considered one of the world’s most dangerous chemical warfare agents. It works on the nervous system, over-stimulating muscles and vital organs, and a single drop can be lethal in minutes. The US, France and Germany say the deadly chemical was used in the attacks of August 21 in the Damascus neighborhood of Ghouta that left hundreds of civilians dead or injured.

    The Sunday Mail says UK firms did export sodium fluoride to a Syrian cosmetics firm throughout the six years for what they claim were legitimate purposes. The daily quotes British MPs admitting for the first time that the chemical was delivered to Syria which has been condemned as a ‘grossly irresponsible’ move and a clear violation of international protocol on the trade of dangerous substances.

    British MPs signaled their extreme displeasure with the shocking revelations.

    "These are very disturbing revelations uncovered by The Mail on Sunday regarding the provision of sodium fluoride to Syria. At no time should we have allowed President Assad’s regime to get its hands on this substance,” Thomas Docherty MP, a member of the Commons Arms Export Controls Committee, said on Saturday.

    “Previously we thought that while export licenses had been granted, no chemicals were actually delivered.   10. Syria: Kerry’s statements threaten peace talks...

    The Syrian foreign ministry on Sunday denounced statements by U.S. Secretary of State John Kerry on Syria saying they could cause proposed peace talks on the 32-month conflict to fail, Agence France-Presse reported.

    The repeated comments by Kerry “threaten to cause the failure of the Geneva conference, are a flagrant violation of Syrian affairs and an aggression against the Syrian people's right to decide their future,” the ministry said.

    Kerry, who is pressing a peace conference in Geneva, said in Cairo on Sunday that Washington and its allies may differ over “tactics” on the Syrian conflict but they shared the goal of a handover of power

    “There are some countries ... that wanted the United States to do one thing in respect to Syria and we have done something else,” Kerry said during his Cairo visit, which is the start of an 11-day tour aimed at shoring up ties with Arab nations that have frayed in part over the war in Syria.

    But he insisted: “Those differences on individual tactics on policy do not mean a difference on (the) fundamental goal of the policy.

    “We all share the same goal ... that is the salvation of the state of Syria and a transition government put in place...that can give the people of Syria the opportunity to choose their future.”

    Kerry also said that President Assad has lost his “moral authority,” and there needs to be a transitional government in Syria.

    “We also believe that Assad by virtue of his loss of moral authority cannot be part of that ... Nobody can answer how you can actually end the war as long as Assad is there,” he stressed.

    Kerry is working with his Russian counterpart Sergei Lavrov and U.N. special envoy Lakhdar Brahimi to convene peace talks in Geneva. Geneva II is expected to fulfill what has been agreed upon in last year’s conference, and that is for a transitional government in Syria.

    The U.S. is working to unify the opposition, and it is hoping that the so-called Geneva II talks can be held in late November. The opposition has insisted that President Assad must cede power.

    Kerry, meanwhile, is going to head later Sunday for Saudi Arabia, Riyadh, one of the main backers of the Syrian opposition.

  11. Brahimi: No date set for Syria peace talks...

    U.N.-Arab envoy to Syria Lakhdar Brahimi said on Tuesday that no date was set for a long-delayed Syria peace conference in Geneva.

    “We were hoping that we’d be in a position to announce a date today, unfortunately we’re not,” Brahimi told reporters following a trilateral meeting with U.S. and Russian officials.

    “But we’re still hoping that we'll be able to have the conference before the end of the year,” he said, adding that he would meet again with U.S. and Russian envoys on Nov. 25, AFP reported.

    Diplomats have ran into repeated roadblocks. The world powers strongly disagreed on how a future Syrian government would look like.

    In the meantime, Syrian President Bashar al-Assad has not signaled any desire to quit power.

    Syria’s opposition National Coalition says it will not participate in the conference unless Assad accepts to resign.

    Brahimi said the agreement between world powers is that there should be no preconditions to participating in the talks.

    He said the Syrian opposition is facing “internal problems.”

    Russian Foreign Minister Sergei Lavrov also previously accused the National Coalition of running counter to the Geneva communique.

    “Among the opposition’s preconditions, I can name Iran’s non-participation in the conference. The second one is that before to go to Geneva the National Coalition should know when Syrian President Bashar al-Assad resigns. And the third precondition is that al-Assad opponents should be armed more actively,” Lavrov said on Tuesday, according to Itar-Tass.

    “Russia and the U.S. agreed that the Geneva II Conference should be convened without preconditions, but in compliance with the Geneva communique,” the Russian minister said.

    “The National Coalition, which has no support in its creation, is marginalised more and more. Other people have real influence among opponents to [Syrian President Bashar] al-Assad,” he added.
