Η ΕΕ απαγορεύει τα κονδύλια στους εποικισμούς της Δυτικής Όχθης

Την οργισμένη αντίδραση του Ισραήλ προκάλεσε η ανακοίνωση της ΕΕ την Τρίτη (16 Ιουλίου) ότι θα απαγορέψει οποιαδήποτε οικονομική βοήθεια προς οργανισμούς του Ισραήλ που δραστηριοποιούνται στα κατεχόμενα εδάφη, υπογραμμίζοντας την ανησυχία της ότι οι εποικισμοί του Ισραήλ «βλάπτουν» την προοπτική για ειρήνη με τους Παλαιστίνιους.
Το μέτρο θα εφαρμοστεί σε ισραηλινές εταιρείες, πανεπιστήμια και άλλα όργανα που δραστηριοποιούνται στα κατεχόμενα από το Ισραήλ εδάφη από το 1967, που περιλαμβάνουν τα Υψώματα του Γκολάν, τη Δυτική Όχθη και την Ανατολική Ιερουσαλήμ.
Η απόφαση των Βρυξελλών που θα τεθεί σε ισχύ από την Παρασκευή 19 Ιουλίου απαγορεύει στους «28» να παρέχουν «επιδοτήσεις, βραβεία και χρηματοδοτικά εργαλεία χρηματοδοτούμενα από την ΕΕ» που ωφελούν οποιονδήποτε στους εποικισμούς, ενώ κάθε νέα συμφωνία θα πρέπει να περιλαμβάνει «ρήτρα εγγύησης» ότι οι εποικισμοί δεν αποτελούν μέρος της.


Ισραήλ: «Δε δεχόμαστε υπαγορεύσεις για τα σύνορα»
Στο μεταξύ η αντίδραση του Ισραήλ ήταν άμεση και κατηγορηματική, με τον Ισραηλινό Πρωθυπουργό να δηλώνει ότι η χώρα του δεν θα δεχθεί «υπαγορεύσεις» για τα σύνορα.
«Ως Πρωθυπουργός του Ισραήλ, δεν θα επιτρέψω να πληγούν οι εκατοντάδες χιλιάδες Ισραηλινών που ζουν στη Δυτική Όχθη, τα Υψώματα του Γκολάν και στην πρωτεύουσά μας. Δεν θα δεχτούμε οποιεσδήποτε εξωτερικές υπαγορεύσεις για τα σύνορα μας. Αυτό το θέμα θα διευθετηθεί μόνο σε άμεσες διαπραγματεύσεις μεταξύ των μερών», υπογράμμισε ο Netanyahu.
Ακόμη, ανώτατος Ισραηλινός αξιωματούχος που μίλησε στην εφημερίδα Haaretz τόνισε ότι το Ισραήλ δεν είναι έτοιμο να υπογράψει τη «ρήτρα εγγύησης», ωστόσο επεσήμανε ότι το νέο αυτό μέτρο της ΕΕ θα μπορούσε να πλήξει σοβαρά το Ισραήλ.
«Θα πρέπει να αποφασίσουμε τι θα κάνουμε από εδώ και πέρα. Δεν είμαστε έτοιμοι να υπογράψουμε αυτή τη ρήτρα στις συμφωνίες μας με την ΕΕ. Μπορούμε να το πούμε αυτό στους Ευρωπαίους, παρόλα αυτά το αποτέλεσμα θα μπορούσε να είναι η διακοπή όλων των συνεργασιών στην οικονομία, την επιστήμη, τον πολιτισμό, τον αθλητισμό κλπ. Αυτό θα μπορούσε να προκαλέσει σοβαρή ζημία στο Ισραήλ», τόνισε.

    WASHINGTON, July 18 (Xinhua) -- U.S. President Barack Obama on Thursday urged Israeli Prime Minister Benjamin Netanyahu to pursue peace talks with the Palestinians.

    In their phone conversation, Obama "encouraged" the hawkish Israeli leader to continue to work with U.S. Secretary of State John Kerry "to resume negotiations with the Palestinians as soon as possible," the White House said.

    In his latest and sixth foray into the Israeli-Palestinian peace process that started on Monday, Kerry won endorsement from the Arab League for his proposals about a resumption of direct talks between the two sides.

    In a statement issued on Wednesday after its meeting with Kerry in the Jordanian capital of Amman, the Arab delegation said Kerry' s ideas "constitute a good ground and suitable environment for restarting the negotiations, especially the new and important political, economic and security elements."

    Kerry himself told a press conference that gaps between the Israelis and the Palestinians had been narrowed "very significantly," and that he remained hopeful they would "sit at the same table" soon.

    Israel has remained mum on Kerry's proposals, but press reports said most factions of the Palestinian Liberation Organization rejected them, making the Palestinian leadership unable to make a decision.

    Reports said Kerry has decided to leave Jordan on Friday after extending his stay there for one day.

    Netanyahu has called for talks with the Palestinians without preconditions, while the Palestinians ask for a freeze on settlement building in the occupied territories, the release of some prisoners and negotiations based on the lines prior to the 1967 war.

  2. Palestinians undecided on Kerry peace talks plan....

    Palestinian leaders have ended a meeting to discuss a possible revival in peace talks with Israel without reaching a decision.

    Palestinian President Mahmoud Abbas had briefed them on the latest US proposal to restart talks.

    Reports suggest many present felt the plan did not do enough to ensure talks about borders would be based on pre-1967 ceasefire lines.

    US Secretary of State John Kerry has been in the region to discuss the plan.

    Having extended his visit to the region by a night amid signs of progress, Mr Kerry will return to the US on Friday.

  3. Israeli official: Talks with Palestinians would take months ...

    New Israeli-Palestinian peace talks, if resumed, would take months, an Israeli official said on Friday after US Secretary of State John Kerry announced the sides had laid the groundwork for negotiations.

    "We are talking about months, both to ensure the process is substantive and comprehensive, and to get us past September," the official said, on condition of anonymity.

    The official was referring to the annual UN general assembly in September, where the Palestinians had, in the absence of direct diplomacy, considered lobbying for recognition of their claim of statehood in territory captured by Israel in 1967.

  5. Report: Israel to release 82 prisoners prior ahead of renewed peace talks ...

    Israel is set to release 82 Palestinian prisoners from Israeli jails ahead of renewed peace negotiations, Agence France-Presse reported on Monday.

    "The prisoner releases will start when talks commence," an Israeli official told AFP on condition of anonymity. "We're talking about releasing them in stages."

    There were "some 80 prisoners" set to be released, all of them "pre-Oslo," the official added, referring to Palestinians imprisoned before the Oslo peace accords.

    The official did not say when a decision would be made on their release.

  7. Israel limits EU activities in West Bank, Gaza – reports...

    Israeli Defense Minister has ordered to halt cooperation with EU officials in the West Bank and Gaza Strip. It came as a response to European Commission’s guidelines that banned funding of Israel’s controversial settlement program in occupied territories.

    Moshe Ya’alon’s move, which was reported by several media agencies citing unnamed Israeli officials, effectively banned any assistance to joint infrastructure projects in West Bank’s Area C.

    IDF will no longer grant new permits or renew existing ones for EU construction projects in the territory, which makes the largest of the three West Bank areas created with Oslo II Accord in 1995, has 300,000 Israeli settlers against some 150,000 Palestinians, and is held under Israeli civil and military control.

    Some of the EU-led projects in the West Bank which will face the ax include Palestinian Authority police training program and a waste removal program. Transfers of the EU donor funds to projects in the Palestinian territories have already been frozen, according to reports.

    Ya’alon also voiced plans to limit the movement of EU officials to the Gaza Strip and back to Israel through the Erez Crossing, which reportedly includes refusal to renew transit visas to these officials.

    Israeli defense officials in the West Bank have stopped holding work meetings with EU representatives, media reports said.

    All these limitations, however, would apply only to specifically EU activities and not activities conducted by any EU member states, the reports clarified.

  8. Israeli PM vows to expand settlements...

    Israeli Prime Minister Benjamin Netanyahu has vowed to continue “developing” settlements following reports of U.S. pressure ahead of a fresh round of Palestinian prisoner releases due later this month.

    “We will not stop, even for a moment, building our country and becoming stronger, and developing... the settlement enterprise,” he said in remarks on Wednesday to his rightwing Likud faction, which were broadcast on army radio on Thursday.
