Russian President Vladimir Putin has signed a decree "on the interdepartmental commission for countering terrorism financing," the Kremlin press service reported on Wednesday.
According to the document, the president has formed a commission to counter terrorism financing and approved regulations for the commission.
"To establish that for the purpose of freezing (blocking) of funds or other property of an organisation or individual reasonably suspected of involvement in terrorist activities, (including terrorism financing) and when there are no grounds for putting such organisation or individual on the list of those certainly involved in extremist or terrorist activities, the following materials to the Interdepartmental Commission on combating terrorism financing should be forwarded: the available to the federal authorities and Russian Investigative Committee materials containing information about the possible involvement of the organisation or individual in terrorist activities ( including terrorism financing); inquiries received by the Federal Financial Monitoring Service from the competent authorities of foreign countries about the possible involvement of the organisation or individual in terrorist activities (including terrorism financing)," the decree says.
Simultaneously, the Russian prosecution bodies, the Central Bank, state power bodies of regions and local self-government bodies, as well as other state agencies and organisations are recommended "to send the available to them materials containing information about the possible involvement of the organisation or individual in terrorist activities (including terrorism financing) to the Interdepartmental Commission on combating terrorism financing."
The Commission chairman is to approve within two months its rules and forms of decisions.
