France 'to refund Russia' over scrapped Mistral deal

After eight months of negotiations France and Russia have reached a deal on the amount Paris must pay Moscow in compensation for the non-delivery of two Mistral warships, a senior Russian official said.

"The negotiations are completely finished, everything has already been decided, both the time-frame and the amount," President Vladimir Putin's adviser for military and technical cooperation, Vladimir Kozhin, told state news agency RIA Novosti on Thursday evening.

"I hope we will sign the agreement on the termination of the contract as soon as possible," he added.

The fate of the two Mistral helicopter carriers has plagued France-Russia ties for more than a year, following the decision by Paris to put the 1.2-billion-euro ($1.3-billion) deal on ice as the West slapped sanctions on Moscow over its annexation of Crimea and alleged backing for separatist rebels in Ukraine.

French President François Hollande said on Monday that he would decide "in the coming weeks" whether or not to scrap a contentious contract to supply the two warships to Russia.

The first ship was due for delivery in 2014, while the second was to be delivered this year.

In April, Russian President Vladimir Putin downplayed the importance of the ships but insisted that the French side reimburse Moscow "all expenses" if the contract were to be terminated.

The Kremlin strongman has, however, made clear Moscow would still like its money back.

A spokesperson of Dmitry Rogozin, Russia's deputy prime minister who oversees the defence industry, refused to comment on the deal.

    Un accord final a été trouvé entre Paris et Moscou sur la somme que la France doit verser à Moscou en dédommagement de la non-livraison des navires Mistral après huit mois d'intenses négociations, a annoncé, jeudi soir, un responsable russe.

    Après des mois de négociations, Paris et Moscou ont conclu un accord sur le dossier des navires Mistral. La Russie devrait recevoir près de 1,2 milliard d’euros en dédommagement pour la non-livraison par la France de ces deux navires de guerre.

    "Les négociations sont déjà entièrement achevées, tout a déjà été décidé - et les délais, et la somme", a ainsi expliqué, jeudi 30 juillet, le conseiller pour la coopération militaire et technique du président russe, Vladimir Kojine, dans des propos rapportés par RIA Novosti. "J'espère que d'ici peu nous signerons l'accord sur la résiliation du contrat et la somme que la France devra nous rembourser y sera alors mentionnée", a-t-il ajouté.

    D’après le quotidien russe "Kommersant" citant plusieurs sources anonymes, la somme que devra rembourser Paris à Moscou a été fixée à 1,16 milliard d'euros. Le journal affirme que les négociations menées par le vice-Premier ministre russe, Dmitri Rogozine, et le secrétaire général français pour la défense, Louis Gautier, ont pris fin la semaine dernière et abouti à "un accord final".............france24.com

    Scrapping the Mistral warship deal will make Russia be more pragmatic even in relations with its traditional partners, member of the State Duma Defense Committee Franz Klintsevich has told TASS.

    "Only tough realists survive in this world. I think the appropriate conclusions will be drawn. Under current conditions, we will have to be tough pragmatists even in relatons with our traditional partners," Klintsevich said.
