Egypt drops U.N. draft on Libya. Qatar says recalls ambassador to Egypt

Egypt said Wednesday a draft U.N. Security Council resolution on Libya submitted by Arab states makes no mention of the international military intervention against militants that Cairo originally proposed...
“There is no call for foreign military intervention,” the foreign ministry said of a proposed resolution that would lift a U.N. embargo on arms sales to Libya for the benefit of the country’s internationally recognized government, Agence France-Presse reported.

The announcement comes after Western powers balked at taking on the local branch of the Islamic State of Iraq and Syria (ISIS) group, which recently beheaded Egyptian Christians in Libya, stressing instead the need for a political solution to the unrest there.

Earlier, Libya called on the United Nations Security Council on Wednesday to lift an arms embargo on the country and help it build its army so it can tackle ISIS and other extremist groups.

“Libya needs a decisive stance from the international community to help us build or national army’s capacity and this would come through a lifting of the embargo on weapons so our army can receive materiel and weapons so as to deal with this rampant terrorism,” Libyan Foreign Minister Mohamed Dayri told the council.

The Libyan government is allowed to import weapons and related materiel with the approval a U.N. Security Council committee that oversees and arms embargo imposed in 2011.

The U.N. envoy for Libya said Wednesday he was hopeful that a political deal could be reached soon to set up a unity government to end the turmoil engulfing his country.

"I am hopeful that a political agreement can be reached soon. The differences between the parties are not insurmountable," Bernardino Leon told the U.N. Security Council.

Libya has descended into factional fighting, leaving the country almost lawless nearly four years after the fall of longtime leader Muammar Qaddafi. Two competing governments backed by militia brigades are scrambling for control of the oil-producing country and the chaos has created havens for Islamist militants.

The Security Council met to discuss Libya after Islamic State released a video showing the beheading of 21 Egyptian Christians. Egypt responded to the killings with air strikes on Monday on militant camps, training sites and arms storage areas in Libya.

  1. Libya's foreign minister is asking the UN Security Council to lift an arms embargo so the country can fight the growing threat of the Islamic State group...

    Foreign Minister Mohammed al Dairi spoke to an emergency session of the council Tuesday amid regional alarm after the Islamic State group posted a video of the beheadings of 21 Egyptian Coptic Christians in Libya.

    He stresses that Libya is not asking for international intervention, but his country has asked neighboring Egypt to support the Libyan army.

    Al Dairi says the international community has a "legal and moral responsibility to lend urgent support" and the region, including the Mediterranean, is in danger.
    "If we fail to have arms provided to us, this can only play into the hands of extremists," he says.

  3. Les raids égyptiens en Libye relancent la brouille entre Doha et Le Caire...

    Le Qatar a rappelé son ambassadeur au Caire après les raids aériens de l'armée égyptienne en Libye. Une querelle qui témoignent des tensions persistantes entre les deux pays malgré leur rapprochement opéré en décembre dernier.

    Le torchon brûle de nouveau entre Doha et Le Caire. Le Qatar a rappelé son ambassadeur au Caire pour consultations, a rapporté mercredi 18 février l'agence de presse de l’émirat QNA, sur fond de querelle entre les deux pays au sujet des raids aériens de l'armée égyptienne en Libye.

    Selon un responsable du ministère qatari des Affaires étrangères, cité par QNA, Doha a exprimé ses réserves au sujet de la décision unilatérale de l'Égypte de mener des raids en Libye sans consulter les autres pays arabes, lors d'une réunion de la Ligue arabe au Caire.   4. Une unité d'élite de l'armée égyptienne a mené une opération spéciale sur le territoire libyen, éliminant 150 extrémistes de l'Etat islamique, rapporte jeudi la chaîne Sky News Arabia....

    Selon la chaîne, l'opération a été réalisée en coordination avec les forces gouvernementales libyennes au sud de la ville de Derna, berceau du djihadisme dans le pays.

    Du côté égyptien, deux militaires ont trouvé la mort dans les combats.   5. Jordanian UN Resolution Calls for End to Arms Embargo on Libya ...

    Jordan circulated a draft United Nations Security Council resolution late Wednesday that would lift an arms embargo against the Libyan government, work toward halting the flow of weapons to militants and push for Libya's internationally recognized government to return to the capital in Tripoli.

    The council met earlier for emergency talks on the situation in Libya, where militias and two parallel governments have left the country in a persistent state of instability following the 2011 ouster of leader Moammar Gadhafi. The session came days after Islamic State militants released a video showing the beheadings of 21 Egyptian Christians who had been kidnapped in Libya.

    Libyan Foreign Minister Mohammed al-Dairi called the situation in Libya "disastrous," and told the council that the world has a responsibility to preserve peace and stability.

    "Libya needs a decisive stance from the international community to help us build our national arms capacity, and this would come through the lifting of the arms embargo on weapons so that our army can receive material and weapons so they can deal with this rampant terrorism," he said.

  6. Qatar has recalled on Wednesday its ambassador in Cairo "for consultation" after Egypt's envoy to the Arab League charged that Doha supports terrorism....

    Qatar's foreign ministry said on Thursday Doha withdrew its ambassador over remarks made by Adel Tarek, Egypt's envoy to the Arab League, during deliberations in a league meeting on reaching a joint Arab response to Egypt's airstrikes against IS group targets in Libya, Qatari News Agency reported.

    During the meeting, Qatar criticised the unilateral Egyptian airstrikes saying Cairo failed to consult with Arab parties.

    The Egyptian official in turn accused Qatar of backing terrorism after Doha, according to the Egyptian state news agency.

  7. Britain says Libya needs unity government before arms embargo change...

    Britain said on Thursday that Libya needed a unified government before the United Nations Security Council could change an arms embargo in order to better equip Libya's military to combat Islamic State and other militants.

    The United States also believes "a political solution, one that is non-intervention, is the right path forward," said State Department spokeswoman Jen Psaki, adding that Washington supports the current arms embargo.
