Kerry: A solution to the Israeli-Palestinian conflict cannot be imposed from the outside

US Secretary of State John Kerry said Tuesday that a solution to the Israeli-Palestinian conflict could not be decided by anyone on the outside, but must be desired by both parties.

Speaking during a press conference at the US Embassy in London, Kerry said that the US had not made any determination as to whether it would veto any resolutions on ending the Israeli-Palestinian conflict.

The Palestinians have said that they will submit their own resolution, calling for an Israeli withdrawal to the pre-1967 lines within two years, on Wednesday. France has worked on a separate UNSC resolution regarding the Israeli-Palestinian conflict, which it has yet to table.

Kerry said that it was "time to lower the tensions between Israelis and Palestinians," because the "cycle of violence leads nowhere."

He reiterated the US position that the status quo is unsustainable for both parties.

Kerry met with Prime Minister Benjamin Netanyahu and with PA chief negotiator Saeb Erekat in separate meetings in Rome on Mondayy. On Tuesday, he was meeting with a delegation from the Arab League to discuss their UN Security Council resolution that sets a timeline for an Israeli withdrawal to the pre-1967 lines.

"We now are having a constructive conversation with all of the sides to find the best way to go forward," Kerry said, adding that he hoped to create an atmosphere in which peace talks could be renewed.

    U.S. Secretary of State John Kerry said Dec. 16 the United States had made "no determinations" about any possible U.N. Security Council resolutions on Palestinian statehood.

    Israeli Prime Minister Benjamin Netanyahu said on Monday that he had sought reassurances from Kerry that Washington would block efforts by Palestinians and Europeans to set a time frame for a Palestinian statehood.

    Jordan has circulated a Palestinian-drafted resolution to the 15-member council calling for Israeli occupation of Palestinian land to end by November 2016.

    "We've made no determinations about language, approaches, specific resolutions, any of that," Kerry told reporters during a visit to London.

    "This isn't the time to detail private conversations or speculate on a U.N. Security Council resolution that hasn't even been table no matter what pronouncements are made publicly about it."

    He said they were mindful they had to "carefully calibrate" any steps that were taken and it was "imperative to lower the temperature" in the region to find a path for peace wanted by both Israelis and Palestinians.

  2. Palestinians submit draft resolution to UN ...

    The Palestinians on Wednesday submitted a draft UN resolution paving the way to a final peace deal with Israel, but the Palestinian representative said there could still be negotiations on the text.

    The draft resolution obtained by AFP would set a 12-month deadline for wrapping up negotiations on a final settlement and the end of 2017 as the time frame for completing an Israeli withdrawal from Palestinian territories.

    The draft was presented to the UN Security Council by fellow Arab member Jordan, envoy Riyad Mansour told reporters, thanking Arabs and European nations for their help and indicating he would not press for a quick vote on the text, to allow for more discussion.

    In a shift, Mansour indicated he would not press for a quick vote on the text to allow for more discussion, a move seen as opening the door to possible US engagement at the United Nations on the initiative.

    "We will continue negotiating with all of them and with the Americans if they are ready and willing so that we perhaps can succeed in having something adopted by the Security Council to open a serious door to peace," the envoy said.
