Ambassador to EU Chizhov: West Forces Russia to Counter New EU Sanctions

BRUSSELS, September 11 (RIA Novosti) - By imposing new restrictive measures on Russia the European Union ignores the de-escalation of the situation in Ukraine and forces Russia to take certain counter-measures, Russia’s Ambassador to EU Vladimir Chizhov said Thursday.

“The de-escalation [in Ukraine] is a fact, but the sanctions pressure continues. It seems that the European Union lives in some sort of an alternate reality,” Chizhov told reporters in Brussels.
“This leaves Russia with no choice but to take certain counter-measures,” the diplomat said.

Earlier on Thursday the European Council (EC) officially unveiled additional sanctions against Russia.

According to an EC statement, the strengthened sanctions will affect Russia's energy, finance and defense sectors, as well as 24 individuals allegedly "involved in actions against Ukraine's territorial integrity," including several Russian decision-makers and oligarchs.........http://en.ria.ru/world/20140911/192852894/West-Forces-Russia-to-Counter-New-EU-Sanctions---Ambassador-to.html

    Il secondo pacchetto di sanzioni di risposta all'Occidente è pronto, ma la Russia auspica che prevalga il buon senso che non ce ne sia il bisogno, ha dichiarato il consigliere della presidenza russa Andrey Belousov oggi durante il forum economico a Samara.

    Secondo lui, il secondo pacchetto di sanzioni della Russia può limitare le importazioni dalla UE di automobili e di alcune produzioni industriali, tra cui l'abbigliamento.

    "Ci sono diversi prodotti non agricoli, dove soprattutto i nostri partner europei sono più dipendenti dalla Russia che non la Russia da loro. L'elenco di queste produzioni è pronto, "- ha detto Belousov.

  2. The White House: Statement by the President on New Sanctions Related to Russia...

    Today, we join the European Union in announcing that we will intensify our coordinated sanctions on Russia in response to its illegal actions in Ukraine. I have said from the very beginning of this crisis that we want to see a negotiated political solution that respects Ukraine’s sovereignty and territorial integrity. Together with G-7 and European partners and our other Allies, we have made clear that we are prepared to impose mounting costs on Russia. We are implementing these new measures in light of Russia’s actions to further destabilize Ukraine over the last month, including through the presence of heavily armed Russian forces in eastern Ukraine. We are watching closely developments since the announcement of the ceasefire and agreement in Minsk, but we have yet to see conclusive evidence that Russia has ceased its efforts to destabilize Ukraine.

    We will deepen and broaden sanctions in Russia’s financial, energy, and defense sectors. These measures will increase Russia’s political isolation as well as the economic costs to Russia, especially in areas of importance to President Putin and those close to him. My Administration will outline the specifics of these new sanctions tomorrow.

    The international community continues to seek a genuine negotiated solution to the crisis in Ukraine. I encourage President Putin to work with Ukraine and other international partners, within the context of the Minsk agreement and without setting unreasonable conditions, to reach a lasting resolution to the conflict. As I said last week, if Russia fully implements its commitments, these sanctions can be rolled back. If, instead, Russia continues its aggressive actions and violations of international law, the costs will continue to rise.

      Le président américain Barack Obama a annoncé jeudi la mise en place de nouvelles sanctions contre la Russie dans les secteurs de la finance, de l'énergie et de la défense, en réponse "aux actes illégaux" de Moscou en Ukraine.
      "Aujourd'hui, nous nous joignons à l'Union européenne en annonçant que nous allons intensifier nos sanctions", a déclaré M. Obama dans un communiqué, précisant que les détails de ces nouvelles mesures seraient annoncés vendredi. Il se dit prêt cependant à lever ces sanctions "si la Russie honore entièrement ses engagements" suite à l'accord de cessez-le-feu conclu vendredi dernier entre l'Ukraine et les forces pro-russes. "Si, à l'inverse, la Russie continue à agir et à violer agressivement la loi internationale, le prix à payer continuera d'augmenter" pour Moscou, prévient le président américain. Barack Obama explique que ces sanctions ont été prises "à la lumière des actions menées au cours du mois dernier par la Russie pour déstabiliser davantage l'Ukraine, y compris la présence de forces russes lourdement armées dans l'est de l'Ukraine". Il précise que les Etats-Unis surveillent "de près les développements" sur le terrain depuis la conclusion du cessez-le-feu. "Mais nous avons encore besoin de preuves concluantes selon lesquelles la Russie a cessé ses actions visant à déstabiliser l'Ukraine", estime-t-il.   3. Rosneft, Transneft, Gazprom Neft on new EU sanctions list....

    BRUSSELS, September 12. /ITAR-TASS/. The EU Official Journal (OJ) has published information about companies and officials on the sanctions list against the Russian Federation, which came into force on Friday.

    The “blacklist” includes major energy and defense companies, as well as several Russian and Ukrainian officials.
    Sanctioned energy companies

    The European Union banned debt financing for 3 Russian companies - Rosneft, Transneft and Gazprom Neft. The sanctions come into force from the moment of their publication.

    The EU has introduced a ban for trading those companies’ 30-day yield bonds and participating in issuing stock of the kind.

    On Thursday, ambassadors of 28 EU countries decided to introduce from September 12 additional sanctions against the Russian Federation.
    Sanctions against banks

    The European Union has also imposed restrictions in the provision of loans and investment services for five Russian banks - Sberbank, VTB, Gazprombank, Vnesheconombank (VEB) and Rosselkhozbank.

    EU residents will not be able to provide loans to these Russian banks any more. In addition, operations with new issues of bonds and other securities with maturity of more than 30 days are banned.

    These banks are not listed by the name, as the list remains unchanged since the previous sanctions’ issue of July 31, 2014.

  4. Le nouveau train de sanctions européennes contre la Russie n'est qu'une vengeance de l'UE pour son propre échec politique, notamment en Ukraine, a indiqué jeudi une porte-parole du ministère russe des Affaires étrangères Maria Zakharova....

    "Il s'agit sans doute d'une vengeance pour toute une série d'erreurs politiques propres à l'Union européenne sur le volet ukrainien, mais aussi sur le volet russe, commises sans doute sous la pression ou sans. C'est une vengeance pour l'échec définitif du projet +Politique extérieure de l'UE+", a écrit Mme Zakharova sur la page Facebook de la diplomatie russe.

    Par ailleurs, la diplomate a signalé que ces nouvelles sanctions étaient adoptées alors que les parties au conflit en Ukraine avaient annoncé un cessez-le-feu, et qu'un processus effectif de règlement pacifique avait démarré.

    Le président du Conseil européen Herman Van Rompuy a confirmé jeudi qu'un nouveau train de sanctions européennes contre la Russie entrerait en vigueur vendredi 12 septembre.

    Les nouvelles mesures adoptées par l'UE sont appelées à élargir les sanctions sectorielles et toucher le secteur pétrolier russe, les produits à double usage et les technologies sensibles.

  5. Russia won't respond to the West just to snarl - Putin...

    Russian President Vladimir Putin said that Russia would impose retaliatory sanctions on the West only if they could serve for the benefit of domestic producers. Russia will not respond just to snarl, he said. The government is working on the issue, the president added.

    "If the government concludes that certain steps will correspond to the interests of our economy, then we will do it. Just show our toughness, to snarl and suffer damage from that - we will not do it," Putin said.

    As for specific measures, they are not yet developed. "What kind of responsive steps there could be, and whether they could be at all - let the government think about it and make suggestions," said the president.

    "The sanctions policy always causes certain harm, including to those, who use this tool. This is not an exception when it is being done against Russia. We are familiar with the figures of losses that European and American businesses incur as a result of Russia's response.   6. EU Failed Again to Break 'Vicious' Sanctions Circle: Russia's EU Envoy....

    BRUSSELS, September 30 (RIA Novosti) - The European Union has failed again to break the vicious circle of sanction mentality by refusing to lift the current sanctions against Russia over Ukraine, Russia's Ambassador to the European Union Vladimir Chizhov said Tuesday.

    The European Union on Tuesday decided keep in place economic sanctions on Russia over its alleged backing of independence supporters in eastern Ukraine despite some "encouraging developments" in the situation.

    "Unfortunately, it is still not happening, despite mounting signals indicating EU's attempts to look at the prospects and review the strategy of development of relations with Russia," Chizhov said, commenting on the EU decision.
