Politicians in the region who were associated with the previous, ousted, government scrambled to find a resolution. They voiced sympathy for the protesters but made it clear they do not favor a breakup of Ukraine or a protracted occupation of government property.
“Those who have occupied buildings, especially those with weapons, pose a danger to everyone in Donbass,” said Nikolai Levchenko, a leading member of the Party of Regions here in Donetsk, the center of the Donbass region. Donetsk has been a stronghold of the party, formerly led by Viktor Yanukovych, the ex-president.
- Without the support of the party that has most strongly favored good relations with Moscow, the several hundred separatist protesters occupying buildings here and in Luhansk are left with little public backing.
In Luhansk, 56 people left the occupied headquarters of the security police Wednesday morning, a day after the government claimed there were about 60 hostages inside. The release followed a visit by Serhiy Tihipko, until recently with the Party of Regions, to try to find a resolution. He said there were no hostages, and it’s not clear who the 56 people were.
Levchenko called on the pro-Russian agitators to free the buildings they have seized, and allow the government to get back to work. “If I feel people are in danger, I will be with them,” he said, referring to the threat of an armed attack by forces loyal to Kiev, but he suggested that that could be avoided if the protesters go home.
An obstacle to a definitive resolution to the crisis, he said, is that there is no single point of view. People on the square in front of the administrative building want everything from Russian annexation to independence to decentralization of the Ukrainian system. ReplyDeleteDas kündigte Sergej Zyplakow, Mitglied der selbsternannten Volksregierung der „Donezker Volksrepublik“, am Mittwoch an.
„Die Regierung wird derzeit schrittweise gebildet. Sie wird eigene Dekrete erlassen und die Kontrolle über andere Städte des Gebiets herstellen. Wir werden uns mit staatlichen Routine-Aktivitäten befassen“, sagte Zyplakow, der auch stellvertretender Leiter der Volkswehr der Donbass-Region ist. „Die Sicherheitskräfte der Republik steigern ihre Ressourcen. Gebildet werden immer neue Trupps. Die örtliche Polizei steht unserer Arbeit nicht im Wege… Ich denke, dass sie uns recht geben. Demnächst werden wir sie aufrufen, auf unsere Seite überzugehen und unsere Legitimität anzuerkennen.“
Zyplakow teilte ferner mit, dass im Flughafen von Donezk rund 100 Angehörige der Nationalgarde einquartiert sind. „In der Stadt selbst befinden sich noch etwa 100 Mitglieder des Rechten Sektors und ebenfalls rund 100 Söldner einer privaten US-amerikanischen Militär- und Sicherheitsfirma, die einen Vertrag mit der Kiewer Junta geschlossen hat.“ Es handele sich um rund 300 Profis oder besessene Fanatiker. Das sei eine ernsthafte Kraft. „Aber wir sind zum Kampf bereit“, versicherte Zyplakow.

Ukraine - Amnistie pour les séparatistes s'ils rendent les armes...
ReplyDeleteLes séparatistes prorusses retranchés dans l'est de l'Ukraine bénéficieront d'une amnistie s'ils "déposent les armes et évacuent les bâtiments administratifs" qu'ils occupent, a promis jeudi le président ukrainien par intérim Alexandre Tourtchinov.
"Si les gens déposent les armes et libèrent les bâtiments administratifs, (...) nous garantissons qu'il n'y aura aucune poursuite. Je suis prêt à signer un décret présidentiel" en ce sens, a indiqué M. Tourtchinov lors d'une session du Parlement, alors que des séparatistes pro-russes occupaient toujours des bâtiments administratifs à Donetsk et Lougansk, deux villes de l'est russophone du pays. M. Tourtchinov répondait à un député du Parti des régions, l'ancien parti du président déchu Viktor Ianoukovitch, qui avait proposé mercredi une telle loi d'amnistie. "Il n'y a pas besoin de loi (...) nous pouvons régler ce problème aujourd'hui", a souligné le président par intérim, également président du Parlement, en faisant cette proposition. Mercredi soir, le vice-Premier ministre Vitali Iarema, envoyé à Donetsk pour résoudre la crise, avait exprimé l'espoir que le siège de quatre jours des locaux de l'administration régionale dans cette ville prenne fin sans violence dans la journée de jeudi "en arrivant à un consensus". Mercredi matin, Arsen Avakov, ministre de l'Intérieur du gouvernement intérimaire pro-européen au pouvoir à Kiev depuis fin février, avait en revanche menacé d'intervention les séparatistes. "Pour ceux qui acceptent le dialogue, il y aura une solution politique, quant aux marginaux qui cherchent le conflit, ils recevront une réponse forte," avait-il déclaré en conseil des ministres, avant d'estimer dans un ultimatum voilé que "la crise pourrait être réglée dans les prochaines 48 heures".
