Shoigu urges Hagel to objectively assess situation on Ukrainian border. -The situation on the Crimean Peninsula in the light of the new realities there

U.S. Defence Secretary Chuck Hagel called Russian Defence Minister Sergei Shoigu on Thursday, March 20, to discuss the situation in Ukraine.

The minister and the secretary exchanged views on the situation in Crimea and Ukraine and ways to ease tensions in the region. “Sergei Shoigu stated in detail Russia’s vision of the situation on the Crimean Peninsula in the light of the new realities there,” the Defence Ministry said.

The Russian minister also commented on Hagel’s concerns about the massive build-up of Russian troops on the Ukrainian border.

“In particular, the Russian defence minister drew the attention of his interlocutor to the maximum transparency of our military activity in the regions adjacent to the Ukrainian border. He stressed that as part of their obligations under the Open Skies Treaty and the Vienna Document on Confidence and Security Building Measures of 2011, Ukrainian inspection groups had the opportunity to visit military facilities and make observation flights in the Western and Southern Military Districts. The same opportunity was given to several Western inspection groups.”

  • “The international inspectors did not notice any undeclared military activities or activities threatening Ukraine’s security,” the Defence Ministry said.
  • Shoigu urged Hagel to “make an objective assessment of Russia’s military activity in regions adjacent to the Ukrainian border and not to whip up tensions.”

The Treaty on Open Skies entered into force on January 1, 2002, and currently has 34 States Parties. It establishes a programme of unarmed aerial surveillance flights over the entire territory of its participants. The treaty is designed to enhance mutual understanding and confidence by giving all participants, regardless of size, a direct role in gathering information about military forces and activities of concern to them.

The Vienna Document on Confidence and Security-Building Measures and Disarmament in Europe was adopted by the Organisation for Security and Cooperation in Europe (OSCE) in November 2011. It calls for inspections of specific areas and units in order to oversee military activities and make annual assessments of information provided by each member state. The U.S. is a member of the OSCE since 1973, Russia since 1992.

    El ministro de Defensa de Rusia, Serguéi Shoigú, dijo al secretario de Defensa de EE.UU., Chuck Hagel, que las tropas rusas no planean cruzar la frontera de Ucrania, informó el portavoz del Pentágono, el contraalmirante John Kirby.

    Shoigú mantuvo hoy una conversación telefónica con su homólogo norteamericano en la que discutió la situación en Ucrania. "Fue una larga conversación, que duró aproximadamente una hora", informó Kirby.

    El secretario de Defensa de EE.UU. planteó la cuestión al ministro ruso sobre las tropas estacionadas cerca de la frontera ucraniana. En respuesta, Shoigú le aseguró que "las tropas rusas están allí sólo para llevar a cabo ejercicios militares y no tienen ninguna intención de cruzar la frontera de Ucrania".

    El portavoz del Pentágono calificó la conversación como "franca" y afirmó que Hagel agredece a la parte rusa ese diálogo.

    Este jueves el ministro de Defensa ruso pidió a su homólogo estadounidense "evaluar objetivamente el estado de la actividad militar rusa en las regiones adyacentes a las fronteras de Ucrania" y le instó a no aumentar la tensión de la situación.

    Por su parte, el Ministerio de Defensa ruso informó que durante la conversación, Shoigú "describió en detalle la visión rusa de la situación en la península de Crimea en las condiciones de las nuevas realidades establecidas allí".

  2. Geeintes Russland warnt Kiew vor Exodus ukrainischer Regionen aus dem Land...

    Ganze Regionen werden sich wie die Krim von der Ukraine abspalten, falls die Behörden in Kiew ihre gegenwärtige Politik fortsetzen. Das erklärte der Fraktionschef der regierenden Partei Geeintes Russland, Wladimir Wassiljew, am Donnerstag in Moskau.

    „Möge die reale Entwicklung (in der Ukraine) totgeschwiegen werden, die Wahrheit wird früher oder später bekannt“, sagte Wassiljew am Donnerstag in einer Plenarsitzung der Staatsduma bei der Diskussion über Gesetze zur Aufnahme der Krim in den Staatsverband Russlands. „Die Situation, da Gesetze (in der Ukraine) mit Füßen getreten werden, ist unzulässig… Wenn die Willkür weiter anhält, werden sich ganze Regionen von der Ukraine abspalten.“ Darüber sollte sich Washington klar werden, sagte Wassiljew.

    Der Chef der populistischen Liberaldemokratischen Partei, Wladimir Schirinowski, widersprach einigen Parlamentariern, dass die Landgrenze zwischen der Krim und der Ukraine für immer gezogen wurde. „Wir brauchen diese Staatsgrenze nicht. Wir müssen weiter vorstoßen, diese Grenze ist nicht für immer“, betonte Schirinowski.

  3. Moscou n'envahira pas l'est de l'Ukraine, dit un ministre russe....

    Le ministre russe de la Défense Sergueï Choïgu a assuré jeudi à son homologue américain Chuck Hagel que Moscou n'envahirait pas l'est russophone de l'Ukraine, a annoncé le Pentagone.
