Barroso: EU not ready to launch procedure of Ukraine’s accession to EU...

EU countries are not ready to launch the procedure of Ukraine’s accession to the EU, European Commission President Jose Manuel Barroso said Thursday.

EU members believe that not only Ukraine is unready for membership but the EU is unready to integrate the country into its ranks at the current stage, too, and that is why an Association Agreement was offered to the Ukrainian authorities, Barroso said in the course of an expert discussion in Brussels.


He indicated however that the door for membership was not closed and that Ukraine might use the opportunity in the future. However, to do this Ukraine would need reforms, a struggle with corruption and a bigger degree of openness of the authorities to society.

  • Barroso indicated that the start of talks on EU expansion through absorption of a new country required unanimity of all the EU member-states, and they never had unanimity as regards Ukraine.

« Pourquoi l'Union Européenne n’a pas proposé l’adhésion à l’Ukraine ? 

Parce que les Etats membres ne sont pas prêts à accueillir un nouveau membre. Ces derniers considèrent non seulement que l'Ukraine n'est pas prête à franchir cette étape, mais l'UE n'est pas en mesure d’accepter un pays comme l’Ukraine au sein de l’union. 

Mais nous disons toujours, que la porte n'est jamais fermée à l'entrée, cette possibilité existe à long terme », a déclaré le président de la Commission européenne José Manuel Barroso en répondant à la question d'un journaliste à Bruxelles.


Barroso a noté que pour proposer l'adhésion de l'Ukraine à l'Union européenne, « un accord des pays membres est nécessaire, mais nous en sommes encore loin. »

    Ukraine’s Verkhovna Rada (parliament) on Thursday, March 27, passed a law that cuts budget revenues by 5.67 percent to 372.9 billion hryvnias (34.94 billion U.S. dollars at the current exchange rate) and expenditures by 5.5 percent to 436.7 billion hryvnias (40.92 billion U.S. dollars).

    The budget deficit cap was lowered by 4.19 percent to 68.9 billion hryvnias (6.43 billion U.S. dollars) and the state debt ceiling raised by 13.41 percent to 664.009 billion hryvnias (62.22 billion U.S. dollars of GDP).

    The law also freezes any raise in the subsistence level and minimum wage, which will remain at the current level of 1,176,000 hryvnia (110.19 U.S. dollars) and 1,218,000 hryvnias (114.13 U.S. dollars) a month, respectively.

    The law authorises personnel cuts in the central government and local state administrations by at least 10 percent.
