During Chuck Hagel 's call “Minister (Pavlo) Lebedev expressed his appreciation for U.S. involvement in negotiations to resolve the situation in Ukraine,” the Pentagon Press Secretary John Kirby said in a statement.
According to the Pentagon, Hagel had tried several times to reach Lebedev this week, but the calls had not been accepted.
Friday’s call comes on the heels of an accord between Ukraine's government and opposition protesters to end deadly protests in the capital, Kiev.
Kirby said that Hagel had welcomed the agreement, and lauded Kiev’s decision to keep the military neutral during the conflict - a repeated call of the Obama administration.
He said that Lebedev had further reinforced the Ukrainian military’s role as “the protectors of the Ukrainian people,” while stressing that military deployments have been limited to the protection of military facilities and equipment.
He added that the military would not take up arms against the Ukrainian people.
Ukraine's president Viktor Yanukovych and the opposition have been fighting over whether the country will have closer ties to Russia or the West.
The protests began in late November after Yanukovych shelved a long-anticipated agreement for closer ties with the European Union, Russia stepping in and announcing a US$15 billion bailout for the economically battered country.

Le président ukrainien devrait s'exprimer à la télévision de Kharkiv...
ReplyDeleteLe président ukrainien Viktor Ianoukovitch se trouve actuellement à Kharkiv, ville de l'est de l'Ukraine, a affirmé samedi à l'AFP sa conseillère Ganna German. "Le président remplit ses fonctions constitutionnelles (...) Il va s'exprimer aujourd'hui à la télévision à Kharkiv", a-t-elle dit. La situation reste tendue à Kiev. L'opposition a appelé à la destitution du président et à la convocation d'une élection anticipée d'ici au 25 mai. En attendant, les défections se sont multipliées dans le camp déchu. Le nouveau parlement a élu des proches de l'opposante Ioulia Timochenko, à la tête du Parlement ukrainien et au poste de ministre de l'Intérieur. Un Parlement qui a d'ailleurs voté une résolution pour libérer "immédiatement" de l'Ioulia Timochenko.
Le texte, voté à 322 voix, prévoyait "la libération immédiate de Ioulia Timochenko sur la base d'une décision de la Cour européenne".

Ukraine crisis: Turchynov warns of 'separatism' risk....
ReplyDeleteUkraine's interim President Olexander Turchynov has warned of the dangers of separatism following the ousting of President Viktor Yanukovych.
Many in Ukraine's Russian-speaking regions oppose his overthrow and the installation of a more European-leaning interim administration.
Russia is also angry at the changes, but Foreign Minister Sergei Lavrov has said Moscow will not intervene.
The formation of a unity government has been delayed until Thursday.
Addressing parliament, Mr Turchynov said he would meet law enforcement agencies to discuss the risk of separatism in regions with large ethnic Russian populations.
Separatism was a "serious threat", he said.
Crimea and some pro-Russian areas in the east have seen protests against the overthrow of Mr Yanukovych, sparking fears of secession.

ReplyDeleteLa formation d'un gouvernement de transition en Ukraine, initialement annoncée pour mardi, a été repoussée à jeudi, a annoncé au parlement le président par intérim Olexandre Tourtchinov.
"Je m'adresse aux dirigeants des fractions et des groupes parlementaires et je vous demande de faire en sorte que le vote (pour le gouvernement) ait lieu jeudi", a-t-il déclaré, sans donner de raison à ce report.
"Il faut que la décision soit prise jeudi. On ne peut pas attendre plus longtemps", a-t-il lancé aux responsables politiques.
"Menez des consultations jour et nuit, mais il faut que ce soit transparent", a-t-il ajouté.

Umbruch in der Ukraine -Nato fürchtet neuen Krisenherd in Europa....
ReplyDelete25.02.2014 · In der Ukraine feiern die Menschen den Umbruch - bei der Nato stellt man sich hingegen auf einen neuen Brennpunkt in Europa ein. Diplomaten warnen vor unterschiedlichen Szenarien - beruhigend sind sie alle nicht.
Der Umbruch in der Ukraine hat nun auch der Nato die ersten internen Kontroversen beschert. In dieser Woche findet im Brüsseler Hauptquartier der Allianz ein Treffen der Verteidigungsminister statt. Für Donnerstagnachmittag ist dazu ein Treffen der sogenannten Nato-Ukraine-Kommission geplant, ein Gremium, in dem beide Seiten ihre Zusammenarbeit besprechen.
Noch in der vergangenen Woche war im Bündnis höchst umstritten, ob man das Treffen überhaupt abhalten solle. Deutschland und die Osteuropäer waren dafür, weil sie den Gesprächsfaden nach Kiew nicht abreißen lassen wollten; die Vereinigten Staaten, Frankreich und Großbritannien waren dagegen, weil sie angesichts der Gewalttaten nicht zur Tagesordnung übergehen wollten. Nach der leichten Entspannung der Lage kam man nun überein, die Kommission tagen zu lassen. Wer dazu aus der Ukraine kommen wird, wusste allerdings niemand in Brüssel zu sagen.
Es dürfte nicht das letzte Mal gewesen sein, dass der Westen sich darüber verständigen muss, wie er mit dem Land umgehen soll, das unversehens zu einem riesigen neuen Krisenherd in Europa geworden ist. Während die EU in Kiew Finanzhilfen anbietet, hält die Nato ein wachsames Auge auf das ukrainische Militär. Auf dem Höhepunkt der jüngsten Auseinandersetzungen forderte Generalsekretär Anders Fogh Rasmussen die Streitkräfte in einer öffentlichen Erklärung auf, neutral zu bleiben. Das war aus Sicht des Bündnisses alleine schon deshalb nötig, weil die Ukraine sich als Nichtmitglied an Nato-Einsätzen in Afghanistan, im Kosovo und am Horn von Afrika beteiligt. Mit einer Armee, die ihr eigenes Volk bekämpft, hätte das Bündnis wohl kaum weiter kooperieren können.
