Russia Calls UN Report on Syria Chemical Attacks Incomplete. (VIDEO MID RU)

MOSCOW, September 17 (RIA Novosti) – Russia’s top diplomat called Tuesday for additional investigations into allegations of chemical weapons use in Syria, saying a UN report presented a day earlier had failed to answer certain questions and reiterating Moscow’s position that the attack was a “provocation” by opposition forces.
The report did not say “where the weapon was made – at an official factory or using homemade methods,” Foreign Minister Sergei Lavrov told reporters after a meeting with his French counterpart. “There are no answers to other questions as well.”


UN inspectors said Monday that they had found "clear and convincing evidence" that chemical weapons, including the nerve agent sarin, were used in an August 21 attack that killed hundreds of people in the Damascus suburb of Ghouta.


  • The inspectors had no mandate to determine who had launched the attack – which the US and some of its Western allies have attributed to the regime of Syrian President Bashar Assad, but Moscow and Syria have called a provocation by anti-Assad rebels.
“We have the most serious grounds to believe this was a provocation,” Lavrov said Tuesday. “And some of our partners have unequivocally stated that only the [Assad] regime could have used chemical weapons, but the truth must be established.”
Lavrov likewise said that reports of other chemical weapons use in Syria must be investigated, citing three dates within a week of the August 21 incident.
“The inspectors must still do all this, and afterward they will put together a final report about their mission,” he said.

The US position that Assad’s regime was behind the August 21 attack had prompted Washington to threaten “limited” retaliatory military strikes against Syrian government targets. This plan was put on hold last week after Lavrov put forward a proposal, based on off-the-cuff comments by US Secretary of State John Kerry, that a strike could be avoided if Syria were to put its chemical weapons under international control.

On Saturday, after days of intense negotiations, Lavrov and Kerry announced an ambitious plan under which all chemical weapons in Syria would be opened up to international inspectors by November and destroyed by mid-2014.

  • Выступление и ответы на вопросы СМИ Министра иностранных дел России С.В.Лаврова в ходе совместной пресс-конференции по итогам переговоров с Министром иностранных дел Франции Л.Фабиусом, Москва, 17 сентября 2013

Уважаемы дамы и господа,
Мы провели переговоры с Министром иностранных дел Французской Республики Л.Фабиусом. По уже установившейся традиции разговор был доверительным, открытым, полезным и весьма своевременным.
Важная часть нашего двустороннего политического диалога – готовность к обсуждению всех без исключения вопросов, как тех, по которым у нас есть перспективы взаимовыгодного взаимодействия, так и тем, по которым наши позиции на данный момент не во всем совпадают.
Мы были едины в позитивной оценке состояния и перспектив российско-французских отношений. До конца года намечен весьма плотный график двусторонних контактов, включая очередные заседания Совета по экономическим, финансовым, промышленным и торговым вопросам (СЕФИК), Российско-Французской Комиссии по вопросам двустороннего сотрудничества на уровне глав правительств. На этих мероприятиях будет рассмотрен весь комплекс вопросов продвижения экономического взаимодействия, как об этом договаривались президенты, с акцентом на партнерство в высокотехнологичных, инновационных сферах, производственном сотрудничестве и перспективой совместного выхода на рынки третьих стран.
В ноябре с.г. ожидаем проведения в Москве очередного заседания Совета сотрудничества по вопросам безопасности (формат «два плюс два») с участием министров иностранных дел и обороны России и Франции. Рассчитываем, что это станет еще одним важным мероприятием для сопоставления наших позиций по всем ключевым проблемам безопасности и международных отношений.
Народы наших стран всегда проявляли интерес к истории, культурному наследию друг друга, поэтому так важен культурно-гуманитарный аспект двустороннего сотрудничества. В 2013-2015 гг. в России и Франции проходят «перекрестные» Сезоны театра, кино и изобразительных искусств. На будущий год готовим дополнительные мероприятия, представляющие интерес для россиян и французов.
Приветствуем принимаемые во Франции меры по укреплению позиций русского языка. Изучаем возможность открытия в Париже российско-французских начальной школы и лицея. Безусловно, признательны нашим французским друзьям за внимание, которое они оказывают проекту сооружения во французской столице русского православного храма и духовно-культурного центра.
Делаем с французскими партнерами все возможное для дальнейшего максимального облегчения визового режима в наших двусторонних отношениях. Признательны им за последовательную позицию в пользу облегчения и, в итоге, отказа от визовых требований в отношениях между Россией и ЕС.
У нас есть и такая сфера сотрудничества, как Совет Россия-НАТО. Здесь мы тоже признательны Франции за конструктивную позицию, нацеленную на поиск возможностей сопряжения усилий России и всех членов Североатлантического альянса.
Сегодня мы достаточно подробно обсудили положение на Ближнем Востоке и Севере Африки с особым упором на ситуацию в Сирии. У нас нет разногласий относительно конечных целей, которые мы все хотели бы видеть для сирийского народа. А именно – преодоление кровопролития, восстановление мира на основе уважения суверенитета, территориальной целостности этой страны, сохранения ее светского характера при обеспечении прав и свобод всех этнических, конфессиональных и других групп. Эти цели разделяются Москвой и Парижем, хотя по путям их достижения у нас имеются определенные расхождения. В то же время есть общие позиции в том, что весьма остро вставшая сейчас проблема ликвидации химоружия в САР должна быть решена. Благодарим французских друзей за поддержку российско-американской инициативы, которая сейчас будет рассматриваться в Организации по запрещению химического оружия (ОЗХО), а затем рассчитываем принять резолюцию СБ ООН в поддержку решения ОЗХО. У нас также есть общее понимание необходимости скорейшего созыва конференции «Женева-2» с целью полного выполнения договоренностей «Женевы-1», включая создание переходного управляющего органа, который будет обладать всей полнотой исполнительной власти и создан на основе общего согласия сирийских сторон.
Говоря о ситуации в регионе, мы также привлекли внимание наших собеседников к тому, чтобы проблема нераспространения оружия массового уничтожения (ОМУ) постоянно была в центре нашего общего внимания. Это касается и такой давно поставленной, но пока не реализованной задачи, как создание на Ближнем Востоке зоны, свободной от оружия массового уничтожения. Решение проблемы химического оружия Сирии будет крупным шагом в направлении создания такой зоны. Медлить с формальным созывом соответствующей конференции уже становится неправильно. Будем выступать за скорейший созыв этого форума.
По другим различным международным сюжетам у нас совпадающие позиции. Как известно, мы поддержали действия Франции в Мали в плане сдерживания террористической угрозы для всего Сахаро-Сахельского региона. Ожидаем первого заседания нового механизма, созданного в рамках формата «два плюс два» – имею в виду двустороннюю рабочую группу по противодействию новым вызовам и угрозам, которая позволит теснее координировать наши действия в борьбе с терроризмом, наркоугрозой и в целом с организованной преступностью. Мы предложили провести первое заседание этой группы в Москве. Надеемся, в ближайшее время будут согласованы конкретные даты.
Так что, дискуссии, как всегда в наших отношениях с Л.Фабиусом и французскими друзьями в целом, были весьма интересными и полезными. Созданы неплохие заделы на будущее, в том числе в отношении дальнейшего согласования действий по сирийскому кризису. Повторю, несмотря на расхождения, касающиеся тактического аспекта, у нас есть общее понимание задач, которые нам необходимо в конечном итоге решить.
Признателен Л.Фабиусу за хорошую совместную работу.
Вопрос: Как Вы прокомментируете оценки доклада экспертов ООН, в частности, заявления, что этот документ полностью доказывает вину правительства Б.Асада в организации химической атаки (21 августа с.г. в Гуте)?
С.В.Лавров: У инспекторов ООН не было мандата определять виновных. Это не от них зависит. Мандат был выдан Генеральным секретарем ООН. Он еще до конца не выполнен, и экспертам необходимо вернуться в Сирию, чтобы расследовать инциденты, имевшие место в марте с.г. под Алеппо и в других частях Сирии в другие периоды. Считаем, что обязательно должны быть расследованы и сообщения о применении химического оружия уже после 21 августа с.г., а именно 22, 24 и 25 августа. Это все предстоит проделать инспекторам, и после этого они составят уже окончательный доклад о своей миссии.
Что касается вчерашнего доклада, то он посвящен конкретному эпизоду. В пользу того, чтобы инспекторы прервали свою миссию и подготовили доклад только по конкретному случаю использования химоружия 21 августа, выступали многие страны. Мы против такого особого чрезвычайного подхода не возражали. Доклад доказывает, что химическое оружие было применено. Вопросы, которые возникли у нас, мы задали в Совете Безопасности ООН. Ответ на вопрос о том, где был произведен боеприпас - на заводе или кустарным способом - не прозвучал. Нет ответов и на ряд других вопросов, которые мы задали.
Повторю еще раз, доклад требует изучения, но не изолированного, а в совокупности со всеми свидетельствами, которыми полны Интернет и в целом СМИ, включая свидетельства, предоставленные монахинями соседнего монастыря, журналисткой, специально посетившей этот район, разговаривавшей с боевиками и почерпнувшей от них информацию о том, что им из-за границы привезли какие-то боеприпасы. Есть и открытое письмо бывших сотрудников ЦРУ и Пентагона Президенту США Б.Обаме, в котором события 21 августа и других дней охарактеризованы как инсценировка.
Мы хотим, чтобы события (21 августа) были расследованы беспристрастно, объективно и профессионально. У нас есть серьезнейшие основания предполагать, что была совершена провокация. Некоторые наши партнеры безапелляционно заявили, что только режим мог применить химическое оружие - как это сейчас прозвучало и в Вашем вопросе. Но истина должна быть установлена. Для дальнейшей работы СБ ООН это будет лакмусовым тестом: либо мы будем хвататься за Главу VII Устава ООН, когда кто-нибудь заявит, что режим или оппозиция применили химическое оружие, и подыгрывать эмоциям, совершенно не допустимым в принятии серьезных решений; либо мы будем полагаться на профессионалов, которые должны каждый эпизод и каждое сообщение такого рода изучить тщательно и беспристрастно и доложить Совбезу ООН уже окончательную картину.
Вопрос: Каковы перспективы и судьба «Женевы-2» при расхождениях в позициях России и Франции?
С.В.Лавров (отвечает после Л.Фабиуса): Сначала, конечно, скажу, что Сирия не уникальна в том, что долгое время не отвечала на вопросы о наличии у себя оружия массового уничтожения. Главное, что в конечном итоге Дамаск признал это и, что еще важнее, безоговорочно присоединился к Конвенции о запрещении химического оружия. Даже более чем безоговорочно. В соответствии с нормальной процедурой, применительно к САР, как к новому члену, Конвенция вступила бы в силу через 30 дней после подачи заявки. Сирия же попросила немедленно начать применять Конвенцию и выразила готовность выполнять все обязательства по ней. Мы это приветствуем.
Как я уже сказал, это надо рассматривать в том числе в контексте реализации задачи по созданию на Ближнем Востоке зоны, свободного от ОМУ, которая была поставлена три года назад всем международным сообществом. Убежден, что нынешняя динамика, возникшая в результате той договоренности, позволит улучшить атмосферу для того, чтобы реализовать инициативу созыва Женевской конференции с целью полного выполнения договоренностей, содержащихся в Женевском коммюнике от 30 июня 2012 г.
13 сентября в Женеве мы провели встречу с Госсекретарем США Дж.Керри и спецредставителем ООН/ЛАГ по Сирии Л.Брахими. У нас есть общее понимание и с Францией по вопросу о созыве такой конференции. Скажу больше, в июне нынешнего года на саммите «восьмерки» в Лох-Эрне при обсуждении сирийской темы, Президент Французской Республики Ф.Олланд предложил, чтобы «Группа восьми» выступила с инициативой объявления конкретной даты созыва конференции с целью оказать давление на всех потенциальных участников, чтобы они перестали уходить в сторону от этого мероприятия. Президент Российской Федерации В.В.Путин поддержал такое предложение Ф.Олланда, но некоторые другие участники «восьмерки» сочли это нецелесообразным.
Российская сторона готова объявить дату хоть сегодня или завтра, т.к. мы уверены, что сирийское правительство уже заявило о своей готовности направить делегацию. Эта делегация объявлена. Главное сейчас, чтобы оппозиция поступила бы таким же образом.
Ценим усилия, которые предпринимают наши американские партнеры, коллеги в Европе и в регионе, имеющие решающее влияние на «Национальную коалицию», которую они считают главным и единственным оппозиционным движением. Но пока эти усилия не приносят результатов. Коалиция в штыки восприняла российско-американское предложение о ликвидации химического оружия в Сирии через механизмы Конвенции, поскольку они очень рассчитывали, что проблема будет решаться путем военной интервенции. Они были разочарованы тем, что интервенция не состоялась, и вопрос перешел сугубо в политико-правовую плоскость.
Подобная позиция, на наш взгляд, является контпродуктивной. Те, кто влияют на коалицию, кто ее создавал и продолжает укреплять, конечно, несут за это ответственность – как, собственно, и за обеспечение участия оппозиционеров в Женевской конференции. Мы обсуждали эту задачу с Л.Фабиусом. У нас совпадение позиций о необходимости сделать это как можно скорее, чтобы подтолкнуть всех сирийцев к достижению общего согласия по созданию переходного управляющего органа со всей полнотой исполнительной власти, как и записано в Женевском коммюнике.
Встает проблема персоналий, о чем не раз заявляла оппозиция. Но договариваться, конечно, должны сами сирийцы. Чем чаще и громче из различных столиц, в том числе европейских, стран региона, Вашингтона звучат заявления о том, что Президент Сирийской Республики Б.Асад «преступник», что «ему нет места на этой земле», а «его место в Международном трибунале в Гааге», тем непримиримее становится коалиция, претендующая на то, чтобы представлять интересы всего сирийского народа. Тем сложнее становится задача заставить коалицию выполнять Женевское коммюнике через созыв новой конференции уже с участием сирийских сторон. Повторю – цели у нас общие, но в отношении методов мы пока не достигли совершенства.   1. Experte: Einsatz „derart primitiver“ C-Waffen durch syrische Armee unwahrscheinlich...

    Bei den sowjetischen Geschossen, deren Splitter die UN-Kontrolleure am Ort des C-Waffen-Einsatzes bei Damaskus gefunden haben, handelt es sich laut Ruslan Puchow, Direktor des Moskauer Zentrums für Strategie- und Technologieanalyse, um Munition für Mehrfachraketenwerfer, von denen die syrische Armee schon seit langem keine mehr hat.

    „Das erste Geschoss lässt sich leicht identifizieren: Es wurde im Bericht als
    140mm-Rakete vom Typ М-14 für den alten sowjetischen Mehrfachraketenwerfer BM-14-17 aus dem Jahr 1952 bezeichnet“, kommentierte der Experte am Dienstag die Meldungen, dass UN-Inspektoren auf einem Teil einer Rakete kyrillische Zeichen entdeckt haben.

    Die syrische Armee habe alle Mehrfachraketenwerfer BM-14-17 schon längst außer Dienst gestellt, auch die Geschosse des Typs М-14 haben ihre Haltbarkeit seit langem überschritten. „Jedenfalls hat die Sowjetunion kaum chemische Geschosse an Syrien geliefert. Es handelt sich offenbar um einen selbständigen Umbau eines alten Geschosses zu einem chemischen.“

    Puchow hält es für unwahrscheinlich, dass die syrische Regierungsarmee die veralteten Geschosse verwendet haben und die damit verbundenen Risiken eingegangen sein könnte. „Wenn sie chemische Geschosse hätten einsetzen wollen, hätten sie eher die Standardsysteme BM-21 ‚Grad‘ genutzt, für die sie auch die Munition haben.“ Der Experte mutmaßte, dass die Regimegegner „diesen alten Kram“ in einem der eroberten Munitionslager gefunden haben.

    „Das zweite Geschoss vom Kaliber 360 mm stammt offenbar aus einem Eigenbau“, so der Experte weiter. Er bezweifelte, dass die syrische Armee „derart primitive Munition produziert und einsetzt“.

    Am Montag hatten UN-Chemiewaffenkontrolleure nach mehrwöchigen Ermittlungen bestätigt, dass am 21. August nahe der syrischen Hauptstadt Damaskus Boden-Boden-Raketen mit dem Nervengas Sarin eingesetzt wurden. Auf einem Raketensplitter fanden sie eine kyrillische Aufschrift.

  2. US: Five major UN powers to meet on Syria draft Tuesday...

    UNITED NATIONS - Diplomats from the United States, Russia, Britain, France and China will meet in New York on Tuesday to discuss a Western-drafted resolution on eradicating Syria's chemical arsenal in line with a US-Russian agreement, a US official said.

    "Today, the P5 members of the UN Security Council (US, UK, France, Russia, China) will meet to discuss the joint P3 (US, UK, France) draft Security Council Resolution on Syria's chemical weapons program," Erin Pelton, spokeswoman for the US mission to the United Nations, said in an email.

    "In order to respect the integrity of these negotiations, we will not be reading out the details of today's meeting or the draft Resolution," she said.

  3. Russia’s UN Envoy Urges Inspectors’ Return to Syria...

    UN, September 18 (RIA Novosti) - Russia’s UN envoy Vitaly Churkin called for an “immediate return” of organization’s inspectors to Syria for additional investigations into alleged use of chemical weapons.

    UN inspectors said Monday that they had found “clear and convincing evidence” that chemical weapons, including the nerve agent sarin, were used in an August 21 attack that killed hundreds of people in the Damascus suburb of Ghouta.

    Russian Foreign Minister Sergei Lavrov said on Tuesday the provided report did not answer many questions and urged an additional UN investigation into allegations of chemical weapons use in Syria.

    Churkin said that besides the incident in Ghouta the UN mission, which was led by Swedish professor Ake Sellstrom, should investigate other instances of alleged use of chemical weapons “including the incident on March 19 near Aleppo as well as incidents of intoxication of Syrian government troops on August 22 and 24-25.”

    “We hope that the full implementation of the mandate of Sellstrom’s mission will give an objective picture of the events in Syria,” Churkin said.

  4. Assad thanks Russia for helping Syria face down 'savage attack'...

    Syrian President Bashar al-Assad on Wednesday thanked key backer Russia for helping his regime face down a "savage attack" by Western-backed rebels, state television reported.

    Russia is helping "create... a new global balance", Assad said, after Moscow opposed the use of force should the Damascus regime refuse to abide by an agreement to hand over its chemical weapons stockpile.

    Assad's statement came during a meeting with Russia's Deputy Foreign Minister Sergei Ryabkov.

    "President Assad expressed... his gratitude to Russia for its position of helping Syria face down the savage attack... and the Western, regional and Arab-backed terrorism," he said, using the regime's term for the armed revolt in the country.

    Ryabkov, who flew in to Damascus on Tuesday, accused UN inspectors investigating chemical attacks in Syria of being "biased and one-sided".

    Russia has received "evidence that the rebels are implicated in the chemical attack," Ryabkov was quoted as saying by the RIA Novosti and ITAR-TASS news agencies.

    Damascus flatly denies using chemical weapons against opposition areas, and instead blames rebels for such attacks.

    Also on Wednesday, Assad criticised US policy on Syria during a meeting with American personalities opposed to Western intervention in the conflict.

    State news agency SANA, which said the team was made up of former members of Congress, journalists and peace activists, quoted Assad as saying that US policy in the Middle East was concentrated on "imposing its hegemony on the people of the region".

    This policy "does not reflect the American people's interests and goes against (their) values and interests", Assad added.

    More than 110,000 people have been killed in Syria's 30-month civil war, according to the Syrian Observatory for Human Rights.

    UN inspectors ignored evidence on chemical weapons use in Syria secretly passed to them by Damascus, said Russia’s Deputy Foreign Minister in an exclusive interview to RT. That is why the UN report is biased and needs reinvestigation, he said.

    “The Syrian authorities have conducted their own sampling and investigation, analysis in terms of possible evidence of the rebels being responsible for the tragic episodes both on August 21, but beyond that also on August 22, 23 and 24,” Sergey Ryabkov told RT's Maria Finoshina, who caught up with him during his visit to Damascus to discuss these allegations.

    “This is new material - new material for us. But this is not already completely new material for the UN,” Ryabkov specified, revealing that there were actually several chemical attacks in Syria in August and that the UN inspectors, headed by Swedish scientist Dr. Ake Salstrom, were informed about this, but ignored the information in their report.

    “This material was discreetly handed over to Ake Salstrom, the head of the UN mission of experts here [in Syria] which came to investigate the Ghouta incidents. Salstrom was asked to look into it and eventually factor this new evidence into the final report. It never happened in fact,” Ryabkov told RT. “This is one of the reasons why we criticize the speed with which the report was released… and also an incomplete content of this report,” he said.

    Der Kreml hat eine Änderung seiner Position zu Syrien nicht ausgeschlossen.

    „Russland könnte seine Position zu Syrien ändern, wenn es klar auf der Hand liegt, dass Präsident Baschar al-Assad betrügt“, sagte der Chef der russischen Präsidialverwaltung, Sergej Iwanow, am Samstag in Stockholm in der 10. Konferenz des Londoner internationalen Instituts für strategische Studien. Das alles sei aber „theoretisch und hypothetisch“. „Aber wenn wir sicher sind, dass Assad lügt, könnten wir unsere Einstellung ändern.“

    Iwanow schlug vor, sich über noch ein theoretisches Szenario Gedanken zu machen, falls sich herausstellt, dass Kampfstoffe in Syrien sowohl vom offiziellen Damaskus als auch von der Opposition eingesetzt worden waren. Russland werde aber in jedem Fall ausschließlich mit diplomatischen Mitteln vorgehen, sagte der Beamte.

    „Der Kreml rechnet damit, dass der Standort aller C-Waffen-Depots in Syrien binnen einer Woche bekannt sein wird. Wir dürfen nicht vergessen, dass er (Assad) nicht das gesamte Territorium (Syriens) kontrolliert. Wir wissen immer noch nicht, wo sich die Chemiewaffenvorräte geographisch befinden“, fuhr Iwanow fort.

    Der Syrien-Konflikt werde früher oder später zu Ende gehen. „Man sollte auch darüber nachdenken, wo sich Bewaffnete, darunter auch Terroristen, absetzen werden, die ihre Waffen noch aus libyschen Arsenalen erhalten hatten. Sie werden nicht verschwinden, sie werden ihre Waffen weiter einsetzen“, warnte Iwanow.

  7. Lavrov: US Trying to Blackmail Russia on UN Syria Resolution...

    Russia has accused the United States of trying to "blackmail" it into letting the U.N. Security Council threaten force against the Syrian government if Damascus fails to give up its chemical weapons.

    The United States and its allies have been pressing the Council to adopt a Syria resolution under Chapter 7 of the U.N. Charter, which would permit enforcement through military action.

    Russian Foreign Minister Sergei Lavrov said Sunday U.S. officials told him that if Russia does not agree to a Chapter 7 resolution, they will block the Organization for the Prohibition of Chemical Weapons from eliminating Syria's stockpiles.

    Speaking to a Russian TV channel, Lavrov accused the United States of "blackmail" and trying to show "superiority" rather than focusing on the common goal of removing chemical weapons from Syria.

  9. Inspectors will be in Damascus on September 25 for more evidence related to the deadly chemical weapon attack....

    MOSCOW (AA) - UN inspectors will arrive in Syrian capital Damascus on Wednesday to study last month's chemical attack, said Russian deputy minister of foreign affairs Sergey.

    Led by a Swedish professor, Ake Sellstrom, the group of inspectors will be in Damascus on September 25 to collect more evidence related to the deadly chemical weapon attack, which killed more than a thousand civilians including women and children.

    "We are pleased that our insistent calls for the return of UN inspectors to Syria worked out," Ryabkov said speaking at the Russian parliament Tuesday.

    Stating that there were some technical and logical problems with U.S. arguments on Syria , Ryabkov said, "We will continue to work on the matter by taking the evidences supplied by the Syrian regime into account."

    Ryabkov, meanwhile, met with British Ambassador to Russia Tim Barrow to discuss Syria crisis and Iran's nuclear program.

    Russia previously accused UN inspectors studying last month's chemical attack in Syria of ignoring "very factual" evidence provided by the Damascus regime.

  10. Syrie: l'opposition posséderait des éléments d'armes chimiques, selon Moscou...

    Il y a une forte chance que l'opposition syrienne possède certaines composantes d'armes chimiques, a déclaré mardi à New York le ministre russe des Affaires étrangères Sergueï Lavrov à l'issue d'une rencontre avec son homologue américain John Kerry.

    "Il existe de fortes inquiétudes sur le fait que l'opposition possèderait certaines composantes de ces matériaux néfastes. Nous nous basons sur des faits. Et ces faits disent que le gouvernement syrien a rejoint la Convention internationale sur l'interdiction des armes chimiques, qu'il s'est déclaré prêt à respecter immédiatement tous les engagements pris dans ce cadre et qu'il a fourni à l'organisation des informations sur ses stocks d'armes chimiques et sur les lieux de leur emplacement", a fait savoir le ministre.

    La situation en Syrie a atteint sa "phase critique" le 21 août, date à laquelle certains médias ont fait état de l'attaque chimique lancée par les troupes gouvernementales syriennes dans une banlieue de Damas. Plusieurs pays occidentaux, dont les Etats-Unis et la France, ont rejeté la responsabilité de cette attaque sur le régime du président Assad.

    La Russie estime que l'attaque chimique en question constituait une provocation organisée par l'opposition en vue de susciter une intervention militaire étrangère dans le conflit syrien. Le 18 septembre, Moscou a annoncé avoir reçu des preuves attestant l'emploi d'armes chimiques par les insurgés.

    Les experts de l'Onu chargés d'enquêter sur l'incident ont conclu dans leur rapport qu'il y avait bien eu usage d'armes chimiques le 21 août près de Damas, en particulier de gaz sarin. Le mandat des enquêteurs ne prévoyait pas d'établir qui a fait usage des armes chimiques. D'après le document, les ogives retrouvées près de la capitale syrienne pourraient avoir été fabriquées tant de façon industrielle qu'artisanale.

  11. Syrie: le gaz sarin utilisé à Damas et à Alep identique (Lavrov)...

    Les échantillons de gaz sarin utilisé dans l'attaque chimique survenue le 21 août près de Damas sont identiques à la substance neurotoxique employée en mars dernier dans une banlieue d'Alep, a déclaré le chef de la diplomatie russe Sergueï Lavrov dans une interview au Washington Post.

    "La principale conclusion [de l'enquête effectuée par des experts russes] est que le type de gaz de sarin employé [près d'Alep] est artisanal. Nous possédons en outre des preuves attestant que du sarin utilisé le 21 août près de Damas était du même type, mais en concentration plus élevée", a expliqué le ministre russe.

    Fin mars, les autorités syriennes ont demandé à l'Onu d'enquêter sur l'attaque chimique survenue le 19 mars dans une banlieue d'Alep. Perpétrée par les insurgés selon Damas, l'attaque a fait 25 morts et 110 blessés. Les rebelles ont démenti ces informations, accusant à leur tour l'armée régulière d'avoir utilisé un missile Scud chargé d'agents toxiques.

    Les experts des Nations unies sont arrivés en Syrie le 18 août, après de longues négociations sur les modalités de l'enquête. Mais le 21 août, trois jours après leur entrée dans le pays, une attaque chimique d'envergure a été perpétrée près de la capitale, Damas.

    Plusieurs pays occidentaux, dont les Etats-Unis et la France, ont rejeté sur le régime du président Assad la responsabilité de cette attaque, dont le bilan en termes de victimes s'élève à plus de 1400 morts selon l'Onu.

    WASHINGTON, September 26 (Itar-Tass) - Russian Foreign Minister Sergei Lavrov has presented to U.S. Secretary of State John Kerry the evidence confirming the involvement of the Syrian opposition in the August 21 chemical attack in a suburb of Damascus. The RF foreign minister made this statement in an interview with The Washington Post published on Thursday.

    Asked whether Russia was still saying that it was the rebels who fired the chemical weapons on August 21 — not the Assad regime, Lavrov said, “Yes, we believe there is very good evidence to substantiate this.” The Russian Foreign Minister added: “I just presented a compilation of evidence to John Kerry when we met a couple of hours ago (in New York). This evidence is not something revolutionary. It’s available on the Internet.”

    According to Lavrov, the evidence includes reports of journalists who visited the scene, and had talked with the militants, who said they received unusual rockets and ammunition from abroad and didn't know how to use them. There is also evidence from monastery nuns, who were near the chemical attack site, the Russian Foreign Minister said.

    Ο Γενικός Γραμματέας του ΟΗΕ θα συγκλείσει τη συνάντηση προετοιμασίας για τη διεθνή διάσκεψη για τη Συρία, ενημέρωσε ο εκπρόσωπος της παγκόσμιας οργάνωσης Μάρτιν Νεσίρκι.

    Η μορφή της συνάντησης με τη συμμετοχή του Μπαν Γκι Μουν, του επικεφαλής του ΥΠΕΞ της ΡΟ Σεργκέι Λαβρόφ και του Υπουργού Εξωτερικών Τζον Κέρι έχει επεκταθεί, σε αυτήν έχουν κληθεί και άλλες χώρες-μέλη του ΟΗΕ, ανέφερε ο ίδιος.

    Νωρίτερα το ειδησεογραφικό πρακτορείο Associated Press, επικαλούμενο μια διπλωματική πηγή, ενημέρωσε ότι τα πέντε μόνιμα μέλη του ΣΑ του ΟΗΕ συμφώνησαν σχετικά με το ψήφισμα για τη Συρία. Η Ρωσική Ομοσπονδία επιμένει ότι σε αυτή δεν πρέπει να υπάρχει η απειλή για χρήση βίας.

  14. Lavrov to vote on Syria resolution in UN SC if ballot held within 24 hrs...

    UNITED NATIONS, September 27 (Itar-Tass) - Russian Foreign Minister Sergei Lavrov will vote on the Syrian chemical weapons resolution in the U.N. Security Council if the ballot is held within the next 24 hours, Russian Permanent Representative to the United Nations Vitaly Churkin said on Thursday, September 26.

    “He [Lavrov] will be here,” Churkin said. “He was planning to be here at this time anyway. He may have to stay an hour or so longer,” he added.

    The foreign ministers of the other U.N. Security Council member states are also extending their stay in New York in order to take part in the ballot.

    Churkin said the U.N. Security Council might vote on the Syria chemical weapon resolution on Friday, September 27, if the Organisation for the Prohibition of Chemical Weapons (OPCW) adopted the relevant decision.

    “We hope that the OPCW Executive Council will be able to make the decision within 24 hours as per its procedures. If this happens in The Hague tomorrow evening, that is, when it is 3 or 4 p.m. in New York, we will be able to vote [on the resolution] at 8 p.m.,” Churkin said.

    The OPCW press service said earlier in the day that the date of the OPCW Executive Council’s meeting on Syria would be announced shortly.

    Lavrov and U.S. Secretary of State John Kerry said earlier in the day that the five permanent members of the U.N. Security Council - Russia, the United States, Great Britain, China, and France - had agreed the text of the resolution.

    The resolution will be presented to the other ten members of the U.N. Security Council at its closed meeting now in progress at the U.N. headquarters in New York.

    La Russie mène sa propre enquête sur l'attaque chimique du 21 août dans une banlieue de Damas pour en déterminer les responsables, a annoncé mardi aux journalistes à Moscou le ministre russe des Affaires étrangères Sergueï Lavrov.

    "Nous réalisons également notre propre enquête afin d'obtenir le maximum d'informations sur les auteurs de ces sorties révoltantes. Et quoi qu'il arrive, nous nous appliquerons à faire en sorte que les coupables soient identifiés", a déclaré M.Lavrov.

    Et d'ajouter que la discussion sur toutes ces questions devait s'appuyer sur l'ensemble des faits et se dérouler au sein du Conseil de sécurité des Nations unies.

    Selon le chef de la diplomatie, la Russie souhaite que toutes les informations sur l'utilisation d'armes chimiques (en Syrie, ndlr) soient examinées de façon impartiale, et que tous les coupables soient identifiés. Il a aussi critiqué les représentants de certains Etats occidentaux qui avaient désigné le coupable de l'attaque chimique, notamment le président syrien Bachar el-Assad, avant même que les experts de l'Onu se rendent en Syrie.

    "C'est un comportement incorrect, c'est une violation des ententes qui ont été enregistrées, notamment lors du sommet du G8 à Lough Erne (Irlande du Nord, ndlr)", a conclu le ministre.

  16. UN experts unable to get into opposition controlled regions in Syria...

    UN experts have not been able to reach the town of Khan al-Asal on the suburbs of Aleppo where chemical weapons were allegedly used on March 19, said Friday the country's information minister Omran al- Zoubi.

    In an interview with the Russian TV channel "Russia 24", the minister said that Khan al-Asal is under the control of the rebels and for the UN experts to penetrate into the region, special measures need to be taken against the opposition forces.

    Al- Zoubi said that Syrian government forces have never used chemical weapons and it is in fact the opposition forces that have used toxic substances in the suburbs of Aleppo in the past.

    The minister also said that Syria has decided to join OPCW, since there is no reason for government forces to use chemical weapons in the country. He further called on the international community to put pressure on Qatar, Saudi Arabia and Turkey to influence over the terrorists. This according to the Syrian minister will help prevent the use of chemical weapons by the rebels.

  17. Lavrov: Foreigners Train Syrian Militants in Afghanistan to Use Chemical Weapons...

    There are reports that some third countries are training Syrian rebels to use chemical weapons in Afghanistan, Russian Foreign Minister Sergey Lavrov said.

    The intention is to put the skill to use in new false flag actions in Syria, he explained.

    The suspected training happened in Afghan territories not under control of the government in Kabul, Lavrov stated.

    “Some reports indicate that [Al-Qaeda-linked radical] Al-Nusra Front is planning to smuggle toxic compounds and relevant specialists into Iraqi territory to stage terrorist attacks there this time,” Lavrov pointed out.

    The Russian minister, who spoke after meeting his Kuwaiti counterpart Mohammad Sabah Al-Salem Al-Sabah, warned against any possible provocations in Syria related to the ongoing process of its chemical weapons disarmament.

    “We are standing for conducting the work in a precise manner in accordance with the roadmap and without any hindrances. We warn against any possible provocation,” Lavrov said.

    Al-Nusra Front is considered one of the most combat-worthy parts of the militants fighting against the Syrian authorities.

    It has said that it takes orders from an Al-Qaeda branch operating in Iraq.

    Many countries, including the United States, list the group as a terrorist organization over several high-profile bombings it carried out in Syria.

  18. Russia to host talks on eliminating Syria chemical arsenal....

    (Reuters) - Russia will host international talks on Friday on the elimination of Syria's chemical weapons, Deputy Foreign Minister Sergei Ryabkov said.

    The meeting in Moscow will draw together experts from Russia, the United States, Syria, the United Nations and the Organisation for the Prohibition of Chemical Weapons (OPCW), Ryabkov told Voice of Russia radio on Tuesday.

    Syria agreed to abandon its chemical weapons under a deal proposed by Russia to avert potential U.S. military action after a deadly August 21 sarin gas attack the United States blamed on President Bashar al-Assad's government.

    A plan adopted by the OPCW in The Hague last month called for the most critical chemicals to be transported out of Syria by December 31 and destroyed by mid-March. All other declared chemical materials would be eliminated by June 30.

    "We are certain that we will be able to complete this process in the agreed timeframe, meaning in the first half of the coming year," said Ryabkov.

    Russia sent trucks and armored vehicles to Syria last week to transport toxins to the port city of Latakia for shipment out of the war zone by sea.

    Russia has been Assad's most powerful supporter during the Syrian conflict, blocking attempts to push him from power or punish him with sanctions. Along with the United States and the United Nations, Russia is helping to organize a peace conference scheduled to start on January 22 in Switzerland.
