Bulgaria Denounces Burgas-Alexandroupolis Pipeline Agreement

Bulgaria's Parliament denounced at first reading on Thursday the trilateral agreement for the construction of the Burgas-Alexandoupolis oil pipeline. A total of 115 lawmakers voted in favor of the denunciation, while 25 were against and two abstained from voting. The proposal for the denunciation of the agreement was submitted last month by the country's center-right GERB government. The step comes after the expiration of Bulgaria's proposal from last year for a termination of the intergovernmental agreement by mutual consent.


The Bulgarian government adopted a decision to withdraw from the oil pipeline project in early December 2011. Bulgaria's Council of Ministers noted back then that the project could not be implemented under the parameters set out in the inter-government agreement with Russia and Greece from 2007. At the end of February, Bulgaria's Parliament confirmed the country's decision to abandon another key Russian energy project, the Belene nuclear power plant.

  1. To σχέδιο του πετρελαιαγωγού «Μπουργκάς-Αλεξανδρούπολη» δεν είναι συμφέρον για τη Βουλγαρία.....

    Το Κοινοβούλιο της Βουλγαρίας ψήφισε την Πέμπτη υπέρ της διακοπής της ισχύος της διακρατικής συμφωνίας για την κατασκευή του πετρελαιαγωγού Μπουργκάς – Αλεξανδρούπολη για τη μεταφορά πετρελαίου από τη Ρωσία στην Ελλάδα λόγω του υψηλού κόστους και των φόβων της κοινής γνώμης για το περιβάλλον.
    Οι βουλευτές ενέκριναν με 115 ψήφους έναντι 25 την απόσυρση της χώρας από το σχέδιο και επιβεβαίωσαν ότι δεν μπορεί να υλοποιηθεί υπό τους οικονομικούς όρους, που υπάρχουν στη συμφωνία, η οποία υπεγράφη το 2007.

  2. Burgas-Alexandroupolis oil pipeline project may be resumed in case of difficulties with navigation through the Black Sea straits, Chief Executive Officer of the Russian pipeline operator Nikolai Tokarev said on Tuesday...

    Bulgarian partners "surprised to the upside," Tokarev said.

    "We have just recently received a formal notice they support prospects of Burgas-Alexandroupolis oil pipeline project. They are against winding-up a management company created for this project and deactivated. Everyone is now interested in it, including Bulgarian partners," he said.

    This project was not archived, Tokarev said. "It has been actually developed and it can be taken off the shelf to start working if necessary. This is one of options," he added.

    The existing management company for the project is still financed, Tokarev said. "We made an initiative in due time to terminate operations of this company so that not to bear extra financial costs. However, as soon as this initiative became practical, our Bulgarian partners notified us they would like to preserve and will participate in work of that company," he said.
