"If the irrigation gate to North Korea (DPRK)'s nuclear issue resolution is opened and the improvement for South-North relations makes progress, there is no reason not to hold summit," Park said in a joint written interview with eight member news agencies of the Organization of Asia-Pacific News Agencies (OANA) that was unveiled by her office.
Park said she had reiterated her position that any form of inter-Korean talks is possible if the dialogue helps open a way to peace and reunification on the Korean Peninsula.
The South Korean president, however, noted a precondition for her summit with the DPRK leader, saying that the DPRK should come to a forward-looking, sincere dialogue table and show its sincerity and practice will.
Top DPRK leader Kim Jong Un also said in his New Year's speech earlier this year that he can meet with Park if a right atmosphere and environment is formed.
Park's comments indicated the need for headway in the long-stalled six-party talks to denuclearize the peninsula and the trust-building between the two Koreas by fulfilling the agreements reached on August 25 after marathon talks between top-level military officials.
Tensions soared on the peninsula in August after landmine blasts in border areas and a rare exchange of artillery fire across the border, pushing the two Koreas to the brink of armed conflict.
The marathon dialogue defused the tensions, reaching a six-point agreement that included the reunion of families, separated by the 1950-53 Korean War, and inter-governmental talks in Seoul or Pyongyang at an earliest possible date.
Park said that Seoul has put top priority on people's safety based on firm security posture and has made efforts to build foundations for reunification and well-established peace on the peninsula through inter-Korean dialogues, and exchange and cooperation.
"The government plans to develop South-North relations in a stable manner by fulfilling the Aug. 25 agreements without setbacks," said Park.
As agreed upon, the two Koreas held the family reunion event for a week from October 20 at the DPRK's Mount Kumgang resort. It was the second under the Park government after the humanitarian event was held in February 2014.
Seoul and Pyongyang, however, have yet to hold inter-governmental dialogue. Seoul has claimed that Pyongyang refused to respond to Seoul's proposal for preliminary talks for such dialogue between governments.
Park said that Seoul will make efforts to resolve the separated family issue through inter-governmental talks with the DPRK, reiterating her call for regular reunions, exchange of letters and the confirmation whether all of divided family members are still alive.
The president stressed the importance of diplomacy with neighboring countries for peaceful reunification and the resolution of the DPRK's nuclear issue.
"It is very important to cooperate with major countries in the region in order to achieve peaceful unification and resolve North Korea (DPRK)'s nuclear issue that is threatening peace and stability on the Korean Peninsula and in Northeast Asia," said Park.
Park said her country will maintain friendship and trust with major countries, including China, Russia and Japan, as well as an alliance with the United States, adding that her government is conducting diplomacy to lay foundation for peaceful reunification on the peninsula and peace and stability in Northeast Asia.
