France urges EU members to 'scrupulously' respect Schengen rules

France on Sunday called for the "scrupulous respect by all European Union countries" of rules setting out the bloc's borderless Schengen zone as Germany reinstated border checks in the face of a record influx of refugees.

"These rules, in particular, require the registration of migrants in the country where they crossed the (EU's) external borders," French Interior Minister Bernard Cazeneuve said in a statement after speaking with his German counterpart.

  • Because some countries have not kept to these rules "Germany has decided to temporarily establish border controls", he added.

French President Francois Hollande and German Chancellor Angela Merkel also discussed the latest developments in the migrant crisis in a phone call late Sunday.

The two leaders "share the same evaluation of the current situation of the refugees" and agreed that both countries would work together to prepare for Monday's EU interior and justice ministers' meeting on the issue, a spokeswoman for the German government said in a statement.

Germany made the decision to reimpose border controls after admitting it could no longer cope with a record influx of refugees. The city of Munich alone recorded an influx of 63,000 asylum seekers in two weeks.

  • The move effectively suspends participation of Europe's economic powerhouse in the 28-nation bloc's borderless system, one of the cornerstones of the European integration project since it was created in the 1990s.
  • In setting up the controls Merkel has apparently backtracked on an earlier decision to throw open the country's doors to Syrian refugees.

Under the Schengen agreement, temporary border controls are allowed for reasons of "public policy or internal security".

France's anti-EU, far-right National Front on Sunday party urged France's leaders to "suspend urgently the Schengen agreement and re-establish its borders, especially with Germany."

  1. Berlin took the step - which is allowed under Europe's Schengen treaty as long as it remains temporary - a day before EU interior ministers hold an emergency meeting to discuss spreading asylum seekers around the 28-nation bloc....

    A European Commission proposal that each country should accept refugees under a system of compulsory quotas is meeting strong resistance from some countries, especially in central Europe – with Slovakia saying it would try to block the plan.

  2. Crise migratoire : l'Allemagne réintroduit "à titre provisoire" des contrôles à ses frontières...

    Alors qu'elle fait face à un afflux de migrants sans précédent, l'Allemagne a décidé dimanche de réintroduire "à titre provisoire" les contrôles à ses frontières, et en particulier celle avec l'Autriche.

    L'Allemagne a annoncé, dimanche 13 septembre, rétablir temporairement les contrôles à sa frontière avec l'Autriche, pour tenter de réduire le nombre de demandeurs d'asile arrivant sur son territoire.

    "Actuellement, l'Allemagne introduit à titre provisoire des contrôles le long de ses frontières. En tout premier lieu est concernée celle avec l'Autriche", a déclaré dimanche après-midi le ministre fédéral de l'Intérieur, Thomas de Maizière.

    "L'objectif de cette mesure est de limiter l'afflux actuel vers l'Allemagne et d'en revenir à des procédures ordonnées pour l'entrée des personnes dans le pays", a-t-il ajouté, en parlant aussi de raisons touchant à la sécurité..............france24.com

    La France appelle « au respect scrupuleux par chacun des pays de l'Union européenne des règles de Schengen », a déclaré le ministre de l'Intérieur dimanche dans un communiqué à l'issue d'un entretien avec son homologue allemand Thomas de Maiziere.......lesechos.fr

    Decisions by a meeting of EU ministers of the interior on Monday would be "even more critical", UNHCR said. Earlier on Sunday Germany re-imposed border controls after acknowledging it could scarcely cope with thousands of asylum seekers arriving every day.

    Der tschechische Ministerpräsident Sobotka hat Verständnis für die deutsche Entscheidung gezeigt, wieder Grenzkontrollen einzuführen. "Die EU hat in der Flüchtlingskrise ihre eigenen Regeln nicht eingehalten und die Außengrenzen nicht effektiv geschützt", teilte der Sozialdemokrat in Prag mit. Deutschland habe daher ein Recht zu einer solchen vorübergehenden Maßnahme, fügte Sobotka hinzu....tagesschau.de

  6. Poland may accept more migrants if the European Union secures its external borders, separates those who need help from economic migrants, and allows Warsaw a say in screening them from the point of security, a deputy foreign minister said...

    Rafal Trzaskowski, secretary of state for European affairs, said Poland was ready to show more solidarity as the migrant crisis has turned into a humanitarian catastrophe.

    "If certain conditions are met, we are willing to show more solidarity than so far," he was quoted as saying by tvn24.pl website. "What are the conditions?"

    "We have to firmly secure EU's external borders, we have to clearly distinguish economic migrants, accepting whom we cannot afford, from refugees that one needs to help, because they are fleeing death or persecution," he said......jpost.com

  7. Bulgaria’s Foreign Ministry has warned the country’s citizens to avoid travel by train or road through Hungary because of the migrant crisis affecting that country...

    Instead, Bulgarians should use alternative routes through Romania, Slovakia or through Serbia and Slovenia, the Foreign Ministry said.

    Quoting information from the Bulgarian embassy in Hungary, the Foreign Ministry said that because of the complicated situation and concentration of refugees at the border between Hungary and Austria, as of September 12 there again had been a temporary halt to international trains from Hungary to Austria.....sofiaglobe.com

  8. David Cameron visits Lebanese refugee camp...

    David Cameron has visited a Lebanese refugee camp amid the crisis triggered by war in neighbouring Syria.

    Mr Cameron, who is making his first visit to Lebanon as prime minister, met a family in a camp in the Bekaa Valley who are due to be flown to the UK.

    He said: "I wanted to come here to see for myself and to hear for myself stories of refugees."

    The UK will accept up to 20,000 Syrian refugees over the next five years, Mr Cameron told MPs earlier this month.

    He has appointed Richard Harrington as minister for Syrian refugees to ensure the arrivals are given a "warm welcome" in the UK.

    "I want to focus on how we help Syrian refugees here in Lebanon, in Jordan, how we make sure we discourage people from making this dangerous journey to Europe but instead we take people from these camps and we make them welcome in the United Kingdom, in our country," Mr Cameron said.

  9. EU to discuss quotas on asylum seekers ....

    The European Union are set to discuss proposals to redistribute about 160,000 asylum seekers across the bloc a day after Germany acknowledged it could scarcely cope with thousands of asylum seekers arriving every day.

    Germany re-imposed border controls late on Sunday with Berlin announcing that the temporary measure would be taken first on the southern frontier with Austria, where migrant arrivals have soared since Chancellor Angela Merkel effectively opened German borders to refugees a week ago.

    “The aim of these measures is to limit the current inflows to Germany and to return to orderly procedures when people enter the country,” said German Interior Minister Thomas de Maiziere.

    A day before deeply divided European Union ministers tackle the migrant crisis, the U.N. refugee agency also called on every member state to take in a share of asylum-seekers under a Brussels plan which some countries are fiercely resisting......Reuters........alarabiya.net
