Libya declares force majeure at 11 oil fields

Libya's National Oil Co declared force majeure Wednesday at 11 oil fields after attacks by Islamists, a legal step protecting it from liability if it cannot fullfil contracts for reasons beyond its control.
And the company threatened to "close all fields and ports" if the security situation does not improve.
  • Islamist militants seized Al-Bahi and Al-Mabrouk fields on Tuesday and were heading for a third one, at Al-Dahra, said a spokesman for the Libyan oil industry's security service.
Violence and a slowdown at export terminals have already forced a shutdown at Al-Bahi and Al-Mabrouk, about 310 miles (500 kilometres) east of Tripoli, for the past several weeks.
An attack on the sites in February killed 11 people and all staff were evacuated.

Libya has been awash with weapons since the 2011 uprising that toppled and killed Kadhafi, and opposing militias have since been battling for control of its cities and oil wealth.

It has two rival governments and parliaments -- those recognised by the international community sitting in the far east of the country and the others in the capital.

On Tuesday, security spokesman Colonel Ali al-Hassi said militia warplanes had attacked the major export terminal at Al-Sidra but were driven off without hitting their targets.

In response, planes of the internationally recognised authorities struck Tripoli's militia-controlled Mitiga airport without causing any casualties.

    Belhadj, a Libyan national and former head of the al-Qaeda-linked Libyan Islamic Fighting Group, was considered by President Barack Obama’s administration and some members of Congress as a “willing partner” in the overthrow of Gaddafi in 2011.

    “Now, it’s alleged he is firmly aligned with ISIS and supports the training camps in eastern Libya,” Catherine Herridge, chief intelligence correspondent for Fox News, said Tuesday on “America’s Newsroom.”

  2. Libya asks U.N. for arms to battle ISIS...

    Libya has sought permission from the United Nations to import 150 tanks, two dozen fighter jets, seven attack helicopters, tens of thousands of assault rifles and grenade launchers and millions of rounds of ammunition from Ukraine, Serbia and Czech Republic.

    In the written request to the U.N. Security Council committee overseeing an arms embargo imposed upon the North African state, a copy of which was obtained by Reuters on Wednesday, Libya said it needs the massive shipment of weapons and military equipment to take on Islamic State militants and other extremists and to control its borders

    If there are no objections by any of the 15-member committee, the request will be approved at 3 p.m. EST (2000 GMT) on Monday.

    Two rival governments and their respective armed forces are battling for control of Libya four years after the civil war that ousted Muammar Gaddafi. The chaos has allowed radical Islamist militants to bolster their foothold in the oil-producing OPEC member.

    Das libysche Staatsölunternehmen Noc teilte am Donnerstag mit, dass es die Sicherheit der Förderung auf elf Vorkommen nicht mehr gewährleisten könne und die heimische Ölwirtschaft demnächst komplett zum Erliegen komme.

  4. Libyan forces say they retake oilfields after attack...

    (Reuters) - Oil security forces said on Friday they had retaken control of Libya's al-Ghani oilfield after gunmen attacked the facility, killing seven guards.

    The official, Ali Hassi, said his forces were also now in control of Mabrouk, Bahi and Dahra oilfields in the central Sirte basin, which were reportedly attacked by Islamists over the last week.

  5. Militants seize Libyan oilfield in deadly attack...

    Militant gunmen attacked Libya’s al-Ghani oilfield on Friday, killing 11 guards, beheading some of them, before local forces fought back to retake control, an oil security official said.

    The al-Ghani attack illustrated Libya’s growing instability where two rival governments battle for control while extremist militants profit from chaos to secure a foothold four years after civil war ousted Muammar Gaddafi.

    Libya’s internationally-recognized government of Prime Minister Abdullah al-Thinni has operated out of the east since a rival armed faction called Libya Dawn took over Tripoli in fighting last summer and set up its own administration.
