Kiev's maneuvers on 'peacekeping operations' drawing away from Minsk agreements

Kiev's maneuvers on "some peacekeping operations" are drawing away from implementing Minsk agreements, Russian Deputy Foreign Minister Grigory Karasin told journalists on Friday before the meeting of diplomats from the "Normandy Quartet" countries (Russia, Germany, France and Ukraine) in Berlin.

"I don’t know what will be the result of today’s talks, but I think that it will be helpful in terms of confirming preliminary conclusions and developing a plan for the future," Karasin said. 

"The plan should bring in line the actions of the Kiev authorities which for some reason avoid fulfilling their commitments and make new maneuvers like some peacekeeping operations and so on that, in fact, are drawing away from implementing the Minsk agreements," the diplomat added.

Work on Ukraine's constitutional reform still not started 

Work on Ukraine’s constitutional reform has still not started, Karasin went on to say.
"Some processes have started, in particular, in connection with the military bloc of the Minsk agreements," Karasin said. "But, unfortunately, the political process, constitutional reform [in Ukraine] has still not been started," he added.
"All initiatives that Kiev proposes at international platforms completely exclude participation of Donetsk and Luhansk in these processes. It is regrettable," Karasin said.
