NATO shows neutrality to Kosovo ambitions for creating army

PRISTINA, Jan. 23 (Xinhua) -- NATO Secretary General Jens Stoltenberg visited Kosovo on Friday to confirm Alliance's support for the stability in the region.
In a press conference with Isa Mustafa, the "Prime Minister" of Kosovo, Stoltenberg commented also the possible transformation of Kosovo Security Force (KSF) into an army, which is an ambition of Kosovo institutions.

He said that the decision on KSF is an internal issue of Kosovo, however that should not jeopardize the stability "for continued commitment to any effort that leads to the normalisation of the situation on the ground. And avoid creating tensions."

The Secretary General said that it's not up to NATO to decide on the future of KSF, and that the Alliance will continue to help build a capable Kosovo Security Force within its current mandate.

"A professional and capable force, and a source of regional stability," said Stoltenberg.

He underlined that NATO assistance helped Kosovo and the region to become a more secure place, and encouraged all sides to continue investing for a positive direction.

He clearly advised that whatever is decided it should be in a way that will not create unpleasant situations, and not to undermine the achieved progress.

Transforming KSF, a lightly armed force of 2,500 members, into an army is an apparent ambition of the Kosovo institutions, but in order to achieve this they need the support of 2/3 of minority MPs in the Kosovo assembly for adopting the legislation. So, it should gain the support of Serb representatives, which is unlikely to happen at this time, though they've not fiercely rejected the idea.

Kosovo unilaterally declared independence in 2008. Serbia categorically refuses to recognize its independence.
