A video has been released online purporting to show the beheading of Japanese hostage Kenji Goto by Islamic State militants...
ReplyDeleteThe video comes less than a week after news of the beheading of another Japanese man, Haruna Yukawa.
Mr Goto, 47, is a well-known freelance journalist and film-maker who went to Syria in October, reportedly to try to secure Mr Yukawa's release.
Japan, as well as the US, UK and France, has condemned the killing.
The video, which bears the same symbols as previous IS videos, shows a militant with a British accent beheading Mr Goto.

Der neue griechische Finanzminister Gianis Varoufakis war schon vor seiner Pressekonferenz mit dem Eurogruppen-Chef Jeroen Dijsselbloem am gestrigen Freitag sicher der bekannteste Mann im Kabinett des populären Ministerpräsidenten Alexis Tsipras. Spätestens seitdem ist er es auf jeden Fall: Denn er verkündete neben dem sichtlich um Haltung bemühten niederländischen Finanzminister, dass sein Land künftig nicht mehr mit den Troika-Kontrolleuren zusammenarbeiten wird. Das war nahezu unmittelbar international die Schlagzeile. Die Beobachter fragten sich sogleich: Was bedeutet das? Meint er das wirklich Ernst?

Almost 70 percent of Germans think Greece's debt should not be written off any further, a survey published by the Bild am Sonntag German newspaper Sunday reveals...
ReplyDeleteAccording to the survey, 68 percent of Germans are against partial debt relief for Greece and only 21 percent support the idea. The poll also showed that over 60 percent of Germans believe that Greece should stay in the Eurozone while 26 percent have the opposite stance on the issue.

Kiev must stop shelling Donbass, all meetings useless otherwise...
ReplyDeleteThe leaders of the People's Republics of Donetsk and Luhansk will attend the talks in Minsk only after all parties put their signatures to the final document and after the Kiev troops stop shelling settlements of the Donbass region, DPR representative Dennis Pushilin said Saturday, RIA Novosti reports.
"The heads of our republics will come to Minsk as soon as all parties sign the final document, and, most importantly, after the shelling of our settlements ends and heavy equipment is withdrawn," said Pushilin.
According to Pushilin, it is the "first person of Ukraine" who needs to sign the adequate order.
Ukraine's second president, member of the tripartite contact group to resolve the situation in the Donbass, Leonid Kuchma, said that the meeting with representatives of the breakaway republics of Donetsk and Luhansk to regulate the situation in the Donbass failed to take place on January 31.

Greece's leftist government on Sunday began its drive to persuade a skeptical Europe to accept a new debt agreement while it starts to roll back on austerity measures imposed under its existing bailout agreement....

Instead, Prime Minister Alexis Tsipras wants to agree a bridging deal with the troika while a new agreement is negotiated to reduce Greece's unmanageable public debt burden of more than 175 percent of its economic output is worked out.

ReplyDeleteDie Fronten scheinen verhärtet: Die neue griechische Regierung möchte einen Schuldenschnitt, um dem Land wieder „Luft zum Atmen“ zu geben, so der Finanzminister Gianis Varoufakis. Die Gläubiger – EU, EU-Staaten, Europäische Zentralbank und Internationaler Währungsfonds – lehnen das strikt ab, letzterer ist zwar für einen Schuldenschnitt, will an ihm aber nicht teilnehmen. Griechenland müsse sich an seine Vereinbarungen halten, heißt es aus Berlin. Dabei sind die Zahlen eindeutig: Schuldenschnitt oder nicht – irgendeine Form der Erleichterung braucht Griechenland.
Vier Prozent = 10 Milliarden Euro
Das noch laufende, aber umstrittene Kreditprogramm sieht vor, dass Griechenland in den nächsten Jahren einen Haushaltsüberschuss von rund vier Prozent seiner Wirtschaftsleistung erzielen muss, aus dem die Schulden bedient werden. Greece's leftist anti-austerity Syriza party won last Sunday's election with a pledge to write off half the debt.

Der neue griechische Finanzminister Giannis Varoufakis plant nach eigenen Angaben Besuche in Berlin und Frankfurt am Main. Er würde dort gerne bald Gespräche führen, um die Haltung seines Landes in der Frage der Schuldenrückzahlungen zu erklären, sagte Varoufakis bei einer Pressekonferenz mit seinem französischen Kollegen Michel Sapin in Paris. « A un moment donné, il faut une stratégie de croissance pour pouvoir rembourser ses dettes et réduire ses déficits », a-t-il poursuivi.
« Il n’y a aucun doute sur le fait que l’économie grecque avait grand besoin d’être réformée », a tempéré Barack Obama pour préciser : « Il est très dur d’initier de tels changements lorsque le niveau de vie des gens chute de 25 % ».
Le nouveau gouvernement grec inquiète ses créancier en affirmant vouloir renégocier sa dette. Le président américain a dit espérer que le pays puisse demeurer au sein de la zone euro, estimant que cela impliquera des concession « des deux côtés », celui de la Grèce, mais aussi de l’Allemagne.

A delegation from Aspropyrgos plans to visit Crimea in the near future, Petr Kuprikov, the head of the Russian Centre of Science and Culture under the Russian embassy to Greece and head of the Greek office of Russia’s international cooperation agency, told TASS on Sunday.
"The mayor’s office of Aspropyrgos located some 20 kilometres northwest of Athens is currently negotiating cooperation options with Feodosia," he said. "I think they will prepare an agreement very soon. And it is only natural, since Crime is attractive for the Greeks from all points of view. There are many ethnic Greeks there."
He said that the Greeks were evidently interested in developing relations with Russia. "Of course, restrictions in bilateral trade stemming from the European Union’s sanctions against Russia and Russia’s response measures do a lot of harm," the Russian diplomat noted. "In a broader sense, they are very dissatisfied with that. The new government, naturally, will make certain adjustments, despite all the existing difficulties. Developing relations with Russia, Greece obviously wants to develop ties with Russia’s regions populated by Greeks. U.S. to Consider Delivering Arms to Ukrainian Forces, Report Says...
ReplyDeleteU.S. President Barack Obama's administration is taking a new look at providing Ukrainian forces with defensive weapons and equipment in the face of a rebel offensive that shattered a five-month truce, the New York Times reported.
The newspaper on Sunday quoted U.S. officials as saying Secretary of State John Kerry and U.S. Joint Chiefs Chairman Martin Dempsey were open to discussions of the idea and that NATO military commander General Philip Breedlove now supported providing such lethal aid.

Conflict report: The Ukrainian line of defense further collapses...

While the Russian side claims, it not only holds the town, but extended its controlled territory some 4 km to the north, taking the village of Kalynivka and controlling the M03, effectively closing the pocket around Debaltseve, Ukrainian sources paint a sharply different picture of the situation. ReplyDeleteIntense artillery fire thundered around the Kiev-controlled town of Debaltseve, a key position between the rebel bastions of Donetsk and Lugansk, where insurgent fighters are trying to encircle Ukrainian troops.
A convoy carrying an AFP crew into the beleaguered town -- which once had a population of about 25,000 -- came under fire, blowing out the windows of a bus in the convoy and lightly injuring two people.
Officials said civilians are being evacuated along the only passable road linking the town to the government side and that conditions are increasingly dire for those left behind.
"People are fleeing because the shelling is non-stop. There's no water, electricity or heating in the town," a local police commander Yevgen Lukhaniv told AFP.

«Η δεύτερη κατεύθυνση είναι ότι σταδιακά επιδιώκουμε να αποκαταστήσουμε τις απώλειες που υπήρχαν στις συντάξεις στα χρόνια του μνημονίου και ως πρώτο μέτρο που θα σηματοδοτούμε ότι κινούμαστε σε αυτή την κατεύθυνση, θα είναι η επαναφορά της 13ης σύνταξης, του δώρου Χριστουγένννων για όσους παίρνουν μηνιαίες συντάξεις μέχρι 700 ευρώ», πρόσθεσε ο κ. In den fünf Jahren seit Ausbruch der Staatsschuldenkrise in Griechenland hat sich die Zusammensetzung der Gläubiger ziemlich verändert: Der Anteil öffentlicher Gläubiger hat zugenommen, was vor allem an den großen Rettungspaketen liegt. 227 Milliarden Euro flossen insgesamt bisher, teils als bilaterale Kredite der anderen Euroländer, teils über den Rettungsschirm EFSF und über den Internationalen Währungsfonds (IWF).
Private Gläubiger – also in erster Linie Banken – reduzierten dagegen ihr Engagement in Griechenland, wie in der Infografik zu sehen ist, die Statista für ZEIT ONLINE erstellt hat. Vor allem der Schuldenschnitt im Frühjahr 2012 senkte die Forderungen der Geldhäuser erheblich: Im März 2012 einigte sich die griechische Regierung mit dem allergrößten Teil der Privatgläubiger auf einen Umtausch ihrer Anleihen. The Croatian government has alleged that Serbia committed genocide in the town of Vukovar and elsewhere in 1991.
Serbia later filed a counter claim over the expulsion of more than 200,000 Serbs from Croatia.
About 20,000 people died during the 1991-1995 war, when Croatia broke away from Yugoslavia.
Croatia filed its initial case with the ICJ - the top UN court - in 1999, accusing Serbs of targeting ethnic Croats during the conflict.
The town of Vukovar was devastated when it was occupied by Serbs in 1991.

Une guerre meurtrière
La proclamation d’indépendance de la Croatie vis-à-vis de la Yougoslavie, en 1991, a été suivie d’une guerre entre les forces croates et les sécessionnistes serbes soutenus par Belgrade, qui voulaient intégrer un Etat serbe ethniquement pur. Le conflit serbo-croate, l’un des nombreux qui secouèrent les Balkans durant la dernière décennie du XXe siècle, a fait environ 20.000 morts entre 1991 et 1995.

ReplyDeleteIm Kampf gegen den erdrückenden Schuldenberg setzt Athen nun offenbar auf Umschuldungsmaßnahmen. Der zunächst geforderte Schuldenerlass sei nicht vermittelbar, so Finanzminister Gianis Varoufakis.
Griechenlands neuer Finanzminister Gianis Varoufakis hat eine mögliche Abkehr vom geforderten Schuldenschnitt für sein Land angedeutet. Statt des bisher geforderten Schuldenerlasses sei nun auch "eine Liste von Umschuldungsmaßnahmen" möglich, um die Schuldenlast Griechenlands zu erleichtern, sagte Varoufakis im Gespräch mit der "Financial Times". Dazu brachte der Minister auch neue Anleihen ins Gespräch, ebenso wie eine schärfere Politik Athens gegenüber Steuerflüchtlingen.
Seinen Vorschlag für neue Umschuldungsmaßnahmen nannte Varoufakis eine intelligenten Umgang mit den Schulden, der den Begriff "Schuldenschnitt" vermeide, da dieser in Deutschland und anderen Schuldnerländern nicht akzeptabel sei. "Was ich unseren Partnern sagen werde, ist dass wir eine Kombination aus einem primären Haushaltsüberschuss und einer Reformagenda zusammenstellen", sagte Varoufakis im Gespräch mit der britischen Wirtschaftszeitung in London.

Es war eines der zentralen Wahlversprechen von Alexis Tsipras. Die neue griechische Regierung werde einen Schuldenerlass mit den internationalen Gläubigern ausverhandeln, so wie anno 1953 Deutschland nach dem Krieg, versprach der neue Regierungschef seinem Volk. Shell hits hospital in Ukraine's Donetsk, some dead and wounded - city council...
Delete(Reuters) - A shell hit a hospital in the east Ukrainian rebel-controlled city of Donetsk on Wednesday, killing or injuring several people, the city administration said.
"There was an artillery shell at 12 noon (0900 GMT)... The shell hit a hospital, there are dead and wounded," a statement on the administration's website said, adding that several schools and children's nurseries had also suffered in the blast.

Two US officials say a key Arab member of the US-led coalition against the Islamic State militants has stopped flying combat missions over Syria...
ReplyDeleteThe United Arab Emirates dropped out of the group of countries conducting airstrikes against IS targets in Syria in December, the officials said. They spoke Wednesday only on condition of anonymity because the move has not been announced and they were not authorized to speak on the record.
Even after the UAE stopped flying the missions, the U.S. military has continued to state in daily news releases about the air campaign that the UAE is among coalition partner nations "conducting airstrikes in Syria."
The New York Times was first to report the UAE's decision to stop conducting airstrikes.

The bloc's chief says it will be the biggest reinforcement of its collective defence since the end of the Cold War.

NATO’s ‘spearhead force’ to consist of 5,000-strong brigade — Stoltenberg...
ReplyDeleteThe so-called ‘spearhead group’ of NATO’s rapid-response forces will consist of a 5,000-strong brigade, the sea-based and air-based elements and special task troops, the Secretary General of the North-Atlantic pact, Jens Stoltenber said on Thursday in Brussels upon the end of a session of its defense ministers council.
He indicated that the group was destined to be able to deploy within eight hours.
NATO passed a decision to unfold six command centers in Eastern Europe for a rapid deployment of reinforcements. These centers will be located in the eastern Baltic nations of Estonia, Latvia and Lithuania, as well as in Poland, Bulgaria and Romania.
The alleged goal of the motion, according to Stoltenberg, is to defend an order based on the rules that existed in Europe for many decades.

Très rapidement, ils ont dû se rendre à une évidence et renoncer, à peine élus, à leur principale et plus importante promesse de campagne : l'annulation de la colossale dette grecque (320 milliards d'euros, 175% du PIB). Car, à part les frères de Chypre, mais qui vivent eux-mêmes sous assistance financière, personne ne les soutient. Personne n'est prêt à abandonner ses créances.

S. Korea offers to lift sanctions on DPRK if talks resume ...
ReplyDeleteSouth Korea's top policymaker on inter-Korean affairs said Friday that the country could lift sanctions against the Democratic People's Republic of Korea (DPRK) if inter-Korean talks are resumed.
"I think it could be an opportunity to lift the May 24 measures if south-north talks are held," Unification Minister Ryoo Kihl-jae told a lecture in Seoul.
"Economic cooperation between the two Koreas is not allowed due to the May 24 sanctions, and the government has already studied on (the lifting of) the sanctions," Ryoo said.
The May 24 sanctions, which banned all inter-Korean cooperation except for the Kaesong industrial complex, were imposed by South Korea in 2010 after a South Korean Navy corvette sank in waters off the disputed western sea border.
South Korea said it was caused by a DPRK torpedo attack, but Pyongyang denied its involvement.

Jordan expands ISIL air strikes to Iraq targets...
ReplyDeleteDozens of Jordanian fighter jets have bombed Islamic State of Iraq and the Levant (ISIL) targets, the military said, pledging to keep up the attacks until the armed group is defeated.
Jordanian Foreign Minister Nasser Judeh told CNN on Friday that the raids now expanded into Iraq. Jordan joined the US-led military alliance against ISIL in September, but up until recently was believed to have only bombed sites in Syria.
Thursday's air strikes came a day after King Abdullah II pledged to avenge the death of captured Jordanian military pilot Moaz al-Kassasbeh, who was burned alive by ISIL members.

ReplyDeleteEnde des Monats läuft das Hilfsprogramm für Griechenland aus. Die Bundesregierung verlangt daher von Athen, bis Mittwoch genaue Vorschläge auf den Tisch zu legen. Dass der Weg zu Zugeständnissen schwierig ist, zeigen Aussagen der portugiesischen Regierung.
Die Bundesregierung pocht darauf, dass die griechische Regierung bis zur Sondersitzung der Euro-Finanzminister kommenden Mittwoch konkrete Vorschläge zur Lösung der Schuldenkrise vorlegt. Ein Sprecher des Bundesfinanzministeriums sagte, bisher sei völlig offen, wie es nach dem Ende des laufenden Hilfsprogramms Ende Februar weitergeht.
Bei dem Finanzministertreffen soll der informelle EU-Gipfel vorbereitet werden, der am Donnerstag stattfindet. Es stehen äußerst schwierige Verhandlungen bevor, denn die griechische Regierung hatte das laufende Programm faktisch für beendet erklärt. Selon le dirigeant de l'Etat insulaire, un accord de coopération militaire entre Chypre et la Russie sera signé lors de sa visite à Moscou programmée pour le 25 février.
"Il y a un ancien accord, qui doit être renouvelé. Dans le même temps, des sites supplémentaires seront mis à disposition, comme c'est le cas avec d'autres pays, dont la France et l'Allemagne", a expliqué M.Anastasiadis cité par l'agence Chine nouvelle.

Inquiets, plusieurs pays européens ont ressorti les scenarii noirs après avoir reçu des responsables gouvernementaux grecs. Et c'est Wolfgang Schäuble, le ministre allemand des Finances, qui a dit tout haut ce que beaucoup pensent tout bas. "Je n'ai toujours pas compris comment la Grèce veut s'y prendre", a-t-il lancé lundi à son arrivée à Istambul pour une rencontre avec ses homologues du G20 , alors que le bras de fer entre la Grèce et ses créanciers se poursuit.

At least 25 migrants died of hypothermia aboard Italian coast guard vessels after being picked up from an inflatable boat adrift near Libya, the chief health official on the Italian island of Lampedusa said on Monday...

The charter repeated Japan's long-standing policy that foreign aid should not be used for military purposes, but added that aid for armed forces' non-military operations such as disaster relief should be considered on a case-by-case basis.

Greek defense minister says Greece has Plan B if EU rigid on deal...

"What we want is a deal. But if there is no deal - hopefully (there will be) - and if we see that Germany remains rigid and wants to blow apart Europe, then we have the obligation to go to Plan B. Plan B is to get funding from another source," he told Greek television show that ran in to early Tuesday. New Zealand troops are to begin training for a possible deployment to Iraq as part of the fight against the Islamic State (IS), Defense Minister Gerry Brownlee said Tuesday...
ReplyDeleteThe cabinet agreed in November last year for up to 10 military planners to be deployed to determine whether New Zealand could play a role in helping the Iraqi security forces build capacity to fight IS, and they were still assessing the possible nature and location of such a mission, he said.
"They are doing their own reconnaissance as well as working alongside the Australian Defense Force," Brownlee said in a statement.
"While the team's work is not complete, I have accepted the chief of defense force's request to begin specific training for a possible building partner capacity role in Iraq," he said.
