OSCE Urges Parties of Ukrainian Conflict to Act Responsibly: Chairperson

The Chairperson of the Organization for Security and Co-operation in Europe (OSCE) called all parties of the Ukrainian conflict to responsibility Saturday.

Referring to the recent reports of the OSCE Special Monitoring Mission (SMM) to Ukraine, Swiss Foreign Minister and OSCE Chairperson-in-Office Didier Burkhalter urged all sides to "act responsibly and to do all in their power to further consolidate the ceasefire," OSCE press service reported.


Late Saturday SMM issued reports on the mission's investigation of the shelling of a school in Donetsk on Wednesday, as well as on the appearance of convoys of heavy weapons and tanks nearby Donetsk. SMM reported it "could hear heavy, outgoing shelling to the north and northwest of the city's outskirts".

    The BBC's Daryna Mayer in the city said the shelling was the worst in more than a month, lasting almost eight hours.

    She said it appeared to be coming from both rebel and government positions.

    The fighting comes a day after monitors saw large numbers of unmarked military vehicles in rebel-held areas. Ukraine says it believes the rebels have received equipment from Russia.

    Moscow denies this, although in the past it has said that Russian soldiers on leave were fighting among the rebels.

    More than 4,000 people have died since fighting erupted in April after pro-Russian separatists seized control in the regions of Donetsk and Luhansk.

    A fragile ceasefire has been in place since 5 September, although hundreds of people have been killed since then.
    'Resurgence of violence'

    Our correspondent says the shelling in Donetsk started four days ago, just after elections in rebel areas, but the latest round was extremely intense.

    There is presently a lull in the fighting. No casualties have been reported so far.

    The Organisation for Security and Cooperation in Europe (OSCE) said its observers had seen a column of vehicles and heavy guns in rebel-held areas around Donetsk.

    "More than 40 trucks and tankers" were seen on a road east of Makiivka, the monitors said, adding that 19 were large vehicles towing howitzer artillery systems and "containing personnel with dark green uniforms without insignia"....................http://www.bbc.com/news/world-europe-29975341

  2. OSCE Detects Unidentified Heavy Weaponry Convoys, Tanks in DPR ...

    The OSCE Special Monitoring Mission to Ukraine has observed unidentified convoys of heavy weapons and tanks on the territory controlled by the self-proclaimed Donetsk People's Republic (DPR), a report published on the mission's official website stated.

    "The SMM observed convoys of heavy weapons and tanks. At the time of reporting, the SMM could hear heavy, outgoing shelling to the north and northwest of the city's outskirts," the mission's report read Saturday.

    According to the report, "the SMM observed a convoy of more than 40 trucks and tankers moving west on highway H-21", "of these 19 were large trucks – Kamaz type, covered, and without markings or number plates – each towing a 122mm howitzer and containing personnel in dark green uniforms without insignia. Fifteen were Kraz troop carriers".

      A convoy comprising heavy weapons and tanks detected in the Donetsk area by the OSCE Special Monitoring Mission (SMM) in Ukraine belongs to the independence supporters, deputy commander of the Donetsk People's Republic (DPR) militia Eduard Basurin told RIA Novosti Sunday.

      "This convoy belongs to the independence supporters - to whom else could it belong?" Basurin said.
