By Blocking UN Resolution, US Shows That It Seeks Ukrainian Conflict Escalation (Moscow)

MOSCOW, August 22 (RIA Novosti) – By blocking the UN Security Council statement on the ceasefire in Ukraine, Washington has demonstrated that it wants to see further escalation of the Ukrainian conflict, the Russian Foreign Ministry said Friday.
“If the US opposes an absolutely non-confrontational, reconciliatory text, there can be no doubts that Washington intends to have the armed confrontation in Ukraine continued. It could be seen only as an attempt to ‘undermine’ the humanitarian mission,” the ministry said in a statement.
Moscow believes that such policy is hypocritical, the ministry added.

"Cynical disregard for the fate of civilians and 'couldn't care less' attitude toward the international humanitarian law when it comes to geopolitical interests, becomes the core of the policy of the United States and its European satellites regarding Ukrainian," the statement read.

“More and more questions are being raised about the ability of the current US administration to participate in the development of realistic and pragmatic approaches to international problems, to adequately assess the situation in the various regions of the world," the Russia Foreign Ministry noted.

Russia called on the UN Security Council Thursday to adopt a statement urging a ceasefire in Ukraine while Russian humanitarian aid is being delivered to war-torn regions. The examination of the UN Security Council statement on Moscow's proposal for a ceasefire in eastern Ukraine has been delayed.

Earlier in August, Russia proposed sending an international humanitarian mission to eastern Ukraine with Russian humanitarian aid under the auspices of the ICRC.
A convoy of 280 Kamaz trucks carrying food, medicine and other essentials for Ukraine's Luhansk and Donetsk regions left the Moscow region on August 12. It had been stranded at the border with Ukraine for more than a week. The first trucks arrived in the city of Luhansk earlier on Friday.

UNITED NATIONS, August 22 (RIA Novosti) – The examination of the UN Security Council statement on Moscow's proposal for a ceasefire in eastern Ukraine during the delivery of Russian humanitarian aid has been delayed, UK mission to the United Nations, which presides this month in the Security Council, told RIA Novosti.
"A number of delegations have made constructive comments and we are still waiting for a Russian response," the press service of the UK Permanent Mission to the UN reported.
A comment from the Russian Permanent Mission to the UN could not be obtained.

On Thirsday, Russian Foreign Ministry said that Moscow called on the UN Security Council to make a statement about the need of a ceasefire in Ukraine during the delivery of Russian humanitarian aid.

The International Committee of the Red Cross (ICRC) said this week that it was awaiting a formal security guarantee for employees escorting the convoy of humanitarian aid. In return, the Deputy Prime Minister of Donetsk People’s Republic Andrei Purgin guaranteed the security of the Red Cross staff.

Earlier today, spokesman for the National Security and Defense Council of Ukraine Andriy Lysenko said that the ceasefire is possible in eastern Ukraine, but it should be based on Ukrainian President Petro Poroshenko’s peace plan.

The ICRC has repeatedly stated that security guarantees were the absolute prerequisite for the delivery of humanitarian aid. Earlier this week, ICRC President Peter Maurer discussed the situation with Russian Foreign Minister Sergei Lavrov and said that Russia and southeastern Ukraine independence supporters have fulfilled their duty concerning the safety of the humanitarian convoy, while "the Ukrainian side failed to provide the required guarantees for the convoy’s safe passage and subsequent aid distribution," according to a Russian Foreign Ministry statement...........................http://en.ria.ru/politics/20140822/192232736/Adoption-of-UN-Security-Council-Statement-Calling-for-Ceasefire.html

Le fait que les Etats-Unis ont bloqué le projet de résolution du Conseil de sécurité des Nations Unies sur l'octroi d'une aide à l'Ukraine ne laisse pas de doute que Washington est orienté sur la poursuite des hostilités en Ukraine, a déclaré le ministère russe des Affaires étrangères en commentant le blocage du projet de résolution russe sur l'octroi d'une aide humanitaire aux habitants du sud-est de l'Ukraine, informe ITAR-TASS.
