Speaking at a
conference titled "Toward a United and Independent Europe" held at the
Atlantic Council, Biden said that Russia not only undermined Ukrainian
sovereignty but "violated the fundamental principle that European
borders cannot be changed by either political threats or military
might."
He added that Russia should not use its energy resources as a political weapon against its neighbours.
On
corruption in Ukraine, Biden said goals had not been met for the last
25 years due to the lack of necessary modernizing institutions.
Biden
said that the United States and NATO had extended a helping hand to
Russia to obtain membership in the G-8, World Trade Organization and the
Council of Europe following the end of Cold War, thinking that Russian
integration with the international system will be in the interests of
everyone.
- Meanwhile, British Prime Minister David Cameron, after a telephone conversation with Russian President Vladimir Putin said a consensus on keeping close contact for the establishment of stability in Ukraine, had been discussed.
The
statement said that in his conversation with Putin, Cameron said, "The
Geneva Accord signed between Ukraine and Russia must be jointly
implemented otherwise, further destabilization of Ukraine would result
in comprehensive sanctions on Russia by the G7 and European Union."
- On the other hand Ukraine has declared Russian naval attaché in Kiev as "persona non grata" and asked him to immediately leave the country.
The attaché was allegedly caught in an operation by Ukrainian Intelligence Agents on 30 April for spying in Ukraine.

Hundreds of pro-Russian militants have seized the regional prosecutor's office in Donetsk, eastern Ukraine, and there are reports of injuries....

Live TV footage later showed militants disarming the police and escorting them out of the building.
Ukraine blames Russia for organising the seizures of a number of offices in the east. Moscow denies the claim.
Also in the Donetsk region, activists from the self-proclaimed Donetsk People's Republic seized the town council of Amvrosiyivka, local media reports said.
