Statement by the Press Secretary on Ukraine. - Targeted sanctions on a number of Russian individuals and entities

The White House, Office of the Press Secretary, April 28, 2014:

"The United States has taken further action today in response to Russia’s continued illegal intervention in Ukraine and provocative acts that undermine Ukraine’s democracy and threaten its peace, security, stability, sovereignty, and territorial integrity.  At the contact group meeting in Geneva on April 17, 2014, Russia, Ukraine, the United States, and the European Union decided on a number of steps to deescalate the situation in eastern Ukraine, including refraining from further violence or provocative acts.   Since April 17, Russia has done nothing to meet its Geneva commitments and in fact has further escalated the crisis.  Russia’s involvement in the recent violence in eastern Ukraine is indisputable.


The United States made clear it would impose additional costs on Russia if it failed live up to its Geneva commitments and take concrete steps to deescalate the situation in Ukraine.  Consequently, today the United States is imposing targeted sanctions on a number of Russian individuals and entities and restricting licenses for certain U.S. exports to Russia.  The Department of the Treasury is imposing sanctions on seven Russian government officials, including two members of President Putin’s inner circle, who will be subject to an asset freeze and a U.S. visa ban, and 17 companies linked to Putin’s inner circle, which will be subject to an asset freeze.  In addition, the Department of Commerce has imposed additional restrictions on 13 of those companies by imposing a license requirement with a presumption of denial for the export, re-export or other foreign transfer of U.S.-origin items to the companies.  Further, today the Departments of Commerce and State have announced a tightened policy to deny export license applications for any high-technology items that could contribute to Russia’s military capabilities.  Those Departments also will revoke any existing export licenses that meet these conditions.

The international community has been unified in its position that Russia must cease its illegal intervention and provocative actions in Ukraine.  The United States, working closely with its partners, remains prepared to impose still greater costs on Russia if the Russian leadership continues these provocations instead of de-escalating the situation, consistent with its Geneva commitments.  The executive order signed by the President on March 20, 2014, authorizes the Secretary of the Treasury to impose sanctions on individuals and entities operating in key sectors of the Russian economy, such as financial services, energy, metals and mining, engineering, and defense.  If there is further Russian military intervention in Ukraine, we are prepared to sanction entities under this authority."

    Quatre avions de combat britanniques ont rejoint lundi la Lituanie dans le cadre d'une mission de surveillance de l'Otan visant les pays baltes, selon des sources officielles. Quatre engins français étaient déjà arrivés plus tôt dans la journée dans le ciel polonais.

    Les quatre Rafale français ont rejoint la base de Malbrok, dans le nord de la Pologne, où environ 70 militaires tricolores ont été déployés. Quatre jet Typhoon britanniques sont quant à eux arrivés en Lituanie et vont survoler les espaces aériens estonien, lettonien et lituanien. Ces renforts font partie des mesures prises par l'Otan pour rassurer les pays de l'Est de l'Europe, inquiets de l'attitude de Moscou dans la crise ukrainienne.

    Depuis le 1er avril, un avion radar Awacs français assure par ailleurs plusieurs fois par semaine des missions de surveillance au-dessus de la Pologne et de la Roumanie. Un autre avion radar Awacs, britannique celui-là, a également été déployé en mars pour les mêmes missions.

    L'Otan a annoncé mi-avril le renforcement de la défense des pays d'Europe orientale et multiplie les sorties de ses avions au-dessus des pays baltes. Des navires doivent être déployés dans la mer Baltique et en Méditerranée orientale. Washington a également annoncé la semaine dernière le déploiement de quatre compagnies de parachutistes, soit 600 soldats, pour des exercices en Pologne et dans les pays Baltes.

  2. Blacklisting top managers from Russian companies does not impede negotiations and signing of agreements with Western partners, or the functioning of joint ventures with foreign participation, an expert said on Monday.....

    “Talks with Western partners won’t stop. Within this context, sanctions envisage only a ban on travel to this or that country,” said Dmitry Matveyev, the director of the Center for Legal Regulation of Interstate Relations at the Russian Presidential Academy of National Economy and Public Administration.

    “Talks may as well be conducted in Moscow, for example, while in view of the development of modern communication means, problems can be settled and negotiations can be held in teleconferences for example,” he said. In some cases authorized persons could be appointed who were not on the list of sanctions.

    The US administration cannot forbid private business to deal with this or that company, with this or that person, the deputy head of the department for foreign economic research at the Institute for the US and Canadian Studies, Mikhail Portnoy said.   3. The White House announced further sanctions on Russia Monday following, what the White House maintains, is Russia’s failure to live up to its obligations under a multilateral accord brokered earlier in April....

    The deal, struck on April 17 in Geneva between Ukraine, the U.S., the EU and Russia, aimed to deescalate tensions in the east of Ukraine where pro-Russian protesters, some armed, have occupied government buildings and public spaces.

    According to the agreement, all sides were required to refrain from “any violence, intimidation, or provocative action.” Despite the agreement, pro-Russian protesters have largely refused to relinquish control of occupied areas.

    “Since April 17, Russia has done nothing to meet its Geneva commitments and in fact has further escalated the crisis”, said Jay Carney, White House press secretary.

    “Russia’s involvement in the recent violence in eastern Ukraine is indisputable.”

    According to Carney, the U.S. Department of the Treasury is imposing sanctions on seven Russian government officials, including two members close to Russian President Vladimir Putin’s inner circle, and 17 companies linked to Putin’s inner circle. Thirteen of those companies will be subject to additional restrictions by the U.S. Department of Commerce including “a license requirement with a presumption of denial for the export, re-export or other foreign transfer of U.S.-origin items to the companies,” according to Carney.

    The U.S. State Department and Commerce Department also announced tightened restrictions to deny export licenses of high-tech items that may contribute to Russia’s military.
