Ουκρανία: Η τελευταία μάχη του «ψυχρού πολέμου»

Το κύμα των περιφερειακών κρίσεων δημιουργεί νέα δεδομένα στη διεθνή γεωπολιτική πραγματικότητα. Σε μια συνεχώς μεταβαλλόμενη παγκόσμια πολιτική σκηνή, απαιτείται η εξεύρεση νέων διπλωματικών εργαλείων και διεθνείς αποφάσεις με θεσμική νομιμότητα, οι οποίες να οδηγούν στην επίλυση των σύνθετων συγκρουσιακών προβλημάτων.

Τα πρόσφατα γεγονότα στην Ουκρανία, με αποκορύφωμα το «Ευρωμαϊντάν» και την πολιτική αντιπαράθεση που μεταφέρθηκε στους δρόμους του Κιέβου, η ανατροπή του προέδρου Γιανουκόβιτς, το δημοψήφισμα στην Κριμαία και οι ταραχές στην ανατολική Ουκρανία, σηματοδοτούν την αρχή μιας νέας φάσης στις σχέσεις μεταξύ Δύσης και Ρωσίας. Είναι μάλλον απίθανο η κρίση να τερματιστεί με τα όπλα, αλλά το ερώτημα παραμένει: Από πού θα διέρχονται τα νέα σύνορα μεταξύ της Ρωσικής Ομοσπονδίας και της Ευρώπης;

Το σημαντικότερο αποτέλεσμα του «ψυχρού πολέμου», ήταν η κατάρρευση του σοσιαλιστικού μπλοκ και της ίδιας της Σοβιετικής Ένωσης. Οι χώρες της Κεντρικής και Ανατολικής Ευρώπης, που μέχρι τότε ήταν μέλη του Συμφώνου της Βαρσοβίας και οι σοβιετικές δημοκρατίες της Βαλτικής, σε διάφορα στάδια μετά την κατάρρευση της ΕΣΣΔ προσχώρησαν στην Ευρωπαϊκή Ένωση (ΕΕ) και στο ΝΑΤΟ. Σαν αποτέλεσμα όλων αυτών των διεργασιών, οι δυτικές διεθνείς θεσμικές δομές έφτασαν πολύ κοντά στα σύνορα της νέας – μετασοβιετικής - Ρωσίας.
Τα σενάρια της «νέας τάξης»
Ωστόσο, στη Δύση εξακολουθούν να ανησυχούν, ότι η ΕΣΣΔ μπορεί να ξαναγεννηθεί. Αυτό ανακοίνωσε δημόσια τον Ιανουάριο του 2014, όταν αποχωρούσε από το αξίωμα της επικεφαλής του υπουργείου Εξωτερικών των ΗΠΑ, η Χίλαρι Κλίντον. Σύμφωνα με την έμπειρη πολιτικό, η νέα Σοβιετική Ένωση μπορεί να δημιουργηθεί με νέα ονομασία, όπως «Τελωνειακή Ένωση» ή «Ευρασιατική Ένωση». Μια πιο συγκεκριμένη ιδέα είχε διατυπώσει ο πρώην σύμβουλος εθνικής ασφαλείας των ΗΠΑ Ζμπίγκνιεφ Μπρεζίνσκι (Zbigniew Brzezinski). «Χωρίς την Ουκρανία, η Ρωσία παύει να είναι μια αυτοκρατορία, αλλά με την Ουκρανία, αυτόματα, μετατρέπεται σε μια αυτοκρατορία ... ».
Ο Μπρεζίνσκι, φυσικά, είναι μια γνωστή προσωπικότητα με κύρος, αλλά ακόμη και αυτός δεν είναι αλάθητος. Διότι, δεν υπάρχουν ιστορικά παραδείγματα που να μας δείχνουν, ότι όταν μια αυτοκρατορία συντρίβεται, ξαναγεννιέται «από τις στάχτες της» ακριβώς η ίδια. Η νέα Ρωσία (Ρωσική Ομοσπονδία), δεν θα γίνει ποτέ Σοβιετική Ένωση ή Ρωσική Αυτοκρατορία. Δεν υπάρχουν για αυτό, ούτε τα ιδεολογικά, πόσο μάλλον τα πολιτικά υπόβαθρα............................http://rbth.gr/opinion

  1. Crimean infrastructure needs investments in face of Kiev's possible blockade...

    Transport and energy infrastructure in Crimea (autonomy within Ukraine) needs investments because of a possible blocked by Kiev, Alexander Shokhin, President of the Russian Union of Industrialists and Entrepreneurs, said on Monday, March 10.

    “Serious investments in transport and energy infrastructure are needed because Kiev may impose a blockade on Crimea,” he said.

    Speaking of international sanctions against Russia over Crimea, Shokhin said “no one knows the exact scope of possible sanctions at this point or their consequences, but a trade and economic war will inflict losses on both sides.”

    Crimea’s possible accession to Russia will at least double the autonomy’s budget, he said. The pressure on the Russian budget will grow just as much, but Russia will in this case save 100 million US dollars it pays no for leasing facilities for its Black Sea Fleet in Sevastopol, he added.

  2. Ukrainian military won't listen to 'junta' in Kiev.- Yanukovich....

    Ukrainian officers and soldiers loyal to their oaths will not take criminal orders from the coup-imposed government in Kiev, ousted President Viktor Yanukovich told reporters.

    He added that as a legitimate head of state he also remains commander-in-chief of Ukraine.

    “I am still alive and I am still the legitimate president,” Yanukovich said Tuesday in a statement to the media in the southern Russian city of Rostov-on-Don.

    Yanukovich blasted western officials who had recognized the government in Kiev, despite the way it came into power and its connection to right-wing radicals.

    “Are you blind? Have you forgotten what fascism is?” he said.

    He criticized Washington for its decision to provide a $1 billion loan to the new authorities in Kiev, saying that US law forbids financial support for any government that came to power in a military coup, ousting a legitimately elected head of state. Yanokovich said he would appeal to American legislators to assess the perceived violation.

    Yanukovich warned that Ukrainians are facing a serious fall in their living standards due to economic austerity measures that Kiev will have to take to secure western aid. The authorities will blame Yanukovich and probably Russia for this, he predicted, adding that these would be false accusations.

    He also mentioned the defiance towards Kiev in Crimea and eastern Ukraine, saying that the regions would not submit to the unlawful government “even at gunpoint.” He neither endorsed nor condemned Crimea's upcoming referendum on whether to become independent from Ukraine and join the Russian Federation.

    He denounced the presidential election in Ukraine planned for May 25, saying that under the circumstances it would not be representative.

    Yanukovich dismissed the notion that he had lost legitimacy after fleeing Ukraine and pledged to return to Kiev “as soon as the circumstances allow it.” He added he believed that would be soon.

  3. Yanukovych to ask US Supreme Court for assessment of US gov't actions concerning Ukraine...

    Viktor Yanukovych said during a press conference that the United States is unlawfully supporting the un-elected Ukrainian government which contradicts the law of the United States. He aslo stated his intent to ask US Congress, Senate and Supreme Court to give their legal assessment of the current situation in Ukraine



    "I never fled anywhere. While the radicals were attacking and seizing the buildings I was in Ukraine. During the coup I never left the territory of Ukraine. These days there were quite a few terrorist attacks attempted to target me," Yanukovych said.

    He also stressed that the elections in May will be illegitimate and illegal and they run counter to the Ukrainian constitution. And the elections do take place, they will be controlled by extremists.

    "The international community should not support unconstitutional coups. Those who seized the power are shifting the blame for the crisis on my shoulders and Russia’s. The people are going to be made responsible for torturing their own people, for firing at them. Because of their actions Crimea is going to be separated from Ukraine. I remain the only legitimate president of Ukraine and its commander in chief. I haven't relegate," Yanukovych stressed.

    Viktor Yanukovych noted that he was target of terrorist actions and that the new Ukrainian government seeks to unleash a civil war in the country.

    The President of Ukraine Viktor Yanukovych stressed that he hadn't been impeached as Ukrainian president during a press-conference in Rostov-on-Don on Tuesday.
