Spain court signs Chinese leaders' arrest warrants

MADRID: A Spanish court has issued international arrest warrants for several former Chinese leaders, including retired President Jiang Zemin, as part of an investigation into alleged genocide in Tibet.

Judge Ismael Moreno signed the warrants today. They were ordered by the court in 2013, but delayed by legal technicalities.

The Spanish National Court is acting on the principal of universal justice in a case brought by Spanish pro-Tibetan groups. The warrants mean the Chinese leaders face possible arrest if they travel abroad.


The case has angered the Chinese and Spanish governments. The latter is expected to propose a reform that would restrict the court's powers to handle such investigations.

International human rights and pro-Tibetan groups have accused China of using oppressive policies in Tibetan regions, especially against protests of Beijing's rule.

    El magistrado expide una orden internacional de arresto contra cinco dirigentes del PCCh por genocidio, torturas y crímenes de lesa humanidad en el Tíbet.

    La galopada parlamentaria del Gobierno de Mariano Rajoy para dejar sin efecto la llamada justicia universal —la competencia de los jueces españoles para investigar crímenes contra los derechos humanos cometidos fuera del territorio nacional— no ha bastado para evitar una resolución judicial sumamente incómoda para el Ejecutivo. El juez de la Audiencia Nacional Ismael Moreno dictó este lunes una orden internacional de detención contra el expresidente de China Jiang Zemin y contra el exprimer ministro Li Peng por delitos de genocidio, torturas y crímenes de lesa humanidad contra la población de la región autónoma del Tíbet en los años ochenta y noventa del siglo pasado.
