UN deadlocked on Syria resolution. Hour-long Security Council discussion ends with no plans to vote on British resolution to allow military action.

The permanent members of the United Nations Security Council have held talks on a British resolution that could allow military action in Syria, but the meeting ended with no sign of an imminent vote.
Ambassadors from Russia and China, who fiercely oppose any military strike against Syrian President Bashar al-Assad's regime, left the closed-door negotiations after about 75 minutes on , according to the AFP news agency.
The US, British and French envoys carried on their talks but left the Council chamber without making any comment. The three countries were said to be considering a military strike over the alleged use of chemical weapons.



"Britain presented a text and the Russians repeated the arguments already made by their foreign minister," said one diplomat.
"The Russians and Chinese said they would refer the text to their governments. The talks are not over but there is no new meeting planned yet."
Britain, for its part, wants the Security Council to study findings from a team of chemical weapons inspectors currently in Damascus before backing any military action.
Britain, France and the United States say Assad's forces carried out a chemical weapon attack in the Damascus suburbs on August 21, reportedly leaving hundreds dead.
The Syrian government, backed by Russia, has blamed opposition rebels.
  • At a press briefing on Wednesday, US State Department spokeswoman Marie Harf acknowledged that the Council was unlikely to agree on any resolution, blaming Russia for the impasse.
"All previous attempts to get the Security Council to act on Syria have been blocked," she said, "and we cannot allow diplomatic paralysis to be a shield to the perpetrators of these crimes.".......

Стороны обменялись мнениями по ситуации в Сирии. У.Хейг информировал о британской инициативе принятия Советом Безопасности ООН резолюции в связи с возможным применением химического оружия в Сирии.

С российской стороны подчеркнута необходимость дождаться результатов работы находящейся в настоящее время в Сирии миссии инспекторов ООН, расследующих утверждения об использовании химоружия в сирийском конфликте.

    Les membres permanents du Conseil ne sont pas parvenus mercredi à s'entendre sur une résolution britannique justifiant une action armée en Syrie.

    Impasse à l'ONU sur le dossier syrien. Les membres permanents du Conseil de sécurité des Nations unies (Etats-Unis, France, Royaume-Uni, Russie et Chine) ne sont pas parvenus à un accord, mercredi 28 août. Si Les Etats-Unis et leurs alliés, dont la France, semblent sur le point de lancer une action militaire contre le régime syrien, à l'Iran et la Russie, alliés de la Syrie, y sont toujours opposés. Moscou estime qu'il est "inopportun" de discuter de toute action du Conseil de sécurité de l'ONU tant que les inspecteurs des Nations unies n'ont pas présenté leur rapport sur l'usage d'armes chimiques. La Russie a réagi ainsi à la décision du Royaume-Uni de présenter une résolution "condamnant l'attaque chimique" du 21 août et "autorisant les mesures nécessaires pour protéger les civils".

    De son côté, le président syrien, Bachar Al-Assad, peaufine l'image d'un homme serein et déterminé.   2. Russia says now is not the time for UN resolution on aid to Syria ....

    As Western and Arab nations prepared to push for a UN Security Council resolution calling for better access to aid in war-torn Syria, Russia said on Wednesday that now was not the right time for such a move.

    The United Nations says some 9.3 million Syrians, nearly half the population, need help and UN aid chief Valerie Amos has repeatedly expressed frustration that violence and red tape have slowed the delivery of humanitarian assistance to a trickle.

    "We're against moving to a resolution now on the Security Council. That's as clear as I can put it," Russia's UN Ambassador, Vitaly Churkin, told reporters. "It's not a good time to have any resolution discussed in the Security Council."

    Western members of the 15-member Security Council have been considering a resolution on aid for almost a year. After months of talks, the council eventually made a non-binding statement on Oct. 2 urging more access to aid.

    But that statement produced only a little administrative progress, such as visas for aid workers and clearance for convoys. No action has been taken on big issues such as the demilitarization of schools and hospitals, and access to besieged and hard-to-reach communities.

    After a first round of peace talks in Geneva last week failed to reach a deal on aid to some 2,500 Syrians trapped in the besieged Old City of Homs, Western and Arab nations said they planned to press for a legally binding resolution.

    Western council diplomats, speaking on condition of anonymity, said a draft resolution could be circulated among council members as early as this week.

    However, Churkin made Russia's position clear on Wednesday, saying, "we believe it's a wrong move."

      La Russie juge inapproprié l'examen d'une nouvelle résolution sur la Syrie par le Conseil de sécurité de l'Onu, a annoncé aux journalistes le représentant permanent de la Russie auprès des Nations unies Vitali Tchourkine.

      "En ce moment, nous sommes opposés à une résolution du Conseil de sécurité", a indiqué le diplomate russe.

      Plusieurs pays occidentaux envisagent de soumettre au Conseil de sécurité un projet de résolution sur la situation humanitaire en Syrie. Moscou craint que l'adoption de ce document n'attise les tensions en Syrie sur fond d'efforts internationaux visant à régler le conflit entre le gouvernement de Damas et l'opposition anti-Assad.

      Selon M.Tchourkine, la résolution des problèmes humanitaires en Syrie nécessite "une approche pragmatique".

      "Nous travaillons en étroite collaboration avec des organisations humanitaires, et nous avons déjà atteint certains résultats en la matière.   3. Syrian government, opposition agree to deliver humanitarian aid to Homs....

    MOSCOW, February 06. /ITAR-TASS/. The Syrian government and the opposition have agreed to deliver humanitarian aid to the city of Homs, Foreign Ministry spokesman Alexander Lukashevich said.

    “A problem is being solved to deliver humanitarian aid to the old quarters of Homs. According to latest reports, an agreement to this effect has been reached between the government and the opposition. This is a positive signal,” Lukashevich said.

    “We believe that an unbiased and non-politicized approach is capable of giving an effective result and ease the suffering of civilians,” he said.

    “Practically every day we maintain contacts with the Syrian authorities and we convince partners to develop constructive cooperation with corresponding international humanitarian agencies in order to improve the state of peaceful civilians and reach agreement on local reconciliation and getting access to humanitarian aid delivery to all groups of the population,” the diplomat said.

    “Damascus sanctioned the transportation of humanitarian aid by the existing corridors in Lebanon and Jordan. Humanitarian terminals have been opened in Aleppo and Qamishli in addition to Damascus, Homs and Tartus,” the spokesman said.

    “Within the program over 10 flights will be made to send over 400 tons of humanitarian cargoes to the population,” he added.

  4. Russia, China snub U.N. talks on Syria aid draft....

    Russia and China on Monday rebuffed the United States, France and Britain and other states by failing to attend negotiations on a draft U.N. Security Council resolution to boost aid access in Syria, diplomats said.

    Australia, Luxembourg and Jordan on Thursday presented their draft to the five veto-wielding council powers and were due to meet with them on Monday, but Russia's U.N. ambassador, Vitaly Churkin, and Chinese Ambassador Liu Jieyi did not attend.

    Churkin later said that a meeting had not been necessary because the text was "beyond redemption."
