Carla del Ponte: Syrian Chemical Weapons Attack Carried Out by Rebels. -May 2013 (VIDEO YT 27/8/13)

As the Syrian revolt continues to tear the country apart, the international community has been eager to condemn Syrian President Bashar al-Assad, even as it became clear that the rebels do not, in fact, represent a popular uprising against the oppression of the Assad regime. According to UN diplomat Carla del Ponte (May 2013***), however, it appears that the recent chemical weapons attack was carried out by the Syrian rebels and not the regime, as it had been widely assumed. Speaking to a Swiss television channel, del Ponte said that there were “strong, concrete suspicions but not yet incontrovertible proof,” that rebels had carried out the attack. She also said UN investigators had seen no evidence of the Syrian army using chemical weapons, but that further investigation was needed.

A spokesman for the rebels denied responsibility for the attack, which allegedly involved the deployment of sarin nerve gas. He pointed out that the Free Syrian Army does not possess the missiles necessary to deliver the chemical agent. Sarin gas, however, can be delivered in a number of ways. Additionally, while the rebels claim that the chemical agent was delivered by missiles, there is no evidence of a missile strike in any of the many videos that have been uploaded to the internet in the wake of the alleged attack.

After swift initial progress in the more than two-year-old conflict, the rebel advance was stalled as Lebanese terror group Hezbollah sent fighters to the regime’s aid. Whilst a number of towns have been taken and then retaken by each side, Assad’s forces have gradually gained the upper hand. With his army making gains and the eyes of the world upon him, it seems unlikely that the Syrian President would risk carrying out a chemical attack – particularly against an urban area. The Syrian government has flatly denied responsibility for this latest alleged chemical weapons attack and although not widely reported in the western media, there is broad suspicion that it was, indeed, carried out by the rebels. Ultimately, it may prove impossible for UN inspectors to determine who was responsible for the incident. Further, their investigation may be curtailed by the seemingly imminent military action – possibly in the form of cruise missile strikes – by the United States and the United Kingdom.

US President Obama has sent out mixed messages, regarding his intentions towards Syria; whilst he has stated that the US would not take military action against Syria without a UN mandate, it appears that preparations for an attack are already well underway, with American and British naval forces massing in the region. There is widespread speculation that strikes could be carried out within a week, despite strong and repeated warnings from both Russia and Iran, as well as the Syrian regime itself.
One of the most ominous repercussions of US intervention against the Syrian government is the possibility that Iran and it’s surrogate in Lebanon, Hezbollah, will launch strikes against Israel, in retaliation. This, in turn, could lead to a regional war, with Russia and the US lined up on opposing sides.

The United States government has been quick to condemn the Syrian government for the latest chemical weapons attack. Now that most of the evidence suggests it may have been carried out by the al-Qaeda-affiliated rebels, President Obama should remember that he, along with his supporters and political allies, devoted much time to condemning his predecessor for leading the US into war based on questionable intelligence.

      David Cameron has said the alleged use of chemical weapons by the Syrian government is "morally indefensible" after he recalled Parliament to discuss responses to the crisis.

      The prime minister said the world could "not stand idly by" in the face of the "massive use" of banned weapons.

      But any military action would have to be proportionate and legal, he added.

      The Syrian government said it was not responsible and the US and others were using it as an excuse to attack it.

      The UK is considering military options following last week's suspected attack, which is being investigated by the United Nations.

      Mr Cameron said no decisions had been taken but he believed that the Syrian government had the "motive and the opportunity" to use chemical weapons while the likelihood of opposition forces being the perpetrators was "vanishingly small".

    2. Australia backs action against Syria, with or without UN approval...

      CANBERRA - Australia, incoming chair of the U.N. Security Council, has endorsed possible retaliation against Syria over the use of chemical weapons, even if the council fails to agree on action.

      Australia, a close ally of the United States, is due to take over the rotating leadership of the council on Sunday, a role that requires it to assist council members to reach agreement.

      But Foreign Minister Bob Carr said that if it was proved the Syrian regime had used chemical weapons, the world had a mandate to respond, even if the United Nations failed to agree on such action.

      "We're moving to a stage where America and like-minded countries are contemplating what sort of response," Carr told reporters on Wednesday.

      "Our preference, everyone's preference, would be for action, a response, under United Nations auspices. But if that's not possible, the sheer horror of a government using chemical weapons against its people, using chemical weapons in any circumstances, mandates a response."

      The United States and its allies are gearing up for a probable military strike against Syria that could come within days and would be the most aggressive action by Western powers in Syria's two-and-a-half-year civil war.

      1. Αυστραλία: «Όχι» σε συμμετοχή σε στρατιωτική επιχείρηση στη Συρία...

        Με τον πλέον κατηγορηματικό τρόπο ο Αυστραλός υπουργός Εξωτερικών, Μπομ Καρ, δήλωσε ότι η Αυστραλία δεν πρόκειται να στείλει δυνάμεις της για να συμμετάσχουν σε τυχόν στρατιωτική επίθεση της δύσης εναντίον της Συρίας.

        Ο κ. Καρ είπε ότι υπάρχουν ενδείξεις πως το συριακό καθεστώς έκανε χρήση χημικών εναντίον άοπλων πολιτών «και θα πρέπει να πληρώσει το τίμημα».

        Ο Αυστραλός υπουργός Εξωτερικών πρόσθεσε πως όλοι επιθυμούν τυχόν επέμβαση να γίνει με απόφαση και υπό την αιγίδα του ΟΗΕ «αλλά αν αυτό δεν είναι εφικτό, δεν σημαίνει πως θα πρέπει να επιτραπεί σε ένα καθεστώς να κάνει χρήση χημικών εναντίον πολιτών».

        Ο κ. Καρ είπε πως σε μια τέτοια επιχείρηση δεν θα λάβουν μέρος Αυστραλοί στρατιώτες.

        Russian Foreign Minister Sergei Lavrov told US Secretary of State John Kerry that Moscow rejects Washington's claim the Syrian regime was behind a chemical weapons attack outside Damascus, the foreign ministry said.

        In a phone call Tuesday, Lavrov also told Kerry of Moscow's alarm the situation was undermining diplomatic efforts to end the crisis, as expectations grow of Western military action against Syrian President Bashar al-Assad's regime.

        "John Kerry put forward judgements which he said were based on information from reliable sources and according to which the Syrian government is to blame for the incidents with the probable use of chemical weapons," the Russian foreign ministry said in a statement.

        "This argument was rejected by Sergei Lavrov, who put forward the corresponding position of the Russian side." Lavrov said Moscow wanted an objective and substantive exchange of information on the evidence of chemical attacks in Syria.

        "Moscow is, as before, particularly worried about the dangerous and already clear line towards a conscious undermining by a number of countries of the conditions for a political-diplomatic solution to the conflict," the statement added.

        Russia has repeatedly expressed doubt over the Syrian government's involvement in the chemical weapons attacks and argued that it appears to have been carried out by rebels with the aim of discrediting the regime.

        Lavrov warns Brahimi

        Lavrov also warned against a military solution to the Syria conflict, saying it would destabilize the country and the Middle East region, the foreign ministry said Wednesday.

        In a telephone conversation with UN-Arab League Syria envoy Lakhdar Brahimi, Lavrov "emphasized the lack of alternative to a diplomatic solution and that attempts for a military solution will lead only to a further destabilization of the situation in the country and the region," the ministry said.

      Des conversations interceptées entre deux responsables du ministère syrien de la Défense prouvent l'usage d'armes chimiques, mais soulèvent d'autres questions.

      C'est une preuve supplémentaire de l'usage d'armes chimiques en Syrie. Les services de renseignement américains ont intercepté une conversation entre deux membres du ministère syrien de la Défense, juste après le bombardement de la banlieue de Damas qui a tué des centaines de personnes le 21 août, rapporte le site d'information Foreign Policy (en anglais), mardi 27 août.

      "Mercredi dernier, dans les heures qui ont suivi la terrifiante attaque chimique à l'est de Damas, un responsable du ministère syrien de la Défense a eu des conversations téléphoniques paniquées avec le chef de l'unité des armes chimiques, demandant des réponses sur la frappe à l'agent neurotoxique qui a tué plus de 1 000 personnes", écrit Foreign Policy.

      "Ces conversations ont été écoutées par les services de renseignement américains", a affirmé le magazine dans un communiqué. "C'est la principale raison pour laquelle les responsables américains disent maintenant qu'ils sont certains que ces attaques sont l'œuvre du régime de Bachar Al-Assad et pourquoi l'armée américaine s'apprête à attaquer ce régime dans les jours à venir." Pourtant, ces écoutes soulèvent d'autres questions. Un officier syrien a-t-il outrepassé ses prérogatives ? Ou bien le régime a-t-il explicitement commandé des attaques chimiques ? La conversation interceptée ne le dit pas.

    4. Biden: No doubt Syria regime used nerve agent...US Vice President says Assad's government is responsible for "heinous use of chemical weapons" in Damascus attack....

      US Vice President Joe Biden said there is no doubt that Syria's government was responsible for a recent chemical attack in Damascus, as Western allies ramp up rhetoric in preparation for possible military strikes against Syria.

      Biden's comments on Tuesday made him the highest-ranking US official to say the Syrian government was behind the alleged chemical weapons attack on August 21, that aid agencies said killed at least 355 people and injured more than 3,000.

      The Syrian government denies it carried out the attack.

      "[...] There is no doubt that an essential, international norm has been violated. Chemical weapons have been used. Everyone acknowledges their use. No one doubts that innocent men, women and children have been the victims of chemical weapons attacks in Syria.
      "And there's no doubt who is responsible for this heinous use of chemical weapons in Syria: the Syrian regime," Biden said at an American Legion's national convention.

      Biden said the Syrian government was the only actor in the two-year civil war that possessed and could deliver chemical weapons, adding that President Bashar al-Assad has blocked UN investigators from the site and has been bombing it for days.

    5. Weapons inspectors in Syria need time to complete job: U.N.'s Ban...

      (Reuters) - United Nations inspectors should be given time to determine whether forces have used chemical weapons in Syria's civil war, U.N. Secretary-General Ban Ki-moon said in The Hague on Wednesday.

      Referring to an alleged chemical weapons attack last week in which hundreds of civilians were killed on the outskirts of Damascus, Ban said the images from the more than two-year-old conflict were "unlike any we have seen in the 21st century.

      "It is essential to establish the facts. A U.N. investigation team is now on the ground to do just that. Just days after the attack, they have collected valuable samples and interviewed victims and witnesses. The team needs time to do its job," he said.

    6. Israel deploys full missile defences against Syria: Radio...

      Israel is deploying all of its missile defences as a precaution against possible Syrian retaliatory attacks should Western powers carry out threatened strikes on Syria, Israeli Army Radio said on Wednesday.

      Citing secrecy requirements, it did not give details on the number or locations of the interceptor batteries. Systems employed by Israel's air defence corps include the short-range Iron Dome, the mid-range Patriot and the long-range Arrow II.

      Facing potentially imminent attack by the United States and other Western powers over its alleged use of chemical weapons against Syrian rebels, Damascus has hinted it could shoot back at its old foe, the Jewish state. Israel is also braced for rocket salvoes from Hezbollah, Syria's Lebanese militia ally.

      Israeli Prime Minister Benjamin Netanyahu said on Tuesday that his country wanted to keep out of the Syrian crisis but would "respond forcefully" to any attempt to attack it.

    8. Syrie/attaque chimique: "pas 100% de certitude" (Cameron)....

      Le premier ministre britannique David Cameron a reconnu jeudi devant les députés ne pas avoir 100% de certitude quant à la responsabilité ou non du régime syrien dans l'usage d'armes chimiques dans une banlieue de Damas.

      "Il n'y a pas, effectivement, 100% de certitude quant aux responsables de l'attaque chimique (près de Damas). Nous n'avons pas de preuves attestant l'absence d'armes chimiques chez l'opposition et la possession de telles armes par le régime (…). Cela ne suffit pas pour affirmer que le régime en est responsable et en répondra", a déclaré le chef du gouvernement.

      M.Cameron a été contraint par l'opposition travailliste d'attendre le rapport des inspecteurs de l'Onu avant toute décision sur une intervention militaire en Syrie. Les travaillistes lui ont demandé des "preuves convaincantes" de la responsabilité du régime de Bachar el-Assad.

      Ainsi, le premier ministre, dont le gouvernement avait lancé les préparatifs militaires en début de semaine, a dû revenir sur son intention de soutenir une intervention militaire immédiate, notamment en raison des réticences de l'opposition travailliste et de parlementaires de son propre parti.

      Certains pays occidentaux étudient la possibilité d'une opération militaire contre la Syrie en réponse à l'utilisation présumée d'armes chimiques par les troupes gouvernementales dans la région de Damas.

    9. Carla del Ponte to travel to Syria to investigate alleged chemical weapons strikes...

      Carla del Ponte, a member of the UN special commission on human rights violations and war crimes in Syria, is planning to travel to Damascus next week to investigate the alleged chemical weapons attacks, the RIA Novosti news agency reports, citing a well-informed diplomatic source.

      “Next week, Carla del Ponte will head for Syria to conduct her own investigation into the alleged use of chemical weapons and establish those responsible. Details of her trip are currently being coordinated with the Syrian authorities,” the source said.

      The West has blamed the alleged chemical strikes on the Assad regime and called for military intervention. A team of UN inspectors are currently in Syria on a fact-finding mission. In May, Carla del Ponte said she strongly suspected the Syrian opposition might have used chemical weapons.

        Wegen eines massiven Drucks auf die Syrien-Untersuchungskommission hat Carla del Ponte, Vertreterin der Sonderkommission des UN-Menschenrechtsrates, ihre Syrien-Reise diplomatischen Quellen zufolge verschieben müssen.

        "Kommissionschef Paolo Pinheiro wurde massiv unter Druck gesetzt und sah sich gezwungen, Carla del Ponte mitzuteilen, dass sie nur als Mitglied seiner Kommission in seiner Begleitung nach Syrien reisen darf", sagte ein ranghoher Diplomat, der anonym bleiben wollte, am Dienstag in Moskau.

        Ihm zufolge hatte das offizielle Damaskus zuvor erklärt, dass Syrien nur den Besuch von Carla del Ponte akzeptieren würde, die Giftgasvorwürfe überprüfen sollte.

        Im vergangenen Mai hatte Del Ponte nicht ausgeschlossen, dass chemische Waffen in Syrien von Oppositionellen eingesetzt wurden. Die Schweizerin ist Mitglied der im August 2011 gebildeten Unabhängigen UN-Kommission für Syrien. Formell arbeitet das offizielle Damaskus mit dieser Kommission nicht zusammen.

        "Die syrischen Behörden halten Berichte der Kommission für nicht objektiv, weil Verbrechen der Aufständischen verschwiegen werden. Ein Besuch der Kommission in Syrien würde den Beginn einer Kooperation mit ihr bedeuten", sagte der Diplomat weiter.

        Die Regierung in Damaskus war gegen die Bildung der UN-Sonderkommission gewesen. Russland weigerte sich, die Resolution des UN-Menschenrechtsrates zur Gründung der unabhängigen Kommission zu unterstützen, arbeitet aber mit ihr zusammen. Zuletzt hatte die Kommission am 4. Juni ihren Bericht vorgelegt, in dem unter anderem vom Kampfstoffeinsatz die Rede war. Zugleich machte die Kommission keine Angaben darüber, von welcher Konfliktseite in Syrien Chemiewaffen angewandt wurden.

      Οι κατασκοπευτικές υπηρεσίες των ΗΠΑ δεν ξέρουν τώρα ποιός συγκεκριμένα ελέγχει ένα μέρος του οπλοστασίου χημικών όπλων στη Συρία στα κατεχόμενα εδάφη της αντιπολίτευσης, - μετέδωσε το πρακτορείο ειδήσεων Associated Press.

      Σαν πηγή αυτών των πληροφοριών το πρακτορείο ονόμασε 4 τέσσερις Αμερικανούς αξιωματούχους που κατέστησαν σαφές ότι ένα μέρος των πυρομαχικών με δηλητηριώδεις ουσίες μπορούσε να πέσει στα χέρια των δυνάμεων της αντιπολίτευσης.

    11. UN inspectors leave Syria as US weighs 'limited act'...

      UN inspectors investigating the alleged use of chemical weapons in Syria have left Damascus.

      They crossed into neighbouring Lebanon just hours after President Barack Obama said the US was considering a "limited narrow act" against Syria.

      Citing a US intelligence assessment, Secretary of State John Kerry accused Syria of using chemical weapons to kill 1,429 people, including 426 children.

      Syria said the US claim was "full of lies", blaming rebels for the attacks.

      The UN inspectors - investigating what happened in the Damascus suburbs on 21 August - left their hotel in the Syrian capital in a convoy of vehicles on Saturday morning and later arrived in Lebanon.

      During their visit, they carried out four days of inspections.

    12. Комментарий Департамента информации и печати МИД России в связи с ситуацией вокруг расследований применения химического оружия в Сирии....

      Обращаем внимание на массированный. вброс в информационное пространство разного рода материалов, призванных – еще до появления результатов ооновского расследования - возложить ответственность за возможное применение химического оружия в Сирии на официальный Дамаск. Тем самым «готовится почва» для силовой акции против него. С учетом этого считаем возможным поделиться основными выводами российского анализа проб, изъятых с места инцидента с применением боевых отравляющих веществ в пригороде Алеппо - Хан аль-Асале.

      Напомним, что эта трагедия, в результате которой погибли 26 гражданских лиц и военнослужащих сирийской армии и еще 86 человек получили поражения различной степени, произошла 19 марта с.г. Результаты анализа проб, проведенного по просьбе сирийских властей российской лабораторией, сертифицированной Организацией по запрещению химического оружия, 9 июля были переданы Генеральному секретарю ООН в связи с обращением властей Сирии к последнему на предмет проведения независимого расследования данного эпизода. Основные выводы российских специалистов состоят в следующем:

      - примененный боеприпас не являлся штатным боеприпасом сирийской армии и был изготовлен кустарным способом по типу и параметрам реактивных неуправляемых снарядов, производимых на севере Сирии так называемой бригадой «Башаир Ан-Наср»;

      - для подрыва боеприпаса в качестве разрывного заряда был использован гексоген, который в штатных химических боеприпасах не применяется;

      - в пробах с боеприпаса и в образцах грунта обнаружены синтезированное не в промышленных условиях вещество нервно-паралитического действия зарин и диизопропилфторфосфат, который в годы Второй мировой войны использовался западными странами для целей химического оружия.

      Подчеркнем, что российский доклад предельно конкретен. Он представляет собой научно-технический документ объемом около 100 страниц с многочисленными таблицами и диаграммами спектрального анализа проб. Рассчитываем, что он существенно поможет расследованию данного инцидента по линии ООН. К сожалению, оно до сих пор по сути так и не началось.

      Внимание тех, кто стремится заведомо и всегда возлагать всю ответственность за происходящее на официальные власти САР, целиком переключилось на события в Восточной Гуте. Но и там – «избирательность с изъяном». Налицо попытки, в частности, предать забвению представленные официальным Дамаском в ООН данные о случаях поражения отравляющими веществами военнослужащих сирийской армии 22, 24 и 25 августа при обнаружении в пригороде сирийской столицы материалов, оборудования и емкостей со следами зарина. Как известно, состояние пострадавших военнослужащих было освидетельствовано членами группы экспертов ООН во главе с О.Сельстремом. Очевидно, что любое объективное расследование инцидента 21 августа в Восточной Гуте невозможно без учета и этих обстоятельств.

      С учетом вышеизложенного приветствуем заявление Генерального секретаря ООН Пан Ги Муна о том, что группа О.Сельстрема намерена в ближайшее время возвратиться в Сирию для продолжения работы, в том числе в районе Хан аль-Асаля.

      Moscou salue la déclaration du secrétaire général de l'Onu Ban Ki-moon sur le retour prochain en Syrie des inspecteurs onusiens chargés d'enquêter sur l'usage d'armes chimiques dans ce pays, rapporte mercredi le ministère russe des Affaires étrangères.

      "Nous saluons la déclaration du secrétaire général de l'Onu Ban Ki-moon sur le retour prochain en Syrie du groupe d'inspecteurs dirigé par Aake Sellström pour continuer le travail, y compris à Khan-Al-Assal", lit-on dans le communiqué.

      Les experts des Nations unies reviendront en Syrie pour enquêter sur d'autres cas d'emploi présumé d'armes chimiques que l'attaque du 21 août dernier dans une banlieue de Damas.

      Les échantillons que les experts onusiens ont déjà prélevés dans une banlieue de Damas seront remis à la Haye pour analyse, selon le secrétaire général.

    14. Russia says probe into use of chemical weapons in Aleppo not started yet...

      MOSCOW, September 4 (Itar-Tass) - The international investigation into the use of chemical weapons in Aleppo, a suburb of the Syrian capital of Damascus, has not started in earnest yet, the Russian Foreign Ministry said on Wednesday, September 4.

      It said the report prepared by Russian exerts and handed over to the U.N. Secretary-General Ban Ki-moon would help determine all the circumstances of this incident.

      On August 14, Syria agreed to receive U.N. inspectors for a probe into the alleged use of chemical weapons in the country. By agreement with the Syrian government they will investigate three such instances at the same time.

      On August 28, U.N. experts visited Zamalka, an eastern suburb of the Syrian capital of Damascus, where chemical weapons were allegedly used.

      On the first day of their work on August 26, the U.N. inspectors took samples at the site of an alleged chemical attack and talked with survivor and witnesses.

      The Team, led by Swedish scientist Ake Sellstrom, probed the alleged use of chemical weapons by the Government at Khan al-Asal, as well as two other allegations reported by Member States. The team was working in cooperation with the Organisation for the Prohibition of Chemical Weapon (OPCW) and the U.N. World Health Organisation (WHO).

      U.N. Secretary-General Ban Ki-moon said the use of any chemical weapons in Syria would amount to a “crime against humanity” and there would be “serious consequences” for the perpetrators.

    16. Turkish prosecutors indict Syrian rebels for seeking chemical weapons....

      A court indictment by the Turkish prosecutors into the alleged use of chemical weapons by the Syrian rebels has once again highlighted fears this week that sarin toxic gas was used by the opposition and not the Assad government.

      The prosecutor in the Turkish city of Adana has issued a 132-page indictment, alleging that six men of the al-Qaeda-linked al-Nusra Front and Ahrar ash-Sham tried to seek out chemicals with the intent to produce the nerve agent, sarin gas, a number of Turkish publications reported.

      The main suspect in the case, 35-year-old Syrian-national Hytham Qassap has been charged with “being a member of a terrorist organization” and “attempting to acquire weapons for a terrorist organization.” The other 5, all Turkish nationals are being charged with “attempting to acquire weapons for a terrorist organization.”

      The indictment alleges that Qassap tried to setup a network in Turkey in order to obtain chemical materials for the al-Nusra Front and Ahrar al-Sham Brigades. Citing telephone calls made by the cell, the prosecution believes that the group ordered at least ten tons of chemicals, Al-Alam News Network reports.

      The prosecution also dismissed claims that the suspects were unaware of their wrong doing. “The claim that the suspects didn’t know about the possibility of producing sarin nerve gas from the chemicals they tried to buy is not true which was established when they were testifying,” the document reads.

      Meanwhile all six suspects have pleaded not guilty. “The suspects have pleaded not guilty saying that they had not been aware the materials they had tried to obtain could have been used to make sarin gas. Suspects have been consistently providing conflicting and incoherent facts on this matter,” the indictment said.

      If convicted, Qassab faces a 25 year prison sentence, while his accomplices face 15 years prison terms.

      The six men were a part of a group of 11 people arrested in their safe house in Adana on May 23, 2013. Their apprehension came about after surveillance by Turkish police who’d received a tip that Syrian jihadists were trying to acquire two government-regulated military-grade chemical substances.       Η συριακή κυβέρνηση χαρακτήρισε τις πληροφορίες για τη χρήση χημικών όπλων ως απόλυτο ψέμα και προσπάθεια των στασιαστών να αντισταθμίσουν την ήττα τους στο πεδίο της μάχης, - μετέδωσε το πρακτορείο SANA.

      Την Πέμπτη η αντιπολίτευση ανακοίνωσε νέα στοιχεία για τη χρήση χημικών όπλων από τις Αρχές εναντίον των στασιαστών. Όπως προκύπτει από τις δηλώσεις της, 7 άνθρωποι τραυματίστηκαν λόγω της εκτόξευσης δύο βλημάτων με δηλητηριώδες αέριο εναντίον των θέσεων της αντιπολίτευσης στην περιοχή της πόλης Ναμπάκ.

      Σύμφωνα με τις πληροφορίες των ΜΜΕ της Συρίας, που δημοσιεύθηκαν την Πέμπτη ότι ο συριακός στρατός πήρε όλη την πόλη Ναμπάκ υπό τον έλεγχό του.

    18. Washington knew Syrian rebels could produce sarin gas but “cherry-picked” intel to blame President Assad for the Aug. 21 attack on Ghouta, Pulitzer Prize-winning investigative journalist Seymour Hersh has revealed, citing senior US security sources......

      The report was published in the London Review of Books after two of Hersh’s regular publishers, The New Yorker and The Washington Post, turned the article down.

      Hersh, whose Pulitzers were for his exposes on American military misconduct in the Iraq and Vietnam wars, got his information on Syria from whistle-blowing acting and former intelligence and military officers, who for security reasons were not identified in the report.

      According to Hersh’s findings, months before the chemical weapons attack on the outskirts of Damascus, which almost prompted US air strikes on Syria, “the American intelligence agencies produced a series of highly classified reports… citing evidence that the Al-Nusra Front, a jihadi group affiliated with Al-Qaeda, had mastered the mechanics of creating sarin and was capable of manufacturing it in quantity.”

      The attack took place on August 21, the same day UN inspectors arrived in Damascus to investigate allegations of use of chemical weapons. The casualty figures have ranged from several hundred to more than 1,400 deaths.

      Before the attack, the Obama administration repeatedly described the use of chemical weapons in Syria as a “red line,” which would signal the US could intervene in the conflict.

      Hersh wrote that he does not believe the intelligence data, pointing at the rebels’ having capability for making sarin, could have in any way escaped the White House’s attention.

      “Already by late May, the senior intelligence consultant told me, the CIA had briefed the Obama administration on Al-Nusra and its work with sarin,” he wrote.

      Obama’s laying the blame for the nerve gas attack on Assad’s forces, completely disregarding Al-Nusra as a suspect in the case, is thus described in the report as the administration’s having “cherry-picked intelligence to justify a strike against Assad.”

      “The cherry-picking was similar to the process used to justify the Iraq war,” Hersh wrote.

      It’s because of the lack of sufficient evidence against Assad that Obama quickly abandoned his plan for military strikes.

      “Any possibility of military action was definitively averted on 26 September when the administration joined Russia in approving a draft UN resolution calling on the Assad government to get rid of its chemical arsenal,” the report reads. “Obama’s retreat brought relief to many senior military officers. (One high-level special operations adviser told me that the ill-conceived American missile attack on Syrian military airfields and missile emplacements, as initially envisaged by the White House, would have been ‘like providing close air support for al-Nusra’.)”

      The investigative journalist then points at an annual budget for all national intelligence programs, leaked to the media by Edward Snowden and partly published by The Washington Post. According to the document, by the time of the Eastern Ghouta chemical attack, the NSA “no longer had access to the conversations of the top military leadership in Syria, which would have included crucial communications from Assad, such as orders for a nerve gas attack”.       Un journaliste américain affirme que Barack Obama aurait rejoué le scénario des armes de destruction massives en Irak pour justifier des frappes en Syrie. Mais le sérieux de son enquête est mis en doute.

      "Barack Obama n'a pas raconté toute l'histoire." Seymour Hersh, un journaliste d'investigation américain, met en cause le président américain. Selon son enquête, publiée sur la London Review of Books, l'administration américaine aurait omis de mentionner des preuves indiquant que le régime syrien n'était pas nécessairement responsable de l'attaque au gaz sarin qui lui est imputée.

      Le 21 août 2013, 1400 personnes, selon les autrorités américaines, dont plusieurs centaines d'enfants, ont trouvé la mort dans une attaque chimique dans la Ghouta, la banlieue de Damas. Lors d'un discours télévisé, le 10 septembre, Barack Obama accusait le régime syrien d'être l'auteur de ce massacre. Le président affirmait avoir des preuves que la "ligne rouge" -l'utilisation d'armes chimiques- avait été franchie par Bachar el-Assad et envisageait alors des frappes aériennes américaines contre des positions du régime syrien.
      Une manipulation similaire à celle utilisée pour la guerre en Irak?

      Seymour Hersh met en doute ces preuves. Les Américains auraient omis de tenir compte de preuves selon lesquelles le front Al-Nosra, un groupe djihadiste affilié à Al-Qaida, aurait été en mesure de produire du gaz sarin. "Lorsque l'attaque a eu lieu, Al-Nosra aurait dû être suspecté, mais l'administration a sélectionné ses informations pour justifier une attaque contre Assad", écrit le journaliste.

      Selon lui, l'administration Obama ne s'appuyait pas sur des renseignements interceptés en temps réel, mais sur des conversations antérieures à l'attaque. "Ce n'était pas une description des événements spécifiques qui ont mené à l'attaque du 21 août, mais le détail d'un processus que l'armée syrienne aurait suivi pour n'importe quelle attaque chimique", affirme Seymour Hersh. "Le mécanisme de sélection a été analogue à celui utilisé pour justifier la guerre en Irak", continue-t-il.
      Des journaux américains ont renoncé à publier l'enquête

      Le journaliste récompensé par le prix Pulitzer en 1970 pour avoir révélé le massacre de My Lai au Viêt Nam écrit régulièrement pour le New Yorker, pour lequel il s'est intéressé à la torture de prisonniers irakiens à Abou Ghraib.

      Mais cette fois, selon Le Monde, le Washington Post a refusé de publier l'article de Seymour Hersh, estimant que les sources utilisées ne "correspondaient pas à [ses] normes".     20. Syrie: utilisation d'armes chimiques probable sur 5 sites, selon l'ONU....

      Des armes chimiques ont été utilisées, de manière probable ou certaine, à cinq reprises dans le conflit syrien, affirme le rapport final des inspecteurs de l'ONU transmis jeudi à Ban Ki-moon.

      Le rapport cite des "preuves" ou des "informations crédibles" qui tendent à prouver cette utilisation dans la Ghouta près de Damas, à Khan al-Assal (près d'Alep, nord), à Jobar, à Saraqeb (nord-ouest) et à Achrafié Sahnaya. En revanche, les indices ne sont pas jugés concluants à Bahhariyé, ni à Cheikh Maqsoud (un faubourg d'Alep).

      Le rapport "conclut que des armes chimiques ont été utilisées dans le conflit en cours entre les parties en Syrie", mais il ne désigne pas les responsables de ces attaques probables à l'arme chimique car il n'entrait pas dans le cadre du mandat des inspecteurs de le faire.

      Le document confirme ce que disait le rapport préliminaire des inspecteurs, remis le 16 septembre au secrétaire général de l'ONU, à propos du massacre à l'arme chimique commis selon les occidentaux par les forces du régime le 21 août. La mission "a recueilli des preuves flagrantes et convaincantes de l'utilisation d'armes chimiques contre des civils, dont des enfants, à une échelle relativement large dans la région de la Ghouta de Damas le 21 août".

      En ce qui concerne Khan al-Assal, où pouvoir et opposition s'accusent mutuellement d'avoir employé des armes chimiques, la mission "a recueilli des informations crédibles qui corroborent les accusations d'utilisation d'armes chimiques le 19 mars 2013 contre des soldats et des civils".

      A Jobar, près de Damas, les inspecteurs ont trouvé "des preuves concordant avec l'utilisation probable d'armes chimiques le 24 août 2013 à une échelle relativement faible contre des soldats", sans toutefois pouvoir être formels, en l'absence notamment d'informations fiables sur le système de lancement de ces armes.

      A Saraqeb (nord-ouest), "les preuves récoltées suggèrent que des armes chimiques ont été utilisées le 24 août à faible échelle contre des civils".

      A Achrafié Sahnaya, les indices récoltés -- qui sont généralement des témoignages, débris de munitions, échantillons de terre et de sang -- "suggèrent" l'utilisation d'armes chimiques le 25 août "à faible échelle contre des soldats", sans encore une fois constituer des preuves formelles, selon les inspecteurs de l'ONU.

      Enfin à Bahhariyé (22 août) et Cheikh Maqsoud (13 avril), les enquêteurs n'ont "pas pu corroborer les accusations" sur le recours à l'arme chimique. A Bahhariyé, les tests sur des échantillons de sang recueillis par le gouvernement syrien "ont été négatifs".

      Le gouvernement syrien avait accusé l'opposition d'avoir eu recours à l'arme chimique à Khan al-Assal, Jobar, Achrafié Sahnaya et Bahhariyé.

    21. UN: chemical arms used 5 times in Syria...

      A U.N. report released on Thursday concluded that chemical weapons have been used at least five times during the 2 1/2-year civil war, which has killed more than 100,000 people.

      “The United Nations Mission concludes that chemical weapons have been used in the ongoing conflict between the parties in the Syrian Arab Republic,” Agence France-Presse quoted the report, which was prepared by a team of experts, as saying.

      Chemical weapons were likely used in five out of the seven attacks investigated by U.N. experts in Syria, the report stated.

      The deadly nerve agent sarin was also likely used in four incidents.

      The report was presented on Thursday to U.N. Secretary-General Ban Ki-moon by Ake Sellstrom, the head of the team of experts on chemical weapons. It has been distributed to Security Council members and Ban was due to present it to the General Assembly on Friday.

      When he received the report, Ban called the use of chemical weapons “a grave violation of international law and an affront to our shared humanity.”

      “We need to remain vigilant to ensure that these awful weapons are eliminated, not only in Syria, but everywhere.”

      Activists and oppositions groups alleged that the Syrian President Bashar al-Assad’s regime used chemical weapons against civilians in a Damascus neighborhood on Aug. 21.

      Images of dead children from the Eastern Ghouta neighborhood compelled the international community to sound the alarm.

      President Assad’s government agreed to destroy its chemical weapons arsenal after the Aug. 21 Ghouta attack, which had led to threats of U.S. air strikes. Syria also acceded to the Chemical Weapons Convention.

      The U.N. report concluded that the banned chemical weapons were used during the incidence.

      The final report said the mission “collected clear and convincing evidence that chemical weapons were used also against civilians, including children, on a relatively large scale” on that day in Ghouta, AFP reported.

      “A number of patients/survivors were clearly diagnosed as intoxicated by an organophosphorous compound,” the report added.

      “Blood and urine samples from the same patients were found positive for sarin and sarin signatures.”

      The Syrian leader has admitted his forces hold chemical weapons, and has vowed to surrender them to international experts. But he insists his forces did not target civilians.

      The U.N. said it could not corroborate their use in two of seven sites studied - Bahhariyeh and Sheik Maqsood.

      Ο Γενικός Γραμματέας του ΟΗΕ Μπαν Κι Μουν έλαβε την έκθεση με τα αποτελέσματα της έρευνας για τη χρήση χημικών όπλων στη Συρία. Το έγγραφο ετοιμάστηκε από τον Σουηδό καθηγητή Όκε Σελστριόμ, ο οποίος καθοδηγούσε το έργο των επιθεωρητών.

      Η ομάδα εμπειρογνωμόνων του ΟΗΕ τους τελευταίους μήνες ασχολήθηκε με τη συλλογή και ανάλυση των πληροφοριών σχετικά με επτά περιστατικά. Το γεγονός χρήσης χημικών όπλων επιβεβαιώθηκε σε πέντε περιπτώσεις: στο Χαν-αλ-Ασάλ στις 19 Μαρτίου, στο Σαρακέμπε στις 29 Απριλίου, στη Γκούτα στις 21 Αυγούστου, στη Τζομπάρα στις 24 Αυγούστου και στο Ασραφιέ-Σαχναέ στις 25 Αυγούστου.

      Νωρίτερα είχε αναφερθεί ότι στη Γκούτα χρησιμοποιήθηκε το δηλητηριώδες αέριο σαρίν.
