MOSCOW, August 15. /ITAR-TASS/. Russian, Ukrainian foreign ministers discussed practical issues related to humanitarian aid to people in south-east Ukraine, the Russian Foreign Ministry said after telephone talks between the two ministers on Friday. Sergei Lavrov and Pavlo Klimkin noted the need for a more urgent and responsible participation of international structures engaged in fulfilling a humanitarian aid mission in south-east Ukraine.


There are reports about direct threats for the use of force against Russian humanitarian aid convoy for south-east Ukraine, the ministry said.
  • “Reports are coming that a sabotage group of punitive battalion Aidar plans to mine some sections of roads in the Luhansk region in order to destroy a humanitarian aid convoy and personnel guarding it and then accuse militia of terrorist activity,” the diplomatic agency said.
On Friday, the Russian foreign minister has also had a telephone conversation with German counterpart Frank-Walter Steinmeier. The Russian top diplomat noted importance of soonest settlement of all issues related with delivery of Russian humanitarian aid convoy on the territory of Ukraine.

The Russian Foreign Ministry also confirmed that the format of a four-party meeting between foreign ministers of Russia, Germany, France and Ukraine in Berlin is being debated.

    Ukraine says it has partially destroyed an armoured column crossing from Russia, as a controversial Russian aid convoy still waits at the border.

    Nato said the column was a Russian military "incursion", prompting the UK to summon Russia's envoy to explain.

    Meanwhile, Ukrainian border guards have arrived to inspect the aid convoy. aimed at helping eastern Ukraine cities now held by pro-Russian rebels.

    Russia says Ukraine has increased its military actions to hamper the convoy.

    The incursion by Russian military vehicles into Ukraine was witnessed on Thursday by two UK newspaper reporters.

  2. Ukraine 'destroyed' Russian military vehicles...

    Ukrainian artillery destroyed a "significant" part of a Russian armoured column that crossed into Ukraine during the night, President Petro Poroshenko told British Prime Minister David Cameron, according to the presidential website.

    Separately, a Ukrainian military spokesman said Ukrainian forces had tracked the Russian armoured column as soon as it crossed onto Ukrainian soil.

Moscou attire l'attention de la communauté internationale sur l’intensification des combats par les forces ukrainiennes éventuellement dans le but de couper le chemin au convoi humanitaire entre la frontière russo-ukrainienne jusqu’à Lougansk, a déclaré vendredi le ministère russe des Affaires étrangères....

    Le ministère souligne que certaines forces politiques ukrainiennes poursuivent l’objectif non seulement de priver la population du Sud-Est de l’Ukraine de l’aide humanitaire dont elle a tellement besoin à l’heure actuelle, mais aussi de réaliser des provocations qui pourraient entraîner des complications dans la zone du conflit.

    Le ministère des Affaires étrangères a souligné que les forces politiques qui veulent perturber la mission humanitaire en Ukraine, doivent assumer l’énorme responsabilité des conséquences de ces actions.

  4. Ukranian Military May Use Force to Stop Humanitarian Aid Convoy - Moscow...

    MOSCOW, August 15 (RIA Novosti) – The Kiev government has intensified its military action to prevent the humanitarian aid convoy from moving along the agreed route to the city of Luhansk in eastern Ukraine, the Russian Foreign Ministry said Friday.

    “We would like to note that the Ukrainian military has intensified hostilities with an evident purpose to disrupt the convoy’s route from the Russian-Ukrainian border to Luhansk that was previously agreed with Kiev,” the ministry said in a statement.

    “It appears that a lot of people both in Ukraine and beyond its borders are willing to stop the humanitarian mission, regardless of new bloodshed and destruction,” the statement reads.

    According to the ministry, reports come out regarding the direct threats to use force against the humanitarian convoy that Russia sent earlier this week.     Vice President Joe Biden spoke today with Romanian President Traian Basescu to discuss bilateral relations, the NATO Summit in Wales, and the situation in Ukraine. Both leaders expressed their satisfaction with the strong bilateral relationship between the United States and Romania, and discussed the valuable contributions that Romania is making to international security. Vice President Biden and President Basescu agreed that NATO’s collective defense planning needs to be comprehensive and responsive to threats that may emanate from NATO’s east, south or southeast, and the two leaders exchanged views on their support and vision for NATO’s Readiness Action Plan that will be agreed to at the Summit in Wales. The two leaders also discussed the situation in Ukraine, and expressed concern that any attempt by Russia to intervene in Ukraine under the guise of delivering humanitarian aid would be considered a breach of international law and violation of Ukraine’s sovereignty and territorial integrity.

    Many were expecting bellicose statements in the Yalta speech of Russian President Vladimir Putin in connection with the Ukrainian crisis, but the dominant word was "peace." The speech was aimed for Western audiences, that's why there was no live broadcast of Putin's speech.

    Risks of being misunderstood were too high. The main message to the West was: Russia will not be running around with as a razor, waving the razor right and left. The West breathed out. This is evidenced by stable quotations on the markets and quotes in the media. "Restrained" Vladimir Putin's speech in the Crimea, as well as the convoy of humanitarian aid for the people of eastern Ukraine - these are Russia's attempt to demonstrate "more peaceful sentiment," an article in The Wall Street Journal said.

    Surprisingly, the word 'razor' prompted an interesting analogy. A while back, Barack Obama delivered a keynote speech at West Point, saying: "Just because we have the best hammer does not mean that every problem is a nail." He proposed to combine "military and diplomatic tools" and mechanism of sanctions to ensure the US leadership in the world. Here is what Putin said in Yalta: "The United States pulled out from the Treaty on the Limitation of Strategic Offensive Arms just like that, and that was that. The Americans proceeded from interests of national security," Putin said. Putin offered to pull out from, for example, jurisdiction of the European Court of Human Rights (ECHR). What is this if not sanctions and military and diplomatic tools?

    Does it not seem that the leaders of the two nuclear powers (the only ones capable of destroying each other with these weapons) have the same concept of foreign policy?

    "The fact that the words look the same does not mean that the deeds are the same too, - Vladimir Yevseyev, director of the Center for Public Policy Research told Pravda.Ru. - It would be wrong to understand that Russia and the United States share a common vision of applying armed forces in the world, because the United States is now the dominant military power. For Americans, it is now vital to ensure their military leadership in the world. To do this, the United States has to maintain a significant number of military bases. Even announcing the withdrawal of troops from Afghanistan, the United States is doing everything possible to stay in the west of the country, where there is a basis for the production of drugs. Iran is close too, and it is possible to put influence on nearby states from there as well. Therefore, the United States, declaring its love for peace, is, in fact, regrouping forces.
