Secretary General Ban Ki-moon has received a report from a group of experts on the alleged use of chemical weapons in Syria last month and will submit it with the UN Security Council on Monday, his spokesperson said in a statement.
“The report by the United Nations Mission to Investigate Allegations of the Use of Chemical Weapons in the Syrian Arab Republic has been turned over to the Secretary General,” the statement said adding that the report was handed over to the UN chief by Professor Ake Sellstrom, the head of the Mission.
The UN dispatched a team of experts to Syria at the end of last month following reports that hundreds of civilians were killed in a chemical attack outside Damascus on August 21. The UN experts were only tasked with confirming the attack took place, not naming the perpetrators.
The statement also said that Ban Ki-moon will brief the Security Council on the report on Monday during closed consultations and the report will be also made available on the same day “on the website of the UN Office for Disarmament Affairs.”....

ReplyDeleteNach mehrwöchigen Ermittlungen haben UN-Chemiewaffenkontrolleure bestätigt, dass am 21. August nahe der syrischen Hauptstadt Damaskus das Nervengas Sarin eingesetzt worden ist.
Die Umwelt-, chemische und medizinische Proben liefern klare Beweise dafür, dass Boden-Boden-Raketen mit Nervengas Sarin im Raum Guta in Damaskus eingesetzt wurden, so die Experten in ihrem Bericht, der am Montag dem UN-Generalsekretär Ban Ki-moon vorgelegt wurde. Ein Foto des Berichts wurde auf der UN-Webseite veröffentlicht.
Daraus geht hervor, dass die UN-Experten den Kampfstoffeinsatz in den Vororten Ain Tarma und Zamalka nachgewiesen haben. Chemiewaffen seien „in relativ großem Ausmaß“ gegen Zivilisten, darunter auch gegen Kinder, eingesetzt worden. Die syrische Regierungsarmee hatte am 24. August im Raum Ain Tarma nach eigenen Angaben ein den Regimegegnern gehörendes Giftstofflager entdeckt.
Die UN-Inspektoren waren am 18. August nach Syrien gekommen, um Meldungen über einen mutmaßlichen Kampfstoffeinsatz in den Provinzen Aleppo und Idlib nachzugehen. Am 21. August wurde von einem Giftgaseinsatz in Guta nahe Damaskus berichtet. Die Experten konzentrierten sich auf Bitte des UN-Generalsekretärs auf diesen Vorfall.
Die syrische Regierung und die bewaffnete Opposition, die sich seit März 2011 blutige Gefechte liefern, beschuldigen sich gegenseitig, hinter dem Angriff zu stecken. Aus Sicht der USA steht die syrische Regierung hinter der C-Waffen-Attacke. US-Präsident Barack Obama ersuchte den Kongress um einen Militärschlag gegen Syrien.
Russland schlug daraufhin vor, die syrischen C-Waffen unter internationaler Kontrolle vernichten zu lassen, um ein Eingreifen abzuwenden. Am Samstag vereinbarten Russland und die USA einen Plan zur international kontrollierten Vernichtung der syrischen Chemiewaffen. Während die syrische Regierung um Präsident Baschar al-Assad zustimmte, lehnte die Opposition den Plan ab.

Laut dem am Montag veröffentlichten Bericht der Chemiewaffenexperten der Vereinten Nationen wurden bei Ermittlungen bei Damaskus keine vermutlich mit Sarin gefüllten Gefechtsköpfe selbst gefunden. Allerdings war am Triebwerk einer Rakete eine mit kyrillischen Buchstaben angebrachte Markierung lesbar. DeleteThe UN investigation concluded chemical weapons were used on a relatively large scale in the Ghouta area of Damascus on August 21. But, the report is unclear whether the weapons used belonged to Assad’s or rebel forces.
The UN mission concluded that there was “clear and convincing evidence that surface-to-surface rockets containing the nerve agent sarin were used in the Ein Tarma, Moadamiyah and Zamalka [neighborhoods] in the Ghouta area of Damascus.”
At the same time, the report remains unclear in terms of whom those surface-to-surface rockets belonged to – rebels or government forces.
The 38-page report was compiled by a UN expert team, which inspected Damascus at the end of last month, and collected over 30 samples from victims and the environment.

China says will give U.N. Syria report 'thorough review'....
ReplyDelete(Reuters) - China said on Tuesday that it would take a serious look at a report by U.N. investigators which confirmed the use of sarin nerve agent in an August 21 gas attack outside the Syrian capital.
The long-awaited U.N. report did not say who launched the attack, though U.S., British and French envoys said technical details in it pointed to Syrian government culpability.
"China attaches great importance to the contents of the relevant report and will give it a thorough review," Foreign Ministry spokesman Hong Lei said at a daily news briefing in Beijing.
"At the same time, we consistently advocate that the relevant investigation should be carried out by the U.N. investigation team in an impartial, objective and professional manner."
Hong would not be drawn on whether China shared the U.S., British and French view.
"China's stance on the use of chemical weapons is consistent and clear. We oppose the use of chemical weapons by anyone. China strongly condemns the use of chemical weapons within Syria," he said.
