Νέα διασυνοριακή οδική γέφυρα Ελλάδας - Τουρκίας στον Έβρο .... Υπογραφή ελληνοτουρκικού πρωτόκολλου συνεργασίας

Πρωτόκολλο με το οποίο συμφωνήθηκε η κατασκευή νέας οδικής γέφυρας στο ύψος του μεθοριακού σταθμού Κήπων του Έβρου, υπογράφηκε μεταξύ εκπροσώπων της Ελλάδος και της Τουρκίας, σε συνάντηση που έγινε στην Αδριανούπολη.
Η νέα οδική Γέφυρα των Κήπων, θα κατασκευαστεί 7,5 μέτρα νοτιότερα της υφιστάμενης, θα βρίσκεται ψηλότερα και θα διαθέτει τέσσερις λωρίδες κυκλοφορίας (δύο ανά κατεύθυνση).

Για το σκοπό αυτό είχε συσταθεί από το 2006, Μικτή Επιτροπή για το Σχεδιασμό και την Παρακολούθηση του Έργου (ΜΕΣΠΕ), η οποία εργάσθηκε όλα τα προηγούμενα χρόνια, με κατάληξη την 26η Ιουνίου 2013 οπότε υπογράφηκε η τελική συμφωνία.



Στο πρωτόκολλο συμφωνήθηκαν όλες οι τεχνικές λεπτομέρειες του έργου, ενώ παράλληλα υπογράφηκαν και τα αρχικά σχέδια καθώς επίσης και η τεχνική αναφορά από υποεπιτροπή εμπειρογνωμόνων.

Σημειώνεται πως από ελληνικής πλευράς τη μελέτη θα ολοκληρώσει και θα δημοπρατήσει η Εγνατία Οδός ΑΕ και από Τουρκικής πλευράς η Κρατική Αρχή Αυτοκινητοδρόμων (K.G.M.).

    Transit geçiş belgesi sorunu nedeniyle Kapıkule Sınır Kapısı'ndan Bulgaristan'a geçemeyen ve Yunanistan güzergahını kullanmak isteyen tırlar, İpsala Sınır Kapısı'nda 16 kilometrelik kuyruk oluşturdu.

    Sınır kapısından çıkmak için bekleyen tır şoförü Macit Kaya, gazetecilere yaptığı açıklamada, Bulgaristan'nın transit geçiş belgesi vermemesi nedeniyle Kapıkule'den çıkamadığını, Yunanistan üzerinden yurt dışına çıkmak için İpsala Sınır Kapısı'na geldiğini söyledi.

    Kapıkule'den geçiş yapmak için 3 gün beklediğini belirten Kaya, ''Buraya geldik. 24 saattir çıkış yapmak için sırada bekliyoruz. Yetkililerden bir an önce bu sorunu çözmesini istiyoruz'' diye konuştu.

    Emin Güler ise Bulgaristan'nın Türkiye’nin ticaretine darbe vurulmak istediğini, bu nedenle tırlara transit geçiş belgesi vermediğini ileri sürdü.

    İpsala Sınır Kapısı'nda, Avrupa ülkelerine teslim edilecek malzemeleri taşıyan yaklaşık 640 tır bekliyor.

    1. Turkey, Bulgaria place ban each other’s trucks...

      A disagreement over transit passes between Turkey and Bulgaria has resulted in the closure of the frontier to their respective neighbor’s trucks, prompting Turkish transporters to steer their rigs for new routes.

      The tension between the neighbors was sparked when Bulgaria only gave 5,000 of the 125,000 transit pass permits it was expected to give Turkish trucks at the beginning of the year.

      Turkey then closed its gates to Bulgarian trucks on Jan. 31 in a warning over the permit dispute. Sofia responded to Turkey’s move by also banning Turkish trucks from entering Bulgaria on Feb. 1.

      The shutdown of the Kapıkule-Kapitan Andreevo customs gates between the countries has resulted in a long, snaking line of trucks waiting to cross the border.

    2. Truck queues increase as ‘dozvola' crisis deepens...

      Turkey's trade to Europe is passing through one of the hardest times in recent history amid a worsening crisis over clearance certificates (dozvola), allowing trucks carrying goods to pass to Bulgaria.

      Truck drivers, bound for Bulgaria or other European countries with exported goods, have started to park their vehicles in parking areas around border gates while they wait for problems to be sorted out. Some truck drivers are said to be shifting to Greek border crossings or sea routes.     3. Problems continue at Bulgarian-Turkish border because of lorry transit licence dispute....

      The dispute between Bulgaria and Turkey over the issuing of transit licences for trucks is continuing, and the Foreign Ministry in Sofia has issued a warning to travellers to expect possible delays.

      Turkey has blamed Bulgaria for the problem, with Turkish transport minister Lyutvi Elvan saying that the Turkish association of international hauliers has complained of unfairness on the part of Bulgaria.

      Ankara has said that Bulgaria has provided only 15 000 transit permits from the quota of 125 000 permits for Turkey for 2014. Turkey has reciprocated by closing off the access of Bulgarian lorries at the Kapikule border crossing, reports said.

  2. Bulgaria says will apply to European Commission if truck deadlock continues...

    Bulgaria’s Prime Minister expressed optimism on Feb. 5 that the transit row with Turkey would be resolved without the conflict being referred to the European Commission (EC).

    The neighboring countries will hold a ministrial level meeting on the quota of transit pass permits as a week has passed since Turkey and Bulgaria closed their borders to each other’s trucks, Plamen Oresharski said.

    1. Bulgaria, Turkey to Discuss Transit Traffic Permit Quotas on Feb 21 .....

      A bilateral meeting on the dispute over transit traffic permits between Bulgaria and Turkey will be held on February 21 in Ankara.

      "Following repeated requests by Bulgaria for a bilateral meeting, Turkey officially confirmed that such a meeting will take place on February 21, 2014 in Ankara," Bulgaria's Ministry of Transport, Information Technology and Communications said in a statement on Saturday.

      Earlier on Saturday, Bulgarian Prime Minister Plamen Oresharski said that he had agreed with his Turkish counterpart Recep Tayyip Erdogan on such a meeting.

      During the talks, the two sides are to specify the quotas of onetime transit traffic permits and to discuss a number of other issues of mutual concern.

      Bulgaria's Transport Ministry reminds that bilateral relations with Turkey in the sphere of automobile transport are governed by an agreement signed in Ankara on April 16, 1977.

      The media statement also reminds that Turkey declared invalid the permits granted to Bulgarian carriers on January 30, 2014 and Bulgaria responded by declaring invalid the permits granted to Turkish carriers on February 1, 2014. As a result of the step, the two countries closed closed their borders to each other's trucks.

  3. Truck Drivers Block Bulgarian-Turkish Border in Protest....

    Over one hundred representatives of small and medium truck carrier companies have blocked Monday morning the Kapitan Andreevo checkpoint on the Bulgarian-Turkish border.

    The blockade started at 9:30 am and has been triggered by the ongoing dispute regarding one-time permits for drivers the two countries issue and exchange.

    The checkpoint is now closed for trucks, but buses and automobiles are going through. There are no reported tensions and conflicts.

    Drivers and their employers decided to stage the blockade despite the Sunday decision of the Bulgarian Association of International Transport Carriers to not organize it until the bilateral meeting between Bulgarian and Turkey, planned for February 21, is held.

    However, smaller transport companies argue that their trucks have been already blocked at the border for 10 days and they cannot wait this long as the huge incurred losses will push them to bankruptcies.

  4. EC Refuses to Intervene in Bulgaria-Turkey Traffic Permits Dispute....

    The European Commission has refused to interfere in the dispute with Turkey over transit traffic permit quotas, according to Bulgarian Deputy Prime Minister Daniela Bobeva.

    Bobeva, as cited by dnevnik.bg, explained that the EC believed that the argument was a matter of bilateral relations.

    Bulgaria's Deputy Prime Minister presented Wednesday the measures taken by the government to solve the truck deadlock at the Bulgarian-Turkish border.

    In end-January, Turkey declared invalid the one-off transit traffic permits issued to Bulgarian carriers and Bulgaria responded with a reciprocal measure.

    As a result of the step, TIR trucks of mainly small and medium-sized companies have been stuck at the Bulgarian-Turkish border for over ten days.

    Bobeva reminded that Bulgaria had approached the EC back in May 2013, during the term in office of the caretaker government, when a similar dispute had flared up, adding that the reply had been received in November.

    Bulgaria's Deputy Prime Minister informed that Turkey had not yet sent an official reply to Bulgaria's request to set an earlier date for the meeting of the transport ministers of the two countries scheduled for February 21 and to unblock transport through temporary measures.

    1. Blockade at Bulgarian-Turkish Border Lifted...

      Protesting truck drivers have lifted overnight the blockade of the Kapitan Andreevo and Lesovo checkpoints on the Bulgarian-Turkish border.

      The decision was made after Bulgarian Foreign Minister, Kristian Vigenin, announced that the meeting between Transport Ministers of Bulgaria and Turkey will be held on February 17, instead of the 21st as was the prior schedule, and that negotiations with Turkey are near conclusion.

      Kilometers-long lines of tractor trailers have been clogging the checkpoints for a number days and nights, triggering huge losses for the carriers. The line at Kapitan Andreevo reached 10 km, and the one at Lesovo – 7 km.

      Vigenin stated that the Turkish Minister has committed to an entirely new approach to the issue.

      In end-January, over a quota dispute, Turkey declared invalid the one-time transit permits issued to Bulgarian carriers and Bulgaria responded with a reciprocal measure.

      As a result, tractor trailers of mainly small and medium-sized companies have been stuck at the Bulgarian-Turkish border for over ten days.

    2. Turkey, Bulgaria to solve truck drivers’ issues with hotline...

      Bulgaria and Turkey will establish call centers for Turkish and Bulgarian truck drivers to prevent transit permit problems, said Bulgarian Transportation, Information Technologies and Telecommunications Minister Danail Papazov.

      The call centers to be established in Turkey and Bulgaria will go into operation on March 1, enabling Turkish and Bulgarian truck drivers to call authorities immediately when they face a problem at the border gates.

      Papazov said the main purpose of the call centers were to overcome problems stemming from transit permits.

      “Truck drivers will get in contact with the authorities quickly and problems will be resolved in a shorter time,” said Papazov.

      Earlier this month, the neighboring countries closed their borders after Sofia approved only 5,000 out of the 125,000 transit permits requested by Turkey’s drivers at the beginning of the year.

      The row ended last week when Turkish Transport Minister Lütfi Elvan announced that Bulgaria issued around 100,000 passes.

      The transit permit crisis, which lasted for 13 days, caused lengthy traffic jams at the border for hundreds of Turkish and Bulgarian trucks and buses.
