"It has been established that the organizer of the terrorist attack on the Crimean bridge was the Main Intelligence Directorate of the Ministry of Defense of Ukraine, its head Kirill Budanov, employees and agents," the department's Public Relations Center (CSP) said in a statement.
Three Ukrainians, Mikhail Tsyurkalo, Denis Kovach, Roman Solomko, as well as Georgian citizens Inosaridze Sandro, a broker named "Levan" and an Armenian citizen Artur Terchanyan were involved in organizing the shipment of cargo from Bulgaria to the port of Georgia, and then to Armenia.
Then the cargo crossed the border between Russia and Georgia on a Georgian-registered DAF truck at the Upper Lars checkpoint.
On October 6, the bomb was delivered and unloaded at the Armavir wholesale base in the Krasnodar Territory.
"At the moment, five citizens of Russia, three citizens of Ukraine and Armenia, who participated in the preparation of the crime, have been detained as part of a criminal case," the FSB said in a statement.
