La proposition américaine de condamnation, consultée par l'AFP, demandait à Pyongyang de s'abstenir de mener de nouveaux tests de missiles nucléaire ou balistique, après un nouveau tir -raté- dimanche.
Selon des diplomates du Conseil, Moscou souhaitait agrémenter le texte d'éléments d'une précédente déclaration, à savoir la nécessité de parvenir à une solution à travers le dialogue.
