La UE activa el pago de 3.000 millones a Turquía para atender a refugiados

La Unión Europea ha activado ya la medida que cree más eficaz para frenar los flujos migratorios desde Turquía. Se trata del desembolso a través de las autoridades turcas de 3.000 millones de euros para atender a los más de dos millones de refugiados sirios que acoge ese país.

Tras una compleja negociación de dos meses, los países europeos han vencido este miércoles sus últimas resistencias —el último, Italia— y han accedido a suministrar esta cantidad. España, con 152,8 millones, figura entre los Estados que más aportan.

De ese dinero, 1.000 millones los abona la Comisión Europea a través del presupuesto comunitario y el resto se asigna a cada uno de los 28 países en función de su peso económico. Alemania (427,5 millones), Reino Unido (327,6), Francia (309,2) e Italia (224,9) son los cuatro principales contribuyentes, seguidos de España. Los países presionaron para que el Ejecutivo comunitario aportara más, pero finalmente el grueso les corresponde a ellos.

Bruselas ha celebrado la decisión con la vista puesta en el fin último de este enorme desembolso: contener las llegadas de refugiados desde Turquía hacia Grecia (en 2015 hubo 1,8 millones de entradas irregulares según Frontex, la agencia europea de fronteras). “Esto asegura mejores perspectivas para los sirios en Turquía y avanza en la aplicación de nuestro plan conjunto. Debemos trabajar juntos para conseguir resultados, particularmente conteniendo los flujos de migrantes irregulares”, ha valorado el vicepresidente comunitario Frans Timmermans.

Atención a sirios

La Comisión insiste en que no habrá desembolso directo en las arcas turcas, sino que el dinero se irá transfiriendo a medida que se identifiquen proyectos de apoyo a los refugiados. Las áreas prioritarias son alimentación, sanidad y educación.

Para vencer los recelos de Italia —su primer ministro, Matteo Renzi, solo dio el sí definitivo tras reunirse la semana pasada con la canciller alemana, Angela Merkel— ha sido crucial una cesión germana. Las cantidades depositadas para este mecanismo financiero no computarán para el cálculo de déficit excesivo. Es decir, si los países rebasan sus metas por dar dinero a Turquía —y en general por cualquier sobrecoste ligado a la crisis de refugiados—, Bruselas no lo tendrá en cuenta.

    On 3 February 2016, the 28 member states agreed on how to finance the €3 billion EU refugee facility for Turkey. This will allow the EU to deliver additional humanitarian assistance to refugees in Turkey and their host communities. The help is mainly focused on meeting immediate needs by providing food, health services and education.

    “We are working continuously to stem the flow of migrants to Europe. The agreements between the EU and Turkey are a vital part of this. They aim at targeting human traffickers and launching projects which will help give those in and around the refugee camps the hope of a better future. Europe is following up on its decision to make 3 billion euro available for the Turkey Refugee Facility and we will continue to work hard with our Turkish partners to turn this into concrete results”, said Mark Rutte, Prime Minister of the Netherlands, which is currently holding the rotating Presidency of the Council of the EU.

    This agreement puts into practice the commitment made by the EU at its summit with Turkey on 29 November 2015 to provide €3 billion additional resources to assist Turkey in addressing the immediate humanitarian and development needs of refugees and their host communities. €1 billion of this will be financed from the EU budget and the remaining €2 billion by contributions from the member states according to their share in EU GNI.

    The facility will include a governance and conditionality framework. Its respect is an essential element for the execution of assistance actions.
