European Commission acknowledges Albania's overall progress for accession to EU

The 5th meeting of the Public Administration Reform Special Group took place here on Wednesday.

The Public Administration Reform Special Group is a dialogue structure between the European Commission (EC) and the Government of Albania under the Stabilization and Association Agreement.

The meeting aims to discuss Albania's progress in one of the political criteria for accession to the European Union - the public administration reform.

Minister of Innovation and Public Administration of Albania Milena Harito said: "Public Administration Reform is one of the government's priorities."

Michela Matuella, Head of Unit for Albania and Bosnia and Herzegovina at the Directorate General for European Neighborhood Policy and Enlargement Negotiations of European Commission, recalled that public administration reform is one of the key pillars of fundamental reforms required in the EU accession process.

The EU Enlargement Strategy 2014-2015 sets out a framework for monitoring public administration reform and defined six core areas in this regard: strategic framework of public administration reform, policy development and coordination, public service and human resource management, accountability, service delivery and public financial management.

According to Albanian Telegraphic Agency, the participants discussed progress achieved by Albania in all six core areas.

The commission acknowledged the overall progress made since the last Public Administration Reform Special Group in February 2015, such as adoption of the Public Administration Reform Strategy and the Code of Administrative Procedure.

At the same time the commission also highlighted areas where more progress are needed in the next months to come, such as ensuring financial sustainability for the reform process, coherent implementation of the Law on Civil Servant, ensuring transparent, fair and merit-based recruitment, ensuring a transparent public policy development process.

The next meeting of the Public Administration Reform Special Group will take place in February 2016.
