  1. Readout of the President's Call with President Putin of Russia (The White House) ...

"President Obama today called President Vladimir Putin of Russia to address the escalating violence in eastern Ukraine and Russia’s ongoing support for the separatists there. President Obama reiterated America’s support for the sovereignty and territorial integrity of Ukraine. President Obama underscored the rising human toll of the fighting and underscored the importance of President Putin seizing the opportunity presented by the ongoing discussions between Russia, France, Germany, and Ukraine to reach a peaceful resolution. The President emphasized the importance of reaching and implementing a negotiated settlement underpinned by the commitments in the Minsk agreement. However, if Russia continues its aggressive actions in Ukraine, including by sending troops, weapons, and financing to support the separatists, the costs for Russia will rise."

(Reuters) - The leaders of France, Germany, Russia and Ukraine were due to attend a peace summit on Wednesday, with Ukraine's pro-Moscow separatists tightening the pressure on Kiev by launching some of the war's worst fighting in an assault on a government garrison.

The Kiev army said 19 of its soldiers were killed in a day of pro-Russian separatist assaults at a single location near the railway hub of Debaltseve, some of the worst losses it has reported in nine months of war.

The uprising that toppled Hosni Mubarak four years ago hit the country's economy hard, discouraging investors and tourists and slashing growth to below 2 percent in 2010/2011.

Egypt's current government has since embarked on a series of reforms, and asked the IMF to assess its financial and economic condition in the hope that a positive report would boost its image ahead of an international investors conference in March.

  17. Greece negotiates debt ‘holding a gun to Troika’s head and behaving like a spoilt child’...

The EU is in a lose-lose situation, and Greece is not necessarily going to be a winner either no matter what deal it gets, global financial markets expert Patrick Young told RT.

RT: Greece plans to honor 70 percent of its bailout deal and overhaul the rest. Will the EU accept those terms?

Patrick Young: I don’t think it can be anyway acceptable to the EU or the Troika of lenders for the very simple reason that other people in the EU have already been bailed out, have stood by their debt provisions and have ultimately been able to manage to come through this whole crisis to some degree. Think of the Irish for example. Therefore frankly what we are seeing at the moment is actually really a catastrophe of the media. The Greeks are doing an incredible job, they are wonderfully digital, they look handsome, they look trendy, they are rushing around the news stations, in the studios, in the twitter sphere and they are telling us that this is all absolutely fantastic, they are going to be able to renegotiate, because the people have given them a mandate. But ultimately debts are debts; you have to repay them in some way, shape or form. You can’t have an exceptional deal when you are Greece. And in fact actually already the interest rate that Greece is paying is a lot more attractive than the interest rate that has been put upon other nations such as Ireland......................http://rt.com/op-edge/231379-greece-eu-debt-negotiations/

  21. No agreement in Brussels...

Greek and eurozone officials have failed to reach an agreement over Greece's debt crisis, though both sides said there was still hope for a deal.

Eurogroup President Jeroen Dijsselbloem said seven hours of talks in Brussels had been "constructive".

But they ended without a joint statement to outline procedural steps ahead of further talks next Monday.

Greece says its bailout deal with the EU is punitive and must end. The EU has warned Greece to abide by the deal.

The new Greek government was elected on a promise to end the bailout and ease the austerity measures that have accompanied it.

The government has proposed to overhaul 30% of its bailout obligations, replacing them with a 10-point plan of reforms.

However, Greece's creditors in the EU, led by Germany, have insisted that the terms of the bailout cannot be altered.

Officials from the two sides have been locked in negotiations aimed at reaching a deal on Greece's debt repayments that would stave off the prospect of its exit from the eurozone - a prospect viewed with fear by the markets......................http://www.bbc.com/news/world-europe-31432471

The U.N. Security Council was set to adopt a resolution aimed at choking off millions of dollars in earnings from oil sales, antiquities trafficking and ransom payments to the self-described Islamic State of Iraq and the Levant (ISIL).

Russia drafted the first outline of the measure, which reaffirms the council’s resolve to confront the threat posed by the jihadists who overran parts of Syria and Iraq nearly a year ago.

The resolution calls for sanctions against individuals and entities that trade in oil with ISIL and Al-Qaeda affiliates such as the Al-Nusra Front in Syria.

The measure urges all 193 countries of the United Nations to take “appropriate steps” to prevent the trade in cultural property from Iraq and Syria and directs the U.N. cultural agency UNESCO to help put in place a ban.

(CNN)Concerns grew Friday over the potential for U.S. forces to be drawn into ground combat against ISIS militants in Iraq after an attack on an air base housing U.S. military personnel.

A handful of militants attacked the strategic Ayn al-Assad Air Base, but were all killed before coming anywhere near the U.S. forces, the U.S. Central Command said in a statement.

He said 20-25 people led by suicide bombers made the attack. Most, if not all, of the attackers were wearing Iraqi military uniforms, Kirby said.

The ban will push Libya, battling to contain a violent power struggle, further into isolation as Turkey was one of last countries where Libyan airlines were still flying to. Foreign carriers have left the oil producer.

Germany has rejected a Greek request for a six-month extension to its eurozone loan programme.

The rejection came despite the European Commission calling the Greek request "positive" only minutes earlier.

Greece had sought a new six-month assistance package, rather than a renewal of the existing deal that comes with tough austerity conditions.

However, a German finance ministry spokesman said it was "not a substantial proposal for a solution".

The BBC's Mark Lowen in Athens says Germany's rejection of the Greek proposal suggested "a rift between Brussels and Berlin at the very highest level".

"It's not yet clear which side will prevail, and which side will give ground, but clearly the hopes that Greece was moving towards a deal... have been thrown into doubt once again."

The Greek request letter includes a pledge to maintain "fiscal balance" for a six-month period, while it negotiates with eurozone partners over long-term growth and debt reduction.

The Greek government was also reported as saying that its extension proposal was in order to give Athens enough time, without the threat of "blackmail and time deficits", to draw up a new agreement with Europe for growth over the next four years.

The German finance ministry spokesman said the Greek request was an attempt at "bridge financing, without meeting the requirements of the programme. The letter does not meet the criteria agreed upon in the Eurogroup on Monday."....................http://www.bbc.com/news/business-31532755

  136. The commander of the Turkish Air Force, Gen. Akın Öztürk, has personally taken part in a training mission, piloting an F-16 in a low-altitude flight over international waters near Greek islands in the Aegean Sea, the Air Forces Command said in a written statement late on Feb. 19....

Öztürk led a group of eight Turkish warplanes to within six nautical miles of the islands of Lesbos, Chois, Psara, Icaria, Leros, Kos, and Rhodes.

The Turkish Air Forces’ training flights over the Aegean came after Greek Defense Minister Panos Kammenos visited the disputed Aegean islets of Imia/Kardak in a military helicopter on Jan. 30.

Greece’s new defense minister controversially started his term by leaving a wreath off the waters of the Aegean islets, which in the past have led Ankara and Athens almost to the point of war.

Dogfights occasionally occur between Turkish and Greek aircraft over the Aegean Sea, as the two countries are at odds over the boundaries of their airspace in the area due to a long-standing territorial dispute.

The number of such dogfights has recently shown an increase, after a relative decline amid talks between Turkey and Greece to resolve their disagreements on the continental shelf over the Aegean.

Greece unilaterally claims 10 nautical miles (19 km) of airspace, as opposed to the six miles of territorial waters that Turkey and other NATO countries accept. As a result, Athens considers any unauthorized flight in the airspace between six to 10 miles in the Aegean to be a “violation.”

141. New sanctions against Russia are an option if a peace deal to end the conflict in eastern Ukraine is violated, though that is not the goal, German Chancellor Angela Merkel said on Friday...

Merkel told a joint news conference with French President Francois Hollande in Paris that the European Union "could raise the issue of sanctions" if needed.

She added that implementing the peace deal was difficult but the parties involved must press ahead with doing so.

  142. Ukraine accuses Russia over Maidan 2014 killings...

Ukrainian President Petro Poroshenko has accused Russia of direct involvement in the sniper fire which killed dozens of protesters in central Kiev a year ago.

He was speaking as the capital marked the first anniversary of the clashes between protesters and police which toppled ex-President Viktor Yanukovych.

A top Kremlin aide, Vladislav Surkov, had organised snipers, he alleged.

The Russian government hit back at the claim, calling it "nonsense".

  144. ISIS claims deadly bombings in eastern Libya...

The Islamic State of Iraq and Syria (ISIS) claimed responsibility Friday for the triple car bombings in eastern Libya that left at least 45 people killed and more than 50 wounded.

In a statement released by Libya's ISIS branch, the suicide bombings in the city of Qubbah were said to have targeted the forces of General Khalifa Haftar "in revenge for the blood of our Muslim people in the city of Derna," a statement by suspected ISIS militants said.

The air force of the eastern-based government responded with air strikes on suspected militant positions in the city of Derna where members of ISIS are believed to be active.

Earlier today, parliamentary speaker Aguila Saleh said the bombs appeared to have been militant retaliation for Egyptian air strikes on nearby Derna, an ISIS stronghold...........http://english.alarabiya.net/en/News/middle-east/2015/02/20/Car-bombs-kill-more-than-30-in-east-Libya-city-speaker.html
