    1. La Grèce redéfinit ses axes en politique étrangère...

      Le ministre grec des Affaires étrangères Nikos Kotzias sera aujourd'hui à Moscou pour s'entretenir avec son homologue russe Sergueï Lavrov, écrit mercredi 11 février le quotidien Kommersant.

      Le nouveau gouvernement grec d'Alexis Tsipras revendique le rôle de pont entre la Russie et l'Occident. Les experts sont persuadés qu'Athènes a l'intention de manœuvrer entre Moscou et Bruxelles pour se rapprocher au maximum de la Russie dans la mesure où cela n'entrave pas les négociations avec ses trois créanciers.

      L'annonce de la visite de Nikos Kotzias à Moscou a été une surprise même pour les diplomates grecs. Selon certaines informations, le personnel de l'ambassade de Grèce en Russie en a été informé seulement lundi. Le ministre grec arrivera à Moscou de Berlin, où il a rencontré hier le ministère allemand des Affaires étrangères Frank-Walter Steinmeier.

      Durant leur entretien, Nikos Kotzias et Sergueï Lavrov aborderont des questions aussi bien économiques que politiques. "Il sera en particulier question du gazoduc Turkish Stream. Si ce projet voyait le jour, la Grèce et la Turquie se transformeraient en vendeurs de gaz à l'UE.     US-Militärs sind jetzt in der Ukraine eingetroffen, um Fragen der Ausbildung von Angehörigen der ukrainischen Nationalgarde zu regeln.

    „Bei einem Treffen mit dem Chef der Akademie des Heeres, Generalleutnant Pawel Tkatschuk, und anderen ukrainischen Kollegen erörterten die amerikanischen Gäste künftige Bereiche der Ausbildung von Militärs und Möglichkeiten für eine maximale Nutzung der Übungsinfrastruktur der Akademie“, heißt es in einer am Mittwoch veröffentlichten Mitteilung der Nationalgarde.

    Eine Arbeitsgruppe soll die vorgesehenen Übungsplätze besichtigen. Die Ausbildung soll im Frühjahr beginnen und drei Übungsetappen in allen Bereichen der Militärausbildung umfassen.

    The United States on Feb. 10 denied that it was coordinating air strikes either directly or indirectly with the Syrian regime against Islamic militants and renewed calls for President Bashar al-Assad to go.

    In an interview with the BBC, Assad said Damascus was being informed about the US-led coalition air strikes against the Islamic State of Iraq and the Levant (ISIL).

    The captain of the Italian cruise ship Costa Concordia has been found guilty of manslaughter and sentenced to 16 years in prison.

    Captain Francesco Schettino was at the helm when the ship hit rocks and sank in 2012, killing 32 people.

    He was accused of taking the liner too close to the shore and then abandoning ship with passengers and crew still on board.

    Der IWF und Kiew haben eine vorläufige Einigung über die Erweiterung des Programms zur finanziellen Unterstützung der Ukraine erreicht.

    „Die Änderung des IWF-Unterstützungsprogramms wird mehr Finanzen und mehr Zeit zur Verfügung stellen. Die IWF-Ressourcen werden durch eine andere bilaterale und multilaterale Finanzierung ergänzt werden. Aus diesen verschiedenen Quellen wird das gesamte Finanzierungspaket innerhalb von vier Jahren wie erwartet 40 Milliarden US-Dollar betragen“, sagte Lagarde in einer Pressekonferenz.

    Vor dem EU-Gipfel gibt es sich die Kanzlerin optimistisch. Der Schuldenstreit könne mit Kompromissen gelöst werden. Kommissionschef Juncker legt einen härteren Ton vor.

    Bundeskanzlerin Angela Merkel hält im Schuldenstreit mit Griechenland einen Kompromiss für möglich. "Europa hat es immer ausgezeichnet, Kompromisse zu finden", sagte Merkel vor dem EU-Gipfel in Brüssel. Dabei müssten Vorteile die Nachteile überwiegen. "Deutschland ist dazu bereit."

    The U.N. Security Council was set to adopt a resolution aimed at choking off millions of dollars in earnings from oil sales, antiquities trafficking and ransom payments to the self-described Islamic State of Iraq and the Levant (ISIL).

    Russia drafted the first outline of the measure, which reaffirms the council’s resolve to confront the threat posed by the jihadists who overran parts of Syria and Iraq nearly a year ago.

    The resolution calls for sanctions against individuals and entities that trade in oil with ISIL and Al-Qaeda affiliates such as the Al-Nusra Front in Syria.

    The measure urges all 193 countries of the United Nations to take “appropriate steps” to prevent the trade in cultural property from Iraq and Syria and directs the U.N. cultural agency UNESCO to help put in place a ban.

    The Ukrainian military said on Saturday that there had been no let-up in an offensive by pro-Russian separatists in the country’s east, with rebels trying to seize more territory ahead of the ceasefire’s deadline.

    “Ahead of midnight, rebels are trying to complete tactically important plans to enlarge the territory under their control, primarily in the direction of Debaltseve,” spokesman Andriy Lysenko said at a daily televised briefing in Kiev.

    Debaltseve, a strategic transport hub northeast of the rebel-controlled city of Donetsk, has been the focus of some of the fiercest fighting in recent weeks.

    Ukraine's president has said a truce agreed with pro-Russian rebels in the east must be honoured, as he ordered the army to stop fighting.

    La Unión Europea atribuye la inclusión de tres altos cargos del Ministerio ruso de Defensa en lista de sancionados al "despliegue de tropas en Ucrania", según se desprende de una publicación en el Diario Oficial de la UE.

    A las personas que figuran en la lista se les prohíbe entrar en la Unión Europea; sus activos en la UE se congelan.

  86. Egypt's army on Monday deployed forces across the country, shortly after launching strikes against a Libyan group affiliated with the Islamic State of Iraq and the Levant (ISIL)...

    Army spokesman Mohamed Samir said in a statement that the deployments were in line with decisions taken by the country's National Defense Council to protect vital institutions.

    "Armed Forces personnel began to deploy in all provinces to protect public and private facilities, secure main roads and corridors and participate in hunting down criminals and outlaws," the spokesman said.

    The statement came hours after Egyptian warplanes launched airstrikes against ISIL targets in eastern Libya.

    The airstrikes came one day after a video appeared online showing the execution of 21 Egyptian Coptic-Christian workers in Libya by masked men purportedly belonging to ISIL.

    In a televised address on Sunday following the video's appearance, Egyptian President Abdel-Fattah al-Sisi said his country "reserves the right to respond at the appropriate time to avenge the killing of its nationals."

  119. Germany rejects Greek loan request...

    Germany has rejected a Greek request for a six-month extension to its eurozone loan programme.

    The rejection came despite the European Commission calling the Greek request "positive" only minutes earlier.

    Greece had sought a new six-month assistance package, rather than a renewal of the existing deal that comes with tough austerity conditions.

    However, a German finance ministry spokesman said it was "not a substantial proposal for a solution".

    The BBC's Mark Lowen in Athens says Germany's rejection of the Greek proposal suggested "a rift between Brussels and Berlin at the very highest level".

    "It's not yet clear which side will prevail, and which side will give ground, but clearly the hopes that Greece was moving towards a deal... have been thrown into doubt once again."

    The Greek request letter includes a pledge to maintain "fiscal balance" for a six-month period, while it negotiates with eurozone partners over long-term growth and debt reduction.

    The Greek government was also reported as saying that its extension proposal was in order to give Athens enough time, without the threat of "blackmail and time deficits", to draw up a new agreement with Europe for growth over the next four years.

  123. Ukraine: le premier convoi humanitaire de l’ONU est arrivé à Donetsk...

    Un convoi conjoint de trois agences de l’ONU transportant de l’aide humanitaire est arrivé jeudi à Donetsk, le premier à parvenir dans le bastion des rebelles prorusses dans l’est de l’Ukraine, a indiqué à l’AFP un coordinateur de l’Organisation mondiale de la santé en Ukraine.

    Le convoi, constitué de quatre camions, est une initiative conjointe du Fonds des Nations unies pour l’enfance (Unicef), de l’Agence des Nations Unies pour les réfugiés (UNHCR) et de l’OMS.

    Il est arrivé en milieu de journée à Donetsk avec dans ses roues deux autres camions de Médecin sans frontières, a-t-on appris auprès d’Andreï Slavuckij, le coordinateur de l’OMS en Ukraine.

    Le convoi de l’ONU transportait des kits d’hygiène pour les familles, des médicaments et treize tonnes de matériel dédié à la prévention contre le sida.     Mit einem Trick wollte Alexis Tsipras die Verträge über die Finanzhilfen aushebeln. Aus Deutschland bekam der griechische Regierungschef dafür eine Abfuhr - offenbar mit einem streitbarem Vergleich.

    Man hätte eigentlich sagen können, dass der griechische Finanzminister nach Wochen der Zockerei nun endlich nachgegeben hat. Mit seiner Unterschrift unter ein Hilfegesuch an Brüssel stellte er wie erwünscht einen Antrag auf Verlängerung der Kredite. Viel spricht dafür, dass die Währungsunion 16 Jahre nach seiner Einführung erstmals ein Mitglied verliert und zerbricht. Mit seiner ungewöhnlichen harten, unzweideutigen Reaktion hat Bundesfinanzminister Wolfgang Schäuble (CDU) nicht viel Spielraum für eine Annäherung gelassen. Wer sich öffentlich so positioniert, schließt die Tür für Kompromisse. Es wird jetzt nicht mehr leicht, sie wieder zu öffnen.

    Es ist ein riskantes Spiel, das die Bundesregierung gemeinsam mit der Regierung in Athen treibt. Die einen provozieren, die andere lassen sich provozieren.     Ukrainian President Petro Poroshenko has accused Russia of direct involvement in the sniper fire which killed dozens of protesters in central Kiev a year ago.

    He was speaking as the capital marked the first anniversary of the clashes between protesters and police which toppled ex-President Viktor Yanukovych.

    The Islamic State of Iraq and Syria (ISIS) claimed responsibility Friday for the triple car bombings in eastern Libya that left at least 45 people killed and more than 50 wounded.

    In a statement released by Libya's ISIS branch, the suicide bombings in the city of Qubbah were said to have targeted the forces of General Khalifa Haftar "in revenge for the blood of our Muslim people in the city of Derna," a statement by suspected ISIS militants said.

    The air force of the eastern-based government responded with air strikes on suspected militant positions in the city of Derna where members of ISIS are believed to be active.

    Beim Treffen der Euro-Finanzminister zu Griechenland haben sich mehrere Delegationen vorsichtig optimistisch gezeigt. Nach langen Vorgesprächen mit Griechenland und Deutschland legte Eurogruppen-Chef Dijsselbloem mehreren Quellen zufolge einen Text vor, der nun mit allen abgestimmt wird.

    Im Ringen um die Fortsetzung der Finanzhilfen für Griechenland scheint eine Einigung möglich. Bei den Gesprächen der Euro-Finanzminister zeigten sich mehrere Delegationen optimistisch. EU-Währungskommissar Pierre Moscovici twitterte von dem Treffen: "On avance, on avance, on avance ... " (Wir kommen voran, voran, voran ... ). Ein Diplomat sagte, es herrsche allgemeiner Optimismus.
