  1. Syrie: les jihadistes contrôleraient désormais une ville à la frontière turque...

    Les jihadistes de l'Etat islamique (EI) resserraient jeudi l'étau sur la ville kurde syrienne de Kobané malgré les raids de la coalition, alors que le Parlement turc s'apprêtait à autoriser une intervention militaire en Syrie comme en Irak.

    Mais, a-t-il ajouté, les combattants kurdes sont déterminés à mener des "batailles de rue" pour défendre Kobané (Aïn al-Arab en arabe), troisième ville kurde de Syrie. "Nous sommes prêts au combat", a affirmé un responsable kurde local, Idriss Nahsen, en confirmant un "redéploiement" tactique des forces à l'intérieur de la ville.

    Kobané "s'est vidée à 90% de ses habitants et les villages environnants sont quasiment déserts et contrôlés par l'EI", a précisé l'OSDH qui s'appuie sur un large réseau d'informateurs et de militants.

    Il ne resterait ainsi que quelques milliers de civils à Kobané, une cité qui comptait 70.000 habitants avant la guerre et qui avait accueilli un nombre équivalent de réfugiés d'autres régions syriennes.

    Kobané est défendu par les Unités de protection du peuple (YPG), la principale milice kurde, dont les hommes sont moins bien équipés que les jihadistes.

    Militants took control of most of the western Iraqi town of Hit in Anbar province early on Thursday, Reuters reported security sources and local officials as saying.

    “Ninety percent of the town of Hit has been overrun by militants,” said Adnan al-Fahdawi, a provincial council member.

    1. Militants seize western Iraqi town of Heet: Report....

      BAGHDAD: Sunni Muslim militants took control of most of the western Iraqi town of Heet in Anbar province early on Thursday, security sources and local officials said.

      "Ninety per cent of the town of Heet has been overrun by militants," said Adnan al-Fahdawi, a provincial council member, adding the attackers were better armed than local security forces.

      An eyewitness speaking from Heet told Reuters: "Scores of militants can be seen in the town with their vehicles and weapons; I can hear shooting now everywhere".

      The security sources said they believed the attackers were Islamic State fighters, who struck first with three suicide car bombs at the eastern entrance to Heet and a police station in the town.

  4. Massacre in Kobane would end PKK's peace talks with Turkey: Öcalan...

    Abdullah Öcalan, the jailed leader of outlawed Kurdistan Workers' Party (PKK), has warned that peace talks between his group and the Turkish government will come to an end if Islamic State of Iraq and Levant (ISIL) militants are allowed to carry out a massacre in a predominantly Kurdish town on the Syrian border.

    ISIL militants have besieged the border of town of Kobane for more than two weeks, sending more than 150,000 Syrian Kurds fleeing to Turkey and piling pressure on the NATO member to intervene.

    "If this massacre attempt achieves its goal it will end the process," Öcalan said in a statement released by a delegation which visited him in jail on Oct. 1.

    "I urge everyone in Turkey who does not want the process and the democracy voyage to collapse to take responsibility in Kobane," he added in the statement, released on Oct. 2.

    Kurdish forces allied to the PKK, the People's Defence Units (YPG), are fighting against the ISIL insurgents attacking Kobane.

    The PKK is designated a terrorist group by Turkey, the United States and European Union.

  5. Syrian opposition urges ceasefire during Eid al-Adha feast...

    Some Syrian opposition parties have called for a ceasefire in Syria during the coming feast of Muslim Eid al-Adha to alleviate some of the suffering of the Syrian people, the pro-government al-Watan daily reported Thursday.

    In a statement, the domestically-based National Coordination Body (NCB) called for a "humanitarian" ceasefire during the week- long holiday of Eid al-Adha, or the feast of sacrifice.

    The NCB's call came in tandem with a popular initiative launched recently by a number of political, religious figures, some with the opposition -- "for the safety of our people, reach out for a ceasefire in Syria."

    The NCB urged all political movements and military forces to support the ceasefire initiative to "alleviate the suffering of the Syrian people and to give them some hope."

    For his part, Muaz al-Khatib, the former head of the exiled Syrian National Coalition for opposition forces, said in a statement that the success of the ceasefire during the feast would have "a great impact on any future steps aiming at curbing the bloodletting in Syria."

    Eid al-Adha, long a source of delight for Muslims, has lost its luster in Syria because of the more than three-year-old conflict. Most Syrians choose to confine themselves to their homes during the holiday.

  6. UN accuses Islamic State of 'gross rights abuses'...

    A "staggering array" of human rights abuses has been committed by Islamic State (IS) militants and associated armed groups over a nine-week period in Iraq, the UN says.

    It says that abuses committed between 6 July to 10 September may amount to war crimes or crimes against humanity.

    Iraqi leaders must unite to restore control over IS areas, the UN says.

    It says that a number of violations have also been committed by Iraqi security forces and their associates.

    The UN report, produced jointly by the UN Assistance Mission for Iraq (Unami) and the Office of the UN High Commissioner for Human Rights, is based on almost 500 interviews.

    It says that abuses perpetrated by IS and associated armed groups have an "apparent systematic and widespread character".

  7. Irak: 17 soldats et policiers, 40 jihadistes tués dans l'ouest....

    Au moins 17 membres des forces de sécurité et 40 jihadistes sont morts dans deux attaques du groupe Etat islamique (EI) contre des bases de l'armée et de la police dans l'ouest de l'Irak, ont affirmé jeudi des sources de sécurité et médicales.

    Les jihadistes ont attaqué le quartier général de la police à Hit, tuant 11 policiers, et ont lancé un assaut contre une base militaire près de Ramadi, tuant 6 soldats. Vingt jihadistes ont été tués dans chacune des deux attaques, selon les mêmes sources.

    Près de Ramadi (à 100 km à l'ouest de Bagdad), les jihadistes ont attaqué dans la nuit le quartier général de la 8e brigade sur trois fronts, selon le général Awad al-Doulaimi.

    Deux voitures militaires piégées conduites par deux kamikazes ont d'abord explosé devant la base, créant une large brèche dans le mur, puis 13 kamikazes portant des ceintures explosives ont pris d'assaut le bâtiment, a-t-il ajouté.

    "Nous avons tué le dernier d'entre eux à 05H00 (02H00 GMT) après de violents affrontements.   8. Moscow not to publish sanction list of EU officials....

    Moscow will not publish a response list of entry-banned EU officials, Russian Foreign Ministry spokesperson Maria Zakharova said on Russian News Service radio on Thursday.

    “Russia has taken response measures," she said. “We have no such practice (to publish a Russian blacklist of European officials barred from entering Russia). We do not publish such lists.”

    Those Western colleagues who feel they may be on the list should check it through diplomatic channels before traveling to Russia, she said.

  9. Putin says 'foolish' sanctions will not hold back Russia...

    MOSCOW: President Vladimir Putin dismissed Western sanctions as "utter foolishness" on Thursday and said they would not stop Russia developing into a stronger economic power.

    Attempting to take the higher ground in a speech to foreign and Russian investors, Putin said he was relaxed about the measures imposed on his country over Ukraine even though they had broken the fundamental principles of the global economy.

    Addressing financiers worried about the weakening economy, capital flight and a possible increase in state intervention, he said Russia was well placed to weather the storm.

    Die Europäische Zentralbank (EZB) will für die Dauer von mindestens zwei Jahren von Banken Kreditpakete in wohl dreistelliger Milliarden-Höhe ankaufen und hofft damit die Inflation anzuheben. Das kündigte Notenbank-Präsident Mario Draghi am Donnerstag nach der auswärtigen Sitzung des EZB-Rates im süditalienischen Neapel an. Der Leitzins bleibt konstant bei 0,05 Prozent. Außerhalb des Tagungsgebäudes gab es heftige, teils gewalttätige Proteste von Demonstranten gegen die Sparpolitik und die EZB; die Polizei setzte Tränengas und Wasserwerfer ein.

    Der Kauf von Pfandbriefen (Covered Bonds) soll in der zweiten Oktoberhälfte beginnen, der Kauf von besicherten Kreditpaketen (Asset Backed Securities, „ABS“) im vierten Quartal dieses Jahres. Die EZB will mit dem umstrittenen Programm Geschäftsbanken Freiräume für neue Kredite verschaffen. Auch griechische und zyprische Papiere werden gekauft, auch wenn diese nicht die Rating-Anforderungen von BBB- erfüllen. Allerdings müsste sich Griechenland an das verabredete Programm halten. „Ohne Programm gibt es keine Käufe“, sagte Draghi. Die ABS-Papiere mit niedrigem Rating werden von Kritikern als Schrottpapiere bezeichnet. Draghi betonte, dass er nur einfache und transparente Papiere kaufen werden.     El senador estadounidense John McCain parece haber metido la pata en una reciente aparición en Fox News, donde accidentalmente confirmó que los rebeldes sirios con los que se había reunido en mayo de 2013 tenían vínculos con el Estado Islámico.

    En una crítica a los métodos con que el Gobierno de Barack Obama lucha contra el Estado Islámico y a los comentarios del senador Rand Paul, que le había acusado de reunirse con miembros de la milicia yihadista, McCain exclamó: "¿Ha estado Rand Paul alguna vez en Siria? ¿Se ha encontrado alguna vez con el Estado Islámico? ¿Se ha encontrado alguna vez con alguna de estas personas? ¡No, no, no! (…) Conozco a esta gente. Estoy en contacto con ellos todo el tiempo. Y él, no. No lo está. No lo está".     Συνελήφθη για την υπόθεση και ανακρίνεται ένας 30χρονος.

    Η έφοδος αστυνομικών στο διαμέρισμα στο Βύρωνα έγινε το βράδυ της Τετάρτης.

  13. The local history museum in Donetsk was completely destroyed when the eastern Ukrainian city - the capital of the self-proclaimed Donetsk People’s Republic (DPR) - was shelled, acting DPR Culture Minister Yury Lekstutes said Thursday....

    Lekstutes said his department is pushing for creation of a big museum complex and a cultural center in the former building of Ukraine’s coal industry.

    “Overall, we have 25 museums in the republic. Some of them could receive premises there,” he said.

    Clashes between Ukrainian troops and local militias in the Donetsk and Lugansk regions during Kiev’s military operation to regain control over the breakaway territories, which call themselves the Donetsk and Lugansk People’s republics, have claimed some 3,500 lives, according to the UN, forced hundreds of thousands to flee Ukraine’s embattled southeast and caused massive destruction.

    Talks mediated by the Organization for Security and Cooperation in Europe (OSCE) on September 5 in Belarusian capital Minsk saw the parties to the Ukrainian conflict agree on cessation of fire and exchange of prisoners two days after Russian President Vladimir Putin proposed his plan to settle the situation in the east of Ukraine.

    The ceasefire took effect the same day but reports said it has occasionally been violated.

  14. Defense of Radovan Karadzic, the American Peter Robinson, had asked the court to dismiss the second charge of the indictment that the former President of the Republic of Srpska (RS) dealt with genocide....

    Robinson said that the prosecution could in no way prove that Karadzic had not intended to destroy the Muslims throughout Bosnia, which would be necessary as if to prove the liability of the genocide.
    Robinson added that 26 defense witnesses confirmed that Karadzic was unaware of the events in Srebrenica.

    Let’s remind, former RS President Radovan Karadzic said yesterday that he was not guilty of the crimes with which he is charged, but that he takes moral responsibility for the crimes of the Serbs in Bosnia.

    In his closing argument he pointed out that the whole Serbian nation have been tried by the ICTY for crimes committed in former Yugoslavia.

    Karadzic is charged with genocide, crimes against humanity and violations of the laws or customs of warfare in Bosnia and Herzegovina between 1992 and 1995.

  15. Australia to join anti-ISIS strikes in Iraq...

    Australia’s prime minister said Friday that the nation’s air force will launch airstrikes against Islamic State of Iraq and Syria (ISIS) targets in Iraq.

    The announcement has been widely anticipated since six F/A-18F Super Hornet jet fighters were pre-deployed to the United Arab Emirates more than two weeks ago in response to a formal request from the United States for specific contributions to the international coalition.

    Prime Minister Tony Abbott told reporters that the deployment to Iraq “could be quite lengthy. Certainly, months rather than weeks.”

    “Yes, it is a combat deployment, but it is an essentially humanitarian mission to protect the people of Iraq and ultimately the people of Australia from the murderous rage of the ISIL (ISIS) death cult,” Abbott said.

    “ISIL must be disrupted and degraded at home and abroad, so it is absolutely in Australia’s national interests that this mission go ahead,” he said.

    The seven cabinet ministers who make up the government’s National Security Committee approved the deployment after an official request was received from Iraq overnight.

    Two unarmed Australian air force planes - an E-7A Wedgetail surveillance and communications jet and a KC-30A refueling plane - joined operations over Iraq from the al-Minhad Air Base outside Dubai for the first time on Wednesday in support roles.

    The government says the number of Super Hornets could soon be increased to eight.

  16. Netanyahu says he agreed to US proposal for talks with Palestinians based on '67 lines ...

    Binyamin Netanyahu told Israel Radio late Thursday that he had agreed to an American framework proposal whereby Israel would negotiate peace with the Palestinians on the basis of the ’67 cease-fire lines with territorial swaps.

    The framework, which was drawn up US Secretary of State John Kerry as part of Washington’s efforts to re-start the stalled peace talks between Israel and the Palestinian Authority, was not presented after negotiations broke down. Both sides accused one another of sabotaging the nine-month talks with unilateral steps.

    Netanyahu told Israel Radio that he agreed to the framework, though he and Kerry came to an understanding that the Israeli government could note a number of reservations with certain elements of the document.

    2. Australian warplanes ready to strike in Iraq ....

      Australian warplanes will be used in air strikes against Islamic State (IS) extremists in northern Iraq, Australian Prime Minister Tony Abbott confirmed on Friday.

      Abbott said a decision to send in Super Hornets as part of a U. S.-led mission was taken following a meeting of the National Security Committee of Cabinet.

      "Today cabinet has authorised Australian air strikes in Iraq at the request of the Iraqi government in support of the Iraqi government," Abbott told a press conference in Canberra.

      "Also, subject to final legal documentation, cabinet has authorised the deployment of Australian special forces into Iraq to advise and assist Iraqi forces."

      Six Super Hornets, a Wedgetail surveillance aircraft, a KC-30 refueller and a special forces contingent have been pre-deployed to the United Arab Emirates.

      A Wedgetail surveillance aircraft and a refueller have flown missions over Iraq, while Australian Super Hornets have remained on standby pending approval for bombing raids against IS targets.

      "I want to assure the Australian people this will be as long as it needs to be, and as short as it possibly can be," Abbott said.

      Abbott said only Iraq can defeat IS, but Iraq shouldn't and won 't be alone.

    (Reuters) - Australian special forces troops will be deployed in Iraq to assist in the fight against Islamic State militants, Prime Minister Tony Abbott said on Friday, and its aircraft will also join U.S.-led coalition strikes.

    Abbott said in a nationally televised news conference the Australian troops would be engaged in an "advise and assist" capacity to support the Iraqi army in their battle against the militant Islamist group.

  18. Ukrainian conflict stirs fear of Russia in Poland....

    Russia’s involvement in the Ukrainian crisis has Poland fearing for its security.

    Poland’s new prime minister Ewa Kopacz said in her inauguration speech on Wednesday that Poland was looking forward to strengthening its relationship with the U.S. and would request an American military presence in the country, due to ongoing violence in Ukraine.

    Ewa Kopacz, who took over after former PM Donald Tusk who was named EU Council president, was granted a vote of confidence for one year. The country’s next parliamentary elections will take place in October 2015.

    “In light to what is happening in Ukraine, closer relations with the United States have become important. That is why my government will take all efforts to have the U.S. increase its military presence in Poland,” said PM Kopacz Wednesday before the confidence vote.

    “ Poland feels threatened by the current developments inUkraine and the Russian aggression towards Ukraine,” Marcin Zaborowski, director of the Polish Institute of International Affairs (PISM), told Anadolu Agency.

    Russian representatives’ speeches at the UN briefing on humanitarian aspects in Ukraine made it possible to inform the global community about an objective picture of the tragedy in the country and name those responsible for it, the Russian Foreign Ministry said on Friday.

    The briefing was organized by the Russian Permanent Mission to the UN Speakers and featured Russian Emergencies Deputy Minister Vladimir Stepanov, deputy head of the Russian Federal Migration Service Nikolay Smorodin and the Russian Foreign Ministry’s Commissioner for Human Rights, Democracy and the Supremacy of Law, Konstantin Dolgov.

    They informed the world public about mass and systematic violations of human rights in Ukraine. They emphasized the need "to investigate war crimes related to executions of residents in the Donetsk region.     The Egyptian judge who oversaw mass death sentence cases against Islamist supporters of the country's ousted president, drawing world criticism, has been removed from his criminal court, officials and the judge himself told The Associated Press on Thursday.

    The move looks like a demotion for Youssef. According to the el-Shorouk daily newspaper, removal from the court is an exceptional measure which only takes place in two cases: either the judge has been associated to an act that is damaging to his reputation or that he was investigated by a special committee which ruled that he was no longer capable of overseeing criminal court cases.

    Americans, Poles and Ukrainians refused to take part in the inter-parliamentary Contact Group for Ukraine, which was to meet on the sidelines of the OSCE Parliamentary Assembly in Geneva on October 3, Russian State Duma (lower house) Speaker Sergei Naryshkin said on Thursday.

    It became known on October 1 that "our overseas partners said they would not take part in the sessions of the working group these days. Then Poles joined them”, Naryshkin said.

    “Yesterday it became known that our Ukrainian partners refuse to participate in the working group scheduled for tomorrow,” he added.

    “It appears that our overseas partners are displeased with the fact of creating this working group itself,” Naryshkin said.

    He expressed regret over the violations of the agreements. The session of the group has been postponed “for reasons beyond the control of the Parliamentary Assembly”.

    Naryshkin also regrets that despite the long-lasting efforts it fails to implement a proposal put forth by the Russian delegation at the previous session in Baku.

  22. Catalonia pushes ahead with referendum plans despite court move...

    (Reuters) - The leader of Catalonia has set up a panel to supervise a contested independence referendum next month, defying Spain's central government which has gone to the courts to block the vote.

    The president of the wealthy north-east region, Artur Mas, appointed a seven-strong committee to oversee the ballot on Thursday evening, the local government said in a statement.

    It was the first official move to prepare for the planned Nov. 9 vote on separation from Spain since the Constitutional Court agreed on Monday to review the legality of the referendum -- a decision that effectively suspended the ballot.

    Prime Minister Mariano Rajoy's office declined to comment.

    Catalonia has a population of 7.5 million people, is centered on Barcelona and has its own language. Accounting for a fifth of Spain's economy, it has long sought independence and was buoyed by the close result of last month's referendum in Scotland.

    Madrid, worried that a vote would tear the country apart just as it is slowly emerging from a ferocious economic downturn, argues that any ballot on secession would be against Spain's 1979 constitution.

    In diverse città europee si sono tenute iniziative dedicate alla tragedia di Odessa del 2 maggio. La memoria delle vittime è stata onorata in Germania, Belgio, Irlanda, Serbia, Spagna. Decine di persone sono uscite in piazza, in particolare, in Spagna è stata impegnata la piazza centrale di Madrid.

    I manifestanti hanno scandito: "Il fascismo non passerà!" e hanno chiesto un'inchiesta indipendente sugli eventi di maggio. Presso il Parlamento europeo a Bruxelles, i manifestanti hanno invitato l'UE e gli Stati membri a smettere di sostenere i nazisti ucraini.

    La manifestazione di massa si è tenuta anche ad Odessa sulla piazza di fronte alla Casa dei Sindacati. I partecipanti tenevano le foto della tragedia scattate dai testimoni. Poi nel cielo sono stati lanciati dei palloni neri.

    Secondo i dati ufficiali, il 2 maggio sono morte 48 persone e più di 200 sono state ferite.

    For the millions of hajj pilgrims who have descended upon Mount Arafat, Friday will culminate in experiences of high emotion and deep spirituality on what is known as the day of Arafat. Transfixed in prayer and supplication, pilgrims will be spending the entire day close to the mountain, seeking forgiveness. This forms part of the hajj rituals that remain unchanged since the 7th century.

    The German government has approved arms exports to Qatar, Saudi Arabia and United Arab Emirates sparking fierce criticism from the opposition.

    Chancellor Angela Merkel’s conservative-left coalition government informed Federal Parliament on Thursday that it has issued various export licenses for defense companies that plan arms sales to countries including Qatar, Saudi Arabia, United Arab Emirates, Algeria, Jordan, Kuwait and Oman. The arms for sale have included, according to a report from the Sueddeutsche Zeitung on Friday:

    Heavily armored military vehicles and light armored reconnaissance vehicles to Qatar
    Military engineering vehicles to United Arab Emirates

    “The German government has not restricted arms exports, but on the contrary, has unscrupulously moved forward by approving arms sales to countries with highly problematic human rights records,” Brugger said.

    Left Party lawmaker Jan van Aken criticized Merkel’s coalition partner Social Democratic Party (SPD) and its lead Sigmar Gabriel.

    Le nouveau gouvernement suédois de centre gauche va reconnaître un Etat de Palestine, a annoncé vendredi le Premier ministre Stefan Lofven. L'Assemblée générale des Nations unies a approuvé de fait la reconnaissance d'un État souverain de Palestine en 2012, mais l'Union européenne et la plupart des pays pris individuellement au sein de l'UE, ne l'ont pas encore reconnu officiellement.

    "Le conflit entre Israël et la Palestine ne peut être résolu que par une solution à deux États, négociée en accord avec le droit international", a déclaré Stefan Lofven lors de son discours d'investiture au Parlement.

    "Une solution à deux Etats nécessite une reconnaissance mutuelle et la volonté de coexistence pacifique. Par conséquent, la Suède va reconnaître l’État de Palestine", a-t-il ajouté.

    Cette annonce, de la part d'un État réputé pour être un intermédiaire fiable dans les affaires internationales, ne manquera pas de susciter l'attention des autres États membres de l'UE, mais risque aussi d'attirer des critiques de la part d'Israël, ainsi que des États-Unis et de l'UE, qui affirment qu'un État palestinien indépendant ne peut émerger que via un processus de paix négocié.

    Der Sozialdemokrat Stefan Löfven ist kaum einen Tag im Amt - und ließ schon aufhorchen. So besetzte er etwa sein Regierungsteam, am Freitag vorgestellt wurde, zur Hälfte mit Frauen. Aber auch außenpolitisch will Löfven Schweden offenbar wieder auf die weltpolitische Bühne holen. Die rot-grüne Regierung will Palästina als Staat anerkennen, wie der Guardian berichtet.     (Reuters) - Plans for new settlements in East Jerusalem pose a threat to peace and Israel's relations with the European Union, the 28-member bloc said on Friday, joining the United States in its criticism of the decision.

    The strong language from the European Union, the biggest aid donor to the Palestinians who seek statehood in territories captured by Israel in the 1967 Middle East war, echoes criticism from Germany, France and Washington.

    French Foreign Minister Laurent Fabius said the decision to build 2,610 homes in Givat Hamatos would be the first new settlement in the East Jerusalem area for 15 years.

    "This represents a further highly detrimental step that undermines prospects for a two-state solution and calls into question Israel's commitment to a peaceful negotiated settlement with the Palestinians," the European Union's External Action Service said in a statement.

    Israel police are on high alert to avert possible clashes as Jews and Muslims observe their faith's major holidays of Yom Kippur and Eid al-Adha, which overlap this year.

  33. The Turkish Armed Forces held a major snap exercise near the capital Ankara on Oct. 2....

    The exercise took place when the Parliament was debating whether to give the mandate to Prime Minister Ahmet Davutoğlu’s government to give military commitments to the U.S.-led coalition against the Islamic State of Iraq and the Levant (ISIL) in Iraq and Syria.

    The United Nations' Mission for Ebola Emergency Response (UNMEER) has confirmed on Friday that the Ebola virus is not airborne and that currently there are no reasons to believe that it is mutating to become airborne.

    "The UN Mission for Ebola Emergency Response (UNMEER) seeks to clarify that Ebola is not an airborne disease. At this point in time we have no evidence and do not anticipate that the Ebola virus is mutating to become airborne," UNMEER said in a statement released on Friday, stressing that the Ebola virus only spreads through the contact with bodily fluids.

    The UNMEER said that there are, however, real concerns with the current outbreak as every day more people are becoming infected and more die because they cannot get the help needed. The Mission quoted the World Health Organization's advice to avoid contacts with bodily fluids of people infected with Ebola, and with surfaces and materials contaminated with fluids.

    The current outbreak of Ebola, worst yet, started in southern Guinea and quickly spread to Liberia, Sierra Leone, Nigeria and Senegal. A separate outbreak, unrelated to the one in West Africa, is taking place in the Democratic Republic of Congo.

    According to the latest WHO estimates, the Ebola death toll has risen to over 3,300 since the epidemic started.

    Italy's Mediterranean Sea mission, which has rescued more than 90,000 migrants in the past year, will go on, the prime minister said on Friday, vowing to continue navy patrols a year after a shipwreck that killed hundreds sparked international outrage.

    Italy has repeatedly called for the European Union to contribute more to its Mare Nostrum, or "Our Sea", search-and-rescue mission, which costs the navy 9 million euros a month to run. So far, member states have not stepped up.

    "Mare Nostrum will not be abandoned until the EU comes up with something just as good or better," Prime Minister Matteo Renzi said during a question-and-answer event in Ferrara, Italy, which was broadcast live on television.

    Mare Nostrum began after more than 360 men, women and children drowned when their boat capsized a mile off the Italian island of Lampedusa. The shipwreck occurred one year ago.

    (Reuters) - Islamic State militants beheaded British aid worker Alan Henning in a video posted on Friday, triggering swift condemnation by the British and U.S. governments.

    The footage on YouTube, highlighted on pro-Islamic State Twitter feeds, showed a middle-aged man in an orange jumpsuit kneeling next to a black-clad militant in arid scrubland, similar to past Islamic State beheading videos of two American journalists and a British aid worker.

    As in previous videos, Henning appears to read from a script before he is killed.   43. Guantanamo force feeding videos must be released – US judge...

    Video footage of American officials force feeding inmates at the Guantanamo Bay prison complex in Cuba cannot be kept secret and must be released to the public, a federal judge ruled on Friday.

    Specifically, US District Court Judge Gladys Kessler said the US government must release 28 videos that show hunger-striking inmate Abu Wa’el Dhiab – a Syrian man who has been in custody since 2002 – being removed from his cell against his will and fed via a tube that goes through his nose and into his stomach.

    The tapes will need to undergo some changes before they are released, however, in order to protect the identities of those carrying out the procedure. Faces and names on uniforms, for example, will be blurred, and other modifications may be applied to obscure voices or block out writing.

    The ruling comes just one day after the same judge rejected the Obama administration’s request to keep the public from having access to an upcoming hearing related to the force feeding of an inmate on a hunger strike.

    “We are very gratified by this decision, which will enable the American people to see with their own eyes the sorts of abuses that are being heaped on these peacefully hunger-striking detainees,” Dhiab’s lawyer, Jon Eisenberg, told AP.

  44. Russia in mind, Latvia votes in parliamentary elections...

    Latvia is holding parliamentary elections that are likely to see its center-right coalition returned to power. However, many Latvians fear a strong showing by a party supported by Russophones in the country.

    Polling stations opened in Latvia on Saturday for parliamentary elections from which the current ruling center-right coalition under Prime Minister Laimdota Straujuman is likely to emerge victorious.

    The four parties in the coalition scored 33 to 61 percent support in recent polls carried out by the independent research company SKDS, against 18-24 percent for the opposition left-wing Harmony party, which is mainly backed by the quarter of the population who are ethnic Russians.

    The poll comes amid growing alarm among many Latvians in the face of Russian interventions in Ukraine, particularly the annexation of Crimea in March. Latvia, now an EU, eurozone and NATO member, was under Soviet rule until 1991.

    Straujuma has called for more NATO troops and extra air patrols in the country, which borders Russia, amid fears of a Russian resurgence.

    Fears of growing influence from Moscow have also caused misgivings among coalition supporters at the popularity of the Harmony party, which is allied with Russian President Vladimir Putin's United Russia.

    Harmony received the most votes in a snap election in 2011, but this was not enough to give it a majority.     La semaine prochaine, les Etats-Unis vont commencer la projection d'une autre brigade blindée vers les pays d'Europe de l'Est. Cela a été annoncé par le porte-parole de Pentagone, le contre-amiral John Kirby lors d'une conférence.

    Voting began at Latvia’s 953 polling stations and at 98 stations organised in 41 countries on Saturday.

    Head of the country’s Central Elections Commission’s information department Kristine Berzinya told TASS the Commission will report the turnout at noon, at 4p.m. and at 8.pm local time, and the initial results would be published shortly after midnight. By Sunday, the Commission plans to finalise all calculations.

    Early voting took place between October 1 and 3, where two percent of the vote (30,371 people) participated.

    The Central Elections Commission had accredited 30 international observers, including representatives of OSCE, Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Kosovo, Lithuania, Estonia and Russia.

    The voting once again excludes about 320 thousand Russian-speaking non-citizens, who were deprived of citizenship and the right to vote as Latvia with population of two million separated from the USSR.

      Inquiets de l'agressivité de la Russie en Ukraine, les Lettons, membres de la zone euro depuis janvier dernier, élisent samedi leur Parlement dans un scrutin qui devrait laisser au pouvoir la coalition sortante de centre droit, rapporte l'AFP.

      Ce résultat est attendu par les analystes, même si ces derniers prédisent un bon score du parti pro-Kremlin.

      Treize partis présentent des candidats. Les bureaux de vote ont ouvert à 07h00 (04h00 GMT) et devaient fermer à 20h00 (17h00 GMT).

    Police in Scotland will formally investigate allegations that anti-Scottish independence campaigners breached electoral law during the referendum held on September 18.

    "We can confirm that Crown counsel has instructed Police Scotland to commence an investigation into alleged breaches of Schedule 7, Paragraph 7, of the Scottish Independence Referendum Act 2013," a statement issued on Saturday by the Crown Office, Scotland's prosecution service reads.

    The allegations relate to comments made by Ruth Davidson, a Member of the Scottish Parliament and leader of the Scottish Conservatives, in which she appeared to know the general results of postal votes arising from "sample opening" of ballot boxes.

    South Korea reports that North Korean officials who made a surprise visit have agreed to hold a second round of high-level talks with Seoul. The news comes after months of military tensions on the Korean peninsula.

    Die Bundesregierung will den Menschen im umkämpften Osten der Ukraine vor dem nahenden Wintereinbruch umfangreiche Hilfen zukommen lassen. Bis Mitte Oktober sollen mehr als hundert Lastwagen aus ganz Deutschland Hilfsgüter in das Konfliktgebiet bringen, wie das Entwicklungsministerium am Samstag in Berlin mitteilte. Demnach bringt der Konvoi unter anderem mobile Unterkünfte und Küchen, Heizgeräte, Generatoren, Kleidung, Betten und Hygieneartikel im Wert von rund zehn Millionen Euro zu den Einwohnern.

    Entwicklungsminister Gerd Müller (CSU) sagte, der Konvoi sei ein „Zeichen der Solidarität“ mit der Ukraine. Die Aktion ist dem Ministerium nach mit der ukrainischen Regierung in Kiew abgestimmt. Die Lastwagen sollen demnach am Dienstag gemeinsam die polnisch-ukrainische Grenze bei Jagodin überqueren und anschließend ein Verteilzentrum in Kiew ansteuern. Dort sollen die zum Teil in der Ukraine gekauften Waren auf den Lastkraftwagen verteilt werden.     Cyprus will allow to the French air force to fly from “Andreas Papandreou airbase in Pafos in support to operations against the Islamic State, the government has confirmed.

    Earlier, the Cypriot government authorised the use of its air space from the British Air force situated in British Sovereign Base in Akrotiri for air strikes in Iraq.

    Foreign affairs Minister Ioannis Kasoulides noted however that the Andreas Papandreou base will be used only to support operations and not for bombing.

    Selon Schetyna, l'Ukraine a ses armes, qu’elle produit. Entre-temps, Schetyna a ajouté que la Pologne participerait à la fourniture de l'aide humanitaire vers le pays voisin.

  55. Canada to Give Ukraine 9.76 Million CAD Towards Legal Aid Project: Foreign Ministry...

    The authorities of Canada have pledged 9.76 million Canadian dollars ($8.6 million) to Ukraine within the Quality and Accessible Legal Aid program, Canada’s Department of Foreign Affairs, Trade and Development stated.

    “Today, I am pleased to announce that we are contributing $9.76 million towards the Quality and Accessible Legal Aid project,” James Bezan from the Canadian House of Commons said in a statement published on the ministry’s website Friday.

    According to the statement, the project will enable the vulnerable stratum of the Ukrainian population to protect their rights.

    “Canada will continue to support Ukraine through the current crisis and beyond,” Bezan added. “Today’s announcement is a reflection of our longstanding work to help Ukraine increase equitable access to justice for women and men, particularly those from marginalized groups.”

    It was earlier reported that Ukraine had received from Canada’s export agency a loan in the amount of 200 million Canadian dollars. The loan was requested as per a decision by Ukraine’s government to finance the state budget. The funds reached Ukraine on September 30.

    During a visit to a military-industrial complex in Zaporizhia, Ukraine's Defense Minister Valeriy Heletey stated that the armed forces of the country would receive high-precision weapons, the Ukrainian TV channel "1+1" reported.

      Berlin is mulling sending troops to monitor the shaky ceasefire between Kiev forces and local militia in eastern Ukraine, a German government source told Reuters.

      The source told the agency that a German troop deployment would depend on the Organization for Security and Cooperation in Europe (OSCE), which could move to send in troops to monitor the ceasefire it helped broker on September 5 in Minsk, Belarus.

      If such a political decision were made, the number of troops sent by Germany would depend on the security situation in Ukraine and conditions set by the OSCE, the source said.

      German newspaper Bild, however, said that 200 soldiers were planned for the mission. Around 150 would help monitor the crisis area with drones, and an additional 50 would provide security.

      Last month, France and Germany offered to send drones to help bolster OSCE monitoring of the ceasefire in Ukraine’s troubled east.

    (Reuters) - Authorities have found mass graves with the charred remains of up to 20 people in the restive southern Mexican state of Guerrero, at a time when police are scouring the area for nearly four dozen missing students after a rash of violence.

    Voter turnout in Latvia's parliamentary election that kicked off Saturday neared 42 percent by 4 p.m. local time, the Diena daily reported, citing data from the Latvian Central Election Commission.

    Voters are going to the polls across Latvia in the general election, with 13 political parties and electoral blocs competing for the 100 seats in the Saeima, or the Latvian parliament.

    TALLIN, October 5 (RIA Novosti) - Heavy military equipment of the First Brigade of the First Cavalry Division of the US Army has arrived in Estonian town of Tapa, said the General Staff of the Estonian Defense Forces.

    According to the statement by the General Staff of the Estonian Defense Forces, released on Saturday, nine US Stryker armored fighting vehicles, eight Bradley fighting vehicles and other US military equipment have arrived in Tapa to take part in the three month long drills.

    Three Stryker 18 ton wheeled armored transport vehicles were delivered to the Estonian town earlier in September.

    The Baltic states and Poland are to receive four squadrons with a total of 600 servicemen of the First Brigade of the First Cavalry Division of the US Army. They will replace the paratroopers of 173d Airborne Brigade currently at the site.

    n an apparent concession to authorities warning pro-democracy protesters to clear Hong Kong's streets by the beginning of the work week, students occupying the area outside city government headquarters agreed Sunday to remove some barricades that have blocked the building's entrance during the weeklong demonstrations.

    A suicide bomber has killed four police officers in the capital of the Russian region of Chechnya as thousands gathered to celebrate a local holiday.

    Police were searching a man at a security checkpoint outside a concert hall when he detonated the explosives. Russia's Interfax news agency reports that the police blocked the bomber from entering the venue.

    Latvia's hawkish center ruling coalition has won a clear majority in a general election, results showed on Sunday, after taking a hard line over the actions of Russia, its neighbor and former ruler, in Ukraine.

    Victory for the center in the Baltic state, which takes over the presidency of the EU at the start of next year, will bring a sigh of relief from many worried that the pro-Russian Concord party might gain power and give Russian President Vladimir Putin a friendly voice in the European Union.

    "The pro-European, relatively predictable, economically liberal course will continue," Ivars Ijabs, associate professor of political science from University of Latvia, said.

    Together, the Unity party, the Nationalist Alliance and the Union of Greens and Farmers had won 58 percent support with 99 percent of votes counted, according to figures from the electoral commission.

    "Putting the current votes for the coalition in the preliminary results together, it [the coalition] has convincingly acquired a majority," Latvian President Andris Berzins said on television on Sunday.

  64. Two people were injured in a mortar shell strike in Turkey's southeastern Suruc district, a few kilometers away from the Syrian border, prompting the evacuation of two neighborhoods...

    The evacuation of two neighborhoods is currently underway in Turkey’s southeastern province of Sanliurfa, after a mortar shell hit the area injuring two people, the Sanliurfa governorate announced.

    The decision came after a mortar shell fell on a house in the Suruc district of the province of Sanliurfa on Sunday, injuring at least two people, according to Sanliurfa Governor Izzettin Kucuk.

    "We decided to transfer the residents of Buyuk Kendirci and Kucuk Kendirci in a more secure place," Kucuk told Anadolu Agency.

    The two people injured are currently being treated at Suruc State Hospital.

    The incident comes as clashes between Kurdish groups and Islamic State of Iraq and the Levant militants intensified on Sunday around the Kurdish-populated city of Kobani(Ayn al-Arab) in Syria, just a few kilometers from the Turkish border.

    Turkish armed forces have heightened security on the border, according to Anadolu Agency reporters.

    ISIL militants, who otherwise control large parts of territory in Syria and Iraq, have recently been attacking the border town of Kobani from all directions.

    Around 160,000 Kurdish refugees took shelter in Turkey, according to Ankara, since the country opened its border on September 19.

    .....President of the Vojvodina Club NGO Branislava Kostic stressed in her address that 26 years ago “Vojvodina was stripped of its constitutional right to autonomy, and has been on a downward spiral ever since.”
    “We do not want just the legislative, judicial and executive power in Vojvodina, we want it to have the status of a republic,” said Kostic.

    Head of Political Council of the non-parliamentary Vojvodina's Party Miroslav Ilic said that 26 ago “one government took away the right to development from Vojvodina, and the other government has continued down the same road over the past 14 years”.

    Leader of the Vojvodina's Party Aleksandar Odzic stressed that this party will never accept the 2006 Constitution which “ruined Vojvodina”.
    “We have three clear demands - the constitutional change, the federalization of Serbia, and the status of a republic for Vojvodina,” said Odzic.

    Besides the 'Walk for Vojvodina', two more protest walks, organized by the right-wing groups Srpski Sabor Zavetnici and Dveri, were scheduled for Sunday, but they were banned for security reasons.

    Islamic State militants have occupied the southern part of Mashtat Nour mountain near Kobani, Xinhua reported Sunday.

    According to the newspaper, the mountain is of strategic importance for the jihadist group to further extend its offensive on Kobani.

    Kobani is city in Syria's Aleppo Governorate, which the Kurdish People's Protection Units took control of in 2012 as a result of the civil war in Syria.

  69. Catalan political parties in favor of holding an Independence Referendum on November 9 have agreed to continue with preparations for the vote despite its suspension by the Spanish Constitutional Court on Monday...

    The three-hour meeting, between Catalan President Artur Mas and members of his Convergence and Union party (CiU), as well as Republican Left (ERC), ICV-EUiA and CUP ended with the spokesperson for the Catalan Parliament Frances Homs explaining that the Catalans were going to continue with their plans for the Referendum.

    "We have decided to continue convoking the referendum with the hope that the citizens can participate and carry out their right to vote on November 9," said Homs, who asked the Constitutional Court to "lift" the suspension of the vote and carry out an "exhaustive analysis," in order to provide the "best possible conditions," for the vote to be held.

    Meanwhile in Madrid, the Spanish cabinet held its weekly meeting in the shadow of the decision taken by Mas on Thursday to sign a decree to appoint an Electoral Board for the Referendum which is scheduled for November 9.

    Mas' move comes despite the fact that on Monday the Spanish Constitutional Court suspended the Referendum and any preparations to hold the vote after the Spanish government launched a legal appeal insisting that the planned vote was unconstitutional and can be viewed as a clear challenge to Madrid.

    Spanish Vice President Soraya Saenz de Santamaria announced after cabinet meeting that the government will now appeal against the appointment of the Electoral Board confirmed by Mas.

    "Nobody can decide when they will fulfil or when they will not fulfil the resolutions of the courts," said Saenz de Santamaria, adding "nobody can design their own made to measure democracy," and that state lawyers will be making the appeal next week.

    This all happened on the day when the publication of a new poll (Inquest into the Debate over General Policy) showed that Republican Left and not Mas' CiU would win a hypothetical election should one be held in Catalonia right now.

    This is a move to the left from the socially conservative CiU and implies attitudes towards Madrid are hardening in Catalonia with 70 percent of Catalans now in favor of holding an independence referendum.

    Brazil's unpredictable election took another twist on Sunday, with left-leaning President Dilma Rousseff being forced into a runoff race as expected, but against a conservative challenger who only surged in the final week of the campaign.

    Rousseff will face Aecio Neves in the October 26 runoff vote, required as no single candidate won an outright majority. With over 99 percent of the vote counted, the president had won 41.5 percent against Neves's 33.6 percent.

    (Reuters) - A typhoon lashed Japan with torrential rain on Monday after killing at least one person, forcing the cancellation of flights and prompting warnings to more than 200,000 people to evacuate their homes before heading out to sea.

    Three U.S. servicemen were swept away by high waves lashing the southwestern island of Okinawa on Sunday as Typhoon Phanfone approached. One was found dead and two were missing. A surfer was swept out to sea.

    New Nato secretary-general Jens Stoltenberg said on Sunday that the Western alliance could deploy its forces wherever it wants, apparently calling into question post-Cold War agreements that have been shaken by Russia's actions in Crimea and Ukraine.

    Stoltenberg was visiting Nato member Poland to reassure it that Nato would provide the protection it sought against its former communist master, Russia, which in recent months has annexed the Crimean Peninsula from Ukraine, and been accused by the West of sending troops and equipment to back pro-Russian rebels in eastern Ukraine.

    At a summit a month ago, Nato leaders agreed to set up a "spearhead" rapid reaction force that could be sent to a hotspot within days, and to pre-position equipment and supplies in eastern European countries to receive the force if needed.

    But they rejected appeals from Nato members in Eastern Europe, including Poland, to station thousands of troops there permanently -- partly because of the expense, and partly because they did not want to break a 1997 pact under which Nato promised Russia it would not permanently station significant combat forces in the east.

    Stoltenberg appeared to take a tougher line in Poland, however.

    "Next year, at the ministerial meeting, we will take decisions regarding the so-called spearhead but, even before it is established, Nato has a strong army after all.   74. Hong Kong government employees return to work....

    Hong Kong Civil servants have begun returning to work as the protests that have disrupted the city for more than a week dwindled. Student activists have said steps are being taken for reform talks with the government.

    The streets of Hong Kong cleared enough on Monday for businesses, schools and civil service to resume. Bureaucrats were able to pass unimpeded through some barriers at the main government offices of the city's leader, Leung Chun-ying, which have been the focal point of the protests over the past eight days that brought tens of thousands of people out into the streets.

    Although the numbers dwindled into Monday, protesters said they would return in greater numbers later into the day to resume their demonstrations for free elections in the city. The numbers participating in the rallies has fluctuated all week, with many people leaving overnight and returning later.

  75. Egypt busts cell recruiting Syria militants...

    Egyptian security forces have arrested four suspected members of a militant cell recruiting fighters for the Islamic State of Iraq and Syria (ISIS) group in Syria.

    A police official told Egypt's state news agency MENA that members of the cell have confessed, and that the cell is comprised of eight people, four of whom are currently in Syria.

    ISIS has attracted a following from Egyptian Islamists on social media sites, according to Reuters news agency. Egyptian security sources estimate that up to 8,000 Egyptians are fighting abroad with militant groups such as ISIS and al-Qaeda.

    MENA news agency did not reveal the names of the suspects in the cell, but added that they were jailed pending investigation.

    Islamic State of Iraq and Syria (ISIS) has raised its flag on a building on the eastern side of Kobane where ISIS fighters have been battling Kurdish forces for control of the Syrian border town, according to Reuters television images and a Turkish military officer.

    A black flag apparently belonging to the group was visible atop a four storey building close to the scene of some of the most intense clashes in recent days, television images shot from neighboring Turkey showed.

    A Turkish military officer who did not give his name said that the flag was that of ISIS, which has seized swathes of territory in Syria and Iraq in recent months.

    NATO Secretary General Jens Stoltenberg stressed that NATO would defend every Ally on a visit to Poland on Monday (6 October 2014). “NATO’s most important task is to protect and defend our nations against attack.       Au cours de sa visite en Pologne M.       North Atlantic Treaty Organization (NATO) has not confirmed that NATO's Secretary General told the Polish TVP Info TV Channel that the alliance can deploy its troops wherever it wants, a spokesperson for NATO told RIA Novosti Monday.

      "We don't have a record of him saying that in English - and we're not responsible for the Polish interpretation of the live interview," a spokesperson said, adding that Stoltenberg was referring to NATO forces in general, "which of course can be deployed on the territory of the Alliance as Allies decide."

      The spokesperson also noted that there is no change in NATO policy "on any issue" and that the Secretary General's interview with the Polish Gazeta Wyborcza "makes clear that there is no calling into question of the Founding Act."

  78. Russian national suspected of biggest art theft in history of Cyprus...

    Russian national Sergei Tyulenev was arrested in Cyprus on Monday on suspicion of involvement in the theft of a painting by Edgar Degas that its 70-year-old owner from Limassol estimates at six million euros, a police source in Cyprus told TASS.

    According to the source, Tyulenev, who is permanently residing in Cyprus, surrendered to police, turning up in the police office of Limassol with his lawyer on Sunday, after being put on the wanted list last week.

    Police informed Interpol for the case the painting surfaced on the international art market.

    Cyprus police said Tyulenev would spend eight days in custody for questioning. Cyprus media speculate that Tyulenev could be the mastermind of what is described as the biggest art theft in the history of Cyprus.

    Two suspected accomplices of the Russian businessman were detained last week. Police spokesman Andreas Angelides told TASS on October 2 that there was no substantial evidence against the Russian businessman, and his apprehension was needed so that investigators could clarify some circumstances.

    Η Ολομέλεια του Συμβουλίου της Επικρατείας, με την υπ΄ αριθμ. 3317/2014 απόφασή της, έκρινε ότι μπορούν να εισέρχονται στις Στρατιωτικές Σχολές και υποψήφιοι οι οποίοι δεν έχουν ελληνική καταγωγή (Έλληνες το γένος) αλλά έχουν μόνο την ελληνική ιθαγένεια και απέρριψε την προσφυγή απόστρατων αξιωματικών και Έλληνα πολίτη.

    Η Ολομέλεια του ΣτΕ ερμηνεύοντας το άρθρο 4 του Συντάγματος περί ισότητας των πολιτών έκρινε ότι οι νομοθετικές διατάξεις με τις οποίες θεσπίζεται «ως προσόν για την πρόσβαση στις δημόσιες λειτουργίες εκτός από την Ελληνική ιθαγένεια και η ελληνική καταγωγή», είναι αντίθετες στο επίμαχο άρθρο 4 του Συντάγματος.

  82. White House rejects Netanyahu's criticism with withering response...

    (Reuters) - The White House rejected criticism from Israeli Prime Minister Benjamin Netanyahu with a withering response on Monday, accusing him of refusing to acknowledge how much help the United States has been to Israel over the years.

    Long-time strained relations between President Barack Obama and Netanyahu appeared to widen further after the Israeli leader's visit to the White House last week.

    Netanyahu, on the CBS program "Face the Nation" on Sunday, said U.S. criticism of an Israeli move for a new Jewish neighborhood in East Jerusalem was "against American values."

    At his daily briefing, White House spokesman Josh Earnest said: "It did seem odd for him to try to defend the actions of his government by saying our response did not reflect American values.

    "The fact is, American policy has been clear and unchanged under several administrations, both Democrat and Republican."

    Earnest added: "We oppose any unilateral actions that attempt to prejudge final status issues, including the status of Jerusalem. These can only be legitimately determined through direct negotiations through the parties that this president has worked hard to try to facilitate."

    The White House statement was a lengthy defense of U.S. policy toward Israel, centered around the "American values" theme that Netanyahu raised.

    "The fact is, when it comes to American values, it’s American values that lend this country’s unwavering support to Israel. It's American values that have led us to fight for and secure funding to strengthen Israel's security in tangible ways."

    Earnest said it was U.S. funding for Israel's "Iron Dome" system that has prevented Hamas rockets from hitting their targets.

    "It's American values that have led us to fund and build an Iron Dome system that protected the lives of countless innocent Israeli citizens," he said.

  83. Ex-Pentagon chief predicts 30-year ISIS war...

    The war against the Islamic State of Iraq and Syria (ISIS) could go on for decades because of poor decision-making on the part of the U.S. administration, the former chief of the Pentagon Leon Panetta said in an interview published Monday.

    In the interview with USA Today, Panetta also criticized Obama for a deciding not the arm the moderate Syrian rebels in the early stages of the conflict in Syria.

    “I think we’re looking at kind of a 30-year war” that could extend to threats in Libya, Nigeria, Somalia and Yemen, Panetta told the newspaper.

    Panetta, a respected policymaker who served under Obama, blamed the challenges on decisions the president made over the past three years.

    Among those decisions, he cited Obama’s failure to push the Iraqi government hard enough to allow a residual U.S. force to stay in the country after troops withdrew in 2011, saying that created a security “vacuum.”

  84. South, North Korea ships fire shots at disputed sea border...

    (Reuters) - A South Korean naval ship fired warning shots on Tuesday after a North Korean patrol boat crossed a disputed sea border off the peninsula's west coast and fired shots back before retreating, a South Korean defense official said.

    There were no casualties on the South Korean side and none of the shots by either side was aimed at the other's vessel, he told Reuters.

    It was the latest in a series of similar altercations near Yeonpyeong island, which was bombed by the North in 2010 killing four people, including two civilians.

  85. Australian PM says no new taxes to be introduced for fight against Islamic State....

    Australia's Prime Minister Tony Abbott has ruled out introducing new taxes to pay for the fight against the Islamic State, even though the cost of the operations is likely to be as much as 40 million US dollars per month.

    Asked in Canberra on Tuesday whether he would rule out new taxes, Abbott replied: "Yes I can." He said the estimated cost is "significant" but manageable.

    Abbott has previously said the cost of sending military personnel and equipment to the Middle East would total roughly 220 million US dollars every six months. And the government has repeatedly warned Australia's mission in Iraq could stretch on for "many, many months."

    His comments came as Australian Special Forces soldiers are in the United Arab Emirates and awaiting orders to travel to the north of Iraq to advise, assist and train the local defense forces in the fight against the Islamic State.

    "Our forces are ready to go. We are finalizing the legal documentation," Abbott told reporters in Canberra.

    Abbott said he hoped those legal barriers could be overcome " very quickly" because it was an "absolutely critical mission."

    He could not say how long that would take: "I am not going to put a time limit on it. Our forces, as I said, are ready to go. We are already flying combat air patrols in the skies over Iraq and that is as it should be. Our Special Forces are ready to go. We just await the finalization of the legal documents."

    On the weekend, Finance Minister Mathias Cormann refused to " rule anything in or rule anything out" when asked if the government might consider new taxes to pay for the military mission.

    Royal Australian Air Force (RAAF) Super Hornet fighters arrived back in the United Arab Emirates on Monday after their first combat mission in Iraq where they provided air cover for local troops in Iraq's north. They were not engaged in direct strikes.

  88. Claims US made EU impose sanctions on Russia surprise incoming EU foreign policy chief....

    EU’s incoming High Representative for Foreign and Security Policy Federica Mogherini said on Monday she was “slightly surprised” by a declaration on the part of US Vice President Joe Biden that Washington pushed the EU into imposing sanctions against Russia.

    Mogherini, who is about to quit the post of Italy’s Foreign Minister and to replace Baroness Catherine Ashton, claimed the sanctions the EU imposed on Russia are beginning to bite and the Russian economy allegedly “is starting to suffer quite a lot”, although she admitted that she is in big doubt whether or not they have exerted any impact on the policy line maintained by President Vladimir Putin.

    Regarding Biden’s assertions, she said there was global effort coordinated internationally, and the decisions taken in the European Council have never been easy but they have always been independent.

    Biden mentioned in a speech last week the US efforts to make the Europeans “impose real cost on Russia.”

  89. Fighting in Syria's Kobane spreads to south, west....

    Fighting between militants of the Islamic State in Iraq and the Levant (ISIL) and Kurdish militia in the key Syrian border town of Kobane has spread to new areas in the south and west, a monitor said on Oct. 7.

    The Syrian Observatory for Human Rights and an activist from the town also reported new air strikes by a U.S.-led coalition against ISIL on the edges of the town overnight.

    Observatory director Rami Abdel Rahman said street battles were now being fought in the south and west of Kobane, which is also known as Ain al-Arab, after ISIL jihadists entered it on Oct. 6 evening.

    "They have retreated by a few streets in the eastern areas they seized yesterday, but the fighting has now spread to the south and west of the town," Abdel Rahman said.

    He said ISIL fighters had seized a number of buildings in the south and west of the town, including a hospital under construction on the western outskirts of Kobane.

    Abdel Rahman also reported fresh air strikes by the U.S.-led coalition overnight, saying they hit the east and southeastern edges of the town.

    Kobane activist Mustafa Ebdi confirmed the strikes, but said they had little effect. "The strikes hit the Mishtenur area," he said, referring to a plateau south of Kobane.

    "But they (ISIL) aren't gathered there. There are other places they should be hitting," he said.

    Ebdi confirmed street battles were being fought in the east, west and south of the town, which is bordered to the north by the Turkish border.

    "The Kurdish fighters are still optimistic, they only have light weapons, but they know Kobane well," he said.

    "And they are fighting to defend their town and they say they will fight to the last person."

    ISIL jihadists began advancing on Kobane three weeks ago, quickly capturing a string of villages surrounding the town and prompting some 186,000 residents to flee into Turkey.

    ISIL is hoping to seize the town to cement its grip over a long stretch of the border between Syria and Turkey.

    Kurdish fighters have been locked in street fighting with members of the "Islamic State." This comes after the militant group pushed into the outskirts of the Syrian town of Kobani, just over the border from Turkey.

    The London-based Syrian Observatory for Human Rights said Monday that "Islamic State" ("IS") fighters had taken control of three areas of the town.

    "They have taken the industrial zone, Maqtala al-Jadida and Kani Arabane in eastern Kobani after violent combat with Kurdish People's Protection Units (YPG) fighters" who had far fewer men and arms, the Observatory told the AFP news agency.

    Le gouvernement provisoire de Bulgarie a approuvé l'abandon de l'utilisation des avions de chasse et des hélicoptères russes dans le cadre du concept « Bulgarie dans l'OTAN-2020 ».

    Le ministre de la Défense Velizar Chalamanov a expliqué la décision gouvernementale par le fait que la Bulgarie devait être indépendante vis-à-vis de la Russie dans le domaine militaire.

    Vu cette décision, la Bulgarie doit acheter d'urgence huit chasseurs nouveaux. Elle a besoin à cette fin de 300 millions d'euros.

    Lo ha dichiarato il candidato per la carica di vice-presidente della Commissione Europea per l'energia, l'ex Primo Ministro della Slovenia Alenka Bratušek. I rischi per il transito del gas russo verso l'Europa creano una disputa sui prezzi del gas e sui debiti per le forniture tra Russia e Ucraina. La Federazione Russa ha sospeso le forniture di gas verso l'Ucraina dal 16 giugno a causa del debito di miliardi di dollari di Kiev.

    The Pentagon has spent as much as $1.1 billion on U.S. military operations against Islamic State in Iraq and the Levant (ISIL) militants in Iraq and Syria since the mission began in mid-June, including more than $62 million alone in Navy airstrikes and Tomahawk cruise missiles.

    U.S. Central Command, in data released Monday, said that the Navy has dropped roughly 185 munitions, including 47 cruise missiles launched from ships in the region. Central Command said Air Force fighter jets have far exceeded those numbers, launching close to 1,000 munitions. The data released Monday broke out the $62 million spent on Navy munitions, but provided no cost estimates for Air Force munitions.

    The bulk of the Navy costs were for the 47 Tomahawk cruise missiles fired by American warships in the Persian Gulf and the Red Sea that targeted the Khorasan Group, an al-Qaida cell, in eight locations west of the city of Aleppo in Syria. The group was said to be plotting imminent attacks on American and Western interests, and it was one of the key targets two weeks ago when the U.S. first began airstrikes into Syria.

    The Pentagon has struggled to come up with specific cost figures for the Iraq and Syria operations.     Les séparatistes prorusses poursuivaient mardi leur assaut contre l'aéroport de Donetsk et menaient des attaques contre les unités ukrainiennes dans la région de Lougansk et près du port stratégique de Marioupol, selon l'armée ukrainienne.

    Turkish President Recep Tayyip Erdoğan said on Tuesday that the Syrian northern town of Kobane is about to fall to the Islamic State of Iraq and Syria.

    Erdogan made the comments during an address to Syrian refugees at a camp in Gaziantep province, near the border with Syria.

    Erdogan said aerial bombardments alone may not be enough to stop the Islamic State group and called for support of opposition forces.

    Les ministres ukrainiens de la Défense, qui occupaient leur poste depuis 1996, sont devenus figurants des procédures pénales sur l’atteinte à l’état de préparation au combat de l'armée ukrainienne.     Le Conseil de coordination de l'audiovisuel moldave (CCA) a frappé d'une amende plusieurs chaînes de télévision locales pour avoir diffusé des programmes d'information russes.

    "Les membres du CCA ont pris la décision de suspendre de 72 heures la diffusion de la publicité sur la chaîne Ren TV et d'infliger une amende aux chaînes Prime TV [retransmet Perviy Kanal], TV7 [retransmet NTV] et RTR Moldova [retransmet RTR], a annoncé mardi à RIA Novosti un porte-parole du Conseil de l'audiovisuel moldave.

    Five statues of Russian revolutionary leader Vladimir Lenin have been toppled over the past 24 hours in Ukraine’s north-eastern Kharkiv region, a report posted on the website of the regional chief police department says.

    In one of the developments, the head of a statue was broken off in a local settlement of the region, where half of the population see Russian as their mother-tongue. In another incident, a statue was toppled in the settlement of Dobrovolskoye, it said. One monument was damaged by hammers in the settlement of Berestovo. Statues of Lenin were also toppled on Tuesday in two districts of the regional centre Kharkiv. Police were summoned to the site, and law enforcement officers are investigating the case, the website of the Kharkiv city council reports.

    Commenting on the ongoing siege of the Syrian border town Kobani by Islamic State insurgents, Ismet Yilmaz said Turkey was acting within international laws and "with minimum damage."

    IS militants have been laying siege to Kobani, one of the largest towns in the Kurdish region bordering Turkey, for the last three weeks, killing more than 200, according to the Syrian Observatory for Human Rights.

    Kurds living in Turkey took to the streets on Monday night to protest against Turkey's perceived inactivity in the face of IS violence.

    Russia's Foreign Ministry said that the European Union has turned a blind eye on the fact that the Red Cross staff member died in Donetsk as a result of artillery fire by Ukrainian military.

    “Russia has expressed indignation over this tragedy and sincere condolences to the relatives and dear ones of the killed Red Cross employee,” the Russian Foreign Ministry said. “However, although several days have passed, we have heard no sensible explanations from the Kiev authorities about the circumstances surrounding the death of a representative of such an influential international humanitarian organization."     Twitter has sued the US government over surveillance laws.

    Under current regulations, Twitter cannot reveal certain information about government requests for users' data relating to national security.

    Twitter argues that this violates the right to free speech, as defined by the First Amendment to the US Constitution.

    The firm said it brought the case in an effort to force the government to be more transparent about personal data requests.

    "It's our belief that we are entitled under the First Amendment to respond to our users' concerns and to the statements of US government officials by providing information about the scope of US government surveillance," Twitter's lawyer, Ben Lee, wrote in a blog post.

    Twitter brought the action against the US Department of Justice and the Federal Bureau of Investigation in a northern California court on Tuesday.

    In April, Twitter submitted a Transparency Report to the US government for publication; however, so far officials have denied the firm's request to share the full report with the public.

    That report includes specific information about the nature and number of requests for Twitter user information relating to national security.

    Canada has voted to join the US led coalition against the Islamic State group in Iraq after the country's Prime Minister Stephen Harper won the support of parliament.

    Parliamentarians led by Conservative Prime Minister Stephen Harper carried the vote, by 157 to 134, in favour of the six-month mission.

    Both the opposition New Democrats and Liberals voted against it, saying they fear the mission could become a quagmire.

    Six hundred air crew and other personnel, along with six fighter jets and several other military aircraft, will now head to the Middle East.

  107. Australian Prime Minister Tony Abbott has expressed "frustration and anger" at "preachers of hate " who come to Australia inciting hostility, saying he will move to ban them....

    Abbott said on Sydney radio Wednesday that he wanted to set up a "red card" system to stop these "hate preachers" getting visas to come to Australia.

    But he said it was unlikely that the system would be in place in time to stop an upcoming lecture being promoted by the radical Islamic political party, Hizb ut-Tahrir.

    Hizb ut-Tahrir has planned to hold a public lecture in Sydney on Friday about the U.S.-led military action in Iraq and Syria.

    The lecture, entitled "The War To End The Blessed Revolution", will focus on the West's role in attacking the "noble Syrian revolution".

    Appearing on 2GB, Abbott was asked by host Alan Jones whether the government would ban the organisation, which advocates that all Muslim affairs be administered according to the Shariah rules.

    Abbott said he shared Jones' "frustration and anger" but under the current laws, the group, which the prime minister declared was "thoroughly objectionable" and "campaigns against Australian values and interests", could not be banned.

  108. Thousands of Kurdish people have flocked into the streets across Turkey since Monday evening to protest against the Islamic State's (IS) advance into the Kurdish town of Kobane in northern Syria, which turned violent in some provinces....

    The police have shot dead a person in the southeastern province of Mus, while in Istanbul another was injured on Tuesday. In separate demonstrations in the eastern provinces eight more people were also injured.

    Istanbul has witnessed large protests since Monday evening, as thousands of people poured into the streets. Police used tear gas, water cannons and rubber bullets to disperse the crowd, as the protesters retaliated with fireworks and petrol bombs. The city has raised the alarm level and cancelled all holiday permission for the police forces.

    The Pro-Kurdish People's Democracy Party issued an urgent appeal in the late evening hours on Monday, appealing all the people in Turkey to hold demonstrations against IS' massacre attempt in Kobane.

    "The Kurdish people is at the breaking point of their history of struggle. The IS wants to have a massacre in Kobane with the support of Turkey and international powers," the statement said.

    During the protests the Kurds also blamed Turkey's ruling Justice and Development Party for its inactivity over the IS assaults in Kobane, claiming that the government has been supporting IS militants.

    IS militants captured three neighborhoods in the predominantly Kurdish city of Kobane in northern Syria on Monday, and hundreds of Kurdish people have fled Kobane toward the Turkish borders, according to Syria's oppositional Observatory for Human Rights.

    Kobane, also known as Ayn al-Arab, has been subject to ferocious attacks by IS militants over the past two weeks. IS fighters have succeeded in capturing hundreds of Kurdish villages around Kobane, forcing tens of thousands of people to flee.

    Kurdish activists accused Turkey of working with the IS to empty the city of its residents so that it could impose a buffer zone on the Syrian side of the borders under the pretext of helping the refugees.

    The sixth report on the human rights situation in Ukraine covers the period from August 18 to September 16. Last week, UN spokesman Stephane Dujarric claimed the UN human rights report will address the issue of mass burial sites near Donetsk. The release date of the report has been delayed from October 3 to October 8.

    On September 23, several mass graves with over 400 bodies of civilians and pro-independence fighters, apparently killed execution-style, were found northeast of the eastern Ukrainian city of Donetsk.

    Independence supporters of southeastern Ukraine claim that the massacre was carried out by Ukraine’s National Guard fighters, who had stayed in the area since April, when Kiev launched its military operation in the region.   110. Australian fighter jets cancel IS strike over fears of killing civilians...

    Australian jet fighters pulled out of a potential strike on a moving Islamic State (IS) target in Iraq because of concerns of killing civilians, senior defense personnel said on Wednesday.

    Defense chiefs revealed in a media briefing on Wednesday, that the Super Hornet pilots and their commanders stopped pursuing their IS target when it moved into a populated urban area.

    Vice Admiral David Johnston, Chief of Joint Operations, said the jet fighters, which were providing air cover to Iraqi forces on the ground on Sunday night, put the safety of civilians first.

    "One of our [Super Hornet] packages on the first night ... had an identified target which it was tracking and that particular target moved into an urban area where the risks of conducting a strike on that target increased to a point where it exceeded our expectations of collateral damage, so they discontinued the attack at that point," he told reporters.

    He said IS militants were "not moving as freely as they were" since the air strikes began.

    GENEVA, October 8. -- Kiev-controlled forces continue to violate the principles of international humanitarian law, according to a UN report on the human rights situation in Ukraine from August 18 to September 16, examined by RIA Novosti on Wednesday.

    "During the reporting period, international humanitarian law, including the principles of military necessity, distinction, proportionality and precaution continued to be violated by armed groups and some units and volunteer battalions under the control of the Ukrainian armed forces," the report of the Office of the UN High Commissioner for Human Rights, based on the work of the UN Human Rights Monitoring Mission in Ukraine, read.

    The 37-page document also contains testimonial evidence of cases of maltreatment in the Ukrainian custody, such as "beatings, poor nutrition and lack of medical assistance." According to the Ukrainian Security Service, as many as 1,000 individuals have been detained on suspicion of being "militants and subversives" from the beginning of military operation in April to August 25.

    Le Parida, un bateau transportant des déchets radioactifs irlandais vers la Belgique a été victime d’un feu à bord, mardi soir.   116. UN envoy warns IS operation in Libya ...

    UN envoy to Libya warned again that the Islamic State (IS) militants are already operating in the volatile North African country, posing major threat to regional security, local media al-Wasat reported on Wednesday.

    Bernardino Leon, head of the UN Support Mission in Libya, said the Libyan militants who had fought in Syria and Iraq are now back in the country and the current chaos might be an ideal hotbed to breed for them.

    "The jihadists are already here," Leon said, adding that if the warring parties continued fighting each other, then the country will be turned to an "open field" for the IS.

    He also urged them to have dialogues instead of prolonging the bloody clashes.

    Le comportement du président américain contraste avec ses discours politiques et déconcerte en Amérique, estime Kathleen Parker, une journaliste du Washington Post.

    "Les actes sont plus révélateurs que les propos. Beaucoup ont été stupéfaits par la condamnation "diplomatique" d'Obama après l'exécution du journaliste américain James Foley par l'Etat islamique, avant de sauter dans sa voiturette de golf comme si de rien était. La décapitation, c'est mal, le golf, c'est bien. Telle paraît être la position du président américain", souligne la journaliste.

    Selon Kathleen Parker, les doutes sur l'intérêt de Barack Obama à participer à la politique de l'Etat se confirment de plus en plus.

    "Le président est-il impliqué dans son travail? Se préoccupe-t-il de tout ce qui se passe? Le détachement d'Obama fait vraiment peur à la population: il s'oppose à la prise de décision et réagit trop tard aux problèmes qui s'aggravent (l'arrivée d'Ebola sur le sol américain par exemple), mais il se débrouille très bien quand il faut faire porter le chapeau à quelqu'un d'autre", juge Parker.

    Selon elle, tandis qu'Obama "suinte" l'incompétence, les opposants politiques du président renforcent leurs positions, alors que les défis auxquels l'Etat américain fait face deviennent de plus en plus dangereux.

    "L'Etat islamique continuera visiblement à décapiter des gens car les Etats-Unis ont déclenché une guerre qui pourrait durer des décennies en dépit des prévisions optimistes de l'administration. Le pire devient non seulement possible, mais il se produit sous nos yeux", conclut la journaliste du Washington Post.

  119. Iran Ready to Help Damascus in Protecting Kobani Population: Foreign Ministry...

    Tehran is ready to help the Syrian government in protecting residents of Kobani, a border town with Kurdish population, if it receives an official request from Syria, Iran's Foreign Ministry Spokeswoman Marzieh Afkham said at a press briefing Wednesday.

    "Kobani is a part of Syria's sovereignty and territorial integrity and if this government makes a request and asks for any assistance, we are ready to help," Press TV quoted Afkham as saying.

    This help would include the provision of humanitarian aid and medicine to people in Kobani.

    L'Ukraine a annoncé mercredi qu'elle comptait demander au Fonds monétaire international un soutien financier accru, conséquence de près de six mois de combats dans l'Est, où le cessez-le-feu décrété il y a un mois est de moins en moins respecté.

    Après une accalmie début septembre, le bilan quotidien publié par les autorités s'est de nouveau alourdi ces derniers jours. Après une journée noire mardi avec 12 tués, il s'est établi mercredi matin à six morts (trois civils et trois soldats ukrainiens) avant de s'alourdir avec deux morts civils près de la gare de Donetsk dans la soirée.

    Mais sur le terrain la réalité semble encore plus meurtrière: à Donetsk, où des combats agitent ces derniers jours le quartier de l'aéroport, les responsables d'une morgue ont indiqué à l'AFP recevoir une dizaine de corps par jour.

    En fin de journée mercredi, des obus ont touché un supermarché et des commerces dans le quartier de la gare, où des journalistes de l'AFP ont vu deux morts et quatre blessés.

  121. Turkey: 18 killed in Kurdish protests...

    At least 18 people have been killed in pro-Kurdish protests in southeast Turkey, the Anadulo news agency reported on Wednesday.

    The protesters were angry at Ankara’s lack of action to protect Kurdish population of the Syrian border town of Kobane from the Islamic State of Iraq and Syria (ISIS).

    Eight of the deaths came in Turkey’s main Kurdish city of Diyarbakir where the most intense rioting took place overnight Tuesday to Wednesday, a local security official told AFP.

    The clashes with police caused extensive damage in the city with shop fronts burned-out and buses set on fire.

    The other deaths were reported in violent protests in Mardin, Siirt, Batman and Mus, all cities in the southeast of Turkey.

    In a measure unprecedented in the last years, the Turkish army has deployed in the streets of the cities of Diyarbakir, Mardin and Van to impose a curfew.

    Schools were closed in Diyarbakir and fights were cancelled, reports said. The protests had first broken out on Monday night but Tuesday’s clashes were more severe.

    Police also used tear gas and water cannon to disperse angry pro-Kurdish protests in Istanbul and Ankara.

    While the fragile month-long ceasefire in eastern Ukraine is a welcome step towards ending the conflict, armed groups continue to terrorize the population in areas under their control, pursuing killings, abductions, torture, ill-treatment and other serious abuses, the United Nations Human Rights Office said today as it released its latest report on the situation in the country.

    “Further prolongation of this crisis will make the situation untenable for the millions of people whose daily lives have been seriously disrupted,” UN High Commissioner for Human Rights Zeid Ra’ad Al Hussein said in a statement from his Office on the release of the report.

    “For almost half a year, residents of the areas affected by the armed conflict have been deprived of their fundamental rights to education, to adequate healthcare, to housing and to opportunities to earn a living.”

    The 6th monthly report of the 35-strong UN human rights monitoring mission in Ukraine covers the period from 18 August to 16 September.     ......After three-and-a-half years of war in Syria, Kobane is at the heart of Kurdish aspirations for greater autonomy.

    While forces loyal to President Bashar al-Assad have concentrated their military and political resources against the armed rebellion elsewhere in Syria, Kurds have consolidated their power over Kobane.

    Indeed, in and around Kobane, Kurds have developed a taste for the autonomy they have longed for from the governments of Syria and Turkey.

    It is no surprise that they are now doggedly defending one of the cities they hope will be one day be a bedrock of their independence.

    The IS group, with its own avowed plans for an Islamic theocracy in the region, understands the significance of defeating the Kurds in Kobane.

  128. The United Stated criticizes Turkish President Recep Tayyip Erdogan's refusal to assist in the fight against Islamic State...

    A top US official told the New York Times overnight on Wednesday that the US-led military coalition has in effect prevented the Syrian air force from flying over northern Syria, so Erdogan’s demand for a no-fly zone "[rang] hollow."

    The official said that Washington was outraged about "Turkey dragging its feet to act to prevent a massacre less than a mile from its border,” after it protested the humanitarian crisis in Syria.

  130. White House: US 'Limited' in Defending Kobani against Islamic State...

    Multiple U.S.-led airstrikes have struck near the northern Syrian town of Kobani, where Kurdish fighters are battling to hold off an advance by Islamic State militants.

    The U.S. military said eight airstrikes carried out with the help of Jordan hit IS targets Wednesday, and that the Kurds continue to control most Kobani, also known as Ayn al-Arab.

    U.S. fighters also struck multiple militant targets in Iraq.

    Australia's military said Thursday that its warplanes conducted their first airstrikes against the Islamic State group in Iraq overnight.

    Australian Prime Minister Tony Abbott stressed the need to help the Iraqi government battle militants who kill everyone who does not share their "narrow, divisive and sectarian ideology."

  131. Diaspora Kurds return to homeland to battle ISIL jihadists...

    Three months ago, Karwan Baban said goodbye to Germany and drove his minibus to his native Iraqi Kurdistan to join the peshmerga battling jihadists of the Islamic State in Iraq and the Levant (ISIL).

    After a five-day road trip through Austria, eastern Europe and Turkey to northern Iraq, he slipped into his peshmerga uniform: "Herr Baban," the Düsseldorf import-export manager, had become "Colonel Karwan."

    To the great alarm of their governments, several thousand Europeans have joined the ranks of the ISIL, which proclaimed a "caliphate" over parts of Syria and Iraq in June.

    On the other side of the battle line, dozens of Kurds from the European diaspora are also leaving their Western lives behind to take up arms and protect their homeland.

    Col. Karwan had already fought for the peshmerga under the dictatorship of former Iraqi President Saddam Hussein.

    When ISIL fighters launched their offensive in Iraq in early June and it became clear that they were a threat to Kurdistan, he did not hesitate to leave Germany - where he had lived for a decade - with his family.

    The 1,500 peshmerga fighters he now commands include 20 who recently arrived in the autonomous Iraqi region from Europe. In Düsseldorf alone "there are many Kurds and they're all ready to come," he said.

    He entertains his guests in a huge house which belongs to the Betwata family of the Khoshnaw tribe, an outlandish structure where blast walls and armed guards shield a little jasmin-scented paradise teeming with children.

    Many killed in fighting

    Around 20 young men in combat attire and with rifles strapped over their shoulders stood around the tribal leaders. They are all cousins and have just returned from battle.

    Many have only recently traded their lives in Amsterdam, Berlin or Rome for the frontlines of northern Iraq.

    "Es geht darum, dass die Türkei ihre Grenzblockade aufhebt. Wir müssen die Türkei dazu zwingen", sagte der Grünen-Abgeordnete Peter Pilz. Die Oppositionspartei will am Nachmittag im außenpolitischen Ausschuss des Nationalrats einen Appell zur Unterstützung der Kurden einbringen. Es brauche Druck auf die Türkei und eine Resolution des UNO-Sicherheitsrates, in der den kurdischen Kämpfern freier Zugang nach Kobane zugesichert werde.

    Auf eine Unterstützung für kurdische Untergrund-Aktivitäten etwa der auch von der EU als Terrororganisation geführten PKK wollte der Abgeordnete sich jedoch nicht festlegen. "Ich will ganz bewusst keine PKK-Diskussion anfangen", sagte Pilz.

    The student leader of Hong Kong pro-democracy protests urged more people to rally and continue the occupation of the city Thursday after the government called off joint talks because they were "unlikely to be constructive".

    Alex Chow, leader of the Hong Kong Federation of Students, called for people to continue the occupation of the city after numbers dwindled to the hundreds from tens of thousands at the peak last week.

    He was speaking after Chief Secretary Carrie Lam, the city's No 2 government official, called off talks with his group on the eve of the planned dialogue, because they have been “seriously undermined” by remarks from the student leaders.

    The main opposition Republican People’s Party (CHP) has suggested that the government should renew a parliamentary mandate authorizing the Turkish army to mobilize in neighboring Syria by clarifying that it would solely aim to save the border town of Kobane from jihadists.     Le dernier dirigeant de l'Union soviétique, Mikhaïl Gorbatchev, âgé de 83 ans, a été hospitalisé mais est décidé à se battre pour vivre, ont rapporté jeudi soir des agences de presse russes.
    "Mon état de santé est moyen depuis une semaine et aujourd'hui, je suis à l'hôpital. Mon état de santé s'est détérioré", a déclaré M. Gorbatchev cité par l'agence Ria Novosti depuis son hôpital. "Je suis branché à un moniteur", a-t-il ajouté sans préciser où il était hospitalisé. "Vous connaissez mon caractère, je suis déterminé à lutter, à vivre", a-t-il également dit à l'agence Interfax. En juin 2013, le dernier dirigeant de l'Union soviétique avait été hospitalisé pour un bilan de santé. M. Gorbatchev est apparu ces dernières années le visage bouffi, et fatigué lors de ses dernières interventions publiques. Selon les médias russes, il souffrirait de diabète. En raison de problèmes de santé, il ne s'était pas rendu en avril 2013 aux obsèques de l'ancien Premier ministre britannique Margaret Thatcher. Très respecté en Occident, il l'est beaucoup moins par la plupart des ses concitoyens qui le rendent responsable de l'explosion de l'URSS et du chaos économique et social qui a suivi. Le père de la perestroïka (réforme) lancée en 1985, avait annoncé sa démission à la télévision le 25 décembre 1991, prenant acte de la disparition de l'URSS après un accord signé sans lui par l'Ukraine, le Bélarus et la Russie. M. Gorbatchev entretient ces dernières années des relations délicates avec l'actuel président russe Vladimir Poutine, qu'il a critiqué à de nombreuses reprises pour les reculs démocratiques et appelé à céder le pouvoir.     The best help Turkey can provide the United States in the fight against the Islamic State threat is the use of Incirlik Air Base, head of the Pentagon Chuck Hagel said Friday during his visit to Colombia.

    According to Hagel, US representatives will raise that issue in the negotiations with Turkey this week. Hagel noted that Turkey has military potential that can be used in the fight against the IS militants.

    The Chinese foreign ministry on Thursday urged the United States to stop "fabricating stories" and "mudslinging" after a Federal Bureau of Investigation (FBI) official accused China of stealing secrets from US firms.

    "Chinese laws forbid hacking or any other behavior harmful to cyber security, and it is an undoubted fact that the Chinese government resolutely cracks down on crimes," foreign ministry spokesman Hong Lei said at a daily news briefing in response to a question on the FBI official's remarks.

    FBI director James Comey said Sunday during a TV appearance that China topped the list of countries seeking to pilfer secrets from US firms, costing American businesses billions of dollars every year.

    Romanian Prime Minister Victor Ponta said on Friday he rejected the proposal of President Traian Basescu to nationalise the oil refinery of Russia’ LUKOIL company in the town of Ploiesti.

    “Companies do not quit the country just because the president has suddenly lost his temper. Let’s approach the matter reasonably and think of normal functioning of the state,” Ponta told reporters.

    On Thursday, Basescu told the Romanian government “to prepare for nationalisation of LUKOIL’s refinery,” if the Russian company, accused of violation of the country’s tax legislation, decided to shut down the refinery.

    The damage of LUKOIL’s tax fraud to the economy of Romania may exceed 230 million euro, Basescu said.

    LUKOIL Vice President Vladimir Nekrasov said previously that accusations against the Romanian subsidiary of LUKOIL were ungrounded. “We have always been conscientious taxpayers. If some violations have occurred, then those responsible - individuals - will be punished.   151. EU Solidarity Fund: Commission moves to help Serbia, Croatia and Bulgaria after May's major floods....

    EU Commissioner for Regional Policy, Johannes Hahn, has today announced an aid package worth nearly €80 million proposed by the European Commission for Serbia, Croatia and Bulgaria after flooding disasters struck the countries in May and June 2014.

    The proposed aid of €60.2m to Serbia, €8.96m to Croatia and €10.5m to Bulgaria is to help cover part of the emergency costs incurred by the public authorities in these three countries due to the disasters. In particular, it will help to restore vital infrastructure and services, reimburse the cost of emergency and rescue operations, and help cover some of the clean-up costs in the disaster-stricken regions.

    Serbia, which is currently in negotiations to join the EU - and therefore eligible for the Fund - suffered the worst of the damage. The floods most severely hit the districts of Kolubara, Mačva, Moravcki, Pomoravlje, and part of Belgrade, with detrimental effects for some 1.6 million inhabitants. Essential power links were damaged, while drinking water suffers on-going pollution.

    Commissioner Hahn, who oversees the Fund and signed today’s proposal, said "This decision reflects the very nature of this Fund, which is solidarity with our fellow Member States and those counties negotiating accession in their time of need after natural disasters. The European Solidarity Fund helps these countries get back on their feet and regain stability which is threatened by the severe damage to economic sectors such as tourism, or destruction of essential infrastructure. This proposed support will help Serbia, Bulgaria and Croatia to recover from the terrible flooding earlier this year and it will help to reimburse rescue and clean-up costs in the affected regions."

    He added: “These amounts are specific and targeted to help address the immediate and direct impact of natural disasters. We have now approved these grants at the Commission. We also reformed the EU Solidarity Fund rules which entered into force on 28 June 2014 and simplified the existing system and criteria so that aid can be paid out more rapidly than before. Now we trust member states will also show solidarity and stand by their commitments in swiftly agreeing the funds set aside for this purpose."

    The UN special envoy to Syria has warned that up to 700 people, mainly elderly, are still trapped in the Syrian border town of Kobane.

    Staffan de Mistura also urged Turkey to allow in volunteers to Syria to defend the town from Islamic State militants.

    There are reports that IS has taken control of the Kurdish headquarters in the town, but this has been denied by a Syrian Kurdish official there.

    Kobane has been a major battleground for IS and the Kurds for three weeks.

    The fighting has forced hundreds of thousands of Syrians, mainly Kurds, to flee into neighbouring Turkey, which has so far ruled out any ground operation on its own against IS.

    Kurdish forces, who are being helped by US-led coalition strikes against IS, say they urgently need more weapons and ammunition to push back the militants' advance in the town.
    'No Srebrenica'

    Except for one narrow entry and exit point, Mr de Mistura said Kobane was "literally surrounded" by IS, with hundreds of mainly elderly civilians still inside the city centre and another 10-13,000 gathered nearby, AFP reports.

  157. A Chinese fisherman was shot dead by the South Korean coast guard Friday morning in what the coast guard claimed was its crackdown on illegal fishing......

    Turkey's proposal to create a buffer zone in Syria is not a new idea and is not "on the front burner," Tony Blinken, US Deputy National Security Adviser, said in London on Friday.

    Turkey is trying to persuade the US of the need to create a "buffer zone" inside Syria, Turkish officials have previously said, a safe haven on the border likely to require a foreign-patrolled no-fly zone where displaced civilians could be given aid.

    "It is not on the front burner" he said.

    Blinken also said the United States would have to look at ways to increase pressure on Russia unless it implemented the details from the Minsk ceasefire agreement between Kiev and pro-Russian rebels.

    A military convoy including 15 tanks on trucks started moving east on Oct. 10, using the Trans-European Motorway (TEM) under high security.

  163. Turkey sends 634 aid vehicles to Kobani,,,

    The Turkish government has sent 634 vehicles of humanitarian aid to the Syrian town of Kobani since September 19, the prime ministrery said Friday.

    "The total amount of aid, including food, medicine, tents, clothes and cleaning supplies delivered to Kobani region cost around $10 million," the office said in a statement.

    Kobani, also known as Ayn al-Arab, has been a scene of fierce battles between the Kurdish groups and the Islamic State of Iraq and the Levant, or the ISIL since mid-September.

    The statement said Turkey started to deliver humanitarian assistance to the war-torn Syria in August of 2012. More than 190,000 people are estimated to have been killed in the Syrian civil war.

    Turkey's disaster and emergency agency, the AFAD, has been collaborating with Turkish municipalities, non-governmental organizations, and foreign aid agencies to provide humanitarian assistance to Syria since 2012.

    The total aid amount sent to the country as of now stood at $300 million, the statement added.

    The project, the Trans-Atlantic Trade and Investment Partnership, or TTIP, aims to remove a wide range of barriers to bilateral commerce.

    Opponents are planning demonstrations and protests across Europe on Saturday, with large numbers of events in Germany, France, Spain and Italy,

    In Britain, events are planned in at least 15 cities and towns.

    One campaigner involved in planning the day of action said she expected at least 400 local actions in about 24 European countries.

    The EU and the US launched the negotiations last year and the aim is to stimulate more trade and investment, and, in the process, to produce more economic growth and employment.

    It has proved to be extremely controversial.
    Food safety

    One aim of the negotiations is to reduce the costs to business of complying with regulations. A firm in, say Europe, that wants to export to the US often has to comply with two sets of rules.

    Critics say the result of this would be lower standards of protection for workers, consumers and the environment. Food safety is a particular concern among European opponents of the negotiations.

    In the EU, campaigners say that consumers could be faced with more genetically modified food, hormone treated beef and chicken meat that has been rinsed with chlorine.

  167. Iraqi officials have made an urgent appeal for military help in the western Anbar province, saying the area could fall to Islamic State (IS) militants....

    The jihadist group has been attacking the provincial capital Ramadi, and has seized army bases in the area.

    A US official told AFP news agency the situation in Anbar was "fragile".

    IS fighters control large stretches of territory in Syria and Iraq. They are also fighting for control of the Syrian border town of Kobane.

    Anbar is a strategically important province, and home to Iraq's second-largest dam, the Haditha dam.

    Le puissant typhon Vongfong continuait samedi matin sa progression vers les îles principales du Japon et a déjà fait 12 blessés sur l'archipel d'Okinawa, à l'extrême sud du pays, balayé par des pluies diluviennes et des rafales de vent très violentes.
    Selon l'agence météorologique japonaise, Vongfong se trouvait à 05H00 à environ 200 km au sud-est de Naha, la principale ville de l'île d'Okinawa. Le typhon a été déclassé de "super-puissant" à "puissant" mais "reste toutefois important et très fort", avec des pointes de vents à plus de 230 km/h. Un habitant a d'ailleurs eu un doigt sectionné dans une porte lors d'une de ces surpuissantes rafales. Selon les estimations de l'agence japonaise, le typhon, qui continue sa progression à petite vitesse, environ 10 km/h, devrait atteindre lundi la côte de l'île de Kiushu, la grande île du Sud de l'archipel nippon. Il y a une semaine, un autre typhon, Phanfone, avait traversé le Japon, laissant derrière lui 6 morts et 5 disparus dont deux militaires américains. (Belga)

    L’agence de notation maintient son «AA» mais la place sous perspective négative. Elle s’inquiète de la faiblesse de la reprise de l’économie française, et de l’état des finances publiques.

    Standard and Poor’s a confirmé vendredi la note souveraine de la France à long terme à AA mais a révisé sa perspective de stable à négative. L’agence de notation avait dégradé la note française pour la dernière fois en novembre 2013, de AA+ à AA, en lui associant une perspective stable, et avait confirmé la note et la perspective en avril dernier.

    La révision de la perspective s’explique par le fait que la solidité de la reprise de l’économie française n’est pas garantie et que les finances publiques pourraient se détériorer au-delà de 2014, explique S&P dans un communiqué. La note de la France demeure soutenue par le haut revenu par tête, la productivité et la diversification de l’économie française ainsi que par la stabilité de son secteur financier, poursuit l’agence.

    Secretary of State John Kerry will call for a revival of the collapsed Israeli-Palestinian peace process on Sunday when he attends an international conference in Cairo on rebuilding Gaza, American officials said.

    The top U.S. diplomat and 30 of his counterparts convene in the Egyptian capital alongside U.N. Secretary General Ban Ki-moon, who is seeking a record $1.6 billion in aid to rebuild the battered Gaza Strip.

    The Palestinian government last week unveiled a 76-page reconstruction plan for Gaza, calling for $4 billion to rebuild the war-battered territory, with the largest amount going to build housing for some 100,000 left homeless.

    The Israeli military operation in Gaza killed nearly 2,200 Palestinians, mostly civilians, while attacks from Gaza killed 73 on the Israeli side.

    Kerry will meet with Palestinian president Mahmoud Abbas on the sidelines of the conference, having last met at the U.N. General Assembly in September, State Department officials said.

    “You will hear the secretary reaffirm the commitment of the United States to helping the parties achieve a negotiated two-state solution and our willingness to re-engage in the negotiations and help facilitate successful negotiations,” a State Department official said.

    “More broadly we are interested in sort of breaking the cycle we have been in in the last six years of war and reconstruction there,” the official added.
    Doubts over reaching the Palestinian target

    Foreign Minister Mevlüt Çavuşoğlu has said Turkey is expecting to win a seat on the U.N. Security Council in the key vote next week.

    The vote, to take place in the U.N. General Assembly on Oct. 16, is for the 10 non-permanent seats on the 15-member council; China, France, Russia, United Kingdom and the United States have permanent seats with the power to veto resolutions.

  175. Eurasian Economic Union to serve $2.7 trillion market...

    A new Eurasian trade bloc was established Friday.

    The new international organization brings together Russia, Belarus, Armenia and Kazakhstan into the Eurasian Economic Union. The basis of the organization is to allow the free movement of goods, services, capital and workforce among the member states, and for them to conduct common policies in key sectors of the economy, such as energy, industry, agriculture and transport. The organization will serve a market of 170 million people with a value of $2.7 trillion in combined gross domestic product.

    It is the culmination of a treaty accord which was signed by the presidents of Russia, Belarus and Kazakhstan on May 29, 2014 in Astana.

    The agreement to establish the new trade bloc took place at Minsk in Belarus, with the leaders of all the countries involved to implement the organization. The national parliaments of all the member states had previously ratified the accord. The customs union will begin operations on Jan. 1, 2015.

    At the meeting in Minsk, the leaders also agreed to close down the predecessor organization to the Eurasian Economic Union, which was called the Eurasian Economic Community. Armenia finalized its adherence to the new customs union at the meeting.

    At the meeting, Russian President Vladimir Putin commented: "I would like to point out that the integration process is reaching a new level, although we are still to do a great deal to ensure the newly-created Eurasian Economic Union should achieve capacity operation and the people of our countries feel real feedback from the efforts we exert." Putin added that key economic and legal issues will be referred to the Eurasian Economic Union.

    The summit hosted presidents of member and host countries including president of Azerbaijan, Ilham Aliyev; president of Kyrgyzstan, Almazbek Atambayev; president of Armenia, Serj Sargsyan; president of Belarus, Alexander Lukashenko; president of Tajikistan, Emomali Rahmon; president of Uzbekistan, Islam Karimov; president of Turkmenistan, Gurbanguly Berdimuhamedov; and president of Moldova , Nicolae Timofti.

    Der ukrainische Präsident Petro Poroschenko trifft nach eigenen Angaben Kremlchef Wladimir Putin in der kommenden Woche zu Gesprächen über den Ukraine-Konflikt. Er erwarte beim europäisch-asiatischen Gipfeltreffen (ASEM) in Mailand keine leichten Verhandlungen mit Putin, sagte Poroschenko am Samstag in Charkow.

    Er werde unter anderem auch die deutsche Kanzlerin Angela Merkel (CDU) sowie die Regierungschefs Italiens und Großbritanniens, Matteo Renzi und David Cameron, treffen, sagte er der Agentur Interfax zufolge. Eine Bestätigung des Kreml lag zunächst nicht vor. Ein Gespräch sei aber nicht ausgeschlossen, hatte es zuvor geheißen.

    Beide Präsidenten waren zuletzt Ende August zusammengetroffen. Die Gespräche führten Anfang September zum Abschluss einer Waffenruhe im Osten der Ukraine, doch gibt es weiterhin praktisch täglich Kämpfe zwischen den Regierungstruppen und prorussischen Separatisten.

  178. India Evacuates 150,000 as Cyclone Hudhud Intensifies...

    About 150,000 people were evacuated on India's eastern seaboard on Saturday as cyclone Hudhud bore down and grew in sheer force, threatening to devastate farmland and fishing villages when it hits the coast on Sunday morning.

    The India Meteorological Department (IMD) rated Hudhud as a very severe cyclonic storm that could pack gusts of 195 km/h (over 120 mph) and dump more than 24.5 cm (10 inches) of rain when it makes landfall.

    The Global Disaster Alert and Coordination System (GDACS), run by the United Nations and the European Commission, forecast even higher peak wind speeds of 212 km/h. That would make Hudhud a Category 4 storm capable of inflicting “catastrophic” damage.

    Around 150,000 people have been evacuated in the coastal state of Andhra Pradesh to high-rise buildings, shelters and relief centers, said senior disaster management official Hymabati.
