The Spanish government held an extraordinary Cabinet meeting on Wednesday morning to discuss the unilateral declaration of independence announced on Tuesday by Catalan premier Carles Puigdemont, who immediately placed independence on hold and demanded talks.
Prime Minister Mariano Rajoy then made a brief public address at noon on Wednesday in which he announced he had formally requested that the Catalan premier clarify whether independence had in fact been declared.
“This notification comes before any measures that the government can take within the framework of section 155 of the Constitution,” Rajoy specified, referring to a provision which would allow central authorities to temporarily intervene in Catalonia’s affairs.
"We want to offer clarity and judicial security. The answer of the Generalitat (Catalan executive) will mark events in coming days," he tweeted shortly afterward.
