The signing of the agreement meant a breakthrough just ahead of a historic visit to Cuba by U.S. President Barack Obama.
EU and Cuban officials signed the agreement in Havana during a visit by EU foreign policy chief Federica Mogherini following nearly two years of intense negotiations between the two sides that also touched upon the thorny issue of human rights -- the one that prompted the EU to unilaterally suspend ties in 2003.
Cuban deputy foreign minister Abelardo Moreno and the EU negotiator Christian Leffler, signed the deal in a ceremony chaired by the island's Foreign Minister Bruno Rodriguez and Mogherini.
- "This is a historic day for bilateral relations," Mogherini said, calling on the United States to lift the embargo on Cuba.
The agreement is subject to ratification by the governments of the EU bloc and Cuba. Once implemented, it will allow for full economic cooperation and the delivery of aid to Cuba.
- Mogherini said that she will ask the European Council to end a 20-year policy, known as the "common position" on Cuba, which restricts the EU ties with Cuba until reform are made in certain areas.
- The policy was rejected by Havana as interference in its domestic policy.
The negotiations for the agreement began in April 2014. The island was the only Latin American country lacking such a deal with the EU.
However, Havana had already signed cooperation contracts with 17 of the 28 nations in the European community.
The EU is the largest foreign investor and the third source of tourism in the Caribbean country.

ReplyDeleteÀ quelques jours de la visite à La Havane du président américain Barack Obama, Cuba a franchi un pas supplémentaire vers la normalisation de ses relations avec les autres pays en signant un accord de dialogue politique avec l'Union européenne.
L'Union européenne et Cuba ont signé vendredi 12 mars un accord de normalisation de leurs relations, première étape vers l'établissement d'une complète coopération économique entre les Vingt-Huit et le régime communiste cubain.
La validation de ce texte intervient à l'issue de près de deux ans d'intenses négociations avec Cuba, seul pays latino-américain sans accord de coopération avec l'UE. La haute représentante de l'UE pour les Affaires étrangères, Federica Mogherini, a fait le déplacement pour l'occasion à la Havane.
"C'est une journée historique pour les relations bilatérales", a-t-elle commenté, juste avant que le négociateur européen Christian Leffler et le vice-ministre cubain des Affaires étrangères Abelardo Moreno paraphent l'accord. Le ministre cubain des Affaires étrangères, Bruno Rodriguez, a pour sa part salué la conclusion d'"un processus dynamique qui n'a pas été exempt de complexité, un processus dans lequel persistent des différences sur certains sujets que nous pouvons régler d'un commun accord".
"La fin de la position commune"
Le document instaure un dialogue politique et fixe les critères des relations commerciales et d'aide entre les signataires. Si le volet commercial faisait déjà l'objet d'un accord, celui du dialogue politique, qui comprend la délicate question des droits de l'homme, était en attente de consensus. Cuba souhaitait notamment que l'UE abandonne sa "position commune" qui, depuis 1996, conditionne la coopération européenne avec le régime communiste à des avancées démocratiques.....france24.com
