Japan to allow military role overseas in historic move

Japan's parliament has voted to allow the military to fight overseas for the first time since the end of World War Two 70 years ago.

A vote on the new law was delayed for several hours as the opposition tried to stop the measure coming into force.

Outside, demonstrators rallied in a last-ditch show of protest.

Many Japanese are attached to the pacifist provisions in the constitution which banned fighting overseas.

The bills have already passed through the government-dominated lower house.

The government says that the changes in defence policy are vital to meet new military challenges such as those posed from a rising China.

It wanted to hold the vote before a five-day holiday begins on Saturday. The governing coalition has a majority in both chambers of the Diet, meaning that ultimately the opposition camp was powerless to stop the measure becoming law.

Masaaki Yamazaki, the president of the upper house, said the bills were passed with 148 lawmakers voting in support and 90 against.

More than 200 hours have been spent deliberating the legislation, the Japan Times reported, and its approval by parliament fulfils one of Prime Minister Shinzo Abe's long-held ambitions.

    Le Japon a approuvé samedi des lois de défense qui permettraient l'envoi de soldats dans un conflit à l'étranger, une première depuis la Seconde guerre mondiale.

    Au terme d'un débat pour le moins houleux, les députés japonais ont approuvé dans les premières heures du samedi 19 septembre, des lois de défense controversées. Elles permettraient l'envoi de soldats dans un conflit à l'étranger, ce qui serait une première depuis la Seconde guerre mondiale.

    Les sénateurs ont voté en séance plénière ces textes donnant une nouvelle interprétation de la Constitution pacifiste du pays, après des débats tendus et alors que la foule manifestait devant le Parlement.

    Samedi vers 02H15 heure locale (vendredi 17H15 GMT), le président du Sénat, Masaaki Yamazaki, a annoncé l'adoption par 148 voix pour et 90 contre.

    Les manifestants suivaient, le visage grave, les événements sur leurs téléphones et ordinateurs. Au moment de l'annonce du résultat du scrutin, les cris ont redoublé: "Abe démission !", "anticonstitutionnel ! ", "protégeons la Constitution ! ", "retirez ces lois de guerre !",at-on pu entendre.

    Les textes sont en effet loin de faire l'unanimité au Japon. Des dizaines de milliers de personnes sont descendues dans les rues au cours de manifestations quasi quotidiennes contre ces lois ces dernières semaines, une mobilisation d'une ampleur rare dans l'archipel............france24.com
