Hungarian army gets new powers against migrants

Hungary's parliament has approved giving the army and police sweeping new powers to prevent illegal migrants crossing the border, including giving troops the right to use weapons.

The legislation allows the army to take part in border controls, to restrict personal liberties and to use weapons as long as no loss of life ensues.

It follows new laws earlier this month making illegal border-crossing a crime punishable by jail.

 
European leaders will seek to find a credible response to the continent's worst migration crisis since World War II at an emergency summit this week.

German Chancellor Angela Merkel called on her peers yesterday to accept joint responsibility.

"Germany is willing to help. But it is not just a German challenge, but one for all of Europe," Ms Merkel told a gathering of trade unionists.

"Europe must act together and take on responsibility. Germany can't shoulder this task alone."

Striking a more sceptical tone on migration than in previous weeks, Ms Merkel also warned that Germany could not shelter those who were moving for economic reasons rather than to flee war or persecution......http://www.rte.ie/news/2015/0921/729210-migration/

Hungary's PM has said Europe's borders are threatened by migration, at the start of a week of intense diplomatic activity on the crisis.

Viktor Orban said migrants were "breaking the doors" and that a united stance was required.

Ministers from Poland, Hungary, the Czech Republic and Slovakia met to discuss an EU proposal for quotas, which they oppose.

Some EU countries want migrants shared out more evenly across the EU.

    Le parlement hongrois a adopté lundi une nouvelle législation renforçant encore les pouvoirs de la police et de l’armée à l’encontre des migrants, autorisant notamment l’armée à ouvrir le feu dans certaines circonstances.

    Présentée par l’administration du Premier ministre populiste Viktor Orban, la nouvelle loi, qui nécessitait une majorité des deux tiers, a été adoptée par 151 voix contre 12 et 27 abstentions.
    Les tirs ne peuvent pas être « mortels »

    Le texte entérine la possibilité de déployer massivement des militaires aux frontières et autorise dans certaines conditions l’armée et la police à ouvrir le feu contre des migrants, à condition que les tirs ne soient pas «mortels».......lesoir.be

  2. EU to hold talks as Hungary gives army anti-migrant powers...

    EU interior ministers will hold an emergency meeting Tuesday in hopes of bridging a deep rift over Europe's worst migrant crisis since World War II, a day after Hungary gave its army drastic new powers to protect its borders.

    Tuesday's meeting will see ministers discuss controversial binding quotas to relocate 120,000 refugees around the bloc from frontline states after they failed to reach a deal last week, and ahead of a bloc-wide emergency summit opening Wednesday.

    On the eve of the meetings, UN Secretary-General Ban Ki-moon appealed to leaders across the 28-nation bloc, urging them to "show leadership and compassion" as the continent grapples with the wave of migrants, many of them refugees fleeing the conflict in Syria.

    He said he was "extremely concerned" about the deteriorating situation, with European borders being closed, the lack of proper facilities to receive newcomers and the increased use of detention against them.............france24.com
