Italy threatens to ‘hurt’ Europe. No EU consensus on proposed refugee distribution plan

Prime Minister Matteo Renzi threatened Sunday to go to a Plan B to deal with migrants which "would hurt Europe" if Italy is not given greater help with the crisis.

The country is struggling to accommodate an endless wave of boat migrants and a crackdown on security at the French and Austrian borders over the past few days has exacerbated the situation, causing a bottleneck at Italy's train stations.

The crisis "should not be underestimated. It is a serious issue and, let me be clear, Europe's answers so far have not been good enough," Renzi said in an interview published in the Corriere della Sera daily.

The EU is having difficulty getting consensus for its proposed migrant distribution plan - under which 24,000 refugees would be taken by other countries - but Italy is hoping an EU summit on  June 25 will go even further.

"Redistributing just 24,000 people is almost a provocation," Renzi said.

"If Europe chooses solidarity, good. If it doesn't, we have Plan B ready. But it would first and foremost hurt Europe," he said, without providing details.

Over 57,000 migrants and asylum seekers have been rescued at sea and brought to Italy so far this year, up from 54,000 at the same time last year, he said.

The PM will raise the immigration issue with his British and French counterparts when they travel to Milan this week, and said he would also speak to European Commission head Jean-Claude Juncker and German Chancellor Angela Merkel.

Under the Dublin convention, refugees must apply for asylum in the first country of entry to Europe - a rule which Italy says is unfair as it leaves Rome to deal with the thousands of migrants washing up on its shores.

  • Greece has also long complained of being left with the same problem.
The Schengen open borders accord has until now meant those landing in Italy can usually easily travel through neighboring France, Austria, Switzerland and Slovenia as they seek to make it to Britain, Germany and Scandinavia.

But border controls have been temporarily reintroduced due to a recent summit of G7 leaders in Germany, sparking migrant protests at the frontier with France Saturday when French police refused entry to more than 200 people hoping to head to northern Europe.

The Dublin convention "should be changed," Renzi said, insisting the current chaos in Libya - from where many of the boats depart - is "Europe's responsibility in light of the [military] intervention four years ago" by NATO to help rebels unseat Muhammad Gaddafi.

    Itália vai pedir à União Europeia para criar campos de acolhimento de refugiados na Líbia e diz ter um plano B que vai "magoar a Europa", se os parceiros europeus continuarem a ignorar a crise humanitária nas costas italianas.

    O país está a ter dificuldades em acomodar os imigrantes que chegam a Itália em barcos lotados, uma situação que foi agravada com o reforço da segurança nas fronteiras com França e a Áustria, o que causou verdadeiros problemas nas estações de comboio de Itália.

    A crise "não deve ser subestimada", afirmou o primeiro-ministro italiano, Matteo Renzi, numa altura em que Áustria, França e Suíça expulsaram imigrantes que estavam a pedir asilo, os quais voltaram para Itália.

    "Deixei-me ser claro: as respostas da Europa até agora não foram suficientemente boas", acrescentou Renzi.

    A União Europeia está a ter dificuldade em chegar a um consenso em relação ao plano de distribuição de imigrantes, segundo o qual 24 mil refugiados deveriam ser levados para outros países.

    Στην Ιταλία, εκατοντάδες μετανάστες βρίσκονται μπλοκαρισμένοι στο Βεντιμίλια στο βορειοδυτικό τμήμα της χώρας και προσπαθούν να περάσουν στη Γαλλία αλλά οι αρχές τους έχουν κλείσει την είσοδο. Σε ένδειξη διαμαρτυρίας, δεκάδες μετανάστες, οι περισσότεροι από αφρικανικές χώρες, κατασκήνωσαν στα βράχια.

    Η Ρώμη καλεί την Ευρώπη να προχωρήσει με το σχέδιο κατανομής, διαμηνύοντας πως έχει «σχέδιο Β» και πως αν η ΕΕ δεν δείξει αλληλεγγύη, θα βρει απέναντί της μία διαφορετική Ιταλία.

    Το Παρίσι υπογραμμίζει ότι δεν έκλεισαν τα σύνορα και δεν ανεστάλη η Συνθήκη του Σένγκεν. Η διαβεβαίωση ακολούθησε το κύμα επικρίσεων στην Ιταλία, με βουλευτές του Γκρίλο να ζητούν από τη Ρώμη ακόμη και να ανακαλέσει τον πρέσβη στη Γαλλία.

    Την επεξεργασία αιτήσεων για άσυλο πάγωσε πρόσφατα και η Αυστρία ενώ φωνές στη γερμανική Βαυαρία καλούν σε παρόμοια μέτρα. Αρκετές ευρωπαϊκές χώρες είχαν προηγουμένως εμφανιστεί έτοιμες να τορπιλίσουν την πρόταση της Κομισιόν για κατανομή προσφύγων.

    Σύλληψη κυκλώματος στην Ελλάδα

    Κύκλωμα διακινητών, που επρόκειτο να μεταφέρει 72 αλλοδαπούς από τη Θεσσαλονίκη προς τη μεθόριο Ελλάδας - ΠΓΔΜ, στην περιοχή του Κιλκίς, εξάρθρωσαν οι αστυνομικές Αρχές. Πρόκειται για τρεις άνδρες και μια γυναίκα.

    Όπως προέκυψε από τις έρευνες καθένας από τους μετανάστες επρόκειτο να καταβάλει στα μέλη του κυκλώματος 150 ευρώ προκειμένου να μεταφερθούν στο προορισμό τους. Μέσω των Βαλκανίων, οι μετανάστες θα επιχειρούσαν στη συνέχεια να ταξιδέψουν σε χώρες της Κεντρικής και Βόρειας Ευρώπης.

    Τον ίδιο τελικό προορισμό φαίνεται να είχαν ακόμα οκτώ πρόσφυγες από τη Συρία, που εντοπίστηκαν, σε δεύτερη αστυνομική επιχείρηση, στην περιοχή του Κιλκίς.

  3. France warns Italy against bending EU rules in migrant row...

    French Interior Minister Bernard Cazeneuve hit back at Italy over responsibility for migrants on Monday, saying it must abide by European asylum rules and that France would continue to turn them back.

    Hundreds of African migrants are stranded at a border crossing in northern Italy, and Italian Prime Minister Matteo Renzi on Sunday called for a change to regulations.

    He argued that after toppling Libyan leader Muammar Gaddafi in 2011, the international community bore responsibility for the hundreds of thousands of migrants who have since crossed by boat to southern Italy. Some 170,000 made the journey in 2014 alone, according to statistics agency Eurostat.

    But speaking to a French TV station, Cazeneuve said Italy had to implement the so-called Dublin regulations, which assign most asylum seekers to the EU country they first enter.

    “The Dublin rules must be respected. When migrants arrive in France that have been through Italy and registered there, the European law applies and that means they must be returned to Italy,” he told BFM TV.

    “They do not have the right to pass and must be handled by Italy.”...Reuters...france24.com

  4. France insisted on Monday that Italy take in dozens of migrants camped out on the Franco-Italian border, amid a growing clash between the two neighbours over Europe's immigration crisis...

    "They shouldn't come back (to France) and they must be taken in by Italy," French Interior Minister Bernard Cazeneuve told rolling news channel BFMTV.

    At Ventimiglia, an Italian border town on the Riviera, dozens of migrants refused entry by France have been camped out since last week demanding to be allowed to cross the frontier.

    "What's happening at Ventimiglia? We need to obey the rules of Schengen and Dublin," said Cazeneuve, referring to EU treaties governing borders and asylum-seekers.

    "What are these rules? When migrants arrive in France and have been processed and registered in Italy, European law implies that they be sent back to Italy," said Cazeneuve.

    The minister said that 50,000 migrants had arrived in Greece and a similar number in Italy.

    Economic migrants that "want a better life in Europe" cannot be admitted, he said. "We can't welcome them in. They must be taken back to the border. To Africa," he said.

    "Then there are those who have refugee status, who have experienced abuse and persecution. They are coming to Europe because they want to carry on living. It's that simple," said Cazeneuve.

    "For these people, we have to examine their asylum request. But five EU countries are taking in 80 percent of asylum-seekers. This isn't possible. We need to share the asylum requests," he said...AFP....ahram.org.eg

  5. Les quotas de demandeurs d'asile sont à l'agenda du sommet européen...

    Les ministres européens de l'Intérieur n'ont pas réussi à se mettre d'accord mardi à Luxembourg sur le plan de répartition des demandeurs d'asile proposé par la Commission européenne pour soulager l'Italie et la Grèce, confrontées à un afflux de migrants. Ce sera donc aux chefs d'Etat et de gouvernement des 28 de se pencher sur cette question délicate, lors de leur sommet de la semaine prochain à Bruxelles.

    A cause de l'instabilité en Libye

    Les ministres de l'Intérieur se sont pour la première fois penchés sur la proposition de la Commission, qui veut imposer aux États de se partager la prise en charge de 40 000 demandeurs d'asile originaires de Syrie et d'Érythrée arrivés en Italie et en Grèce depuis le 15 avril. Cette relocalisation doit aider ces deux pays à faire face à un afflux sans précédent en Méditerranée, du fait notamment de l'instabilité en Libye.

    100 000 irréguliers depuis janvier

    L'Italie a dû prendre en charge près de 60 000 personnes arrivées par la mer depuis le début de l'année, et de plus en plus de migrants passent clandestinement en Grèce par la Turquie. Frontex, l'agence chargée des frontières extérieures de l'UE, chiffre à 100 000 le nombre des entrées irrégulières dans l'Union européenne depuis le début de l'année.

    L'exécutif européen a également invité les 28 à accueillir 20 000 réfugiés syriens en provenance de pays extérieurs à l'UE. Mais aucune décision n'a été prise mardi sur ce projet de répartition "solidaire" des migrants, car les États restent très divisés.........rtbf.be
