Ukraine government seeks EU help as shelling blazes in restive east

Ukraine pressed European leaders Monday to send peacekeepers to stabilize the nation's war-torn east, as monitors reported a surge in shelling near a strategic government-held city.

Top European Union officials landed in Kiev for a key summit with the former Soviet state as it faces off against the rebels in the east, whom its Western allies accuse Russia of backing.

The EU leaders pressured Ukraine's government to speed up anti-corruption reforms to clean up Ukrainian politics and business in ­return for closer ties with the bloc.

"You have a powerful enemy, but you also have a lot of friends. You can count on their help, but it will not be enough unless you yourself change Ukraine," said EU president Donald Tusk.

Ukrainian President Petro Poroshenko says the country first needs more help to stabilize the industrial east, where the rebels have seized ­partial control of two regions and shelling is rumbling on despite a February cease-fire.

Observers with the Organisation for Security and Cooperation in Europe (OSCE) near the flashpoint town of Shyrokyne said they had witnessed "the most intense shelling" since fighting began there in mid-February, as well as the movement of heavy weapons.

Ahead of the summit Poroshenko called on EU leaders to "provide powerful signals in support of Ukraine and its European integration."

His office said it had "agreed to continue coordination" with EU officials on the possibility of a peacekeeping force.

An EU official said ahead of the summit, "We are studying these proposals in detail." But he added that the EU saw "no reason" to replace the OSCE monitors. The official said the EU will stand up for Ukraine's territorial sovereignty and aims to see Kiev regain full control of its eastern border in 2015.

    Speaking at a news conference on the results of the EU-Ukraine summit in Kiev, Tusk said that the only option on the agenda so far had been sending a civilian mission to crisis-hit Ukraine.

    The monitoring mission of the Organization for Security and Cooperation in Europe (OSCE) is deployed in Ukraine, tasked with observing the implementation of the ceasefire between Kiev and pro-independence forces.

    The 17th EU-Ukraine summit is taking place in Kiev on April 27, which is the first such event within the framework of the Association Agreement, signed last year.

    The main topics of the summit are political and economic reforms in Ukraine and EU financial assistance for their implementation. The participants are also set to discuss the application of the Minsk agreements to settle tensions in Ukraine's southeast.

    Fighting erupted between Ukrainian government forces and Russian-backed separatists in eastern Ukraine on Tuesday and four Ukrainian servicemen have been killed, the regional administration chief said.

    Gennady Moskal, governor of Luhansk region on the border with Russia, said on his website that separatists opened fire on government positions with mortar and artillery near the village of Katerinovka.

    "According to preliminary data, four Ukrainian servicemen have been killed and two others have been wounded, one of them seriously," Moskal said.

    The fatalities could not immediately be confirmed by the military in Kiev.....REUTERS
